Alyssa's Legacy Youth in Schools Safety Alert Act or the ALYSSA Act This bill addresses school security by, among other requirements, mandating that each elementary school and secondary school have a silent alarm to alert local law enforcement authorities and emergency responders about a safety issue at the school. It conditions receipt of funds by a local educational agency upon each elementary and secondary school served by such agency being equipped with at least one panic alarm for use in a school emergency. The bill reauthorizes the school resource officers program for FY2021-FY2030.

Stop College Closures Act of 2019 This bill revises provisions related to the recognition of an accrediting agency or association as a reliable authority on the quality of education or training offered by an institution of higher education (IHE). Specifically, an accreditor must (1) monitor the growth of programs at IHEs that are experiencing significant enrollment decline; (2) require, review, and approve the mandatory teach-out plan submitted by an IHE upon the occurrence of certain events indicating a potential school closure; and (3) respond to student complaints and monitor, assess, and submit such complaints to the Department of Education and the relevant state agencies.

Leveraging Opportunities for Americans Now Act of 2019 or the LOAN Act of 2019 This bill revises interest rates and repayment plans for federal student loans. Specifically, the bill directs the Department of Education (ED) to set the interest rate on federal student loans made on or after July 1, 2021, at 0% and replace the interest with a one-time financing fee. The bill permits ED to credit or refund borrowers who pay the balance of their loan earlier than required by their repayment plan with the amount of the financing fee. The bill establishes an income-dependent education assistance repayment plan as the default repayment plan for federal student loans. A borrower may select either this new plan or a 10-year fixed repayment plan. ED must calculate annual repayment amounts and provide annual statements to borrowers. The Department of the Treasury must transmit tax information to ED as necessary to determine a borrower's repayment obligations and financing fee adjustments.

Student Loan Advocacy Act This bill revises the purpose, authority, and management of the Office of Federal Student Aid (FSA), and it establishes the Office of the Borrower Advocate within the FSA to assist borrowers in resolving certain problems. The FSA is the performance-based organization responsible for managing the administrative and oversight functions supporting federal student aid programs. The bill places certain transparency, oversight, and accountability requirements (e.g., data collection, sharing, and publication) on the FSA, and it revises requirements related to the FSA's performance plan and reporting on such performance. The bill also establishes the Office of the Borrower Advocate to replace the Student Loan Ombudsman that is currently responsible for informally resolving complaints from student loan borrowers. This office shall (1) assist student loan borrowers in resolving problems with the FSA; (2) compile, analyze, publish, and attempt to resolve borrowers' complaints; and (3) make recommendations with respect to federal student loan programs and the experiences of borrowers in repayment under such programs. The bill also places additional requirements on the office such as making certain student loan oversight information available to the public.

End Capitalization for Struggling Borrowers Act This bill prohibits the capitalization of interest on a student loan balance after forbearance or certain deferment periods. Capitalization occurs when the interest accrued on a student loan during a period of deferment or forbearance is added to the principal amount of the loan at the expiration of such period.

Truth in Tuition Act of 2019 This bill expands notification requirements for an institution of higher education (IHE) to participate in federal student aid programs. Specifically, the bill requires an IHE to provide to a student (1) a multi-year tuition and fee schedule; or (2) a single-year tuition and fee schedule and a nonbinding, multi-year estimate of net costs after financial aid is awarded. The Department of Education may waive this requirement under certain circumstances.

Native American Education Opportunity Act This bill addresses education savings account programs and charter schools for tribal students. Specifically, the bill requires the Department of Education, at the request of federally recognized Indian tribes, to provide funds to such tribes for tribal-based education savings account programs. Tribes must use such funds to award grants to education savings accounts for students who (1) attended or will be eligible to attend a school operated by the Bureau of Indian Education (BIE); or (2) will not be attending a school operated by the BIE, receiving an education savings account from another tribe, or attending public elementary or secondary school while participating in the program. Funds may be used for items and activities such as costs of attendance at private schools, private tutoring and online learning programs, textbooks, educational software, or examination fees. The Government Accountability Office must review the implementation of these education savings account programs, including any factors impacting increased participation in such programs. Additionally, the bill authorizes the BIE to approve and fund charter schools at any school that it operates or funds.

Private Loan Disability Discharge Act of 2019 This bill directs the holder of a private education loan to discharge the loan in the event of the borrower's death or total and permanent disability. The obligation of a cosigner for a private education loan is also discharged in the event of total and permanent disability of the borrower. The bill also extends indefinitely the exclusion of student loan debt discharge from gross income for federal income tax purposes.

This bill reauthorizes through FY2022 and otherwise revises the Centers for Disease Control and Prevention (CDC) national awareness campaign regarding gynecologic cancers. The CDC must target specified populations of women at higher risk for gynecologic cancers in the campaign. Additionally, the CDC may establish a grant program to evaluate different strategies to increase knowledge and awareness of gynecologic cancers among women and health care providers. In awarding these grants, the CDC must give preference to (1) grantees with expertise in gynecologic cancer education or treatment or expertise in working with groups of women at increased risk of such cancers; and (2) projects that will establish links between health care providers, hospitals, insurance companies, and state health departments.

Minority Diabetes Initiative Act This bill allows the Department of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. HHS must ensure that these grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Asthma Care and Prevention in Rural Communities Act of 2019 This bill permits the Centers for Disease Control and Prevention (CDC) to award grants to address childhood asthma in rural and underserved communities. Counties with high prevalence of asthma among children (12% or higher) may use grants to support mobile clinics, distance learning, and telemedicine to increase access to asthma diagnosis, treatment, and education. Grantees may award subgrants to schools, hospitals, or other organizations to achieve the goals of the program. The CDC must also study issues related to asthma in rural areas.

Stop Mental Health Stigma in Our Communities Act This bill requires the Substance Abuse and Mental Health Services Administration to develop and implement an outreach and education strategy regarding behavioral health issues among the Hispanic and Latino populations. The strategy must be designed to promote behavioral and mental health and reduce stigma associated with mental health conditions and substance abuse among such populations.

Prevent Trafficking in Our Schools Act This bill directs (1) the Department of Homeland Security (DHS) and the Department of Education (ED) to jointly carry out a pilot program under which qualified DHS personnel provide annual human trafficking awareness training to ED personnel and to teachers, school leaders, and other personnel of elementary schools and secondary schools; and (2) ED to develop and implement a public awareness program on the threat of human trafficking in the education system.

Quality Higher Education Act of 2019 This bill revises the accreditation standards under which an accrediting agency or association must assess an institution of higher education (IHE), and it requires the Department of Education to establish procedures for an agency or association to follow when an IHE fails to meet these standards. An accrediting agency or association must measure an IHE's success in student achievement against at least one standard for completion, workforce participation, and progress toward meeting such completion and workforce participation standards. An agency or association must also make certain information such as student achievement standards and IHE performance benchmarks available on a publicly accessible website. Additionally, the National Advisory Committee on Institutional Quality and Integrity must evaluate the effectiveness of the revised standards and compare similar accrediting agencies or associations based on their assessments of IHEs.

Build Effective Teachers Through Essential Reforms to Teacher Education Assistance for College and Higher Education Grants Act of 2019 or the BETTER TEACH Grants Act of 2019 This bill revises provisions related to the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program. Specifically, the bill includes within the purview of the grant program certain teacher preparation programs that were formerly ineligible, and it increases award amounts for teacher candidates enrolled as undergraduate juniors or seniors. The bill also expands TEACH Grant eligibility to associate degree students as well as to applicants obtaining a graduate degree in early childhood education. The bill clarifies the requirement that a TEACH Grant be treated as a Stafford Loan subject to repayment by establishing designated time frames within which a recipient must serve as a teacher. Further, the bill allows for the continued eligibility of a grant recipient despite certain changes to school description, teacher duties, or high-need field status. In addition, the bill requires the Department of Education to collect and make publicly available certain student data such as the number of (1) TEACH Grants awarded to students at a participating institution, (2) TEACH Grant recipients who complete their program of study and begin employment as a teacher in the first academic year following completion, and (3) TEACH Grant recipients who fulfill the terms of their agreement to serve and those whose grants are converted into loans for failure to fulfill such terms.

Expanding Disability Access to Higher Education Act This bill establishes and revises programs to increase access to higher education for students with disabilities and increase their graduation rates. Specifically, the bill requires the Department of Education (ED) to award additional funds under existing TRIO programs (i.e., programs designed to identify and support disadvantaged students) to increase the number of individuals with disabilities served by such programs; award grants to institutions of higher education to establish offices of accessibility on their campuses to support students and staff with disabilities; and collect data on students served by TRIO programs and Gaining Early Awareness and Readiness for Undergraduate Programs, including with respect to student persistence in such programs, graduation rates, postsecondary enrollment rates, and supports provided to enrolled students. The bill also directs the Government Accountability Office to review and report on how ED and TRIO program agencies identify and support students with disabilities.

Student Support Act This bill requires the Department of Education to make matching grants to states for allocation to local educational agencies (LEAs) so that additional school-based mental health and student service providers may be hired, thereby reducing the student-to-provider ratios in elementary and secondary schools to specified minimum levels recommended by the leading counseling, guidance, and mental health organizations. Grants to states and state allocations to LEAs must be made pursuant to specified formulas that take into account a state's and school district's share of children in poverty.

STEM Opportunities Act of 2019 This bill provides for guidance, data collection, and grants for groups historically underrepresented in science, technology, engineering, and mathematics (STEM) education at institutions of higher education (IHEs) and at federal science agencies. Specifically, the bill requires the Office of Science and Technology Policy (OSTP) to provide specified guidance related to such groups to federal science agencies and IHEs. Each federal science agency must collect comprehensive demographic data on recipients of merit-reviewed research and development grants given to IHEs and federal laboratories supported by that agency. Each agency must also implement recommendations from the OSTP report titled Reducing the Impact of Bias in the STEM Workforce . In addition, each agency must carry out a pilot program and implement evidence-based policies and practices to minimize the effect of implicit bias in the grant review process. The National Science Foundation (NSF) must carry out and publish a survey to collect data on the demographics of STEM faculty, by broad fields of STEM, at different types of IHEs. The NSF must also carry out a variety of grant programs, including grants for increasing (1) the recruitment, retention, and advancement of individuals from underrepresented minority groups in STEM careers; (2) the recruitment and retention of minority students who are underrepresented in STEM fields; and (3) student participation in computer science and computational thinking education programs at tribal colleges and universities.

Veterans-Specific Education for Tomorrow's Health Professionals Act or the VET HP Act This bill requires the Department of Veterans Affairs (VA) to implement a pilot program, located at a minimum of five VA medical centers, to provide a clinical observation experience to students who are enrolled at an institution of higher education that has referred them to the program. The VA shall give priority to students who (1) resided in a health professional shortage area, (2) are first-generation college students, (3) have been referred by minority-serving institutions, (4) are veterans, or (5) indicate an intention to specialize in an occupation with a health professional shortage.

Student Training and Education Metrics Act of 2019 This bill makes institutions of higher education (IHE) responsible for a percentage of the loan balance of students who are in default, and it requires IHEs and the Department of Education (ED) to report certain metrics related to student debt and academic programs. Specifically, the bill requires an IHE to remit to ED an annually increasing percentage of the loan balance of students who are in default, up to 10% in the tenth year. Additionally, an IHE shall forfeit its eligibility to receive any federal funds if it raises the amount of tuition and fees above the amount charged for the 2019-2020 award year. An IHE must collect, report to ED, and make publicly available certain statistics such as the (1) graduation rate for each academic program; (2) percentage of graduates who are employed full-time or continuing their education full-time one, three, and five years after graduating; and (3) cost to graduate with a degree for each academic program. For each IHE, ED must annually report (1) the average amount of federal student loan debt owed by a student upon graduation; and (2) the rate of loan deferment, forbearance, default, and delinquency at certain intervals following graduation.

Student Aid Improvement Act of 2019 This bill revises provisions related to federal financial student aid. Specifically, the bill replaces the expected family contribution metric with a student aid index used to assess a family's financial need and approximate their financial resources to contribute to a student's higher education expenses. The bill also revises the process for filing a Free Application for Federal Student Aid (FAFSA), and it removes certain eligibility requirements related to drug-related offenses and registration with the Selective Service System. The bill reauthorizes the Pell Grant program through FY2021, establishes a new eligibility formula for Pell Grants, and increases the maximum Pell Grant award. The Department of Education (ED) must conduct certain activities to educate students and their families about Pell Grant eligibility at a younger age. In addition, the bill expands Pell Grant eligibility to (1) certain incarcerated individuals; and (2) students enrolled in short-term programs that provide training in high-skill, high-wage, or in-demand industry sectors or occupations. ED must develop a standard terminology and format for financial aid offers, which shall provide certain information such as costs, grant and scholarship aid, annual net price, work-study, loans, and accepting or declining aid. In addition, the bill provides that a borrower on a 10-year standard loan repayment plan shall not be subject to a maximum monthly payment or any other maximum monthly payment. Further, the bill makes funding for historically black colleges and universities and other minority-serving institutions permanent.

The enforcement unit must review, investigate, and make recommendations related to any allegation that an institution of higher education has violated federal student financial aid law.

Safe Schools Improvement Act of 2019 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying (including cyberbullying through electronic communications) and harassment, that (1) limits students' ability to participate in, or benefit from, school programs; or (2) creates a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Securing Energy Critical Elements and American Jobs Act of 2019 This bill directs the Department of Energy (DOE) to implement a program to assure the long-term, secure, and sustainable supply of energy critical elements to satisfy the national security, economic well-being, and industrial production needs of the United States. Farm to Table Safety Act This bill modifies the Department of Agriculture (USDA) food safety education program. Specifically, the bill requires USDA to (1) include farm workers in the program; and (2) expand the scope of the program to include practices that prevent bacterial contamination of food, methods of identifying sources of food contamination, and other means of decreasing food contamination.

Simple FAFSA Act of 2019 This bill revises the application process, eligibility requirements, and certain calculations related to the Free Application for Federal Student Aid (FAFSA). Specifically, the bill establishes three pathways for FAFSA applicants to submit income or asset information; establishes a certification process whereby a student who submits an initial FAFSA, and who certifies in the subsequent year that their dependency status has not changed, shall not be required to submit another FAFSA to maintain aid eligibility; requires the Department of Education (ED) to make the FAFSA form available in multiple languages and in formats that are accessible to individual with disabilities; repeals provisions that make ineligible for federal student aid any individual who fails to register with selective service or has committed drug-related offenses; prohibits ED from asking questions relating to whether an applicant for federal student aid has committed any drug-related offenses; expands eligibility for federal student aid to certain students who entered the United States prior to age 16; increases support for working students; requires ED to assign an applicant an expected family contribution of zero in certain situations (e.g., if the student received a federal means-tested benefit such as Medicaid during the previous twenty-four months); and requires ED to use data from the second preceding tax year to simplify the application process and determination of financial aid eligibility.

Stephanie Tubbs Jones Assets for Independence Reauthorization Act of 2019 This bill reauthorizes through FY2024 and otherwise makes changes to certain demonstration projects that fund individual development accounts (IDAs). (IDAs are matched savings accounts through which low-income individuals may save targeted amounts for qualifying purposes such as first-time home ownership or post-secondary education.) Specifically, the bill (1) expands qualifying expenses for purposes of education and home replacement, repair, or improvement; (2) allows public housing agencies to participate in demonstration projects; (3) increases income eligibility limits; and (4) makes other changes with respect to terminated projects, reporting, and other requirements. The Department of Health and Human Services must give special consideration to applications from certain categories of individuals, including individuals who are or have been in foster care. In addition, an individual who is a recent or current victim of domestic violence shall not, for purposes of project participation, fail to qualify as a first-time homebuyer by reason of having a co-ownership interest in a principal residence with a person who committed domestic violence against the individual.
