Amends the Indian Self-Determination and Education Assistance Act to provide that any Indian tribe or organization entitled under such Act to enter into contracts with, or receive grants from, the Secretaries of Health, Education, and Welfare or the Interior for the purpose of enabling such tribe or organization to provide services to Indians that were previously provided by one of those Secretaries may elect to receive a single block grant in each fiscal year in lieu of the individual grants or contracts otherwise authorized under such Act.

Pilot Early Childhood and Family Education Act - Provides for a program of grants for the establishment and operation of early childhood and family educational programs for fiscal years 1980 and 1981. Directs that each local educational agency receiving a grant under this Act establish an Early Childhood and Family Education Advisory Committee to provide local parental participation in the design, development and supervision of such programs.

Title I Amendments Act - Title I: Parental Involvement - Amends Title I of the Elementary and Secondary Education Act of 1965 to increase parental involvement by requiring: (1) increased parental membership in the advisory councils required by such Title; (2) the Commissioner of Education to sponsor parental involvement workshops; and (3) the National Institute of Education to develop model parent involvement training programs. Title II: Administrative Enforcement - Requires: (1) additional compliance assurances from participating States in their applications to the Commissioner for funds under such Act; (2) the Commissioner to make written findings of compliance before approving such applications; (3) participating local educational agencies to develop and implement complaint resolution procedures; and (4) the Commission to provide the Congress with a report at least once a year of enforcement under such Title. Provides procedures for audit and examination of State and local educational agencies receiving funds under such Title. Requires the Commissioner to establish minimum standards for audits. Revises the standards and procedures regarding (1) withholding funds for violations of such Title; and (2) State approval of local applications for funds under such Title. Authorizes additional Federal funds for State administrative enforcement costs. Title III: Special Projects - Authorizes funds for: (1) summer educational programs for disadvantaged children; (2) parent education programs; (3) model programs for junior and senior high school students; and (4) retraining educational personnel. Title IV: Duration of Programs and Miscellaneous Provisions - Extends programs under such Title to 1982. Title V: Gifted and Talented Children - Gifted and Talented Children Act - Directs the Commissioner to (1) designate an administrative unit within the Office of Education to coordinate all program for gifted and talented children administered by such Office; (2) establish a grant program to enable State and local institutions to meet the special educational needs of such children; and (3) transfer to the National Institute of Education funds necessary for such Institute to carry out a program of research relating to the education of gifted and talented children.

Department of Education Act - Establishes an executive department to be known as the Department of Education to be administered by a Secretary of Education. States that the principal function of such Department is to promote the cause and advance of education throughout the United States. Transfers to the Secretary specified functions of the Secretary of Health, Education and Welfare and the Commissioner of Education and various educational responsibilities of other Federal agencies and instrumentalities. Creates the Federal Interagency Committee on Education, the National Advisory Commission on Education, and the Office of the Inspector General within the Department of Education. Educational Expenses Tax Deferral Act - Amends the Internal Revenue Code to allow a deferral of an individual's income tax liability to the extent it equals a limited portion of the higher educational expenses incurred for the taxpayer, his spouse and dependents. Defers payment until the year following the end of the individual's attendance at an institution of higher education, or the tenth year following the taxpayer's initial deferral, which ever is earlier. Directs the Secretaries of the Treasury and Health, Education, and Welfare to each make two biannual reports to Congress on the effects of this Act.

Mobile Teachers' Retirement Assistance Act - Establishes a Federal-State program to permit teachers to perform out-of- State educational service without loss of retirement benefits for such service. Entitles a qualified State retirement system, which credits a teacher for out-of-State service to Federal aid of 50 percent of the total cost to the system of such out-of-State credit. Specifies the requirements which a State retirement system must meet in order to qualify for Federal aid under this program. Limits the amount of the Federal aid to a State retirement system to an amount providing not more than ten years of out-of-State service credit. Directs the Commissioner of Education to make a grant to each qualified State retirement system of an amount equal to two percent of such system's Federal aid received under this Act for the costs of administration.

Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs. Establishes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation. Defense Dependents' Education Act - Directs the Secretary of Defense to establish a program of free public education through secondary school for dependents of military and civilian personnel overseas and on certain military bases. Transfers certain authority of the Commissioner of Education regarding schools on domestic military installation to the Secretary of Defense. Establishes within the Department of Defense: (1) the Office of Dependents' Education; and (2) an Advisory Council on Dependents' Education. Stipulates that such overseas schools shall be eligible for assistance under the National School Lunch Act and the Child Nutrition Act of 1966.

Indian Basic Education Act - Provides for basic Indian education plans to be implemented on local levels by government and tribal officials to establish basic standards of education for government assistance to local systems educating reservation children. Mandates a nationwide policy of promoting local Indian control over basic Indian education. Establishes the Office of Indian Education Programs to coordinate all Bureau of Indian Affairs activities relating to education. Surplus School Conservation Act - Directs the Secretary of Housing and Urban Development to make grants to local agencies to pay the costs of renovating closed school buildings so they may be converted for other educational and social purposes. Suggests purposes for which conversion grants may be extended, including: (1) community centers; (2) senior citizen centers; (3) day care centers; (4) vocational schools; (5) medical facilities; and (6) recreational centers. Sets forth application requirements which local agencies must complete including: (1) structuring a plan for renovation of the closed school building; (2) estimating costs of such renovation; and (3) demonstrating to the Secretary's satisfaction sufficient financial ability to carry out the provisions of such plan. States that the amount of a grant under this Act shall be 80 percent of the estimated cost of renovation. Requires local agencies which receive a grant for more than the actual cost of renovation to return such surplus money to the Secretary. Sets priorities to be followed by the Secretary in approving applications for grants under this Act including: (1) an application for renovating a closed school building in a school district whose current school enrollments have decreased by ten percent or more from the enrollments of the previous school year, and (2) an application for renovating a closed school building which is not being utilized for any educational or social service purpose at the time of application. Directs the Secretary to serve as a national clearinghouse to local agencies by providing information on feasible alternative uses for closed school buildings. Prohibits the distribution of more than ten percent of the funds appropriated by Congress for the program for grants in any fiscal year. Requires the Secretary to prepare and submit to the President and Congress: (1) a yearly report listing local agencies which received grants and the purposes for which such grants were made; and (2) a detailed evaluation of the effectiveness of the program based on cost analysis and a survey of school closure problems to be submitted at the end of three years.

Comprehensive School Health Education Act - Empowers the Commissioner of Education to make grants to State educational agencies and institutions of higher education for teacher training with respect to the provision of comprehensive health education programs in schools. Authorizes the Commissioner to make grants to State and local educational agencies, institutions of higher education, and other public or private nonprofit education or research organizations to support pilot demonstration projects in elementary and secondary schools with respect to health education and health programs. Authorizes appropriations for such purposes. States that the Commissioner may make grants to State educational agencies for the development of comprehensive programs in elementary and secondary schools with respect to health problems. Provides for the apportionment of funds appropriated for such purposes. Sets forth the requirements for receiving grants under the Act. Directs the Commissioner, when requested, to render technical assistance to local educational agencies, public and private nonprofit organizations, and institutions of higher education in the development and implementation of education programs with respect to health and health problems.

Senior Citizen Higher Education Opportunity Act - Amends the Higher Education Act of 1965 to require that higher education institutions receiving Federal aid submit to the Commissioner of Education a senior citizen access plan providing for tuition-free registration of qualified senior citizens in scheduled classes and programs on a space available basis. Directs that such plan be implemented to the satisfaction of the Commission. Enjoins the payment of funds or the approval of supplemental or special grants under specified titles of such Act unless the institution seeking aid has established and fully implemented a senior citizen plan.

Amends the Social Security Act to direct the Secretary of Health, Education, and Welfare to require all hospitals, skilled nursing facilities, and intermediate care facilities which participate in programs under Titles XVIII (Medicare) and XIX (Medicaid) of such Act to adopt and make public a statement of the rights and responsibilities of patients in the care of such facilities. Directs the Secretary to require that such statements establish specified guarantees including guarantees: (1) that the patient's civil and religious liberties will not be infringed; (2) that the patient has the right to private communications with his physician, attorney, or any other person; (3) that the patient has the right to conjugal visits; (4) that the patient has the right to have privacy in treatment, in caring for personal needs, and confidentiality in the treatment of personal and medical records; (5) that the patient has the right to notice and a hearing before being transferred or discharged from a facility; and (6) that the patient has such other rights as the Secretary deems appropriate. Directs the Secretary to require each facility to provide each patient and staff member with a copy of the statement of rights and the enforcement procedures and remedies available to patients, and requires further that each facility adopt a written plan for implementing such rights. Requires the Secretary to establish procedures for processing patients complaints and for the enforcement of patients' rights. Requires appropriate State agencies to investigate patients' complaints and to file a written report within 20 days disposing of such complaints. Imposes a fine, not to exceed $500 for each violation, upon a facility found in violation of patients' rights. Allows a patient to bring an original action in U.S. district court to enforce guaranteed rights. Authorizes the Attorney General of any State or of the United States to bring an action in U.S. district court or State court to enforce payment of fines imposed upon facilities found in violation of patients' rights. Provides that damages awarded to patients shall not constitute income or resources for purposes of determining eligibility under Medicaid or any Federal or Federally assisted program which conditions eligibility upon income or resources.

Veterans Education Reform Act -- Permits the Administrator of Veterans' Affairs to discontinue educational assistance to an eligible veteran or survivor or dependent of a veteran if the Administrator finds that the institution of higher learning concerned has failed to enforce its regularly prescribed standards and practices as approved by the appropriate State approving agency with respect to such veteran or person. Denies the Administrator any authority to prescribe educational standards or practices with respect to any institution of higher learning empowered to award a standard college degree. Requires the Administrator to provide individual educational and career counseling and other appropriate services to facilitate the education of any veteran or person whose educational assistance has been discontinued under this Act.

Veterans Education Reform Act -- Permits the Administrator of Veterans' Affairs to discontinue educational assistance to an eligible veteran or survivor or dependent of a veteran if the Administrator finds that the institution of higher learning concerned has failed to enforce its regularly prescribed standards and practices as approved by the appropriate State approving agency with respect to such veteran or person. Denies the Administrator any authority to prescribe educational standards or practices with respect to any institution of higher learning empowered to award a standard college degree. Requires the Administrator to provide individual educational and career counseling and other appropriate services to facilitate the education of any veteran or person whose educational assistance has been discontinued under this Act.

Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs. Authorizes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation. Creates an Urban University Advisory Council to (1) review, along with the Commissioner of Education, "urban grant university" applications; (2) advise the Commissioner; and (3) make recommendations to the President and to the Congress.

Amends the Social Security Act to direct the Secretary of Health, Education, and Welfare to require all hospitals skilled nursing facilities, home health agencies, intermediate care facilities, and shared health facilities which participate in programs under titles XVIII (Medicare) and XIX (Medicaid) of such Act to adopt and make public a statement of the rights and responsibilities of patients in their care. Directs the Secretary to require that such statement establish specified guarantees including guarantees: (1) that the patient's civil and religious liberties will not be infringed; (2) that the patient has the right to private communications with his physician, attorney, or any other person; (3) that the patient has the right to have privacy in treatment and in caring for personal needs and confidentiality in the treatment of personal and medical records; and (4) that the patient has the right to notice and a hearing before being transferred or discharged from a facility. Directs the Secretary to provide each facility, patient and staff member with a copy of the statement of rights and the enforcement procedures and remedies available to patients, and requires further that each facility adopt a written plan for implementing such rights. Establishes a procedure for the enforcement of patients' rights. Directs the Secretary to prescribe a schedule of statutory money damages for violations of such rights. Requires State agencies responsible for inspection and enforcement of Medicare and Medicaid programs to investigate patients' complaints and to file a written report within ten days disposing of such complaints. Imposes fines upon facilities found in violation of patients' rights payable to the patient or his heirs. Allows a patient or facility to bring an original action in U.S. district court to enforce rights. Awards costs and reasonable attorney's fees to the prevailing party. Provides that damages awarded to patients shall not constitute income or resources for purposes of determining eligibility under Medicaid or any Federal or federally-assisted State program which conditions eligibility upon income or resources.
