Rate Payer Recovery Act of 2007 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to cite conditions under which the President is authorized to make disaster assistance contributions for the repair, restoration, reconstruction, or replacement of private or investor-owned power transmission and distribution facilities damaged or destroyed by a major disaster. Cites conditions for large in-lieu contributions to a private or investor-owned power facility in any case in which the owner determines that the public welfare would not best be served by repairing, restoring, reconstructing, or replacing the facility.

Military Environmental Responsibility Act - Requires the Department of Defense (DOD) and defense-related agencies (the Department of Energy, the Nuclear Regulatory Commission, the Office of Naval Nuclear Reactors, and any others as designated by the President) to fully comply with designated Federal and State environmental laws, including those related to public health and safety, to the same extent as any other entities subject to such laws. Waives any immunity of the United States with respect to such laws as applied to DOD and any defense-related agency. Provides for administrative enforcement actions. Requires the Secretary of Defense , for each weapon system for which congressional budget justification is required, to ensure that all development and procurement decisions comply with the National Environmental Policy Act of 1969. Repeals: (1) a Federal provision prohibiting the use of certain military appropriation accounts for the payment of fines and penalties for environmental noncompliance; and (2) a provision of the National Defense Authorization Act for Fiscal Year 2000 which prohibits the use of defense funds to conduct treatment, storage, or disposal activities at sites designated under the Formerly Utilized Site Remedial Action Program.

Hire a Hero Act - Expresses the sense of Congress that the federal government should support private sector employment initiatives for military personnel to help ensure that those who serve or have served in the Armed Forces have access to gainful employment. Authorizes the Chief of the National Guard Bureau (Chief) to award grants to nonprofit organizations to assist the following individuals in securing employment in the private sector: (1) a member of the National Guard or reserve; (2) a member of the Armed Forces who is nearing separation, discharge, or release; and (3) a former member of the Armed Forces. Expresses the sense of Congress that the Chief, in awarding such grants, should consider organizations that partner with private entities and associations involved in construction, energy, transportation, aerospace, domestic security, and other areas in which the employment of individuals having past military service would be of particular utility. Requires the Chief to establish fiscal control, accountability, and program performance measures for grantees.

America's Energy Security Trust Fund Act of 2007 - Amends the Internal Revenue Code to impose an excise tax on any taxable carbon substance sold by a manufacturer, producer, or importer. Defines "taxable carbon substance" as: (1) coal (including lignite and peat); (2) petroleum and any petroleum products; and (3) natural gas that is extracted, manufactured, or produced in the United States, or entered into the United States for consumption, use, or warehousing. Establishes in the Treasury the America's Energy Security Trust Fund to finance research in clean energy technology, assist industries negatively affected by this Act, and provide carbon tax rebates to individual taxpayers. Allows individual taxpayers a tax credit equal to carbon tax rebate amounts calculated by the Secretary of the Treasury. Directs the Secretary of the Treasury to study and report to Congress on the best methods to assess and collect taxes on non-carbon greenhouse gases. Expresses the sense of Congress that the major greenhouse gas emitting countries should join with the United States in reducing greenhouse gas emissions.

Renewing Our Commitment to Safe and Clean Power Act - Requires fees collected and deposited by the Secretary of Energy into the Nuclear Waste Fund to be credited to such Fund as discretionary offsetting collections each year in amounts not to exceed the amounts appropriated from the Nuclear Waste Fund for that year. Amends the Nuclear Waste Policy Act of 1982 governing uses of such Fund to authorize costs incurred by the Secretary in connection with infrastructure activities to support construction or operation of a repository at the Yucca Mountain site or transportation to such site of spent nuclear fuel and high-level radioactive waste. Instructs the Nuclear Regulatory Commission (NRC), when it decides whether to permit construction or operation of a nuclear reactor, to deem without further consideration that sufficient capacity will be available in a timely manner to dispose of spent nuclear fuel and high-level radioactive waste resulting from the operation of the reactor and related facilities.

Security and Fuel Efficiency Energy Act of 2007, or the SAFE Energy Act of 2007 - Amends the Clean Air Act to: (1) revise renewable fuel standards for calendar years 2006-2020; (2) instruct the Secretary of Energy to assess the progress made toward creation of adequate infrastructure for the production and distribution of ethanol-blend fuel; and (3) require the Secretary to establish an incentives program for production of cellulosic ethanol and other emerging biofuels derived from renewable sources (including municipal solid waste). Directs the Administrator of the Environmental Protection Agency to promulgate regulations governing uniform labeling of certified biodiesel blends. Instructs the Secretary of Energy to implement a research and development program for carbon dioxide capture technologies to: (1) recover liquid fuels from oil shale; and (2) produce liquid fuels in coal utilization facilities in order to minimize carbon dioxide emissions. Amends the Internal Revenue Code to provide: (1) a phaseout of certain alternative fuels credits; and (2) a credit for advanced biomass fuel production. Requires the Director of the National Science Foundation to study and report to specified congressional committees on the renewable fuels industry and market in the United States. Authorizes activities and exports involving hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to instruct the Secretary of the Treasury to authorize under a general license for travel-related transactions for travel to, from, or within Cuba in connection with hydrocarbon resources exploration and extraction in any foreign maritime exclusive economic zone contiguous to the U.S. exclusive economic zone. Amends the Gulf of Mexico Energy Security Act of 2006 to reduce to 45 miles the range of the moratorium governing oil and gas leasing in the Eastern and Central Planning Area within the coastline of the state of Florida. Authorizes the Secretary of the Interior to inventory oil and natural gas resources beneath the waters of the outer Continental Shelf other than those in the Gulf of Mexico or off the coast of Florida. Requires such Secretary to offer for oil and natural gas leasing all inventoried areas. Amends the National Security Act of 1947 to direct the President to establish within the National Security Council a Bureau of International Energy. Authorizes the Secretary of Energy to establish and operate a strategic energy infrastructure equipment reserve.

Iran Counter-Proliferation Act of 2007 - Amends the Iran Sanctions Act of 1996 to expand the definitions of "petroleum resources" and "person." Expresses the sense of Congress concerning: (1) a variety of existing and proposed sanctions against Iran; and (2) mechanisms to assure a supply of nuclear fuel for peaceful means. Subjects Iran to specified economic sanctions unless the President certifies to Congress that Iran has verifiably dismantled all nuclear enrichment-related and reprocessing-related programs. Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Requires the Director of National Intelligence to submit to Congress an updated National Intelligence Estimate on Iran. Authorizes the President to: (1) carry out exchange programs with the people of Iran; and (2) make voluntary grant-based contributions to the International Atomic Energy Agency (IAEA) for the establishment of an international nuclear fuel bank to maintain a reserve of low-enriched uranium in case of a disruption in the supply of reactor fuel by normal market mechanisms. Amends the Securities and Exchange Act of 1945 to require securities issuers to disclose to the Securities and Exchange Commission (SEC) post-January 1, 2007, investments in Iran's energy sector in excess of $20 million.

Sets forth the rule for consideration of the bill (H.R. 3221) moving the United States toward greater energy independence and security, developing innovative new technologies, reducing carbon emissions, creating green jobs, protecting consumers, increasing clean renewable energy production, and modernizing our energy infrastructure, and for consideration of the bill (H.R. 2776) to amend the Internal Revenue Code of 1986 to provide tax incentives for the production of renewable energy and energy conservation.

Nuclear Weapons Threat Reduction Act of 2007 - Authorizes the President, upon a specified congressional certification by the Secretary of State, to make voluntary contributions for creation of a low enriched uranium reserve administered by the International Atomic Energy Agency (IAEA) that would help guarantee the availability of fuel for commercial nuclear reactors and dissuade countries from building their own uranium enrichment capability. Authorizes appropriations for voluntary contributions to the IAEA. Directs the National Academy of Sciences to report to Congress on a verification regime for a fissile material cutoff treaty. Directs the President to report to Congress respecting: (1) a plan to ensure the security of all nuclear weapons and weapons usable material at vulnerable sites worldwide and for working with other countries to ensure such materials' security; and (2) U.S. strategy and policies regarding the 2010 Nuclear Non-Proliferation Treaty Review Conference. Authorizes appropriations to establish a national technical forensics program to develop technologies and procedures for determining the origin of nuclear materials, whether seized intact or collected after the detonation of a nuclear bomb. Establishes the Commission on United States Objectives and Strategy for Nuclear Nonproliferation and Peaceful Use of Nuclear Technology.

Amends the Federal Power Act to authorize the Federal Energy Regulatory Commission (FERC) to issue a construction permit for siting an interstate electric transmission facility if it finds that an authorized state entity has: (1) approved the siting of the proposed facility; or (2) unreasonably withheld a determination, or delayed making a determination, for a period of at least two years after the date on which the permit application was filed. Repeals provisions governing: (1) rights-of-way; and (2) compensation for acquisition of rights-of-way. Prohibits FERC from issuing a permit if a state entity has denied a permit application for the same project during the two-year period beginning on the date the permit application is submitted to the entity.

United States-China Energy Cooperation Act - Authorizes the Secretary of Energy to make grants to encourage cooperation between the United States and China in joint ventures involving: (1) joint energy and climate change policy education programs; and (2) joint research, development, or commercialization of carbon capture and sequestration technology, improved energy efficiency, or renewable energy sources. Requires joint ventures to be composed of both: (1) Chinese and United States private business entities; (2) Chinese academic persons (who reside and work in China) and U.S. academic persons; or (3) Chinese and U.S. federal, state, or local government entities.

Coal-to-Liquid Fuel Marketing Act of 2007 - Instructs the Secretary of the Treasury to auction to the public, from time to time, coal-to-liquid fuel put option contracts having expiration dates of five years, 10 years, 15 years, or 20 years.

SAFETEA-LU Technical Corrections Act of 2007 - Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make certain technical corrections to the surface transportation program, including earmarking of public lands highway funds for forest highways and forest roads, defining "transportation systems management and operations," replacing "federal-aid system" with "federal-aid highways" in apportionment of highway safety improvement program funds, and authorizing a state to expend unused funds for installation of protective devices at railway-highway crossings on highway safety improvement program projects. Increases funding for deployment of magnetic levitation (MAGLEV) projects through FY2009. Repeals the authority of a state to locate idling reduction facilities on Interstate System rights-of-way. Makes changes to specified high priority project authorizations, including certain project authorization increases and decreases. Revises the item descriptions to specified transportation improvement projects. Requires the deduction of a specified amount from state federal-aid highway apportionments for the future strategic highway research program. Increases: (1) funding for university transportation research through FY2009; and (2) the grant to establish a regional university transportation center for FY2009. Amends the Transportation Equity Act for the 21st Century (TEA-21) to authorize up to 15% of surface transportation program funds to be obligated on roads functionally classified as minor collectors in areas of less than 5,000 population through FY2009. Authorizes through FY2009 the award of formula grants for public transportation projects in urbanized areas with a population of at least 200,000. Makes certain apportionments for fixed guideway modernization in urbanized areas through FY2009. Sets the minimum apportionment of federal funds to a state for highway safety programs at not less than three-quarters of 1%. (Current law requires not less than one-half of 1%.) Provides for the installation of a photovoltaic system at the Department of Energy (DOE) headquarters building in Washington, D.C. Amends the Water Resources Development Act of 1992 to increase federal funding for a wastewater treatment project in DeSoto County, Mississippi.

Instructs the Secretary of Energy to: (1) establish an infrastructure development grants program to assist motor fuel dealers to implement motor fuel storage and dispensing infrastructure for renewable fuel; (2) enter into contracts with entities to install and market renewable fuels; and (3) establish requirements for grant recipients to provide renewable fuel to the public. Prohibits grants to a large, vertically integrated oil company. Amends the Petroleum Marketing Practices Act to prohibit franchise agreement restrictions regarding renewable fuel infrastructures. Instructs the Administrator of the Environmental Protection Agency (EPA) to study and report to Congress on utilization in the United States of ethanol blended gasoline with certain levels of ethanol. Amends the Clean Air Act to provide: (1) specifications for biodiesel; (2) grants for cellulosic ethanol production; and (3) constraints upon waivers for renewable fuel or renewable fuel additives. Instructs the Secretary of Transportation to launch a consumer education campaign for flexible-fuel vehicles. Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to encourage domestic production and sales of flexible fuel vehicles. Authorizes appropriations for research on cellulosic ethanol and biofuels. Sets forth: (1) requirements for federal fleet renewable fueling centers; and (2) grants for renewable fuel production research and development. Amends federal transportation law to include B20 biodiesel blend within its guidelines for alternative fuel for purposes of Corporate Average Fuel Economy (CAFE). United States-Israel Energy Cooperation Act - Establishes a grant program for a joint venture of Israeli and U.S. entities to research, develop, or commercialize alternative energy, improved energy efficiency, or renewable energy sources. Establishes an International Energy Advisory Board.

Energy Efficiency Improvement Act of 2007 - Amends the Energy Policy and Conservation Act to revise provisions that set energy standards, including standards for specified appliances, boilers, motors, and external power supplies. Provides procedures to amend or make standards. Sets forth provisions concerning lighting efficiency. Amends the Energy Conservation and Production Act to require the Secretary of Energy to support updating national model building energy codes and standards and to establish standards for energy efficiency in manufactured housing. Authorizes: (1) funding for weatherization assistance for low-income persons for FY2008-FY2012; and (2) the Secretary to initiate an Alternative Delivery System Pilot Project to examine options for decreasing energy consumption associated with heating and cooling. Requires the Secretary to establish an Office of High-Performance Green Buildings (OHPGB) within the Office of Energy Efficiency and Renewable Energy and to appoint its Director. Includes as duties of the Director: (1) establishing green practices for federal facilities; (2) developing a strategy to reduce commercial building energy use; and (3) establishing a clearinghouse. Amends the National Energy Conservation Policy Act to require federal agencies to designate energy managers to carry out energy and water evaluations of covered facilities. Requires the Director of the Office of Management and Budget (OMB) to issue scorecards for federal energy management activities. Requires the OHPGB Director to establish demonstration projects concerning green building initiatives in federal facilities and universities. Requires the Secretary and the Administrator of the Environmental Protection Agency (EPA) to initiate an information program about energy efficiency for data centers. Amends the Energy Conservation and Policy Act to require the Administrator to establish: (1) a Recoverable Waste-Energy Inventory Program that includes a survey of industrial and commercial combustion sources; and (2) a Registry of Recoverable Waste-energy Sources. Establishes a Waste Energy Recovery Incentive Grant Program within EPA. Redesignates the Department of Energy's (DOE's) Combined Heat and Power Application Centers as Clean Energy Application Centers and reallocates the administration of such Centers to DOE's Office of Energy Efficiency and Renewable Energy. Requires the Secretary to make grants for specified Regional Clean Energy Application Centers. Sustainable Energy Institutional Infrastructure Act of 2007 - Requires the Secretary to help institutional entities with sustainable energy infrastructure through technical assistance and a Sustainable Institutions Revolving Fund. Authorizes funding for state energy conservation programs for FY2007-FY2012. Requires the Assistant Secretary of Energy for Energy Efficiency and Renewable Energy to establish an advisory committee to give DOE recommendations on energy efficiency finance issues. Requires the Secretary to establish an Energy Efficiency Block Grant Program for grants to local governments and states and a technical assistance program to help them with energy efficiency programs. Requires the Director of DOE's Office of Science to make green buildings retrofit loan guarantees for specified renovation projects.

Directs the Secretary of Energy to: (1) provide loan guarantees for the construction of facilities for the manufacture of advanced vehicle batteries and battery systems; (2) provide grants to state governments, local governments, metropolitan transportation authorities, air pollution control districts, or private or nonprofit entities to carry out projects to encourage the use of plug-in electric drive vehicles or other emerging electric vehicle technologies; (3) develop a nationwide electric drive transportation education program; (4) make grants to owners of domestic motor vehicle manufacturing or production facilities for the production of plug-in hybrid electric motors or conversion modules to convert vehicles to plug-in hybrid electric vehicles; and (5) provide loans to eligible entities to carry out qualified electric transportation projects. Amends the Energy Policy Act of 2005 to provide grants to hybrid component manufacturers to encourage domestic production of plug-in electric hybrid vehicles. Amends the Energy Policy Act of 1992 to: (1) revise the definition of "alternative fueled vehicle" to include medium or heavy duty hybrid vehicles for purposes of provisions requiring the acquisition of such vehicles for federal and state fleets; and (2) allow a credit to a fleet that, or covered person who, acquires certain electric drive vehicles. Directs the Secretary of Transportation to study, and report to Congress on, the benefits of and barriers to widespread use of plug-in hybrid electric drive vehicles and plug-in electric drive vehicles (city cars).

Smart Grid Facilitation Act of 2007 - Declares it is the policy of the United States: (1) to support the modernization of the electricity transmission and distribution system to incorporate digital information and controls technology and to share real-time pricing information with electricity customers; and (2) that electricity purchasers are entitled to receive information about the varying value of electricity at different times and places, and that states shall not prohibit or erect unreasonable barriers to the provision of such information flows to end users. Instructs the Secretary of Energy and federal agencies to support and deploy Smart Grid technologies. Directs the President to establish a Grid Modernization Commission to: (1) facilitate adoption of Smart Grid practices across the nation's electricity grid; and (2) implement a National Action Plan on Demand Response. Amends the the Public Utility Regulatory Policies Act of 1978 to require electric utilities, before undertaking investments in non-advanced grid technologies, to demonstrate that alternative investments in advanced grid technologies have been considered. Permits such utilities to recover from ratepayers the costs incurred for Smart Grid systems. Requires state regulatory authorities and nonregulated utilities to reconsider specified standards to take into account Smart Grid technologies. Instructs the Secretary of Energy to report to Congress on the impact of Smart Grid systems on improving the nation's electricity infrastructure and operating capability. Amends the National Energy Conservation Policy Act to require federal agencies to reduce their aggregate peak electricity demand, or make such amounts of electricity demand available in the form of demand response using the percentage amount set forth in the Federal Electricity Peak Demand Reduction Standard.

Nanotechnology Advancement and New Opportunities Act - Directs the Secretary of Commerce, if $100 million is made available from the private sector for the establishing a Nanomanufacturing Investment Partnership, to establish such a Partnership to provide funding for precommercial nanomanufacturing research and development projects. Allows the Partnership to provide funding through direct investments in specified mechanisms designed to advance nanomanufacturing. Requires return on investment of amounts resulting from the commercialization of developed technologies to the Partnership. Requires establishment of an advisory board to assist the Secretary in carrying out the Partnership. Amends the Internal Revenue Code of 1986 (IRC) to allow a tax credit for the purchase of qualified nanotechnology developer stock. Authorizes establishment within the Technology Administration of a grant program to support the establishment and development of incubators (entities affiliated with or housed in degree-granting institutions that provide space and coordinated and specialized services to certain entrepreneurial businesses). Establishes a Nanotechnology Startup Advisory Council. Directs the National Science Foundation (NSF) to establish a Nanoscale Science and Engineering Center for the development of computer aided design tools for nanotechnology applications. Requires the establishment of nanotechnology research grant programs by the: (1) Secretary of Energy to address the need for clean, cheap, renewable energy; (2) Administrator of the Environmental Protection Agency (EPA) to address technologies for remediation of pollution and other environmental protection technologies; (3) Secretary of Homeland Security (DHS) to address the need for sensors and other materials related to homeland security needs; and (4) Secretary of Health and Human Services (HHS) to address health related applications of nanotechnology. Requires the Director of the National Nanotechnology Coordination Office to transmit a nanotechnology research strategy that establishes priorities for the federal government and industry. Amends the IRC to: (1) allow a tax credit for nanotechnology education and training program expenses; and (2) revise, for purposes of Hope and Lifetime Learning tax credits, the definition of "eligible educational institution" to include commercial nanotechnology training providers. Directs the NSF to establish: (1) a grant program for the development of curriculum materials for interdisciplinary nanotechnology courses at institutions of higher education; and (2) establish a program to encourage manufacturing companies to enter into partnerships with occupational training centers for the development of training to support nanotechnology manufacturing. Directs the Secretary of Energy to transmit a strategy for increasing interaction on nanotechnology issues between scientists and engineers at the Department of Energy's national laboratories and in the informal science education community.

Amends the Energy Policy Act of 2005 to: (1) prohibit loan guarantees for innovative technologies from being less than the minimum amount determined by the Secretary of Energy to be likely to attract nonguaranteed investment adequate to capitalize the project; (2) authorize the Secretary to guarantee up to 100 % of any debt obligation of the borrower to fund an eligible project; and (3) prohibit the Secretary from issuing a rule or regulation establishing a lower percentage limit. Conditions such loan guarantee upon reasonable assurances by the borrower that all laborers and mechanics employed by contractors or subcontractors in the performance of construction work financed in whole or in part with the loan will be paid wages at rates not less than those prevailing on similar work in the locality as determined by the Secretary of Labor. Prohibits any appropriation authorized pursuant to the Act from excluding any category of specified eligible projects.

Directs the Administrator of the Energy Information Administration to establish and submit to Congress: (1) a five-year plan to enhance the quality and scope of the data collection necessary to ensure the scope, accuracy, and timeliness of the information needed for efficient functioning of energy markets and related financial operations; and (2) an assessment of state-level data needs, including a plan to address such needs.

Amends the Federal Power Act and the Natural Gas Act to direct the Federal Energy Regulatory Commission (FERC), before issuing a permit or other authorization for any action that may affect land use in any locality, to hold a public hearing in that locality, if requested by five or more individuals or an organization representing 30 or more individuals. Requires the hearing to be held in a statistical metropolitan area at a location reasonably central to the affected areas, if a facility affects multiple areas. Instructs FERC to hold such a hearing whenever a request for reconsideration is granted, if FERC did not hold a hearing before issuing the permit or authorization.

Requires the Nuclear Regulatory Commission to retain amounts collected for safety-related fines, and distribute them to counties for maintaining radiological emergency preparedness plans required in connection with the nuclear facility with respect to which the fines were collected.

New Opportunities for Fuel Efficient Fleets Act - Amends the Energy Policy Act of 1992 regarding mandatory state fleet programs to consider a hybrid motor vehicle to be an alternative fueled vehicle when acquired by a state if publicly available fueling facilities that dispense E85 fuel are not convenient or accessible in the state. Defines a hybrid motor vehicle as one that achieves at least: (1) 25% better fuel economy ratings than comparable gasoline fueled vehicles; or (2) 10% better fuel economy ratings than comparable gasoline fueled vehicles, and is determined by the Secretary of Energy to be appropriate for consideration as an alternative fueled vehicle on the basis of improved emissions, availability, or technological innovation.

New Direction for Energy Independence, National Security, and Consumer Protection Act - Incorporates various legislative initiatives for energy conservation, independence, and security. Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce. International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with states and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, states or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations.

Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with States and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, States or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations. Renewable Energy and Energy Conservation Tax Act of 2007 - Amends the Internal Revenue Code to extend: (1) the tax credit for producing electricity from renewable resources through 2012; (2) the energy tax credit for investment in solar energy and fuel cell property through 2016; (3) the special rule for treatment of gain from electronic transmission transactions by certain electric utilities through 2009; (4) the tax credit for installing nonhydrogen alternative fuel refueling property through 2010; (5) the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2010; and (6) the tax deduction for energy efficient commercial building expenditures through 2013. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Energy Security and Foreign Policy Integration Act of 2007 - Amends the National Security Act of 1947 to add the Secretary of Energy as a member of the National Security Council (NSC). Establishes within the NSC a Directorate of Energy as the lead government entity for formulating and coordinating U.S. national energy security policy. Directs the President, every four years, to: (1) conduct a quadrennial national energy security review which shall set forth national energy security strategy and establish short- and long-term goals to achieve energy security; and (2) report to Congress on such review.

Harvesting Energy Act of 2007 - Extends: (1) federal procurement of biobased products; (2) biorefinery development grants; (3) the biodiesel fuel education program; (4) the energy audit and renewable energy development program; (5) the biomass research and development program; (6) assistance for renewable energy systems and energy efficiency improvements, including pyrolysis and thermochemical conversion systems; (7) cooperative research and extension projects; (8) the bioenergy program, including establishment of feedstock residue management and transition assistance programs; (9) research, extension, and educational programs on biobased technologies and products; (10) the environmental quality incentives program; and (11) high-priority research and extension initiatives. Establishes: (1) a biochar research and demonstration program; (2) a strategic biofuel feedstock reserve program; (3) a direct payment program for value-added and renewable energy enterprises; (4) a biomass feedstock pilot program; (5) biochar demonstration projects; and (6) demonstration projects for farm and rural applications of plug-in electric drive vehicles. Provides for Department of Agriculture (Department) use of flexible fuel vehicles. Directs the Secretary of Agriculture, in conjunction with the Colorado Renewable Energy Collaboratory, to carry out a renewable energy research and development program. Directs the Secretary to: (1) establish a standardized protocol for market-based trading of greenhouse gas emissions reductions from soil carbon sequestration to monitor soil carbon sequestration and increases in soil carbon stocks associated with agricultural management practices; (2) provide grants to land-grant colleges and universities to develop renewable energy and value-added curricula and provide renewable energy extension services; and (3) provide grants to nonprofit organizations to educate fleet operators and the public about biodiesel and other renewable fuels. Provides for a joint Department-Department of Energy study and report on reducing the costs of producing electricity from renewable resources.

School Building Enhancement Act - Authorizes the Secretary of Education to provide grants to: (1) states and local educational agencies (LEAs) for providing intensive technical assistance for, and assisting the implementation of, the EnergySmart Schools Program of the Department of Energy (DOE) and the Energy Star for K-12 School Districts program of the Environmental Protection Agency; (2) LEAs that become partners through such Energy Star program; and (3) states for use in the development, in partnership with DOE, of state-level school energy efficiency quality plans. Requires the Secretary to give priority to projects to provide assistance to school districts with a demonstrated need for energy efficiency improvement.

U.S. Participation in Cuban Energy Exploration Act of 2007 - Authorizes U.S. persons to: (1) engage in the exploration for and extraction of hydrocarbon resources from any portion of a foreign exclusive economic zone that is contiguous to the U.S. exclusive economic zone; (2) export without license authority all equipment necessary for such activities; and (3) import such extracted hydrocarbon resources into the United States. Directs the Secretary of the Treasury to authorize under a general license specified travel-related transactions for travel to, from, or within Cuba in connection with such activities.

Requires the Administrator of the Environmental Protection Agency (EPA) to study the feasibility of increasing consumption in the United States of ethanol-blended gasoline with levels of ethanol of not less than 10% and not more than 40%. Requires the study to evaluate: (1) production and infrastructure constraints on increasing consumption; (2) the economic, market, and energy impacts of state and regional differences in ethanol blends and of separate and distinctly-labeled fuel storage facilities and dispensers; (3) the environmental impacts of mid-level ethanol blends on evaporative and exhaust emissions from, and on the operation, durability and performance of, on-road, off-road, and marine engines, recreational boats, vehicles, and equipment (engines); and (4) the safety impacts of mid-level ethanol blends on consumers that own and operate such engines. Amends the Clean Air Act to authorize the Administrator to approve an application to waive specified prohibitions concerning new fuels and fuel additives only after providing for notice and an opportunity for public comment (repeals a provision treating an application as granted if the Adminsitrator fails to act on it within 180 days).

Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to include within the meaning of the term “member of the Special Exposure Cohort” a Department of Energy (DOE) employee, DOE contractor employee, or atomic weapons employee who was so employed for a number of work days aggregating at least 250 work days before January 1, 2006, at the Santa Susana Field Laboratory in California. Provides that a claim that an individual qualifies for compensation or benefits under such Act shall be considered notwithstanding any denial of any other claim for compensation with respect to such individual.

Amends the Petroleum Marketing Practices Act to prohibit a franchisor from restricting a franchisee from: (1) installing on the marketing premises a renewable fuel pump or tank; (2) converting an existing tank or pump for renewable fuel use; (3) advertising the sale of renewable fuel; (4) selling renewable fuel; (5) purchasing renewable fuel from sources other than the franchisor if the franchisor does not offer its own renewable fuel for sale by the franchisee; (6) listing renewable fuel availability or prices; or (7) allowing for payment of renewable fuel with a credit card. Allows such franchisee activities so long as they do not constitute willful adulteration, mislabeling, or misbranding of motor fuels or other trademark violations. Instructs the Secretary of Energy to establish a grants program for universities to demonstrate supplementing corn as an ethanol feedstock with sweet sorghum. Amends the Clean Air Act and the Energy Policy Act of 2005 to provide for loan guarantees for closed loop ethanol commercial demonstration projects. Amends the Internal Revenue Code to: (1) increase and extend the alternative fuel vehicle refueling property credit; (2) make refueling property that uses diesel fuel composed of 20% of biodiesel and renewable biodiesel eligible for the income tax deduction for clean-fuel vehicles and certain refueling property; and (3) increase the credit amount for research relating to alternative and renewable energy processes.

Requires federal agencies to install at least one renewable fuel pump at each federal fleet fueling center in the United States by January 1, 2010. Requires the President to report to Congress annually on agency compliance.

Amends the Biomass Research and Development Act of 2000, with respect to research and development leading to the production of fuels and biobased products, to redefine biobased fuel as any heating or (as currently) any transportation fuel produced from biomass.

Renewable Energy Tax Parity Act of 2007 - Amends the Internal Revenue Code to include a 30% credit for qualified biomass fuel property expenditures as part of the tax credit for residential energy efficient property. Defines "qualified biomass fuel property expenditure" as an expenditure for property which uses the burning of biomass fuel (i.e., any renewable plant-derived fuel) to heat a residence and which has a thermal efficiency rating of at least 75%.

Ocean Thermal Energy Tax and Energy Credits Act of 2007 - Amends the Internal Revenue Code to allow the tax credit for electricity produced from renewable resources and the investment energy tax credit for ocean thermal energy conversion. Extends eligibility for the tax credit for production of electricity from ocean thermal energy conversion resources to transactions taking place in: (1) Guam, American Samoa, the Commonwealth of the Northern Marianas Islands, the U.S. Virgin Islands, or Puerto Rico; (2) the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau; or (3) any U.S. installation worldwide, including military bases, embassies, and other facilities.

Expresses outrage over Hugo Chavez's recent actions respecting control of energy companies operating in Venezuela. Encourages the protection of investment and respect for the sanctity of property rights. Recognizes the hard work and contributions of American workers, engineers, and scientists abroad, without whom, projects in Venezuela would not exist. Urges: (1) American companies to stand up for their shareholders' property rights; and (2) the U.S. government to continue providing a model of public-private cooperation to the world in delivering on the energy needs of its citizens.

Amends the Energy Policy Act of 2005 to require that a biorefinery recipient of federal assistance provide eligible purchasers with an opportunity to participate in the financing or ownership of the biorefinery. Defines an eligible purchaser as: (1) a natural person with a principal residence located not more than 50 miles from the biorefinery; or (2) a farmer or rancher cooperative.

No More Excuses Energy Act of 2007 - Requires the Secretary of the Treasury to prescribe regulations for the taxpayer election to expense the cost of certain refinery property not later than 60 days after the enactment of this Act. Amends the Internal Revenue Code to: (1) allow the issuance of tax exempt facility bonds for the financing of domestic use oil refinery facilities; (2) extend through 2018 the tax credit for producing electricity from wind facilities; and (3) allow tax credits for the production of electricity from nuclear energy, natural gas production, and carbon dioxide tertiary injectant processes. Requires the President to designate at least 10 sites for oil or natural gas refineries on federal lands and make such sites available to the private sector for construction of refineries. Prohibits the Nuclear Regulatory Commission from denying an application for nuclear waste disposal on the grounds of present or future insufficient capacity. Terminates all existing federal laws prohibiting expenditures to conduct oil and natural gas leasing and preleasing activities in the Outer Continental Shelf. American-Made Energy and Good Jobs Act - Directs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program in the Coastal Plain of Alaska. Repeals the prohibition against producing oil and gas from the Arctic National Wildlife Refuge. Sets forth requirements for the sale of oil and natural gas leases in the Coastal Plain, environmental protection, transportation easements, and royalty payments to Alaska. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist Alaska jurisdictions that are directly impacted by oil and gas exploration and production in the Coastal Plain.

Colorado Forest Management Improvement Act of 2007 - Directs the Secretaries of Agriculture and of the Interior to make grants to at-risk communities in Colorado to assist them in preparing, revising, or implementing a community wildfire protection plan. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the use of fire department grant funds for the development and implementation of community wildfire protection plans. Directs the Secretaries to establish collection points for the placement of vegetative material removed from federal or other land as part of a hazardous fuel reduction project under this Act. Rewrites provisions governing the biomass commercial utilization grant program. Authorizes the Secretaries to designate as Healthy Forest Partnership Zones certain federal lands and non-federal lands adjacent to those lands that are at risk of uncharacteristically severe damage to at-risk communities or community water supply facilities from a wildland fire or an outbreak of insects or disease and require at least one management activity to reduce that risk. Allows the Secretaries to enter into contracts or other agreements with partnering entities to implement hazardous fuel reduction or other projects on federal land to complement similar projects on bordering or adjacent non-federal land. Directs the Secretary of Agriculture to: (1) provide grant assistance to the Colorado Wood Program and the Forest Restoration Institute, and any other appropriate entities; and (2) collaborate with the Institute to research, develop, and transfer broader landscape treatment strategies and ways to integrate best science with community needs. Establishes the Colorado Forest Health Fund. Requires the Secretaries to provide grants for the Colorado fuels for schools program. Extends terms for stewardship end result contracting projects. Makes permanent the Secretaries' authority to enter into cooperative agreements and contracts for federal and state cooperative watershed restoration and protection. Directs the Secretary of Agriculture to prepare fire-danger maps of forested lands. Amends the Internal Revenue Code to: (1) extend the tax credit for electricity produced using open-loop biomass to facilities placed in service before January 1, 2030; (2) make electricity produced and sold at qualified open-loop biomass facilities eligible for the full credit rate; (3) partially exclude from gross income payments received for certain hazardous fuel reduction projects in Colorado; and (4) allow the deductibility of certain expenditures made in carrying out eligible hazardous fuel reduction projects on Colorado lands which are identified in community wildfire protection plans.

Revises corporate average fuel economy standards (CAFE standards) provisions for non-passenger and passenger automobiles to: (1) provide for increased average fuel economy standards for non-passenger and passenger automobiles; (2) permit separate average fuel economy standards for non-passenger and passenger automobiles based on vehicle attributes related to fuel economy; and (3) establish a corporate average fuel economy credit transferring program within a manufacturer's fleet. Provides for the establishment of a public education campaign to provide information to U.S. drivers about immediate measures that may be taken to conserve transportation fuel.

Agrofuel Rural Energy Empowerment Act - Amends the Farm Security and Rural Investment Act of 2002 to require the Secretary of Agriculture to make loans, loan guarantees, and grants to farmers, ranchers, and rural small businesses to promote the use of anaerobic digesters to produce renewable energy. Amends the Food Security Act of 1985 to include the establishment of anaerobic digesters in the list of structural practices recognized under the environmental quality incentives program for agriculture.
