If a basic training program loses accreditation, the relevant DHS component shall notify the department within 30 days after such loss. The Under Secretary for Science and Technology must carry out research and development of systems and technologies to enhance access to training offered by the Federal Law Enforcement Training Centers to state, local, tribal, and territorial law enforcement, with particular attention to rural or remote communities, to enhance domestic preparedness for and collective response to terrorism and other homeland security threats.

Such a report shall contain (1) a statement of the facts of the incident that are known at the time of such report; and (2) any recommendations for changes in practices or law, consistent with the Constitution, with particular attention to changes that could help prevent future incidents of terrorism.

The bill also establishes an implementation committee to provide the USGS with recommendations, implementation steps, and performance standards for the system. The committee must include representatives from state partners, institutions of higher education, and U.S. volcano observatories. Further, the bill requires the USGS to update its management plan for the system at least every five years, and to include any new or existing cooperative agreements in the plan.  Finally, the bill adds the Forest Service as a coordinating agency for the system.

These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. FEMA shall (1) develop and issue guidance on alternative foams, personal protective equipment, and other firefighting tools and equipment that do not contain PFASs; and (2) create an online public repository on tools and best practices to reduce, limit, and prevent the release of and exposure to PFASs.

FEMA must provide direct technical assistance to eligible entities for applications and prioritize specified categories of communities, including underserved communities, those that have demonstrated a compelling need, and those that are exposed to increased hazards or vulnerabilities. The bill increases the federal cost share for a recipient (1) that will use the assistance in, or for the benefit of persons who are members of, an undeserved community; or (2) who is in, or who is a member of, an underserved community.

Federal Emergency Mobilization Accountability (FEMA) Workforce Planning Act This bill requires the Federal Emergency Management Agency (FEMA) to develop and submit to Congress every three years a human capital operating plan to shape and improve FEMA’s workforce. Specifically, the plan must include performance measures to track staffing and training, an analysis of the current workforce and possible gaps in staffing or skills, and a plan of action to address such gaps. The plan must discuss the membership and training of the Surge Capacity Force, through which federal employees deploy in response to a catastrophic disaster. FEMA must submit the first plan within one year after the bill’s enactment and subsequent plans at least once every three years. The bill also requires the Government Accountability Office to submit a report analyzing whether FEMA’s plan meets the requirements of the bill, including any recommendations to ensure subsequent plans meet the requirements.

FEMA shall waive federal matching requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act during such period.

State and Local Government Cybersecurity Act of 2021 This bill provides for collaboration between the Department of Homeland Security (DHS) and state, local, tribal, and territorial governments, as well as corporations, associations, and the general public, regarding cybersecurity. The bill expands DHS responsibilities through grants and cooperative agreements, including provision of assistance and education related to cyber threat indicators, proactive and defensive measures and cybersecurity technologies, cybersecurity risks and vulnerabilities, incident response and management, analysis, and warnings. The bill requires the National Cybersecurity and Communications Integration Center to coordinate with entities such as the Multi-State Information Sharing and Analysis Center to (1) conduct exercises, (2) provide operational and technical cybersecurity training, and (3) promote cybersecurity education and awareness. DHS shall establish a pilot program to deploy network sensors for the purpose of identifying and filtering malicious network traffic.

Wildfire Smoke Relief Act This bill provides for assistance for the purchase of smoke inhalation prevention equipment to specified individuals at risk of wildfire smoke-related illness. The President, in carrying out the Transitional Sheltering Assistance Program of the Federal Emergency Management Agency (FEMA), shall provide (1) assistance to a state or local government, local public health authority, or a coordinated care organization to purchase and provide such equipment to at-risk individuals; and (2) cost-efficient transitional shelter assistance to at-risk individuals in any case in which such equipment is insufficient to mitigate the risk of illness.

Domains Critical to Homeland Security Act This bill authorizes the Department of Homeland Security (DHS) to conduct research and development to identify U.S. critical domains for economic and homeland security and evaluate the extent to which disruption, corruption, exploitation, or dysfunction of any such domain poses a substantial threat to homeland security. The bill defines United States critical domains for economic security as the critical infrastructure and other associated industries, technologies, and intellectual property, or any combination thereof, that are essential to U.S. economic security. DHS may conduct additional research into high-risk critical domains under specified circumstances.
