Fuel Loss Abatement and Royalty Enhancement Act or the FLARE Act This bill requires the Department of the Interior to (1) ban the venting and flaring of gas in oil and gas production operations on federal land onshore and offshore in the United States, with specified exceptions; and (2) promote the capture and beneficial use or reinjection of gas in such operations. The bill also requires oil and gas companies to pay royalties on gas that is vented or flared pursuant to this bill. The Government Accountability Office must assess such venting and flaring and estimate the volume of gas vented or flared in such operations each year.

Nexus of Energy and Water for Sustainability Act of 2019 or the NEWS Act of 2019 This bill establishes requirements concerning the energy-water nexus, which means the links between (1) the water needed to produce fuels, electricity, and other forms of energy; and (2) the energy needed to transport, reclaim, and treat water and wastewater. Specifically, the bill requires the Department of the Energy (DOE) and the Department of the Interior to establish a joint Nexus of Energy and Water for Sustainability (NEWS) Office and Interagency Coordination Committee on NEWS to plan for and coordinate energy-water nexus research, development, and demonstration activities. In addition, DOE must establish and carry out a smart energy and water efficiency management pilot program. Under the program, DOE must award grants to water authorities (i.e., authorities that provide water, wastewater, or water reuse services) for demonstrating unique, advanced, or innovative technology-based solutions that will improve the net energy balance of water, wastewater, and water reuse systems; support the implementation of innovative and unique processes and the installation of established, advanced automated systems that provide real-time data on energy and water; and improve energy-water conservation and quality and predictive maintenance through technologies that utilize internet-connected technologies.

Making Pipelines Accountable to Consumers and Taxpayers Act or the MPACT Act This bill revises the authority of the Federal Energy Regulatory Commission (FERC) regarding rates and charges in connection with the transportation or sale of natural gas. Specifically, the bill provides FERC the authority to set a refund effective date and order a natural gas company to provide refunds when a rate or charge is unjust, unreasonable, unduly discriminatory, or preferential; and requires FERC to conduct a study on the impact of such authority on the cost of capital paid by natural gas companies and the average time it takes to resolve proceedings related to rate changes.

Congressional Reporting Burden Reduction Act This bill eliminates or consolidates various federal reporting requirements. Such reports include a Transportation Security Administration report on unclaimed money at airports, several required from the Department of Homeland Security (e.g., regarding antidumping and countervailing duties), and reports from the General Services Administration on the reimbursement costs of travel and use of photovoltaic energy in public buildings. The bill eliminates various National Archives and Records Administration and Office of Management and Budget reports. The bill reduces the frequency of U.S. Digital Service reports to Congress.

Investing in Energy Systems for the Transport of CO2 Act of 2019 This bill directs the Department of Transportation (DOT) to provide secured loans or loan guarantees to private entities for the construction of common carrier pipelines that transport anthropogenic carbon dioxide as a supercritical fluid. The bill prohibits DOT from providing loans to finance more than one common carrier trunk pipeline project of which the majority of the pipeline will be constructed in a single census region. DOT must give priority to projects that propose construction of a common carrier trunk pipeline project in an area where pipelines or other linear infrastructure already exist. DOT may provide loans only if all of the iron, steel, and manufactured goods used in the project are produced in the United States, with specified exceptions.

ARPA-E Reauthorization Act of 2019 This bill revises and reauthorizes through FY2024 the Department of Energy's Advanced Research Projects Agency-Energy (ARPA-E). The bill revises the goals of ARPA-E to include the development of energy technologies that improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy. The bill also requires ARPA-E to ensure that an award is not provided for a project unless the prospective award recipient demonstrates that (1) a sufficient attempt has been made to secure private financing, or (2) the project is not independently commercially viable.

United States Export Finance Agency Act of 2019 This bill reauthorizes the U.S. Export-Import Bank through FY2029 and otherwise modifies its operations. Specifically, the bill redesignates the bank as the United States Export Finance Agency and increases its lending cap over the period of its reauthorization. In the event of a quorum lapse, the bill provides for the establishment of a temporary board to act in the stead of the Board of Directors. The bill also prohibits the agency from providing financing for certain specified entities and persons involved in sanctionable activities. Additionally, the agency must establish (1) the Office of Minority and Women Inclusion to increase the participation of such groups in the agency's programs and contracts; (2) the Office of Territorial Exporting to promote the export of goods and services from U.S. territories; and (3) the Office of Financing for Renewable Energy, Energy Efficiency and Energy Storage Exports to promote exports used in the production of renewable energy resources and energy efficiency technologies. Further, the agency is authorized to (1) deem as met certain prerequisite considerations to providing competitive export financing in the case of exports likely to be supported by official financing from China; and (2) establish a program under which it may enter into arrangements (i.e., reinsurance pools) to share risks associated with the extension of credit.

Incentivizing Offshore Wind Power Act This bill extends the 30 % energy tax credit for offshore wind facilities that begin construction by January 1, 2027, or the year that the United States has increased its offshore wind capacity by not less than 3,000 megawatts as compared to such capacity on January 1, 2020, whichever is later.

Integrated Energy Systems Act of 2019 This bill directs the Department of Energy to establish an integrated energy systems program to (1) maximize energy production and efficiency; (2) provide reliable, competitive, and environmentally sustainable electricity to the grid; (3) expand the use of emissions-reducing energy technologies into nonelectric sectors; and (4) enable U.S. energy infrastructure to support the quantity, variability in type, and variability in size of generation devices and smart load devices.

Heat Efficiency through Applied Technology Act or the HEAT Act This bill addresses interconnection procedures, fees, and standards for the deployment of heat recovery technologies. ( Interconnection means service to an electric consumer under which an on-site generating facility on the consumer's premises is connected to the local distribution facilities.) Specifically, the bill directs the Department of Energy to establish model rules and procedures for interconnection and its associated costs, and for determining fees or rates for supplementary power, backup or standby power, maintenance power, and interruptible power supplied to facilities that operate combined heat and power technology and waste heat to power technology; and the Environmental Protection Agency to create a voluntary grant program to encourage states to update state or local air permitting procedures to incorporate output-based emission standards.

Protecting Europe's Energy Security Act of 2019 This bill establishes sanctions related to the provision of vessels for the construction of Russian energy export pipelines. The Department of State must report to Congress (1) a list of vessels engaged in below sea-level pipe laying for the construction of Russian energy export pipelines, and (2) a list of foreign individuals and entities that provided or facilitated the provision of the vessels for such pipeline construction. The State Department shall impose property- and visa-blocking sanctions on (1) the identified foreign individuals and entities, and (2) each corporate officer and principal shareholder with a controlling interest in the identified vessels. The President may impose various sanctions on foreign individuals and entities that knowingly provide underwriting, insurance, or reinsurance for the identified vessels. The sanctions may include prohibitions from (1) receiving Export-Import Bank export assistance, (2) being designated as a primary dealer of U.S. government debt instruments, or (3) receiving U.S. government procurement contracts. The State Department shall develop a strategy on improving the energy security of U.S. allies in Europe. The State Department shall also report to Congress (1) on the effects of Russia's Nord Stream 2 natural gas pipeline on U.S. national security; and (2) a periodically updated list of entities providing goods, services, or technology for the construction or repair of the pipeline and whether such transactions are prohibited under certain U.S. laws.

Technology Transitions Act of 2019 This bill addresses technology programs within the Department of Energy (DOE). Specifically, the bill provides statutory authority for the creation of DOE's Office of Technology Transitions. The office aims to (1) expand the commercialization of DOE's research investments; and (2) focus on commercializing technologies that support DOE's missions, such as reducing greenhouse gas emissions. In addition, the bill requires DOE to review all of its emission reduction research and development programs. Under the review, DOE must identify each program with a mission to develop technologies that reduce emissions, identify the technologies available to reduce emissions that are not covered by such programs, and recommend how overlapping programs may be combined or restructured to be more efficient.

Advanced Geothermal Innovation Leadership Act of 2019 or the AGILE Act of 2019 This bill provides support for research and development of geothermal energy, including enhanced (i.e., engineered) geothermal systems. The bill reauthorizes through FY2024 funding to the Department of Energy (DOE) for (1) a research and development program for geothermal energy, and (2) a grant program for geothermal development in places with high utility prices. In addition, the bill directs DOE to support an initiative to adapt technologies from the oil and gas sector for use in geothermal energy development; support within the Geothermal Technologies Office a program of research, development, and demonstration in the secondary use of geothermal energy other than for electricity, direct use, or geothermal exchange heat pumps; carry out a competition that awards prizes for demonstrating the coproduction of critical minerals and geothermal energy; and support two Frontier Observatory for Research in Geothermal Energy sites. This bill revises requirements governing the amount of renewable energy that the federal government must purchase. Specifically, the bill allows thermal energy and waste heat resources to qualify as renewable energy under the federal renewable energy purchase requirement. The Department of the Interior must establish a Geothermal Energy Permitting Coordination Program. Under the program, Interior must increase the expertise of officials administering and approving permits in order to improve coordination and reduce timelines for reviewing permits for geothermal energy projects on federal land. The U.S. Geological Survey must update its U.S. geothermal resource assessment.

Public Land Renewable Energy Development Act of 2019 This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The bill directs the Department of the Interior to establish priority areas on covered land (i.e., public land administered by Interior and not excluded under law from the development of geothermal, solar, or wind energy) for geothermal, solar, or wind energy projects. Other areas shall also be considered for the development of renewable energy projects under this bill, consistent with the principles of multiple use. Interior shall establish a program to improve federal permit coordination with respect to renewable energy projects carried out on covered land. Interior and the Department of Agriculture shall seek to issue permits that in total authorize the production of at least 25 gigawatts of electricity from geothermal, solar, or wind energy projects by the end of 2025. The bill provides for the disposition of revenues from the development of wind or solar energy on covered land. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by geothermal, solar, or wind energy development; and (2) preserving and improving recreational access to federal land and water in an affected region.

Low-Dose Radiation Research Act of 201 9 This bill requires the Department of Energy to conduct a research program on low-dose and low-dose-rate radiation to enhance the scientific understanding of the effects of exposure and to improve risk-assessment and risk-management methods. Low-dose radiation means a dose of less than 100 millisieverts. Low-dose-rate radition means a radiation dose rate of less than 5 millisieverts per hour. (For comparison, the Nuclear Regulatory Commission limits an adult's annual occupational radiation dose to 50 millisieverts and dose rate to approximately .025 millisieverts per hour.)

American Innovation Act This bill requires certain adjustments to discretionary spending limits in FY2020-FY2024 to accommodate increases in appropriations for agencies that perform basic science research. Adjustments are required for the National Science Foundation, the Department of Energy Office of Science, Department of Defense science and technology programs, National Institute of Standards and Technology scientific and technical research and services, and the National Aeronautics and Space Administration (NASA) Science Mission Directorate. The bill also requires annual appropriations during FY2020-FY2024 for each of the programs and agencies referenced in this bill to be at least the amount appropriated for FY2019. The bill exempts appropriations provided pursuant to this bill from sequestration. Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

Mine Affected Community Energy and Environment Act This bill allows a new tax credit for the production of electricity from a coal refuse facility. A "coal refuse facility" means any facility (1) that was originally placed in service prior to January 1, 2019, and combusts coal refuse or fuel composed of at least 75 percent coal refuse by BTU energy value; and (2) uses at a minimum, a circulating fluidized bed combustion unit or a pressurized fluidized bed combustion unit, equipped with a limestone injection system for control of acid gases, and a fabric filter particulate emission control system.

Countering Turkish Aggression Act of 2019 This bill directs the President to impose sanctions related to Turkey. The President shall impose property- and visa-blocking sanctions on specified officials of Turkey's government, such as the president and vice president of Turkey. The President shall also impose property-blocking sanctions on (1) Turkiye Halk Bankasi AS, a Turkish state-owned bank; (2) any foreign financial institution that knowingly facilitates transactions for Turkey's armed forces or defense industry relating to military operations in Syria; (3) any foreign person that knowingly sells to, provides support to, or conducts a transaction with Turkey's armed forces; (4) any foreign person that supplies goods or services that support petroleum production for use by Turkey's armed forces; and (5) any foreign person that sells or provides support that significantly facilitate Syrian energy production for use by Russia, Iran, Turkey, or Syria's government. The President shall also prohibit any U.S. person from (1) engaging in any transaction with such sanctioned persons, or (2) purchasing Turkey's sovereign debt. The President shall impose additional sanctions on Turkey based on Turkey's purchase of a surface-to-air defense system from Russia. No funds may be obligated or expended to transfer to Turkey's armed forces any U.S. defense articles, services, or technology. The President may terminate such sanctions and prohibitions upon certifying to Congress that Turkey and affiliated groups have met certain conditions, such as stopping their attacks on the Syrian Kurdish community and withdrawing from certain locations in Syria.

Tribal Energy Reauthorization Act This bill reauthorizes through FY2030 certain energy grant programs and otherwise revises the activities of the Office of Indian Energy Policy and Programs within the Department of Energy. Specifically, the office must consider the fiscal ability of an Indian tribe, intertribal organization, or tribal energy development organization to meet cost-sharing requirements for energy projects; give priority to partnering with state and local organizations when providing technical assistance to tribes; designate a liaison to ensure that tribes are aware of federal grants and funding opportunities; and develop an energy strategy for tribes in the Arctic to address climate change. The bill also authorizes the office to provide grants for providing or expanding electricity to the homes of members of tribes that are acquired, constructed, or improved with federal funds. Currently, such grants may only be used to provide electricity on Indian land.

21st Century Transportation Fuels Act This bill addresses provisions related to high-octane fuel, renewable fuels, and vehicle fuel efficiency. Among other things, the bill establishes a national octane standard that requires automobile manufacturers to design motor vehicles to operate using gasoline that has a research octane number of 95 or higher, addresses the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, and revises requirements for calculating Corporate Average Fuel Economy (CAFE) credits earned by a passenger automobile manufacturer for exceeding minimal required CAFE standards in a particular model year.

Modernizing America with Rebuilding to Kickstart the Economy of the Twenty-first Century with a Historic Infrastructure-Centered Expansion Act or the MARKET CHOICE Act This bill imposes a tax on the greenhouse gas emissions of fossil fuels, certain industrial processes, and certain product uses. The bill appropriates and transfers specified revenue from the tax to a Rebuilding Infrastructure and Solutions for the Environment Trust Fund (RISE Trust Fund) established by the bill. Specified amounts in the trust fund shall be available, as provided by appropriations Acts, for the federal Highway Trust Fund, grants to low-income households; and other specified energy, environmental, infrastructure, and research and development priorities. The bill also eliminates the federal motor vehicle and aviation fuel taxes, modifies the tax credit for carbon capture and storage and the qualifying advanced coal project tax credit, imposes a moratorium on finalizing and enforcing certain Clean Air Act regulations on greenhouse gas emissions, and establishes a National Climate Commission to review policies to reduce greenhouse gas emissions. The moratorium on regulations expires in 2033 if specified emission targets are not reached.

Department of the Interior, Environment, and Related Agencies Appropriations Act, 2020 This bill provides FY2020 appropriations for the Department of the Interior, the Environmental Protection Agency (EPA), and related agencies. Eisenhower Memorial Commission; the Women's Suffrage Centennial Commission; the World War I Centennial Commission; and the Alyce Spotted Bear and Walter Soboleff Commission on Native Children. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations Acts.

Protecting Resources On The Electric grid with Cybersecurity Technology Act of 2019 or the PROTECT Act of 2019 This bill addresses providing incentives for electric utilities to invest in cybersecurity. Specifically, the bill directs the Federal Energy Regulatory Commission (FERC) to provide incentives to electric utilities for investing in advanced cybersecurity technology, and establishes a grant and technical assistance program at the Department of Energy for electric utilities that are not regulated by FERC to deploy advanced cybersecurity technology.
