Windfall Profits Tax Act of 2005 - Amends the Internal Revenue Code to impose an excise tax on certain oil companies for 50% of the windfall profit from all barrels of taxable crude oil. Defines "windfall profit" as the excess of the removal (sales) price of a barrel of taxable crude oil over the adjusted base price of such barrel ($40 per barrel adjusted annually for inflation). Allows a tax deduction for any windfall profit tax paid. Terminates the tax 10 years after the date of enactment of this Act. Allows an income tax rebate for individual taxpayers of $150 in 2006 and, in subsequent years, of an amount to be determined by the Secretary of the Treasury based upon a percentage of windfall profit tax revenues collected. Establishes in the Treasury the Low-Income Energy Assistance Trust Fund. Transfers windfall profit tax revenues to such Fund and provides for expenditures from such Fund for the low-income energy assistance program. Allows a tax credit for investment in energy efficient motor vehicles and for related research and development costs. Bases the amount of such credit on the achievement of specified levels of fuel economy. Terminates such credit after 2015.

Allows a maximum credit of $500, but reduces or eliminates such credit for taxpayers at higher income levels. Requires integrated oil companies with gross receipts in excess of $1 billion to use the first-in, first-out (FIFO) inventory accounting method for purposes of determining their current federal income tax liabilities.

Directs the Secretary of Energy to establish and operate a Strategic Refinery Reserve. Authorizes the Secretary to contract for: (1) the construction or operation of new refineries; or (2) the acquisition or reopening of closed refineries. Instructs the Secretary to operate the Reserve to provide petroleum products to: (1) the federal government (including the Department of Defense); (2) any state governments and their political subdivisions that opt to purchase refined petroleum products from the Reserve; and (3) the general public during certain emergency periods. Directs the Secretary to ensure that refineries in the Reserve are designed to provide a rapid increase in production capacity during such emergency periods. Requires a refinery owner or operator to notify the Secretary, with an explanation, not later than 180 days before permanently closing a refinery in the United States. Requires the Secretary to report the notification and explanation to Congress, together with an analysis of the effects of the proposed closing.

Terminates such tax three years after the enactment of this Act. Establishes in the Treasury the Consumer Energy Assistance Trust Fund. Transfers to such Fund windfall profit tax revenues and makes amounts in such Fund available to carry out the Low-Income Home Energy Assistance Act of 1981. Grants to taxpayers an income tax rebate in an amount to be determined by the Secretary of the Treasury based upon the number of taxpayers and available windfall profit tax revenues (reduced by amounts appropriated to such Fund).

Consumer Windfall Excess Oil Profits Protection Act of 2005 - Amends the Internal Revenue Code to impose an excise tax of 50 percent on the windfall profit from sales of any crude oil, natural gas, or related products and the net gains from transactions related to the price of crude oil, natural gas, or related products. Defines "windfall profit" as the excess of taxpayer adjusted taxable income over the reasonably inflated average profit for the taxable year (average of taxpayer adjusted taxable income for 2000-2004, plus 10 percent of such average). Allows a tax deduction for the payment of any such windfall profit tax. Appropriates equal amounts of the windfall profit tax generated by this Act to carry out the Low-Income Home Energy Assistance Act of 1981 and to increase funding for Department of Veterans Affairs medical services.

Energy Tax Rebate Act of 2005

Energy Tax Rebate Act of 2005 - Amends the Internal Revenue Code to provide a formula for an energy tax rebate to eligible individuals for the taxable year beginning in 2005. Expresses the sense of the Senate that Congress should appropriate $5.1 billion for FY2006 and each subsequent fiscal year for the Low-Income Home Energy Assistance Program (LIHEAP) under the Low-Income Home Energy Assistance Act of 1981. Declares it is unlawful for any person to sell crude oil, gasoline, or petroleum distillates at a price that: (1) is unconscionably excessive; or (2) indicates the seller is taking unfair advantage of circumstances to increase prices unreasonably. Prohibits geographic price-setting and territorial restrictions. Empowers the Federal Trade Commission (FTC) and the State Attorneys General to enforce this Act. Sets forth civil and criminal penalties for violations of this Act. Directs the FTC to: (1) facilitate price transparency in markets for the sale of crude oil and essential petroleum products at wholesale; (2) seek to ensure that consumers and competitive markets are protected from the adverse effects of potential collusion or other anticompetitive behaviors that can be facilitated by untimely public disclosure of transaction-specific information; and (3) conclude a memorandum of understanding with the Commodity Futures Trading Commission and other appropriate agencies relating to information sharing.

Agricultural Reconciliation Act of 2005 - Prescribes or revises requirements for: (1) reduction of covered commodities and peanuts program payments; (2) reduction in advance direct payments; (3) cotton competitiveness; (4) reduction in the use of Commodity Credit Corporation (CCC) funds for watershed rehabilitation programs; (5) reductions in funds for the conservation security program; (6) limitations on use of CCC funds for agricultural management assistance programs; and (7) termination of the use of CCC funds for renewable energy systems and energy efficiency improvements programs. Terminates funding for enhanced access to broadband telecommunications services in rural areas, valued-added agricultural product market development grants, rural business investment programs, rural business strategic investment grants, rural firefighters and emergency personnel grants, and for initiative for future food and agriculture systems. Revises requirements for the food stamp program, commodities for the emergency food assistance program, and food stamp residency requirements with respect to qualified aliens. Authorizes federal payments to states for 100% of administrative costs relating to disaster food stamp programs in effect during the presidentially declared emergency in response to Hurricane Katrina or Hurricane Rita. Personal Responsibility, Work, and Family Promotion Act of 2005 - Amends the Social Security Act (SSA) to: (1) require universal engagement and family self-sufficiency plans with respect to block grants to states for Temporary Assistance for Needy Families (TANF); and (2) revise work participation requirements and work-related performance improvement. Promotion and Support of Responsible Fatherhood and Healthy Marriage Act of 2005 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to establish a fatherhood program. Amends the SSA to provide state option to make TANF programs mandatory partners with one-stop employment training centers. Expresses the sense of Congress that a state welfare-to-work program should include a mentoring program. Places a prohibition on offshoring for states who receive block grants for TANF. Caring for Children Act of 2005 - Amends the Child Care and Development Block Grant Act of 1990 with respect to child care and a waiver of authority to expand the availability of services under such Act. Establishes program coordination demonstration projects. Higher Education Budget Reconciliation Act of 2005 - Amends the Higher Education Act of 1965 with respect to: (1) student loans; (2) unsubsidized Stafford loans; (3) elimination on termination dates from Taxpayer-Teacher Protection Act of 2004; (4) loan fees from lenders; and (5) higher education relief. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise Pension Benefit Guaranty Corporation (PBGC) premiums. Medicaid Reconciliation Act of 2005 - Amends SSA title XIX (Medicaid) regarding: (1) prescription drugs under Medicaid; (2) revision of asset transfer rules; (3) expanded access to certain benefits; (4) managed care organization provider tax reform; (5) Medicaid transformation grants; (6) modified enforcement of documentation requirements; (7) emergency services furnished by noncontract providers for Medicaid managed care enrollees; (8) adjustment in computation of Medicaid federal medical assistance percentage (FMAP) to disregard an extraordinary employer pension contribution; (9) Health Opportunity Accounts; (10) Hurricane Katrina health care relief; and (11) Hurricanes Katrina and Rita Energy Relief. Digital Television Transition Act of 2005 - Provides for: (1) additional deadlines for the analog spectrum recovery; (2) auction of recovered spectrum; (3) revision of the Digital Television Conversion Fund; (4) establishment of a digital-to-analog converter box program and a Public Safety Interoperable Communications Fund; (5) low-power television transition and digital-to-analog conversion; (6) consumer education regarding analog televisions; and (7) deployment of broadband wireless technologies. Federal Deposit Insurance Reform Act of 2005 - Requires merger of the Bank Insurance Fund and the Savings Association Insurance Fund into the Deposit Insurance Fund (DIF). Revises requirements for deposit insurance coverage, reserve ratio and reserve range, and DIF restoration plans. Requires studies of the Federal Deposit Insurance Corporation (FDIC) structure, expenses, certain activities, and further possible changes to the deposit insurance system. FHA Asset Disposition Act of 2005 - Provides for Federal Housing Administration asset disposition. Amends the Immigration and Nationality Act to require fees with respect to immigration services for intracompany transferees. Federal Judgeship Act of 2005 - Provides for: (1) circuit judges for the circuit courts of appeals; (2) district judges for the district courts; (3) establishment of a judicial district in the Virgin Islands; and (4) revisions of the jurisdiction of the Virgin Islands court and its jurisdiction over income tax matters. Enhanced Bankruptcy Judgeship Act of 2005 - Provides for: (1) additional bankruptcy judgeships; (2) temporary bankruptcy judgeships; and (3) conversion of existing temporary bankruptcy judgeships. Judicial Administration and Improvements Act of 2005 - Modifies: (1) the number and composition of circuit courts; (2) the number of circuit judges; (3) places of circuit courts; and (4) requirements for judicial assignments. Arctic Coastal Plain Domestic Energy Security Act of 2005 - Provides for: (1) a leasing program for lands within the Arctic National Wildlife Refuge; and (2) national mining and minerals policy. Northern Nevada Sustainable Development in Mining Act - Provides for disposal of certain public lands in Nevada. Central Idaho Sustainable Development in Mining Act - Provides for disposal of certain public lands in Idaho. Amends the Energy Policy Act of 2005 to modify requirements for commercial leasing of oil shale and tar sands. Ocean State Options Act of 2005 - Amends the Outer Continental Shelf (OCS) Lands Act regarding: (1) determination of adjacent zones and planning areas; (2) administration of leasing, including natural gas leases; (3) reservation of lands and rights; (4) environmental studies; and (5) review of OCS development and production plans. Federal Energy Natural Resources Enhancement Fund Act of 2005 - Establishes the Federal Energy Natural Resources Enhancement Fund. Terminates the effect of all existing federal law prohibiting the spending of appropriated funds to conduct oil and natural gas leasing and preleasing activities for OCS areas. Renames the Minerals Management Service as the National Ocean Energy and Royalty Service. Rigs to Reefs Act of 2005 - Authorizes use of decommissioned offshore oil and gas platforms and other facilities for mariculture, artificial reef, and scientific research, or other uses. Establishes the Federal Energy and Mineral Resources Professional Development (FEMRPD) Fund. Energy and Mineral Schools Reinvestment Act - Requires use of FEMRPD funds to maintain and restore historic and existing petroleum and mining engineering education programs. Establishes a Committee on Petroleum, Mining, and Mineral Engineering and Energy and Mineral Resource Education. Prohibits new OCS onshore and offshore mineral lease fees after January 1, 2005. Establishes the Atlantic OCS Region and the Pacific OCS Region headquarters. National Geologic Data and Mapping Fund Act of 2005 - Establishes the National Geological Data and Mapping Fund. Prescribes requirements for: (1) leases for areas located within 100 miles of California or Florida; (2) the sale and conveyance of certain federal lands; and (3) extension of vessel tonnage duties. Work, Marriage, and Family Promotion Reconciliation Act of 2005 - Amends the SSA to modify requirements relating to: (1) the TANF program; (2) child (foster) care; (3) child support; (4) child welfare; and (5) supplemental security income (SSI). Promotion and Support of Responsible Fatherhood and Healthy Marriage Act of 2005 (sic) - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to establish a fatherhood program. Amends the Tariff Act of 1930 to repeal requirements for the annual distribution of the continued dumping and subsidy offset.

United States-India Energy Security Cooperation Act of 2005 - Declares it is the policy of the United States to: (1) cooperate with India to address common energy challenges, to ensure future global energy security, and to increase the world-wide availability of clean energy; (2) promote dialogue and increased understanding between the United States and India on our respective national energy policies and strategies as an integral part of the expanding strategic partnership between the two countries; and (3) collaborate with India in energy research that fosters market-based approaches to energy security and offers the promise of technological breakthroughs that reduce oil dependency globally. Authorizes the President to establish programs in support of greater energy cooperation between the United States and India. Authorizes assistance for cooperation related to research, development, and deployment in selected areas, including: (1) clean coal and emission reduction technologies and carbon sequestration projects; (2) alternative fuel sources, such as ethanol, bio-mass, coal-based fuels, and hydrogen; and (3) energy efficiency projects.

Recognition of Forgotten Atomic Veterans and their Surviving Spouses Act of 2005 - Directs the Attorney General (AG) to: (1) obtain from files of the Operations Office of the Department of Energy in Nevada records showing the identity of all atomic veterans (those exposed to ionizing radiation or fallout from the atmospheric detonation of a nuclear device); (2) locate such veterans; and (3) advise them of the provisions of the Radiation Exposure Compensation Act, including the right to file a claim thereunder. Requires the AG, with respect to each identified veteran who is deceased, to locate and advise his or her surviving spouse of such Act and their right to file a claim. Directs the AG to assist each such veteran or surviving spouse in filing such a claim. Expands the number of diseases considered service-connected when appearing in radiation-exposed veterans.

Rocky Flats Minerals Acquisition Act - Authorizes the Secretary of Energy to purchase, at fair market value from willing sellers, rights to minerals located within the Rocky Flats National Wildlife Refuge. Withdraws such rights from disposal under federal mining and mineral leasing laws. Authorizes the Secretary to use certain funds appropriated for the Rocky Flats Environmental Technology Site during FY 2006 to purchase such rights. Cites purchase and payment conditions for satisfaction of any natural resource damage liability claim. Declares that administrative jurisdiction over lands in Rocky Flats where active development of mineral rights is occurring remains with the Secretary and shall not be transferred to the Secretary of the Interior until mining has been terminated and the lands have been reclaimed by the mineral rights holders in accordance with Colorado state requirements. Amends the National Defense Authorization Act for FY2002 to prescribe procedures under which the Secretary of the Interior may acquire mineral interests, including interests in sand and gravel and any other non-federal interests in lands or waters within Rocky Flats.

Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to make or guarantee a loan to a small business that has suffered, or is likely to suffer, substantial economic injury as a result of a significant increase in the price of heating oil, natural gas, gasoline, transportation fuel, propane, or kerosene. Prohibits such a loan or guarantee if the total amount outstanding and committed to the borrower would exceed $1.5 million (with an exception). Prohibits any such assistance unless there has been a declaration of a disaster in the area or the governor of the state involved has certified that small businesses have suffered economic injury as a result of the price increases. Allows a small business to use assistance funds to convert to a renewable or alternative energy source.

Digital Transition and Public Safety Act of 2005 - Provides for: (1) an extension of a television broadcast license that authorizes analog television service; (2) additional deadlines for the recovered analog spectrum; (3) supplemental license fees; (4) establishment of the Digital Transition and Public Safety Fund; and (5) additional funds for the essential air service program. Authorizes leasing, development, production, and transportation of oil and gas in and from the Arctic National Wildlife Refuge 1002 Coastal Plain Area (ANWR). Makes technical corrections to the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Hurricane Katrina Higher Education Recovery Act - Requires waiver authority and modifications to certain HEA provisions with respect to certain students and institutions affected by Hurricane Katrina. Directs the Inspector General of the Department of Education to audit and investigate each program carried out by the Department that includes response and recovery activities related to Hurricane Katrina. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise Pension Benefit Guaranty Corporation (PBGC) premiums. Higher Education Amendments of 2005 - Amends HEA with respect to specified higher education programs. Amends: (1) the Education of the Deaf Act of 1986; (2) the United States Institute of Peace Act; (3) the Higher Education Amendments of 1998; and (4) the Tribally Controlled College or University Assistance Act of 1978. Navajo Nation Higher Education Act of 2005 - Reauthorizes the Navajo Community College Act. Changes the name of the Navajo Community College to Dine College. Amends the Immigration and Nationality Act to recapture unused employment-based immigrant visas and to impose fees for immigration services for intracompany transferees.

Authorizes the use of funds for: (1) the cost of transportation or heating fuel purchased by eligible LEA's; or (2) transportation fuel purchased by entities under contract to provide transportation services to such LEA's.

Renewable Diesel Standard Act of 2005 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency (EPA) to issue regulations to ensure that the U.S. diesel fuel supply contains a specified annual volume (in gallons) of renewable fuel in 2008 through 2015. (Requires the percentage of renewable fuel in the U.S. diesel motor pool to be .006 for 2008 if the Administrator fails to promulgate such regulations.) Directs the Administrator to set the standard for renewable fuel content for 2016 and thereafter in consultation with the Secretaries of Agriculture and Energy, according to a specified formula, taking into consideration certain economic and environmental factors. Establishes a program of credits for diesel fuel producers who exceed the renewable fuel standards established by this Act. Authorizes the Administrator, upon the petition of one or more states, to waive renewable fuel content requirements for economic, environmental, or supply reasons.

Nanoscience to Commercialization Institutes Act of 2005 - Authorizes the Under Secretary of Technology of the Department of Commerce to award grants to eligible entities to establish up to eight Nanoscience to Commercialization Institutes throughout the United States to assist in the commercialization of nanotechnology. Instructs the Under Secretary to ensure that each Institute is located at either a public university or federal laboratory. Requires grants awarded pursuant to this Act to be used to establish at least one Institute in each of the following areas of nanotechology or microtechnology: (1) energy; (2) printable electronics; (3) medical; (4) transportation; (5) textiles; and (6) agriculture. Specifies matching requirements for for-profit manufacturing companies conducting research and development in micro- and nanotechnologies. Makes any institution of higher education that has a federally funded nanotechnology center or that is the primary lead of a nanotechnology center not eligible for a grant under this Act. Directs the Under Secretary to establish a peer review committee to review the goals and progress made by each Institute. Requires each grant recipient to submit a report to such committee describing its Institute's accomplishments and goals as a condition of continued grant funding.

Directs the Federal Trade Commission (FTC) to promulgate rules to enforce this Act, and to establish what constitutes an unjust or unreasonable price, taking the following factors into consideration: (1) the relation of the price to the prevailing price of that commodity in the market in the same geographic region during the previous 12-month period; (2) shipping, manufacturing, or other costs to the entity; (3) whether there has been a national or regional disruption in the supply of the commodity; and (4) whether there is any indication of the entity taking unfair advantage of any circumstances. Prescribes FTC enforcement guidelines, including civil and criminal penalties.

Arctic Coastal Plain Domestic Energy Security Act of 2005 - Declares that Congress authorizes the leasing, development, production, and economically feasible transportation of oil and gas in and from the Coastal Plain. Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain, while taking into consideration the interests and concerns of residents of the Coastal Plain, which is the homeland of the Kaktovikmiut Inupiat. Amends the Alaska National Interest Lands Conservation Act to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR), including any leasing or development leading to such production. States that, for purposes of the National Wildlife Refuge System Administration Act of 1966, the Coastal Plain oil and gas leasing program is compatible with the purposes for which ANWR was established, and that no further findings or decisions are required to implement this determination. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas"; (2) permit oil and gas exploration leasing in such Areas (but prohibit surface occupancy); and (3) permit horizontal drilling technology from lease sites located outside the Special Areas. Prohibits the Secretary from closing land within the Coastal Plain to oil and gas leasing, exploration, development, or production, except in accordance with this Act. Prescribes procedures for: (1) lease sales; (2) grants of leases; (3) lease terms and conditions; (4) Coastal Plain environmental protection; (5) expedited judicial review; and (6) federal and state distribution of revenues. Shields from Title XI of the Alaska National Interest Lands Conservation Act the rights-of-way and easements issued by the Secretary for oil and gas transportation across the Coastal Plain. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities that are directly impacted by oil and gas production and exploration on the Coastal Plain, as determined by the Secretary.

Requires the FTC to establish a Competitive Pricing Task Force to provide assistance upon request of a state attorney general. Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) ensure that specified funds are allocated to coal-based gasification technologies, including a Fischer-Tropsch technology project to produce ultra-low sulfur liquid transportation fuel; (2) establish as an energy policy priority the expedited, large-scale commercialization of such technology; and (3) provide funds for a subsequent Fischer-Tropsch technology project. Amends the Internal Revenue Code to allow as a credit against the income tax the qualified teleworking expenses paid or incurred by the taxpayer during such year. Prescribes guidelines for the treatment of employer-provided computer equipment as a fringe benefit. Expresses the sense of Congress that Congress and the employees of the legislative branch of the federal government should: (1) conserve gasoline, aviation, and diesel fuel by whatever means practicable; and (2) as a part of such conservation efforts, promote teleworking.

Fuel Price Fairness Act - Authorizes the Federal Trade Commission (FTC) to declare a national or regional energy price emergency if it finds that the health, safety, welfare, or economic well-being of U.S. citizens, or a region of the United States, is at risk because of a shortage or imminent shortage of adequate supplies of crude oil, gasoline, diesel fuel, or home heating oil due to a disruption of distribution systems for crude oil, gasoline, natural gas, or petroleum distillates, or significant pricing anomalies in national or regional energy markets for those products are more than temporary. Requires an integrated oil company or refinery to disclose to the FTC during such emergency: (1) the prevailing price of crude oil and wholesale price of refined gasoline, diesel, home heating oil, based on invoices, for each week during the period of 60 days immediately preceding the declaration of an energy emergency; and (2) the prevailing price of crude oil and wholesale price of refined gasoline, diesel, home heating oil, based on invoices, for each week of the period in which a national price emergency is in effect. Declares unlawful during such a national energy price emergency: (1) for any person to sell at retail gasoline, diesel fuel, or home heating oil at an unreasonable price; and (2) for any integrated oil company or refinery to sell those products at an unreasonable price. Subjects such integrated oil company or refinery to criminal penalties for violations of this Act. Grants the FTC enforcement powers under this Act.

Authorizes the President to extend normal trade relations treatment to the products of the Russian Federation and Kazakhstan.

Directs the Secretary of the Interior to delineate the lateral boundaries between coastal states in areas of the Outer Continental Shelf under exclusive federal jurisdiction. Prescribes guidelines for petitions to lease within the seaward lateral boundaries of coastal states. Includes guidelines under which a state shall share in qualified Outer Continental Shelf revenues as of the date production begins under this Act. Directs the Secretary of the Interior to issue implementing regulations, including procedures for entering into gas-only leases.

Small Business Hurricane Relief and Reconstruction Act of 2005 - Amends the Small Business Act to authorize the Administrator of the Small Business Administration (SBA) to make loans of up to $10 million aggregate to a nonprofit organization located or operating in a disaster area (as designated by the President as a result of Hurricane Katrina or Rita) or providing services to persons who have evacuated from a disaster area. Defers disaster loan payments to the later of one year after the date of enactment of this Act or one year from the date of issuance of the loan (but allows the Administrator to extend such deferral until two years after either date). Authorizes the refinancing of any loan or business debt related to such disasters that was outstanding on August 24, 2005. Authorizes the Administrator to make loans to small businesses or cooperatives that demonstrate a direct adverse economic impact caused by either Hurricane Katrina or Rita. Authorizes the Administrator to make loans to small businesses that have or are likely to suffer substantial economic injury on or after August 24, 2005, as the result of a significant increase in the price of heating oil, natural gas, propane, or kerosene. Amends the Consolidated Farm and Rural Development Act to authorize such loans for farms that are also a small business and that suffer substantial economic injury after such date as the result of a significant increase in energy or input costs. Authorizes the Administrator to: (1) make supplemental emergency loans to small businesses located anywhere in the United States that are directly adversely affected by Hurricane Katrina or Rita; and (2) guarantee timely payment on any debentures issued by small business development companies after Hurricane Katrina or Rita. Increases authorized funding for small business loan programs. Authorizes appropriations to the Secretary of Commerce for grants to state government agencies in Louisiana, Alabama, Mississippi, Texas, and Florida, for relief from damages caused by Hurricane Katrina or Rita. Authorizes appropriations to the SBA for specified small business development and counseling activities. Directs or authorizes the Administrator, with respect to small businesses affected by Hurricane Katrina or Rita, to: (1) establish a contracting outreach and technical assistance program; (2) provide performance bonding; and (3) increase the goal of participation in federal prime contracts and subcontracts.

Makes the Secretary responsible for all remediation costs. Instructs the Secretary to: (1) transport high level radioactive waste at the Center to a federal repository for permanent disposal; (2) safeguard and ensure safe storage of such waste; and (3) dispose of low level radioactive waste and transuranic waste located at the Center, including future radioactive waste generated as a result of remediation. Directs the Nuclear Regulatory Commission (NRC) to regulate the remediation of radioactive waste and nuclear materials at the Center. Requires the Secretary to develop and submit a specified decommissioning plan for NRC approval. Requires the Secretary to: (1) enter into a consultation agreement with New York State regarding remediation of the Center; (2) prepare an environmental impact statement for decommissioning or long-term stewardship of the Center; and (3) assume exclusive use and possession of the Center after execution of a Cooperative Agreement with the New York State Energy Research and Development Authority. Requires the Secretary to take title to any land or facilities at the Center that have not been approved by the NRC for release for unrestricted use, and title to all radioactive and nonradioactive wastes and materials located at the Center. Repeals the West Valley Demonstration Project Act upon assumption of exclusive use and possession of the Center by the Secretary.

Specifies that the amounts authorized and the authorized personnel ceilings as of September 30, 2006, for such activities are those specified in the classified Schedule of Authorizations. Allows the DNI, with the approval of the Director of the Office of Management and Budget, to authorize employment of civilian personnel in excess of the number authorized for FY2006 (by not more than two percent) when necessary to the performance of important intelligence functions. Authorizes appropriations for the Intelligence Community Management Account of the DNI for FY2006 as well as for full-time personnel for elements within such Account. Earmarks a specified amount of such funds for the National Drug Intelligence Center. Authorizes appropriations for FY2006 for the Central Intelligence Agency Retirement and Disability Fund. Specifies that the authorization of appropriations by this Act shall not be deemed to constitute authority for the conduct of any intelligence activity which is not otherwise authorized by the Constitution or laws of the United States. Amends the National Security Act of 1947 to establish an Office of the Inspector General of the Intelligence Community. Repeals superseded authority to establish such position under the Inspector General Act of 1978. Protects from public disclosure certain operational files: (1) within the Office of the DNI; and (2) of the DIA. Establishes: (1) a Deputy Director of the CIA; (2) an Assistant Attorney General for the NSA; and (3) a National Security Division of the Department of Justice.
