21st Century Independence Savings Bonds Act of 2001 - Authorizes the Secretary of the Treasury to issue 21st Century Independence Savings Bonds, whose proceeds will be placed in a designated Treasury account for investment in federally supported energy independence projects, public infrastructure projects related to the September 11, 2001, terrorist attacks on America, and any similar needs arising from subsequent incidents. States that the purpose of these investments shall be to secure America's future fuel self-sufficiency through the development of alternative domestically produced renewable or extractable nonpetroleum and nonnuclear sources, as well as to provide supplemental sources of investment for restoration of public infrastructure.

Mark-to-Market Extension Act of 2001 - Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRAA) to revise and extend the Mark-to-Market program for multifamily assisted housing. Sets forth provisions relating to multifamily housing mortgage and assistance restructuring and section 8 contract renewal. Reauthorizes the Office of Multifamily Housing Assistance Restructuring and extends the Multifamily Housing Assistance Restructuring program. Amends various Federal housing laws with respect to: (1) extension of the community development block grant public services cap exception; (2) use of section 8 enhanced vouchers for prepayments; and (3) prepayment and refinancing of loans for section 202 supportive housing.

Economic Security and Recovery Act of 2001 - Amends the Internal Revenue Code to provide temporary (extensions for one or two years or provisions applicable only to events occurring after September 10, 2001, and before a certain date) and permanent tax relief for both individuals and businesses, including: (1) allowing additional specified depreciation for qualified property; (2) increased expensing; (3) repealing the alternative minimum tax on corporations; (4) extending the net operating loss carry back period; (5) accelerating the 25 percent individual income tax rate effective date; (6) repealing the five year holding requirement for reduced individual capital gains rates; (7) increasing the deduction for capital losses of individual taxpayers; (8) expanding the penalty free withdrawal exception for IRA distributions used for health insurance of unemployed individuals; (9) extending the period during which nonrefundable personal credits are allowed against regular and alternative minimum tax liability; (10) extending the credits for qualified electric vehicles, electricity produced from renewable resources, work opportunity, and welfare-to-work; and (11) provisions concerning the deduction for clean fuel vehicles and certain refueling property, qualified zone academy bonds, parity in the application of certain limits to mental health benefits, Archer medical savings accounts, and the subpart F (Controlled Foreign Corporations) exemption for active financing. Provides for a supplemental rebate. Provides for the transfer of specified Federal unemployment account amounts to State unemployment accounts. Amends title XX (Block Grants to States for Social Services) of the Social Security Act to increase funding for FY 2002.

Biofuels Energy Independence Act of 2001 - Authorizes the Secretary of Agriculture to administer a Biofuels Feedstocks Energy Reserve to: (1) provide feedstocks in furtherance of biofuel-based energy production; and (2) support the biofuels energy industry when production is at risk due to reductions in feedstocks or commodity prices. Sets forth related provisions respecting commercial commodity purchases, release of commodity stocks, and storage payments. Authorizes the Secretary to make and guarantee loans for biofuel production, distribution, development, and storage. Sets forth loan eligibility provisions. Directs the Secretary to establish a related revolving fund.

Renewable and Distributed Energy Net Metering Act - Mandates that each State, electric utility not regulated by a State, and Federal power marketing agency consider establishing a net metering program, or modifying an existing program, to meet certain minimum Federal standards. Instructs the Federal Energy Regulatory Commission to establish such standards for each such entity that has not established a net metering program conforming to such standards within two years after enactment of this Act. Sets forth minimum Federal standards for State and other net metering programs including: (1) metering and costs; (2) rates; and (3) safety and performance criteria. Authorizes States to establish additional requirements. Provides that a net metering credit under the net metering program shall not be considered a wholesale transaction for purposes of Federal or State law.

National Energy Infrastructure Security Program Establishment Act - Directs the Assistant to the President for Homeland Security to establish the National Energy Infrastructure Security Program, which shall provide funds to States to implement approved State plans to provide security against threats to critical energy infrastructure facilities. Establishes the National Energy Infrastructure Security Trust Fund, and appropriates to it 50 percent of qualified Outer Continental Shelf revenues.

Renewable Energy and Energy Efficiency Investment Act of 2001 - Directs the Secretary of Energy to establish a National Electric System Benefits Board, which in turn shall establish the" National Electric System Benefits Fund" to provide matching funds to States for the support of State system benefit programs relating to: (1) renewable energy sources; (2) assistance to low-income households in meeting home energy needs; (3) energy conservation and efficiency; or (4) research and development. Requires each retail electric supplier to submit annually to the Secretary renewable energy credits equal to the required annual percentage of the supplier's total kilowatt-hour sales to end-use customers in the preceding calendar year. Prescribes the amount of electricity which each supplier shall generate each year by renewable energy sources according to a mandatory renewable energy timetable. Prescribes guidelines for a program to issue, monitor the sale or exchange of, and track renewable energy credits. Amends the Public Utility Regulatory Policies Act of 1978 to mandate that a retail electric supplier, upon request, shall make net metering service available to any retail electric consumer that it currently serves or solicits for service. Instructs the Secretary to establish and promulgate a disclosure system that enables retail consumers to compare retail electric service offerings knowledgeably. Grants the Secretary full access to the records of all generation facilities, electricity wholesalers, and retail companies.

Amends the Federal criminal code to set penalties for: (1) possessing a "select agent" (as listed pursuant to the Antiterrorism and Effective Death Penalty Act of 1996) in a manner constituting reckless disregard for the public health and safety, knowing the agent to be a biological agent or toxin; (2) causing bodily injury in the course of a violation; (3) possessing such agents without registration; (4) transferring such agents to an unregistered person; and (5) "restricted persons" possessing select agents. Directs the Secretary to provide standards and procedures governing the possession and use of biological agents. Prohibits certain disclosures under the Freedom of Information Act regarding biological agents.. Amends the Communications Act of 1934 to establish guidelines for governmental access to personally identifiable information collected and maintained by a multichannel video programming distributor for purposes of Federal criminal code provisions governing interception of and access to electronic communications. Amends the Atomic Energy Act of 1954 to authorize the Nuclear Regulatory Commission (NRC) to allow licensed or certified guards at certain facilities to carry and use weapons and to make arrests without a warrant, under specified circumstances. Directs the NRC to: (1) assess the vulnerability of licensed nuclear facilities to potential terrorist attacks; (2) commence a rulemaking to consider changes to the design basis threat for licensed facilities; and (3) issue a final rule revising the design basis threat and associated regulations.

Price-Anderson Reauthorization Act of 2001 - Amends the Atomic Energy Act of 1954 to extend from 2002 to 2017 the indemnification authority of the Nuclear Regulatory Commission (NRC) and the Secretary of Energy with respect to certain licensees, Department of Energy (DOE) contractors, and nonprofit educational institutions, respectively. Increases the maximum amount of standard deferred premium that may be charged a licensee following a nuclear incident. Specifies the aggregate amount by which the Secretary must indemnify DOE contractors above the amount of financial protection required for each nuclear incident. Increases the indemnification limits for incidents outside the United States. Revises inflation adjustment provisions. Instructs the NRC to consider a combination of modular reactors at a single site, each of which has between 100,000 and 300,000 electrical kilowatts (but a combined rated capacity of no more than 950,000 kilowatts), as a single facility having a rated capacity of 100,000 electrical kilowatts or more.

Powder River Basin Resource Development Act of 2001 - Encourages Federal coal lessees and oil and gas developers, in any common area in the Powder River Basin, Wyoming, where a Federal coal lease overlaps all or a portion of an oil and gas lease or right to develop, to enter into a written agreement that details operations, and assigns or assesses costs or compensation for concurrent or sequential development of coal, natural gas, and oil in such area. Prescribes guidelines for petitions to a U.S. district court and court proceedings for relief and assignment of a development priority in the event that a Federal coal lessee and an oil and gas developer do not reach such an agreement. Declares that this Act does not serve as precedent for leasing for mineral development outside of any common area within or outside the Powder River Basin.

National Defense Authorization Act for Fiscal Year 2002 - Authorizes appropriations for FY 2002 for: (1) procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds; (4) the Armed Forces Retirement Home; and (5) active and reserve military personnel, including authorized end strengths. Increases as of January 1, 2002, the rates of military basic pay. Extends certain bonus and special and incentive pay authorities. Authorizes: (1) an accession bonus program for officers with critical skills; and (2) certain travel and transportation allowances. Sets forth provisions or requirements concerning: (1) commissaries and nonappropriated fund instrumentalities; (2) active and reserve military personnel policy, including the discharge or retirement of reserve personnel for years of service or age; (3) military education and training, including medical training; (4) military decorations, awards, and commendations; (5) retirement and survivor benefits; (6) military health care; (7) acquisition policy and management, including acquisition workforce development; (8) general contracting procedures and limitations; (9) Department of Defense (DOD) organization and management; (10) funds for combatant commands for combating terrorism; (11) reporting requirements, including a report on DOD policies, plans, and procedures for combating terrorism; (12) DOD civilian personnel authority, including authority for additional intelligence personnel; (13) matters relating to other nations, including cooperative threat reduction programs; (14) military construction, military family housing, military land conveyances, and defense base closures and realignment; and (15) Department of Energy national security authorizations. Earmarks a specified amount of such funds for the National Drug Intelligence Center. Authorizes appropriations for FY 2002 for the Central Intelligence Agency Retirement and Disability Fund. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution or laws of the United States. Amends the Foreign Narcotics Kingpin Designation Act to repeal a provision exempting the actions involving the identification and blocking of assets of significant foreign narcotics traffickers from judicial review. Requires the Attorney General to carry out a comprehensive review of current protections against the unauthorized disclosure of classified information. Amends the National Defense Authorization Act for Fiscal Year 1995 to require the President to make a certification to Congress (currently, only a determination) with respect to illicit drug trafficking before foreign agents may interdict, with immunity, an aircraft in that country's airspace. Extends through FY 2003 the Central Intelligence Agency Voluntary Separation Pay Act.

Department of Energy National Security Act for Fiscal Year 2002 - Authorizes appropriations for the Department of Energy (DOE) for FY 2002 for operating expenses, capital equipment, and plant projects necessary in carrying out the following activities for national security programs: (1) weapons activities; (2) defense nuclear nonproliferation; (3) defense environmental restoration and waste management; (4) other defense activities in carrying out national security programs, including for intelligence, counterintelligence, and security and emergency operations; (5) defense environmental management privatization initiatives; and (6) defense nuclear waste disposal. Places programming limits on such funds. Places certain funding limits for general DOE plant and construction projects. Allows the transfer of authorized funds for the performance of related activities. Requires the Secretary of Energy to complete conceptual designs for authorized construction projects. Establishes the position of Deputy Administrator for Nuclear Security. Revises certain management authorities within the National Nuclear Security Administration. Provides for additional coverage under the Energy Employees Occupational Illness Compensation Program. Requires a plan for conducting DOE counterintelligence polygraph examinations. Rocky Flats National Wildlife Refuge Act of 2001 - Directs the Secretary of the Interior to establish the Rocky Flats (Colorado) National Wildlife Refuge. Authorizes the establishment of a Rocky Flats Museum. Authorizes appropriations for FY 2002 for: (1) the Defense Nuclear Facilities Safety Board; and (2) naval petroleum reserves. Authorizes the President to dispose of certain obsolete and excess materials in the National Defense Stockpile.

National Defense Authorization Act for Fiscal Year 2002 - Authorizes appropriations for FY 2002 for: (1) procurement, including aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds; (4) the Armed Forces Retirement Home; and (5) active and reserve military personnel, including authorized end strengths. Sets forth provisions or requirements concerning: (1) commissaries and nonappropriated fund instrumentalities; (2) active and reserve military personnel policy, including the discharge or retirement of reserve personnel for years of service or age; (3) military education and training, including medical training; (4) military decorations, awards, and commendations; (5) retirement and survivor benefits; (6) military health care; (7) acquisition policy and management, including acquisition workforce development; (8) general contracting procedures and limitations; (9) Department of Defense (DOD) organization and management; (10) funds for combatant commands for combating terrorism; (11) reporting requirements, including a report on DOD policies, plans, and procedures for combating terrorism; (12) DOD civilian personnel authority, including authority for additional intelligence personnel; (13) matters relating to other nations, including cooperative threat reduction programs; (14) military construction, military family housing, military land conveyances, and defense base closures and realignment; and (15) Department of Energy national security authorizations. Authorizes the President to dispose of specified obsolete and excess materials in the National Defense Stockpile.

Export-Import Bank Reauthorization Act of 2001 - Amends the Export-Import Bank Act of 1945 to require the Export-Import Bank of the United States, in providing loans, guarantees, insurance, and credits for the export of goods and services, imports, and the exchange of commodities and services between the United States (including its territories or possessions) and other foreign countries, to ensure that such financing is contributing to maintaining or increasing employment of U.S. workers. Extends the authority of the Export-Import Bank of the United States through FY 2005. Increases the aggregate amount of Bank loans, guarantees, and insurance that may be outstanding at any one time to aid in financing exports and imports and the exchange of commodities and services between the United States and other foreign countries. Establishes in the Bank an Office on Africa. Increases from ten percent to 20 percent of its aggregate loan, guarantee, and insurance authority the amount the Bank must make available to finance exports directly by small business concerns, including not less than eight percent for small business concerns employing fewer than 100 employees. Directs the Bank to implement certain technology improvements designed to improve small business outreach. Sets forth provisions: (1) concerning the Tied Aid Credit Fund (renaming it the Export Competitiveness Fund and the tied aid credit program the export competitiveness program); (2) requiring the Bank to promote the export of goods and services related to renewable energy resources; and (3) requiring a reassessment by the Bank with respect to a grant it approved to support the sale of specified computer equipment to a named steel company in China.

Home Energy Generation Act - Mandates that retail electric suppliers offer to make an electric energy meter capable of net metering available to retail customers that have installed energy generation units intended for net metering if the customer-generator's existing electrical meter cannot perform that function. Prescribes guidelines for: (1) net energy measurement and billing; (2) safety and performance standards; (3) limitations upon the maximum local distribution services to additional customer-generators; and (4) interconnection standards. Directs the Federal Energy Regulatory Commission to promulgate regulations ensuring that simplified contracts will be used for the interconnection of electric energy by electric energy transmission or distribution systems and generating facilities that have a power production capacity not greater than 250 kilowatts.

FHA Energy Efficiency Act - Amends the National Housing Act to direct the Secretary of Housing and Urban Development to require that, with respect to residential housing subject to a mortgage insured under the Act, any approval or certification for meeting energy efficiency or conservation criteria, or any approval or certification required with respect to energy conserving improvements or any solar energy system, be conducted only by an individual certified by a home energy rating system provider accredited to conduct such ratings by: (1) the Home Energy Ratings System Council; (2) the Residential Energy Services Network; or (3) another appropriate national organization.

Federal Facility Energy Management Act of 2001 - Amends the Energy Conservation and Production Act to provide that Federal building energy efficiency standards shall contain specifications that meet or exceed those of the International Residential Code. Instructs the Secretary of Energy to promulgate revised Federal building energy efficiency performance standards following prescribed guidelines. Amends the Department of Energy Organization Act (DOE) to establish within DOE the Office of Federal Energy Productivity. Amends the National Energy Conservation Policy Act to mandate that each agency: (1) apply energy conservation measures to its Federal facilities so that specified energy reduction is implemented following prescribed calendar year percentages; (2) meter or submeter its energy use; and (3) procure specified energy efficient products. Instructs the Architect of the Capitol to develop and implement energy and water savings measures in congressional buildings. Declares that the aggregate annual payments by a Federal agency under an energy savings performance contract may take into account savings resulting from certain reduced costs of operation and maintenance. Establishes the Federal Energy Bank to make loans to Federal agencies to implement energy savings performance projects. Amends the Energy Policy Act of 1992 to prescribe: (1) minimum average fuel economy guidelines for the Federal vehicle fleet; and (2) operating parameters for the use of alternative fuels.

Renewable Energy and Energy Efficiency Investment Act of 2001 - Directs the Secretary of Energy to establish a National Electric System Benefits Board, which in turn shall establish the" National Electric System Benefits Fund" to provide matching funds to States for the support of State system benefit programs relating to: (1) renewable energy sources; (2) assisting low-income households in meeting home energy needs; (3) energy conservation and efficiency; or (4) research and development. Requires each retail electric supplier to submit annually to the Secretary renewable energy credits equal to the required annual percentage of the supplier's total kilowatt-hours sold to consumers during the preceding calendar year. Prescribes the amount of electricity which each supplier shall generate each year by renewable energy sources according to a mandatory renewable energy timetable. Prescribes guidelines for a program to issue, monitor the sale or exchange of, and track renewable energy credits. Mandates that an electric company shall allow a retail electric customer to interconnect and employ a net metering system. Instructs the Secretary to establish and promulgate a disclosure system that enables retail consumers to compare retail electric service offerings knowledgeably. Grants the Secretary full access to the records of all generation facilities, electricity wholesalers, and retail companies.

Water Supply Security Act of 2001 - Amends the Water Desalination Act of 1996 to direct Sandia National Laboratories to develop a desalination technology progress plan that includes recommendations for the location, siting, and configuration of a desalination test and evaluation facility at the Tularosa Basin located in Otero County in New Mexico. Provides for the construction of such facility by the Secretary of Energy after the completion of such plan. Requires that the facility: (1) be used to research, test, and evaluate, new desalination technologies, to fully evaluate their performance in energy consumption, byproduct disposal, and operational maintenance costs, and to determine the most technologically- and cost-efficient means by which potable water may be produced from salinated water or other water that is unsuitable for use; and (2) should be capable of processing at least 100,000 gallons of water per day. Requires all desalinated water produced by the facility to be provided, at no cost, to one or more communities in the county. Requires the Secretary of the Interior (the Secretary) and the Secretary of Energy to establish a technology advisory committee to provide program guidance and technical assistance. Authorizes appropriations for such Act for FY 2002 through 2008 for research and studies, for the desalination technology progress plan, and for the desalination demonstration and development program. Authorizes the Secretary to carry out such research or such program at a location outside the United States upon determining it is in the nation interest and after consulting the Secretary of State. Revises Federal cost share provisions for projects and activities under such Act.

School Energy Assistance Act of 2001 - Directs the Secretary of Education to establish a two-year grant program to reimburse certain eligible local educational agencies, or schools funded by the Bureau of Indian Affairs, that have been severely impacted by rising energy costs, for up to half the increase in annual energy costs. Authorizes the Secretary to give priority to eligible entities that have demonstrated: (1) the greatest need for such funds; and (2) the strongest commitment to energy conservation.

Interstate Transmission Act- Amends the Federal Power Act to: (1) prescribe standards for establishing rates for electricity transmission service; (2) instruct the Federal Energy Regulatory Commission (FERC) to encourage innovative transmission pricing policies; and (3) provide for the establishment and enforcement of mandatory reliability standards to ensure reliable operation of the bulk-power system. Grants FERC enforcement jurisdiction. Prescribes procedural guidelines for FERC approval of: (1) applications competing for status as the Electric Reliability Organization; and (2) Organization standards. Requires users of the bulk-power system to comply with such standards. Mandates that: (1) the Organization take all appropriate steps to gain recognition in Canada and Mexico; and (2) the United States use its best efforts to enter into international agreements with the Governments of Canada and Mexico to effectuate compliance with Organization standards and its mission. Requires every system operator to be a member of the Organization and of the pertinent Affiliated Regional Reliability Entity. Confers responsibility upon each FERC-authorized regional transmission organization for maintaining the short-term reliability of the bulk-power system that it operates. Repeals the proscription against the disposition of public utility facilities. Authorizes FERC to promote voluntary development of regional transmission organizations. Provides for State and Federal authority to site transmission facilities. Amends the Public Utility Holding Company Act to exempt regional transmission organizations from its application. Amends the Internal Revenue Code of 1986 to treat as an involuntary conversion any sale or other disposition to an independent transmission company of the property of or stock or partnership interest in a corporation or partnership whose principal trade or business consists of providing electric transmission services, if the transaction is meant to implement FERC or State electric restructuring policy.

Instructs the Federal Energy Regulatory Commission to order the refund, with interest, of certain rates and charges associated with electric energy sales by public utilities between October 2, 2000, and June 20, 2001, that exceed just and reasonable rates as determined by the Commission. Restricts such refunds to sales of electric energy to regions encompassed by the Western Systems Coordinating Council of the North American Electric Reliability Council. Permits any affected State to bring an action in Federal District Court to enforce this Act.

Small Business Tax Fairness Act of 2001 - Amends the Internal Revenue Code to increase: (1) from 70 percent to 100 percent the deduction for the health insurance costs of self-employed individuals; (2) from $24,000 to $30,000 the deduction amount for small businesses of section 179 property; and (3) the deduction for business meal expenses from 50 percent to 60 percent (80 percent for individuals subject to Federal limitations on service hours). Provides that income averaging for farmers and fishermen shall not increase their alternative minimum tax liability. Permits small taxpayers (with gross annual receipts averaging $5 million or less) to use the cash accounting method without limitation. Makes permanent the tax credit for increasing research activities. Allows a taxpayer a deduction of up to 50 percent of any qualified timber gain, subject to a formula, for partial inflation adjustment. Decreases from 84 to 60 months the amortization period for reforestation expenditures and the reforestation tax credit. Allows an individual a tax credit for 20 percent (up to $2,000) of the amount paid or incurred for qualified energy efficiency improvements installed during the taxable year. Allows a business a tax credit of up to $2,000 of the aggregate adjusted bases of all energy efficient property installed in a qualified new energy efficient home during construction. Repeals the Federal communications excise tax. Allows a corporation a tax credit for 50 percent of the qualified computer technology and equipment donations it made to elementary and secondary schools during the taxable year.

Natural Gas and Other Petroleum Research, Development, and Demonstration Act of 2001 - Instructs the Secretary of Energy to establish, in areas currently available for Outer Continental Shelf leasing, a research, development, and demonstration program, implemented by the Research Organization (created by this Act), relating to ultra-deepwater natural gas and other petroleum exploration and production technologies. Directs the National Energy Technology Laboratory to: (1) implement long-term research programs into new natural gas and other petroleum exploration and production technologies and environmental mitigation technologies for production from unconventional and ultra-deepwater resources, including methane hydrates; and (2) conduct a research, development, and demonstration program of new technologies for the reduction of greenhouse gas emissions from unconventional and ultra-deepwater natural gas, or other petroleum exploration and production activities, including sub-sea floor carbon sequestration technologies. Directs the Secretary to establish an Advisory Committee to advise on selection of an organization to create the Research Organization. Prescribes a selection procedure. Requires the Research Organization to award research, development, and demonstration grants according to specified requirements. Establishes in the Treasury the Ultra-Deepwater and Unconventional Gas Research Fund funded with Federal appropriations which shall be considered loans from the Treasury.

Climate Change Risk Management Act of 2001 - Revamps the Energy Policy Act of 1992 to direct the President to develop and implement a national strategy to manage the risks posed by potential climate change whose goal shall be consistent with the United Nations Framework Convention on Climate Change. Instructs the Secretary of Energy to establish a long-term Climate Technology Research, Development, Demonstration, and Deployment Program to foster technologies and practices that: (1) reduce or avoid anthropogenic emissions of greenhouse gases; (2) remove and sequester greenhouse gases from emissions streams; and (3) remove and sequester greenhouse gases from the atmosphere. Directs the Secretary to: (1) provide for a pilot program for financial assistance for qualifying international energy deployment projects; (2) assess the status and readiness (including potential commercialization) of each energy technology and any regulatory or market barriers to deployment; and (3) establish an information clearinghouse to facilitate the transfer and dissemination of the results of federally funded research and development activities being carried out on energy technology. Revises requirements for the national greenhouse gas emissions registry. Establishes in the Department of Energy an Office of Applied Energy Technology and Greenhouse Gas Management.

National Mathematics and Science Partnerships Act - Requires the Director of the National Science Foundation (NSF Director) to establish the following programs of grants to institutions of higher education (IHEs) or, in some cases, eligible nonprofit institutions, in support of activities relating to elementary and secondary school mathematics and science teaching and education: (1) Mathematics and Science Education Partnerships with local educational agencies (LEAs); (2) a Teacher Research Stipend Program; (3) establishment of four multidisciplinary Centers for Research on Learning and Education Improvement; (4) education research teacher fellowships, to give research opportunities related to the science of learning to elementary and secondary school teachers of science and mathematics; (5) Robert Noyce Scholarships for teacher recruitment and training, with recipient service commitments; and (6) educational technology research centers. Requires the NSF Director to expand the National Science, Mathematics, Engineering, and Technology Education Digital Library program to enable dissemination of elementary and secondary science, math, engineering, and technology educational resources, materials, practices, and policies through the Internet and other digital technologies. National Science Education Act - Requires the NSF Director to: (1) establish programs of grants to IHEs for training master teachers and assisting schools to establish master teacher programs, and for providing distance learning in mathematics or science for elementary or secondary school students; (2) disseminate information, jointly with the Secretary of Education, on required courses of study and licensing requirements for teaching careers in elementary or secondary school science, mathematics, engineering, and technology education; and (3) convene a conference for stakeholders in kindergarten-through-12th grade science, mathematics, engineering, and technology education. Requires the NSF Director to make demonstration grants to LEAs for mathematics and science proficiency partnerships with private sector entities. Authorizes the NSF Director to make grants for developing educational materials on energy production and use, energy conservation, and renewable energy for use in elementary and secondary schools. Amends the Scientific and Advanced-Technology Act of 1992 to: (1) require the NSF Director to give priority, in making outreach grants for articulation partnerships between community colleges and secondary schools, to proposals involving secondary schools with a majority of students from groups underrepresented in the science, mathematics and engineering workforce; and (2) authorize the NSF Director to make grants for educational technology assistance enters for schools and for a learning community consortium of associate-degree-granting colleges to encourage women, minorities, and individuals with disabilities to enter and complete programs in mathematics, science, engineering, and technology.

Alternative Fuel Vehicle Acceleration Act of 2001 - Directs the Secretary of Energy (Secretary) to establish a competitive grant pilot program for State and local governments and metropolitan transportation authorities to implement an alternative fuel vehicle acquisition program. Clean Green School Bus Act of 2001 - Directs the Secretary to establish grant and cooperative agreement programs for alternative fuel, ultra-low sulfur diesel, and fuel cell-powered school buses. Next Generation Lighting Initiative Act - Authorizes the Secretary to establish the Next Generation Lighting Initiative. Environmental Protection Agency Office of Air and Radiation Authorization Act of 2001 - Earmarks funds for the Environmental Protection Agency Office of Air and Radiation. Robert S. Authorizes appropriations for the "Spallation Neutron Source" (at Oak Ridge National Laboratory, Oak Ridge, Tennessee). Energy Tax Policy Act of 2001 - Amends the Internal Revenue Code with respect to specified energy conservation credits and deductions. Clean Coal Power Initiative Act of 2001- Directs the Secretary to implement a prescribed program of cost and performance goals for specified five-year periods entailing research, development, demonstration, and commercial application of clean coal technologies. Energy Security Act - Mandates: (1) Federal agency reports on whether rights-of-way for transportation across Federal lands of energy supplies or transmission of electricity can be authorized for new or additional capacity; and (2) an inventory review of the wind, solar, coal, and geothermal power production potential of Federal lands. Royalty Relief Extension Act of 2001 - Mandates use of a specified bidding system for certain oil and gas lease sales located in the Western and Central Planning Area of the Gulf of Mexico. Federal Oil and Gas Lease Management Improvement Demonstration Program Act of 2001 - Amends the Outer Continental Shelf Lands Act to prescribe guidelines for: (1) the payment in kind of oil and gas royalties to the United States; and (2) royalty rate reductions for certain oil and gas wells production declines in order to spur marginal well production. Amends the Geothermal Steam Act of 1970 to: (1) prescribe royalty reductions; and (2) waive royalty requirements for certain geothermal energy leases. Carbon Sequestration and Reporting Act - Amends the Energy Policy Act to provide for the establishment of the Carbon Advisory Council which shall advise on reporting guidelines for greenhouse gas sequestration from soil carbon and forest management actions, and their potential effects and effectiveness. Amends the Global Climate Change Prevention Act of 1990 to authorize the Secretary of Agriculture to enter into cooperative agreements for forest carbon activities on private, State, or Indian lands. Directs the Secretary to provides States with assistance to establish revolving loan programs for forest carbon activities on nonindustrial private forest land. Authorizes Washington, Oregon, Idaho, and Montana to apply for funding from the Bonneville Power Administration for loans for related purposes or for specified fish and wildlife purposes. Amends the Food Security Act of 1985 to direct the Secretary to establish a carbon sequestration program, which may include conservation reserve and wetlands reserve lands. Directs the Secretary to carry out four or more carbon monitoring pilot programs.

Agricultural Act of 2001 - Directs the Secretary of Agriculture, through crop year 2011, to: (1) make fixed decoupled payments and counter-cyclical payments to eligible producers; (2) make marketing assistance loans and loan deficiency payments to covered commodity producers; and (3) extend programs for milk and dairy products, sugar, and peanuts. Amends specified agricultural Acts to extend the: (1) suspension of permanent price support authority; (2) farmland protection program; (3) conservation reserve program; (4) environmental quality incentives program; (5) food for progress program; (6) market access program; (7) export enhancement program; (8) foreign market development cooperator program; (9) export credit guarantee program; (10) P.L. 480 programs; (11) food stamp and related nutrition programs; (12) emergency food assistance program; (13) commodity supplemental food program; (14) surplus commodities to special nutrition project program; and (15) wildlife habitat incentives program. Establishes the: (1) congressional hunger fellows program; and (2) forest land enhancement program; and (3) sustainable forestry outreach initiative; (4) community and private land fire assistance program; (5) tree assistance program; (6) hazardous fuels to energy grant program; (7) senior farmers' market nutrition program; (8) grassland reserve program; and (9) farmland stewardship program. Revises and extends specified agricultural credit programs, rural development programs, and agricultural research programs. Revises land-grant institution provisions and other specified educational, extension, and research program provisions. Repeals certain agricultural activities and authorities.

Emergency Agricultural Assistance Act of 2001 - Directs the Secretary of Agriculture to provide market loss assistance payments to owners and producers on a farm that are eligible for a final FY 2001 production flexibility contract payment. Directs the Secretary to provide assistance for: (1) oilseeds; (2) quota or additional peanuts; (3) sugar beets; (4) honey; (5) wool and mohair; (6) cottonseed; (7) commodity purchases; (8) dry peas, lentils, or chickpeas (pulse crops); (9) tobacco; and (10) apples. Amends the Agricultural Market Transition Act to extend: (1) loan deficiency payments; and (2) milk price supports. Directs the Secretary to provide assistance for : (1) the conservation reserve program; (2) the wetlands reserve program; (3) the environmental quality incentives program; (4) the wildlife habitat incentive program; (5) the farmland protection program; and (6) risk management conservation assistance. Directs the Secretary to provide assistance for: (1) emergency food assistance distribution; and (2) the senior farmers' market nutrition pilot program. Amends the Consolidated Farm and Rural Development Act to: (1) make emergency agricultural credit loans available for energy emergencies; and (2) make intermediary relending loans available for value-added agricultural products. Makes funds available under this Act for: (1) agricultural business and industry loans; and (2) value-added agricultural product market development grants. Directs the Secretary to provide assistance for the sustainable agriculture technology development and transfer program. Establishes in the Department of Agriculture the Senior Scientific Research Service. Directs the Secretary to provide assistance for: (1) a crop and pasture flood compensation program; (2) floodplain easement purchases; (3) producer compensation for forage losses due to army worms; and (4) establishment of a national organic certification cost-share program. Sets forth FY 2001 and 2002 funding obligations under this Act.

Clean Coal Power Initiative Act of 2001 - Directs the Secretary of Energy to: (1) carry out programs of research on and development, demonstration, and commercial application of clean coal technologies, and other specified coal and related technologies; and (2) perform an assessment that establishes cost and performance goals for such programs for specified five-year periods.

Electricity Information, Disclosure, Efficiency, and Accountability Act - Amends the Federal Power Act to instruct the Federal Energy Regulatory Commission to promulgate regulations requiring each system operator to establish a standardized information system that provides access (including access on the Internet) to: (1) bulk-power system operating data for all users of the bulk-power system, State regulatory authorities, and the public; and (2) market-bid data for designated persons. Provides for protection of commercially sensitive data upon petition of a bulk-power system user. Restricts disclosure of bidder identity to duly authorized State and Federal regulatory agencies.

Coal Gasification Commercial Demonstration Project Act of 2001 - Directs the Secretary of Energy to: (1) make a grant for a project to demonstrate the commercial viability of a specified new coal gasification combined cycle technology plant, to be located in Kanawha County, West Virginia (or any adjacent county); and (2) provide loan guarantees to the grant recipient. Sets forth project approval and implementation guidelines to comport with the Clean Air Act. Amends the Internal Revenue Code of 1986 to allow as an investment tax credit: (1) a qualifying coal gasification technology facility credit; and (2) a credit for production from a qualifying coal gasification technology facility. .

ILSA Extension Act of 2001 - Amends the Iran and Libya Sanctions Act of 1996 (ILSA) to extend it for another five-year period. Lowers from $40 million to $20 million the threshold amount a foreign person's or entity's knowing investment in Libya's ability to develop its petroleum resources must reach before the President is required to impose two or more specified economic and trade sanctions. Mandates that any amendment or other modification made on or after June 13, 2001, to existing (pre-ILSA) agreements or contracts for the development of Libya's petroleum resources be considered new investment for purposes of the imposition of sanctions (the same trigger amount for investment in Iranian energy resources).

Providing Opportunities With Effluent Renewables (POWER) Act - Amends the Internal Revenue Code to include swine and bovine waste nutrients as a renewable energy resource for purposes of the renewable electricity production tax credit. Defines a qualified facility using such nutrients to produce electricity as one owned by the taxpayer which is originally placed in service after December 31, 2001, and before January 1, 2007. Exempts projects related to such a facility from tax credit reductions for certain grants, tax-exempt bonds, subsidized energy financing, and other credits. Amends the Food Security Act of 1985 to provide that the Secretary of the Interior may make cost-share and incentive payments to a producer under an environmental quality incentives contract to implement an anaerobic digestion system as a component of a nutrient management system during the two fiscal years after the fiscal year in which the contract is entered. (Currently, such payments are limited to the one fiscal year after the contract is entered.)
