Transparency And Production of American Energy Act or the TAP American Energy Act This bill modifies requirements related to the exploration and development of energy resources (e.g., oil, gas, and renewable energy projects). For example, it sets forth provisions to (1) resume sales of onshore and offshore oil and gas leases and restrict the President from imposing bans on or otherwise limiting energy leasing and mineral withdrawals without congressional approval, (2) set timeframes for and makes other changes to certain environmental requirements that apply to energy projects, and (3) address various aspects of permitting and regulating pipelines and energy infrastructure projects.

TVA Reform and Consumer Protection Act This bill makes various changes related to the regulation and operation of the Tennessee Valley Authority (TVA), which provides low-cost electricity in seven southeastern states. Nuclear Assistance for America's Small Businesses Act This bill provides assistance to eligible small businesses that seek to engage in the research, development, and deployment of advanced nuclear reactors. Upon the request of small businesses, the Nuclear Regulatory Commission must delay collecting a certain portion of application fees for construction permits, operating licenses, or combined licenses for advanced nuclear reactors.

Industrial Efficiency Incentive Act This bill requires the Department of Energy (DOE) to establish the Sustainable Industry Rebate Program to issue rebates to owners or operators of nonpower industrial facilities for purchases of qualified technology (i.e., certain energy efficient technology). Additionally, DOE must identify the 3,000 nonpower industrial facilities that emit the most greenhouse gases and offer to assess the facilities and provide assistance and recommendations.

Ocean Restoration Research and Development Act of 2022 This bill directs the Department of Energy (DOE) to establish a pilot program for the research and development of ocean replenishment and restoration technologies and techniques that have the potential to achieve regional-to-global scale ocean restoration, enhancement of fisheries, conservation of marine mammals, and emissions reductions. DOE shall prioritize activities that take place in pelagic waters and will not stimulate phytoplankton production that causes or accelerates harmful algal blooms in coastal waters. Pelagic waters means the part of the open sea or ocean other than coastal waters.

Reinvesting In Shoreline Economies and Ecosystems Act of 2022 or the RISEE Act of 2022 This bill expands the amount of revenue generated from leases for energy development on federal land or submerged lands in the Outer Continental Shelf that is shared with certain states and coastal communities. For example, the bill dedicates a percentage of the revenue generated from offshore wind leases for coastal states. Currently, this revenue is deposited in the U.S. Treasury. In addition, the bill increases the amount of revenue generated from offshore oil and gas leases that is shared with states under the Gulf of Mexico Energy Security Act. States must use the funding from the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure.

Breaking Russia's Energy Addicted Kleptocracy and Punishing Uncivil Tyrant Invading Neighbor Act of 2022 or the BREAK PUTIN Act of 2022 This bill requires the President to take steps to sanction entities involved in the purchase of crude oil produced in Russia and to increase the production and refining of crude oil in the United States. Specifically, the bill requires the President to block the U.S. property of (1) any foreign person who knowingly purchased Russian crude oil; or (2) any foreign financial institutions, insurance companies, brokering services, international trading houses, port operators, or shipping companies that facilitated any significant financial transaction for the purchase of Russian crude oil. The bill also directs the President to establish a task force to combat evasion of these sanctions.

Investing in State Energy Act of 2022 This bill revises requirements concerning the distribution of funds under the Weatherization Assistance Program (WAP) and the State Energy Program (SEP) to state agencies and local partners that implement energy initiatives. Under WAP, the Department of Energy (DOE) reduces energy costs for low-income households by increasing the energy efficiency of their homes. Under SEP, DOE supports state energy conservation plans and energy security. This bill requires DOE, upon receiving state or area plans under WAP or SEP, to distribute funds to the recipients of the funding as quickly as practicable. Within 60 days of Congress making the funds available for WAP and SEP, DOE must (1) provide application guidance for financial assistance, and (2) publish the allocation of financial assistance to be provided to states under the programs.

Directing Responsibility to Interior for Leases and Licenses Act or the DRILL Act This bill requires the Department of the Interior to issue permits under the Mineral Leasing Act for all pending applications to drill for oil and gas on public land if the applications are complete and meet the requirements of the National Environmental Policy Act of 1969 and other applicable law. In addition, the bill creates a variety of requirements for Interior to report on and publish data concerning leases and permits to develop oil, gas, and renewable energy.

Determination of NEPA Adequacy Streamlining Act This bill requires the Department of Agriculture and the Department of the Interior to use a previously completed environmental assessment or environmental impact statement required under the National Environmental Policy Act of 1969 for a proposed transmission, pipeline, or renewable energy facility project if the proposed project is substantially the same as one addressed in the previous assessment or statement.

Home Heating Oil Price Reduction Act This bill increases the cap on the number of barrels of petroleum distillate that may be stored in the Northeast Home Heating Oil Reserve from 2 million to 4 million. Hydrogen for Industry Act of 2022 This bill requires the Department of Energy (DOE) to establish grant programs to support the use of hydrogen in energy. Specifically, DOE must establish a grant program for projects that demonstrate the uses of hydrogen in heavy industry (e.g., steel, cement, glass, and chemical manufacturing). It also directs DOE to establish a grant program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.

Bus Integration Dedicated to Improving Resilience, Eliminating Congestion, and Triggering Innovation Over Numerous Applications and Localities Act or the BIDIRECTIONAL Act This bill establishes requirements to encourage the deployment of vehicle-to-grid and vehicle-to-everything technologies and applications that enable bidirectional charging, such as technologies that enable electric vehicles to use their batteries to power the energy grid or homes when they are not being driven. Specifically, the bill requires states to consider measures to promote vehicle-to-grid integration under the Public Utility Regulatory Policies Act. The bill also directs the Department of Energy to establish a grant program for projects that use at least one electric school bus with such technology. Grants may be awarded to electric energy suppliers, state public utility commissions, school bus manufacturers, school districts, suppliers of charging infrastructure, renewable energy developers, and other eligible entities.

Buy Low and Sell High Act This bill revises requirements concerning the Strategic Petroleum Reserve (SPR), establishes an Economic Petroleum Reserve, creates a national network of Strategic Refined Petroleum Product Reserves, increases the size of the Northeast Home Heating Oil Reserve, limits the sale and exportation of petroleum products, and sets forth provisions to reduce the demand for petroleum fuel and increase fuel supply. Specifically, the bill directs the Department of Energy (DOE) to establish within the SPR an Economic Petroleum Reserve of up to 350 million barrels of crude oil. DOE may acquire crude oil from domestic producers at low prices and then sell the oil when the prices are high as specified by the bill. DOE must also establish a national network of Strategic Refined Petroleum Product Reserves to store up to 250 million barrels of gasoline and diesel fuel, which may be sold when there is a severe fuel supply interruption within the district in which the reserve is located. In addition, the bill increases the cap on the amount of barrels of petroleum distillate that may be stored in the Northeast Home Heating Oil Reserve from two million to four million. It also establishes limits on the sale and exportation of petroleum products from such reserves. For example, the bill prohibits the sale or export of fuel from the reserves to (1) China, North Korea, Russia, or Iran; (2) any other country under U.S. sanctions; or (3) any entity owned, controlled, or influenced by one of those countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if it is in the national security interests of the United States to allow such a sale or export. Finally, the bill establishes requirements and incentives to reduce fuel demand and increase fuel supply, including by (1) providing financial assistance for projects to electrify the transportation sector, (2) setting requirements concerning the minimum percentage of federal vehicles that must be zero-emission vehicles, and (3) directing DOE to establish a program to increase the amount of crude oil refined in oil refineries in certain countries in the Western Hemisphere.

Credit Access and Inclusion Act of 2022 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Securing America's Mineral Supply Chains Act of 2022 This bill addresses various matters related to mineral resources and ensuring adequate supply chains for them, with a particular focus on minerals that are critical to the U.S. economy and national security and critical energy resources. For example, the bill modifies various requirements related to permitting and other aspects of mining on federal land, including specific modifications related to critical energy resources; restricts mineral withdrawals on federal land and prohibits moratoria on or reversals of certain mineral leases, claims, or permits without congressional approval; establishes programs and requires activities to advance technologies for critical mineral production, carbon mineralization, and recovery of critical minerals from mine waste; provides support for workforce development related to mining; permits the inclusion of certain fuel minerals (e.g., uranium) on a list of minerals that are critical to the U.S. economy and national security; and requires efforts to diversify supply chains and promote domestic sources for critical energy resources.

Firewood Banks Act of 2022 This bill directs the Department of Energy, in collaboration with the Department of the Interior and the Forest Service, to establish a pilot program to provide heat energy for residences of low-income and disabled individuals with wood-burning stoves. Under the program, trees on federal land shall be made available to firewood banks and federal land may be made available for firewood banks. The bill also directs the Forest Service, using certain funds made available by the Infrastructure Investment and Jobs Act, to provide financial assistance for operating firewood banks. Cooperatives, nonprofit organizations, and state, local, or tribal governments may apply for financial assistance.

SBIR and STTR Extension Act of 2022 This bill reauthorizes through FY2025 and modifies the Small Business Innovation Research (SBIR) program, the Small Business Technology Transfer (STTR) program, and related pilot programs. The SBIR and STTR programs are administered by various federal agencies and provide competitive awards for domestic small businesses to conduct research and development projects that have the potential for commercialization. The bill requires agencies with an SBIR or STTR program to assess the security risks presented by applicants with financial ties or obligations to certain foreign countries. The programs may not make awards to businesses with certain connections to foreign entities. Additionally, businesses with more than a specified number of prior awards must meet expanded minimum performance standards. The Small Business Administration's Office of Inspector General must audit the small businesses subject to these expanded performance standards. The bill also establishes various reporting requirements, including directing the Department of Defense, the Department of Energy, the Department of Health and Human Services, and the National Science Foundation to assess the national security and research and integrity risks of the SBIR and STTR programs. The Government Accountability Office must evaluate and report on aspects of the programs such as the subcontracting practices of award recipients.

Pipeline Fairness and Transparency Act This bill addresses eminent domain, the environmental review for interstate natural gas pipeline projects, and the visual impacts of natural gas pipeline projects on national scenic trails. Specifically, the bill requires courts, in determining the just compensation for land that is acquired by eminent domain and subject to a conservation easement, to consider the lost conservation value of that land. The bill also revises the process for environmental reviews of natural gas projects. The Federal Energy Regulatory Commission (FERC) must prepare a supplement to a draft or final environmental impact statement if (1) FERC makes a substantial change in the proposed action that is relevant to environmental concerns, or (2) there are significant new circumstances relevant to environmental concerns. FERC must also hold public meetings in each county (or equivalent subdivision) in which a project is to be located. Additionally, in an environmental impact statement, an evaluation of the visual impacts of a project on a national scenic trail must include a cumulative analysis of the visual impacts of the project and similar proposed projects.

IGNITE HBCU, TCU, and MSI Excellence Act This bill establishes a grant program to support long-term improvements of historically Black colleges and universities (HBCUs), graduate programs at HBCUs, and other minority-serving institutions (MSIs). Specifically, the bill requires the Department of Education (ED) to award grants to HBCUs and MSIs to improve campus facilities. A recipient must use grant funds for certain activities, such as constructing or renovating facilities, carrying out major repairs, and strengthening the safety and security of a campus. Any new construction, modernization, or renovation projects must meet building code and energy and water conservation requirements. Further, HBCUs and MSIs must seek to procure contracts from certain small businesses, including those owned and controlled by veterans and service-disabled veterans. The bill prohibits the use of grant funds for specified activities, including for the payment of routine and predictable maintenance costs, minor repairs, and utility bills. The Government Accountability Office must study the implementation of the grant program. The bill also requires ED to repay the outstanding balance of principal, interest, fees, and costs and any related reimbursements for certain capital financing loans.

Stopping Harmful Incidents to Enforce Lawful Drone Use Act or the SHIELD U Act This bill authorizes Counter-Unmanned Aircraft System (C-UAS) activities on and off commercial service airport property to detect, identify, and mitigate threats posed by an unmanned aircraft (i.e., drone) or unmanned aircraft system. It authorizes the Department of Homeland Security (DHS), state and local law enforcement, and airport law enforcement to carry out these activities. Additionally, the bill allows DHS and the Departments of Defense, Justice, and Energy to contract with other entities to carry out C-UAS activities. The bill also (1) expands the Federal Law Enforcement Training Center curriculum to include use of C-UAS authorities as well as the ability for state, local, tribal, and territorial law enforcement to attend such training; and (2) allows state, local, and airport law enforcement to use jamming technology to mitigate a drone threat.
