Emergency Natural Gas Act - Authorizes the President to declare natural gas emergencies where severe natural gas shortages threaten the supply of natural gas for high-priority uses in areas of the United States. Authorizes the President to order transfers of supplies of interstate natural gas from one pipeline to another or order the construction and operation of additional facilities, to alleviate natural gas shortages. Stipulates that no such delivery or transportation may continue after April 30, 1977. Stipulates that such transfers as ordered by the President shall not subject the pipeline to regulation under the Natural Gas Act or other provisions of State or Federal law. Establishes procedures for enforcement of orders issued under this Act. Establishes criteria for compensation of pipelines for compliance with such orders. Exempts activities pursuant to this Act from the antitrust law. Authorizes the President to require contracts for purchases of emergency supplies of natural gas before August 1, 1977. Stipulates that such transactions shall be exempt from Federal Power Commission regulation under the Natural Gas Act. Imposes civil and criminal penalties for violations of orders issued under this Act.

Public Energy Act

Public Energy Act - Title I: Declaration of Policy - Declares it unlawful after the date of enactment of this Act for any person engaged in commerce in the business of refining energy resource products to acquire any energy resource product extraction asset, energy pipeline asset, or energy marketing asset. Directs the Attorney General and the Federal Trade Commission to simultaneously and independently examine the relationship of persons now engaged in one or more branches of the energy industry and to institute suits in the district courts of the United States where appropriate under this Act. Imposes criminal penalties for knowing violations of this title. Title II: Federal Energy Commission - Establishes as an independent regulatory commission the Federal Energy Commission, consisting of five Commissioners who shall be appointed by the President, by and with the advice and consent of the Senate. Directs the Commission to divide the country into regional districts served by energy refinery assets in order to insure a sufficient supply of energy resource products throughout the United States. Directs, the Commission to prescribe all rates and charges (or the manner for determining all rates and charges) made, demanded, or received by energy refinery assets in connection with the sale of energy resource products. Directs the Commission to specify (or prescribe a manner for specifying) the price of energy resource products at all levels of sale if the Commission finds that such action is necessary to avoid excessive prices to the ultimate consumer of such products. Imposes civil and criminal penalties for violations of this title.

Authorizes the Secretary of Health, Education, and Welfare to formulate and administer a utility stamp program under which, at the request of any State chief executive, any eligible household within such State shall have the opportunity to offset a portion of its utility bill with coupons amounting to an allotment of $25 monthly. Requires that such coupons be issued to household certified as having: (1) a gross annual income of less than $6,500; and (2) not less than one individual who is over age 60 as a household member throughout the month for which the coupons are issued. Restricts the use of such coupons to the payment of utility bills, or to the offset of rent due where a utility bill is not paid directly. In the latter case, requires a landlord to use such coupons to pay a portion of his utility bill and prohibits him from increasing rents in connection with or as a result of the issuance of energy stamps. Requires each State desiring to participate in the program to submit for approval a plan of operation, and directs each participating State to assume responsibility for the certification of eligible households.

Nuclear Energy Study Act - Directs the Office of Technology Assessment to undertake an independent comprehensive study of the nuclear fuel cycle. Requires all government agencies to cooperate to the fullest extent with the Office. Requires the Office to provide annual reports to Congress and the public on the progress of the study. Directs the Office to submit a final report to the Congress and the public five years after the enactment of this Act concerning the safety and environmental hazards of nuclear fission power plants and the nuclear fuel cycle. Authorizes the appropriation of $2,000,000 for each of the first five fiscal years beginning after the date of the enactment of this Act to fund the study.

Requires that equipment meet such minimum standards as are developed under the Solar Heating and Cooling Demonstration Act. Authorizes up to $100,000,000 to be appropriated to provide an initial amount for the program under this Act.

Requires that prices of such sales be at a level which adequately compensates the seller for current costs, including an adequate return on investment. Defines the term "small producer" to include independent producers: (1) not affiliated with natural gas pipeline companies or larger producers; (2) whose total sales do not exceed 10 million Mcf per year; and (3) whose average production per well does not exceed 100 Mcf per day on an annual basis.

Federal Power Commission Reform Act - Amends the Federal Power Act to direct the Federal Power Commission to require public utilities to report anticipated shortages of power and to file plans to provide for curtailment by retail consumers on a nondiscriminatory basis. Requires that rate increases for the interstate sale of electricity not become effective until public hearings on such increases have been completed by the Commission. Authorizes the Commission to issue orders prohibiting unfair methods of competition by public utilities. Stipulates that rates charged by public utilities shall be approved by the Commission only if based on known and measurable costs. Directs the Commission to audit the fuel acquisition practices of public utilities with a view to eliminating discriminatory or anticompetitive practices.

Natural Gas Conservation Act - Amends the Natural Gas Act to prohibit the Federal Power Commission from regulating sales produced or deliveries of natural gas produced after January, 1977, provided such producers are not engaged in the transportation of natural gas in interstate commerce. Prohibits the Commission from regulating rates or changes made by natural gas companies dealing with affiliates to the extent that such prices do not exceed current prices paid for comparable gas to nonaffiliates. Authorizes the Federal Power Commission to monitor the wellhead prices of natural gas exempted under this Act for a three-year period. Authorizes the Commission to re-impose ceiling prices where necessary in accordance with specified factors.

Synthetic Fuels Act - Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to authorize the Administrator of the Energy Research and Development Administration to guarantee loan obligations issued for the purposes of financing the construction and operation costs of commercial demonstration facilities for: (1) the conversion of coal and other resources into synthetic fuels; (2) the generation of energy from renewable sources; (3) the development of energy-efficient industrial equipment; and (4) geothermal resource development. Requires the concurrence of the Secretary of the Treasury with respect to the conditions of any such guarantee. Prescribes limits for the total amount of outstanding indebtedness subject to Federal guarantees. Details conditions under which the Administrator may guarantee an obligation. Establishes procedures for consultation with affected States, localities and Indian tribes. Prohibits the making of Federal commitments where the Governor of the affected State is opposed unless there is an overriding national interest favoring such Federal action. Specifies procedures in the event of a default of any guarantee under this Act. Authorizes the Administrator to make financial payments to affected States, localities, and Indian tribes for the financing of essential community development and planning resulting from the construction of any facilities assisted by this Act. Requires full reports to Congressional committees on proposed Federal actions under this Act. Directs the Administrator to submit a comprehensive plan for energy productions and conservation demonstration programs to the Congress. Establishes a separate fund in the Treasury to finance the programs authorized by this Act. Makes funds from the Geothermal Resources Development Fund available for loan guarantees for geothermal resource development and demonstration projects. Requires employees and officials in policy making positions within the Energy Research and Development Administration to file annual reports with the Administrator with respect to any financial interest in any property or business receiving financial assistance under this Act to which they may have knowledge. Imposes a fine of $2,500 and/or imprisonment of up to one year for violation of this Act by any employee or official of the Administration.

Directs the Service to establish extension offices to assist in providing energy conservation information to groups and individuals at the local level. Establishes in the Center an Office for Energy Research and Policy Analysis to improve coordination of energy research programs and policymaking, taking into consideration the economic, social, environmental, health, and other related areas. Establishes a Central Energy Research Facility for coordination of energy research activities. Establishes a Central Energy Research Facility Site Selection Board, and requires the Board to transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives a report on its site selection with justification.

Title I: Statement of Findings and Purposes - Declares it the purpose of this Act to establish a Federal program to test the commercial, social, and environmental viability of oil shale technologies. Title II: Oil Shale Commercialization Test Program - Directs the Administrator of the Energy Research and Development Administration to select two projects from proposals by non-Federal applicants for oil shale demonstration facilities. Requires the Administrator to consult with the Secretary of the Interior and appropriate State and local officials in selecting appropriate public lands for such demonstration facilities. Establishes criteria for evaluation of the economic, social, and environmental viability of commercial oil shale demonstration facilities. Establishes procedures for disposition of demonstration facilities. Authorizes the Secretary of the Interior to lease lands to qualified facilities under the Mineral Lands Leasing Act of 1920. Title III: Miscellaneous Provisions - Establishes a panel to advise the Administrator on the social, environmental, and safety impacts of demonstration facilities authorized by this Act. Authorizes the Administrator to make financial commitments for the purpose of financing essential community development and planning necessitated by the funding of demonstration facilities under this Act. Limits the amount of such commitments to $20,000,000 per year for fiscal years 1978 and 1979. Authorizes the Administrator to make direct loans and grants to eligible States, localities, and Indian tribes should such sums prove insufficient. Authorizes appropriations for fiscal year 1978 for such purposes. Creates a separate fund within the Treasury to carry out such community development and planning assistance programs. Prescribes rules to govern the operation of the fund and related financial matters.

Stipulates that such exemptions shall be granted for no more than 120 consecutive days and that such exempted transactions shall be pursuant to curtailment plans on file with the Commission. Stipulates that first sales of natural gas under the provisions of this Act shall not exceed the highest wellhead price during the period from November 1, 1975 through December 31, 1976 in the State in which such sale is made. Declares that sales of natural gas to high- priority consumers shall be a matter of State and local regulation. Authorizes the Commission to issue certificates of public convenience and necessity for the transportation of natural gas produced by independent producers directly to high-priority regions. Stipulates that this Act shall expire on April 4, 1978.

National Energy Extension Service Act

Authorizes the appropriation of the following sums to the Energy Research and Development Administration for fiscal year 1977: (1) for nonnuclear energy research, development and demonstration of fossil, solar, geothermal, and other forms of energy and for energy conservation and education, $1,175,671,000; and (2) for environmental research and safety, basic energy sciences, and related nonnuclear programs, $463,742,000. Title I: Nonnuclear Programs - Lists amounts authorized for specific programs of fossil energy development, including coal, petroleum, natural gas, solar energy, and geothermal energy development programs. Imposes limits and conditions on fossil energy development programs. Stipulates that authorizations for fossil energy demonstration plants shall expire at the end of three fiscal years without further Congressional action. Authorizes the Administrator of the Energy Research and Development Administration to establish a price-support program for demonstration of municipal solid waste reprocessing systems. Imposes limitations on the use of funds for additional nonnuclear programs without specific authorization by Congress. Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to make the Administrator of the Energy Research and Development Administration a member of the Water Resources Council. Establishes a program of small grants not to exceed $50,000 for the dissemination of information with respect to energy-conserving technologies. Directs the Administrator, in consultation with the Environmental Protection Agency, to prepare a report on the environmental monitoring and assessment costs associated with nonnuclear energy demonstration projects. Title II: For Nonnuclear Environmental Research and Safety, Basic Energy Sciences, Program Support, and Related Programs - Lists amounts authorized for specific programs of biomedical and environmental research, operational safety, and basic energy sciences. Authorizes the appropriation of $1,000,000 to the Water Resources Council for the water resources evaluation study authorized by the Federal Nonnuclear Energy Research and Development Act of 1974. Authorizes the appropriation of $500,000 to the Council on Environmental Quality for the environmental evaluation of nonnuclear energy technologies authorized by such Act. Lists authorizations for additional plant and capital expenditures. Places percentage limitations on the amount of cost overruns allowable without additional Congressional authorization. Title III: General Provisions - Stipulates that amounts appropriated may remain available until expended, provided an appropriation Act so specifies. Authorizes use of operating budget funds for the funding of employee-suggested research projects up to the pilot stage of development, subject to specified conditions. Requires officers or employees of the Energy Research and Development Administration involved in administering programs authorized by this Act to disclose all known financial interests in energy-related businesses. Imposes criminal penalties for knowing violations of such disclosure requirements. Prohibits the use of funds by the Administrator for the services of the Lawrence Livermore Laboratory unless such contract provides specific guarantees of self-organization to the employees of such laboratory. Title IV: Organizational Conflicts - Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to direct the Administrator of the Energy Research and Development Administration to require disclosure of possible conflicts of interest or unfair competitive advantages resulting from contracts entered into pursuant to such Act. Prohibits the Administrator from entering into such contracts unless such conflict has been avoided or mitigated. Title V: Energy Extension Service - National Energy Extension Service Act - Establishes an Energy Extension Service in the Energy Research and Development Administration to develop and implement a comprehensive program for the identification and application of energy conserving practices and techniques. Stipulates that programs shall provide for technical assistance and practical demonstration in the agricultural, commercial, residential, and small business sectors. Requires that the national program permit States to establish technical support institutes at colleges or universities as designated by the Governor of each State. Stipulates that such program shall be implemented in a manner designed to minimize conflict with existing services in the private sector of the economy. Establishes procedures and criteria for the development of State plans for implementing the provisions of this title. Allows for Federal development of plans for States in which an acceptable plan has not been submitted. Directs the Administrator of the Energy Research and Development Administration to develop a comprehensive program and plan for coordination of Federal energy education and information dissemination programs. Stipulates that such plan shall detail procedures for assessing the energy efficiency of various Federal programs. Establishes a National Energy Extension Service Advisory Board to conduct a continuing review of the programs developed under this title. Authorizes the appropriation of such sums as may be necessary from the fiscal year 1977 authorization for nonnuclear programs, to carry out the purposes of this title. Prescribes a formula for allocation of such funds to the States.

National Electrical Energy Conservation Act

National Electrical Energy Conservation Act - Title I: National Power Grid and Regional Bulk Power Distribution - Creates a National Power Grid Corporation to establish and operate a national power grid system consisting of electric power generating facilities and a system of high voltage transmission lines. Authorizes regional corporations to act as exclusive marketing agents for the national grid in designated regions of the country. Authorizes electric utilities, publicly or privately owned, to enter into agreements for services with the regional corporation. Imposes specified conditions on any such contract for the National Grid which may be sold. Directs the National Grid to carry out a program of research and development in the area of electric power generation and transmission giving preference to environmental protection and land use research priorities. Authorizes up to $250,000,000 per fiscal year to carry out such program. Requires that at least two percent of the annual revenues collected by the National Grid be channeled into research and development activities. Transfers specified Federal generating and transmission facilities to the Grid. Title II: General Provisions Applicable to National Grid and to Regional Corporations - Stipulates that each corporation shall be subject to Federal, State, and local environmental standards. Specifies the interests to be represented on the Board of Directors of such corporations, and their composition, terms of members, procedures for selecting the officers, and employees of the corporations. Stipulates that the corporations shall have those powers conferred on nonprofit corporations pursuant to the District of Columbia Nonprofit Corporation Act and specified additional powers. Directs such corporations to at all times maintain complete and accurate books of accounts. Authorizes each corporation to issue and sell bonds for financing its activities, providing that the aggregate total of outstanding bonds shall not exceed $30,000,000,000. Authorizes each corporation to cause to be instituted condemnation proceedings against any lands or interests in land necessary to carry out the provisions of this Act. Requires each corporation to report annually to the President and provide for transmittal of such report to the Congress. Requires that all advisory bodies established by any such corporation be fairly balanced in terms of the points of view represented by their members. Requires that all meetings of such advisory bodies be open to the public.

Prohibits a refiner or distributor from terminating any such franchise except for one of the following reasons: (1) failure of the holder of the franchise to comply substantially with any essential and reasonable requirement imposed; (2) failure of the holder of the franchise to act in good faith; or (3) withdrawal of the refiner or distributor from doing business in the State where the terminated franchise is located. Permits a retailer to bring a civil action for declaratory or injunctive relief against any refiner or distributor who fails to act in good faith in performing or complying with any of the terms or provisions of the franchise or in terminating, cancelling or not renewing the franchise with such dealer.

Natural Gas Act Amendments - Amends the Natural Gas Act to terminate Federal Power Commission authority to regulate sales of new natural gas in interstate commerce. Stipulates that prices for offshore sales of new natural gas shall not exceed the ceiling price for sales of new natural gas produced from onshore Federal lands. Stipulates that emergency sales of natural gas to curtailed customers who qualify as essential users shall not affect such exempt status. Authorizes the Commission to terminate such exemptions on or after April 15, 1978, if they are no longer deemed necessary to protect high priority consumers of natural gas. Coal Research Laboratory, Mineral Institute, and Energy Research Fellowship Act - Title I: University Coal Research Laboratories - Directs the Director of the National Science Foundation to designate ten colleges or universities at which university coal research laboratories will be established. Authorizes Federal grants, within specified limitations and conditions, for the construction and operation of such research laboratories. Establishes an Advisory Council on Coal Research to assist the Director in the administration of this title. Requires the Advisory Council to submit annual reports of its findings and recommendations to the President. Authorizes the appropriation of $30,000,000 for fiscal year 1979 and $7,500,000 for each of fiscal years 1980 through 1983 to carry out the provisions of this title. Title II: Energy Resource Graduate Fellowships - Authorizes the Director to award up to one thousand fellowships for each of fiscal years 1979 through 1984 for graduate study in areas of applied science and engineering relating to production, conservation, and utilization of fuels and energy. Establishes criteria for awarding and distribution of fellowships. Stipulates that no fellowships shall be awarded for study at a school or department of divinity. Authorizes the appropriation of $11,000,000 per year for fiscal years 1979 through 1984 for the purposes of this title. Authorizes the Secretary of the Interior to conduct and promote research relating to the development of improved mining techniques designed to maximize recovery, improve safety, and minimize surface disturbance. Authorizes the appropriation of $35,000,000 per year for fiscal years 1979 through 1983 to the Secretary. Requires that projects to be financed under this Act not be conducted or financed by any other Federal agency. Title III: State Non-Coal Mining and Mineral Resources Research Institutes - Authorizes appropriations to assist States in maintaining non-coal mining and mineral resources research institutes in accordance with prescribed criteria and conditions. Authorizes additional appropriations for fiscal years 1979 through 1985 for specific non-coal mineral research projects. Details eligibility requirements for such projects. Authorizes appropriations for up to $1,000,000 per fiscal year to publish the results of activities carried out by such institutes. Directs the Secretary of the Interior to establish a center for cataloging current and projected non-coal mining and mineral resources research. Establishes an Advisory Committee on Non-Coal Mining and Mineral Research, whose members shall be appointed by the Secretary. Directs the Advisory Committee to consult with and made recommendations to the Secretary concerning the administration of this title.

Authorizes the appropriation of the following sums to the Energy Research and Development Administration for fiscal year 1977: (1) for nuclear energy research and development, $5,271,679,000; and (2) for environmental research and safety, basic energy sciences, and related programs, $227,553,000. Amends prior appropriation authorizations Acts to increase the amount authorized for specific energy research projects. Extends such authorizations through fiscal year 1977. Title I: For Nuclear Energy Research and Development, Basic Research, Space Nuclear Systems and Other Technology, Uranium Enrichment, National Security and Related Programs - Authorizes the appropriation of $3,390,051,000 in operating expenses for nuclear energy research and development programs. Lists authorizations for additional plant and capital expenditures. Imposes limits and conditions on such expenditures. Places percentage limitations on the amount of cost overruns allowable without additional Congressional authorization. Prohibits exports of nuclear fuel to nonnuclear-weapon states which have not ratified the Nuclear Nonproliferation Treaty without approval by the Congress. Authorizes exceptions to such prohibition where deemed necessary by the Executive in accordance with prescribed criteria. Title II: For Environmental Research and Safety, Basic Energy Sciences, Program Support,and Related Programs - Authorizes the appropriation of the following sums for operating expenses: (1) for biomedical and environmental research, $85,900,000; (2) for operational safety, $4,300,000; (3) for environmental control technology, $8,900,000; (4) for basic energy sciences, $19,400,000 for material sciences and $11,800,000 for molecular, mathematical, and geosciences; and (5) for program support $88,035,000. Lists authorizations for additional plant and capital expenditures. Places percentage limitations on cost overruns. Stipulates that determination of the extent and amount of remedial payments for radiation exposure from uranium mill tailings in Colorado shall be based on the recommendation of the State of Colorado. Increases the amount of appropriations authorized for such purposes from $5,000,000 to $8,000,000. Title III: General Provisions - Stipulates that amounts appropriated to the Administration for operating expenses may remain available until expended. Authorizes transfers and mergers of funds for related purposes. Authorizes use of research budgets for the funding of employee-suggested research projects up to the pilot stage of development. Authorizes the Administrator of Energy Research and Development to perform construction design services where the Administrator determines that such project is of such urgency as to require prompt completion upon its approval by Congress. Requires officers or employees of the Energy Research and Development Administration involved in administering programs authorized by this Act to disclose all known financial interests in energy-related businesses. Imposes criminal penalties for knowing violations of such disclosure requirements. Prohibits the use of funds by the Administrator for contracting the services of the Lawrence Livermore Laboratory unless any such contract provides specific guarantees of self-organization to the employees of such laboratory. Title IV: Basis for Government Charge for Uranium Enrichment Services - Amends the Atomic Energy Act of 1954 to transfer authority over contracts for uranium enrichment services from the Nuclear Regulatory Commission to the Energy Research and Development Administration. Requires that Government charges for uranium enrichment services be on such a basis as to allow recovery of Government costs over a reasonable period of time. Revises procedures for Congressional review of criteria to be used in contracting for such services.

Requires the issuance of a permit for coal-burning installations to switch to oil as a primary energy source. Directs the Administrator to require disclosure of information relating to domestic coal reserves. Requires that new facilities be capable of utilizing coal or a fuel source other than oil or natural gas. Establishes procedures for extensions of compliance dates and exemptions for facilities otherwise subject to the requirements of this Act. Requires consideration of environmental control requirements where appropriate. Establishes procedures to allow for just compensation for disruption of energy supply contracts caused by operation of the provisions of this Act. Imposes civil and criminal penalties for violations of the provisions of this Act. Specifies the amount of civil penalties based on amounts of oil and natural gas used in excess of the maximum allowable amount. Authorizes exemptions from compliance with this Act where necessary to protect public health, safety, or welfare during emergencies. Authorizes exemptions for Federal facilities where the President determines such exemption to be in the paramount interest of the United States.

Stipulates that such orders shall not become effective until the Administrator of the Environmental Protection Agency has certified that such plants will comply with the Clean Air Act. Stipulates that authority to issue such orders shall terminate on September 30, 1980. Directs the Federal Energy Administrator in conjunction with the Federal Power Commission, to submit to Congress a national plan to prohibit or discourage use of natural gas to the maximum extent possible. Establishes the objective of eliminating all nonessential uses of natural gas by January 1, 1985. Requires that such plan include a study of the effects of a prohibition of boiler fuel use of natural gas. Stipulates that the authority of the President to allocate propane and butane under the Emergency Petroleum Allocation Act of 1973 shall remain in effect until April 4, 1978. Stipulates that emergency purchases of natural gas supplies by curtailed high priority consumers of natural gas shall be exempt from regulation under the Natural Gas Act.

Rural Energy Office Act

Rural Energy Office Act - Establishes within the Department of Agriculture an Office of Rural Energy Assessment and Development whose Director shall be appointed by the Secretary of Agriculture. Makes such Office responsible for identifying, developing, and compiling data pertaining to fuel and other energy needs of persons residing in rural areas. Directs the Office to submit semi-annual reports to Congress containing an accounting of the findings and conclusions of the Office with respect to the following subject matter as it relates to the needs of persons in rural areas: (1) the heating and cooling of residential dwelling units; (2) transportation; (3) the production of agricultural commodities; (4) the energy needs of business and industries; (5) sources of electricity; (6) conservation of energy; and (7) energy research and development. Directs the Office to provide such reports to specified committees of Congress and directs such committees to cooperate in publishing making available to the public every six months a document containing the most recent information provided by the Office. Imposes a civil fine to be assessed against the Director of such Office if the Director fails to submit such reports by the dates specified in this Act. Requires regulations of the Federal Energy Administration, the Energy Research and Development Administration, the Federal Highway Commission, and the Federal Power Commission to be submitted to the Secretary of Agriculture for review where concerning a rural energy matter. Authorizes the appropriation of such sums as may be necessary to carry out the provisions of this Act. Terminates the Office and provisions of this Act in five years.
