Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to make loan guarantee commitments to domestic motor vehicle manufacturers and suppliers for advanced conservation and fuel efficiency technology projects for gasoline and diesel vehicles, flexible fuel vehicles, and hybrid electric vehicles that reduce dependence on oil and greenhouse gas emissions. Limits the aggregate amount of guarantees for such production.
