Summary

Coal Research Laboratory, Mineral Institute, and Energy Research Fellowship Act - Title I: University Coal Research Laboratories - Directs the Director of the National Science Foundation to designate ten colleges or universities at which university coal research laboratories will be established. Authorizes Federal grants, within specified limitations and conditions, for the construction and operation of such research laboratories. Establishes an Advisory Council on Coal Research to assist the Director in the administration of this title. Requires the Advisory Council to submit annual reports of its findings and recommendations to the President. Authorizes the appropriation of $30,000,000 for fiscal year 1979 and $7,500,000 for each of fiscal years 1980 through 1983 to carry out the provisions of this title. Title II: Energy Resource Graduate Fellowships - Authorizes the Director to award up to one thousand fellowships for each of fiscal years 1979 through 1984 for graduate study in areas of applied science and engineering relating to production, conservation, and utilization of fuels and energy. Establishes criteria for awarding and distribution of fellowships. Stipulates that no fellowships shall be awarded for study at a school or department of divinity. Authorizes the appropriation of $11,000,000 per year for fiscal years 1979 through 1984 for the purposes of this title. Authorizes the Secretary of the Interior to conduct and promote research relating to the development of improved mining techniques designed to maximize recovery, improve safety, and minimize surface disturbance. Authorizes the appropriation of $35,000,000 per year for fiscal years 1979 through 1983 to the Secretary. Requires that projects to be financed under this Act not be conducted or financed by any other Federal agency. Title III: State Non-Coal Mining and Mineral Resources Research Institutes - Authorizes appropriations to assist States in maintaining non-coal mining and mineral resources research institutes in accordance with prescribed criteria and conditions. Authorizes additional appropriations for fiscal years 1979 through 1985 for specific non-coal mineral research projects. Details eligibility requirements for such projects. Authorizes appropriations for up to $1,000,000 per fiscal year to publish the results of activities carried out by such institutes. Directs the Secretary of the Interior to establish a center for cataloging current and projected non-coal mining and mineral resources research. Establishes an Advisory Committee on Non-Coal Mining and Mineral Research, whose members shall be appointed by the Secretary. Directs the Advisory Committee to consult with and made recommendations to the Secretary concerning the administration of this title.
