Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

New Options Petroleum Energy Conservation Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in a climate neutral combustion facility. Defines "climate neutral combustion facility" as any facility which: (1) burns matter to produce electricity; (2) captures and uses carbon dioxide released during combustion to recover hydrocarbon fuel; and (3) produces no emissions of mercury or greenhouse gasses and no emissions that form fine particulate, smog, or acid rain. Extends through 2012 the tax credits for investment in solar energy property and for residential energy efficient property expenditures. Directs the Secretary of Energy to establish a program to award $1 billion to the first U.S. automobile manufacturer who manufactures and sells in the United States 60,000 midsized sedans which operate on gasoline and can travel at 100 miles per gallon. Authorizes appropriations for the development of advanced lithium ion battery technology. Allows a taxpayer election to expense biofuel refining property.

Reduces funding for the Department of Defense by $60 billion in FY2008. Authorizes the Secretary of Defense to make reductions by eliminating waste, fraud, and abuse, and weapon systems and other programs determined to be no longer a national security priority. Exempts from such reductions the needs of military personnel, including pay increases and health care. Dedicates increases in revenues resulting from this Act to: (1) various programs for health care, education, energy conservation, and affordable housing; (2) increasing the earned income credit; and (3) reducing the federal deficit.

EXTEND the Energy Efficiency Incentives Act of 2007 - Amends the Internal Revenue Code to: (1) to allow individual taxpayers a tax credit, through 2011, for residential energy efficiency expenditures certified to achieve certain levels of energy savings; (2) modify standards for nonbusiness energy property (i.e., air conditioners, heat pumps, water heaters, etc.) and extend the tax credit for such property through 2011; (3) revise the tax credit for solar electric and hot water property to include all technologies for solar-derived electricity; (4) extend through 2011 the tax credit for new energy efficient homes; (5) extend through 2014 the tax deduction for energy efficient commercial buildings and increase the maximum amount of such deduction; (6) allow tax deductions for energy efficient low-rise buildings used for multifamily housing and for energy efficient property expenditures; (7) extend through 2011 the investment tax credit for solar energy and fuel cell property; and (8) allow a business-related tax credit for qualified training and certification costs and equipment expenditures for certifying residential energy savings.

Fuel Economy Reform Act

Fuel Economy Reform Act - Amends federal transportation law to: (1) revise the definitions of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition) and passenger automobile to eliminate the exclusion of automobiles capable of off-highway operation; and (2) continue applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2012, but, for passenger automobiles, adds an increase of four percent per year in such standard for model years 2010 through 2012. Requires an average fuel economy standard of 27.5 miles per gallon for all automobiles manufactured by all manufacturers for model year 2013, with an increase of four percent in the average fuel economy from the level for the prior model year for model year 2014 and beyond. Subjects each manufacturer of passenger automobiles manufactured in a model year, in addition to such CAFE standards, to an average fuel economy standard equal to 92% of the average fuel economy projected by the Secretary for all passenger automobiles manufactured by all manufacturers in that model year. Permits lower fuel economy standards if the minimum standards: (1) are technologically unachievable; (2) materially reduce auto safety and no offsetting safety improvements can be implemented; or (3) are not cost effective. Allows, with specified exceptions, the selling of credits between manufacturers. Allows a person who has been aggrieved by, or suffers a legal wrong because of (currently, adversely affected by), a CAFE standard to apply for judicial review. Amends the Internal Revenue Code to: (1) terminate the limitation on the number of new qualified hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle credit; (2) extend, through 2011, the alternative vehicle credit for certain new qualified hybrid motor vehicles; and (3) allow an advanced technology motor vehicles manufacturing credit.

Federal Accountability for Nuclear Waste Storage Act of 2007

Federal Accountability for Nuclear Waste Storage Act of 2007 - Amends the Nuclear Waste Policy Act of 1982 to require commercial nuclear power plant operators to transfer, within six years after enactment of this Act, spent nuclear fuel from spent nuclear fuel pools into spent nuclear fuel dry casks at an independent spent fuel storage facility generally licensed by the Nuclear Regulatory Commission (NRC) and located at the power reactor site. Directs the Secretary of Energy to: (1) make grants to compensate a contractor for expenses incurred in carrying out such transfer; and (2) accept the conveyance of title to a spent nuclear fuel dry cask (including its contents) from the contractor following certification of compliance by the NRC. States that conveyance of title shall confer upon the Secretary full responsibility for the possession, stewardship, maintenance, monitoring, and ultimate disposition of all transferred spent nuclear fuel. Authorizes the Secretary to contract with the holder of an NRC operating license for power reactors located on or adjacent to the spent nuclear fuel dry cask for the performance of such tasks.

Directs the President to publish in the Federal Register a list of all U.S. and foreign entities that have invested more than $20 million in Iran's energy sector (including an itemization of individual investments of such entities) between August 5, 1996, and the date of such publication. Requires managers of federal and private pension plans or thrift savings plans and managers of mutual funds sold or distributed in the United States to: (1) notify investors that their funds are invested in entities included on the list; and (2) take immediate steps, upon notification or publication of such list, to divest all investments of such plans or funds in such entities. Prohibits, upon such publication, future investment in any entity included on the list by managers of such plans or funds. Requires the Office of Global Security Risks within the Division of Corporation Finance of the U.S. Securities and Exchange Commission to issue a report on the entities identified on the list, including a determination of whether or not: (1) their operations in Iran constitute a risk to the United States; and (2) such entities face U.S. litigation, sanctions, or similar circumstances that may have a material adverse impact on their financial conditions or operations. Terminates this Act 30 days after which: (1) the President certifies to Congress that Iran has ceased support for international terrorism; and (2) Iran has permanently ceased acquisition and development of weapons of mass destruction.

Small Business Lending Improvements Act of 2007 - Amends the Small Business Act and the Small Business Investment Act of 1958 relating to the 7(a) (business start-up loan) and the 504 (certified development company economic development loan) programs to, among other things: (1) direct the Administrator of the Small Business Administration (SBA) to carry out a rural lending outreach program and a community express program for loans of $250,000 or less; (2) direct the Administrator to carry out a Medical Professionals in Designated Shortage Areas program and an Increased Veteran Participation program; (3) revise eligibility requirements for development company designation as a certified development company (CDC); (4) require certain CDCs to contract for the foreclosure and liquidation of defaulted small business loans; and (5) authorize SBA loans for projects which reduce energy consumption by at least ten percent.

America COMPETES Act or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act - American Innovation and Competitiveness Act - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Requires the Secretary to: (1) provide the heads of stakeholder federal agencies, the heads of state land management agencies, industry stakeholders, and the public with an opportunity to review and comment on the proposed methodology; (2) convene a committee of subject matter experts to review the methodology for capacity and risk estimation; (3) publish a description of the final methodology and issue a public report that responds to the comments received and the methodology review; (4) complete a national assessment of geological storage capacity for carbon dioxide using the methodology; (5) establish a database on the Internet accessible to the public that provides the results of the assessment and includes the data necessary to rank potential storage sites for capacity and risk; and (6) report to Congress on the findings of the assessment.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2007 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Strategic Energy Fund Act of 2007 - Amends the Internal Revenue Code to establish in the Treasury the Strategic Energy Fund to finance the energy conservation and research initiatives set forth by this Act. Increases the tax credits for: (1) investment in alternative fuel vehicle refueling property; (2) small ethanol producers of sucrose or cellulosic ethanol; and (3) investment in advanced coal projects. Extends tax credits for: (1) alcohol used as fuel through 2012; (2) electricity produced from certain renewable resources through 2013; and (3) solar energy property through 2014. Increases the number of hybrid and advanced lean burn technology vehicles eligible for the full amount of the tax credit for alternative motor vehicles. Extends through 2015: (1) the tax credits for biodiesel used as fuel, investment in fuel cell property, new energy efficient home expenditures; and (2) the tax deduction for energy efficient commercial property expenditures. Allows new tax credits for the manufacture of advanced technology motor vehicles, including plug-in hybrid vehicles and investment in small wind energy property. Directs the Administrator of the Environmental Protection Agency to establish a grant program for geological disposal deployment projects. Directs the Secretary of Energy to establish the position of Assistant Secretary for Advanced Energy Research, Technology Development, and Deployment to implement innovative programs for energy conservation. Imposes for taxable years beginning during 2007 or 2008 a 50% excise fee on the excess profit of certain integrated oil companies and producers or refiners of crude oil with gross receipts exceeding $100 million. Provides for the transfer of excise fees to the Strategic Energy Fund. Eliminates certain tax benefits for major oil companies, producers, or refiners, including: (1) the tax deductions for intangible drilling and development costs and for income attributable to domestic production of oil, natural gas, or related products; (2) accelerated amortization of geological and geophysical expenditures; and (3) the tax credit for enhanced oil recovery expenditures and certain foreign tax credits and deferrals. Grants the Secretary of the Interior authority to suspend royalty relief for lessees of federal oil-producing properties and to renegotiate leases based upon price thresholds for oil and natural gas. Places limits on depreciation of certain non-farm heavy passenger motor vehicles.

Federal Price Gouging Prevention Act - Makes it unlawful for any person to sell crude oil, gasoline, natural gas, or petroleum distillates at a price that: (1) is unconscionably excessive; or (2) indicates the seller is taking unfair advantage unusual market conditions or the circumstances of an emergency to increase prices unreasonably. Declares unlawful: (1) intentional reporting of false price information concerning wholesale prices of such products; and (2) market manipulation regarding the purchase or sale at wholesale of such products. Empowers the Federal Trade Commission (FTC) and State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Requires fines and penalties collected under this Act to be deposited in a separate fund in the treasury to be known as the Consumer Relief Trust Fund to provide assistance under the Low Income Home Energy Assistance Program (LIHEAP) administered by the Secretary of Health and Human Services. Declares that nothing in this Act preempts state law. Directs the FTC to facilitate price transparency in wholesale markets for the sale of crude oil and essential petroleum products.

Allows the Director of Central Intelligence, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2007 when necessary for the performance of important intelligence functions. Requires notification of the congressional intelligence committees on the use of such authority. Authorizes appropriations for the Intelligence Community Management Account for FY2007, as well as for full-time personnel for elements within such Account. Requires large integrated oil companies to revalue their LIFO inventories of crude oil, natural gas, or other petroleum products according to a specified formula. Denies such oil companies a foreign tax credit for payments to certain foreign countries from which they receive a specified economic benefit as a dual capacity taxpayer. Establishes in the Treasury the Energy Trust Fund and directs the transfer to such Fund of revenues resulting from the repeal of oil industry tax benefits by this Act.

Amends the Outer Continental Shelf Lands Act and the Naval Petroleum Reserves Production Act of 1976 to repeal the suspension of: (1) offshore royalties pertaining to the Planning Areas offshore Alaska; and (2) the royalty with respect to the national petroleum reserve in Alaska. Sets forth price thresholds for royalty suspension provisions affecting leases in Central and Western Gulf of Mexico. States that Congress reaffirms the authority of the Secretary of the Interior to vary, based on the price of production from an oil lease, the suspension of royalties (in effect, impose price thresholds for certain lease sales) under any lease subject to the Outer Continental Shelf Deep Water Royalty Relief Act. Sets forth prerequisites for issuance of new leases in the Gulf of Mexico, and for lease transfers. Directs the Secretary of the Interior to establish conservation of resources fees for federal oil and gas leases in the Gulf of Mexico. Amends federal transportation law to direct the Secretary of Transportation to promulgate certain average fuel economy standards for passenger automobiles manufactured after model year 2009. Amends the IRC to extend the credit for: (1) renewable electricity production; (2) solar energy property, qualified fuel cell property, and geothermal property; and (3) residential energy efficient property. Allows a tax credit for wind energy property installed in residences and businesses. Authorizes appropriations for geothermal research. Amends the Public Utility Regulatory Policies Act of 1978 to prescribe a federal renewable portfolio standard. Amends the Energy Policy Act of 2005 to revise certain federal energy purchase requirements. Instructs the Secretary of Energy to establish a grant program for local schools and school districts to promote the use of renewable energy sources in school facilities.

Prohibits the Secretary of the Interior from authorizing exploration and drilling operations on lands where title to oil and gas resources is owned by the United States but the surface estate is owned by a non-federal entity unless: (1) an agreement has been reached with the surface owner (with the possibility of arbitration); or (2) the operator has made a good faith attempt to secure such an agreement and meets other specified requirements. Permits the Secretary to authorize such operations, subject to certain conditions, in the absence of an agreement with the surface estate owner or owners. Requires the Secretary to give surface owners advance notice of lease sales. Requires operators to meet specified reclamation standards for lands affected by oil or gas production and to post reclamation bonds. Directs the Secretary to: (1) develop a federal remediation program for abandoned wells drilled to explore or develop federally owned minerals or located on federal lands; and (2) establish a technical assistance program for states and Indian tribes addressing environmental problems caused by abandoned wells on other lands.

Expands the definition of "energy property" for purposes of the tax credit to include certain equipment which uses solar energy to generate or store excess electricity. Provides for a special credit amount for solar photovoltaic energy property and residential energy efficient property based upon kilowatt capacity. Allows a tax credit for the full amount of qualified photovoltaic property expenditures (currently, limited to 30%). Allows accelerated depreciation (three-year recovery period) for solar energy and fuel cell property.
