Milestones for Advanced Nuclear Fuel Act

Milestones for Advanced Nuclear Fuel Act This bill directs the Department of Energy (DOE) to establish certain milestone-based development and demonstration projects that support the domestic supply chain for nuclear fuel, including high-assay low-enriched uranium (HALEU). Milestone-based demonstration projects require particular technical and financial milestones to be met before a project participant is provided an award through a competitive process. Specifically, DOE must carry out milestone-based demonstration projects under its Fuel Cycle Research and Development program. DOE must also complete and make publicly available a study that analyzes the practicability, potential benefits, and estimated lifecycle costs of recycling certain spent nuclear fuel into usable fuel for nuclear reactors. In carrying out the Nuclear Fuel Security Program and the HALEU for Advanced Nuclear Reactor Demonstration Projects Program, DOE must award funding for milestone-based advanced fuel cycle technologies development and demonstration projects, including uranium production, conversion, enrichment, deconversion, and waste reduction for advanced fuels. As part of its annual budget request, DOE must provide to specified congressional committees a briefing on the milestone-based projects, including information about the benefits and drawbacks of milestone-based projects as compared to traditional project structure funding models.

Helping Owners with Unaffordable Shoddy Edicts Act of 2024 or the HOUSE Act of 2024 This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to withdraw the final determination titled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing and published on April 26, 2024. The determination adopted updated minimum energy efficiency standards for newly built homes (except manufactured housing) financed through certain HUD and USDA programs. Specifically, it adopted the (1) 2021 International Energy Conservation Code (IECC), which applies to single family homes and multifamily low-rise buildings up to three stories; and (2) 2019 American National Standards Institute/American Society of Heating, Refrigerating, and Air-Conditioning Engineers/Illuminating Electrical Society (ANSI/ASHRAE/IES) Standard 90.1, which applies to multifamily residential buildings with four or more stories. HUD and USDA must also revert to using the energy efficiency standards required before the determination. In addition, the bill prohibits HUD, USDA, and the Department of Veterans Affairs from taking actions or using federal funds to implement or enforce the determination or any substantially similar determination. It also prohibits the Federal Housing Finance Agency from finalizing, implementing, or enforcing a determination or rule relating to energy efficiency standards for single and multifamily housing. Finally, the bill prohibits HUD and USDA from adopting updates to the IECC or ANSI/ASHRAE/IES Standard 90.1 in certain circumstances unless at least 26 states have adopted codes or standards that meet or exceed the update's requirements.

This bill directs the Department of the Interior, without modification or delay, to approve the Bull Mountains Mining Plan Modification to the extent necessary to mine such land.

Critical Mineral Consistency Act of 2024

This bill modifies the Energy Act of 2020 to expand the definition of critical minerals  to include critical materials designated by the Department of Energy (DOE). Under current law, DOE's critical materials list contains certain materials that are essential for energy, including those on the critical minerals list of the U.S. Geological Survey (USGS). The USGS's list, which contains certain minerals that are essential to the nation's economic or national security, is not required to include the materials on DOE's list. Currently, both lists include minerals with a high risk of supply chain disruptions, and both DOE and USGS must conduct a variety of efforts to ensure a secure and reliable supply chain of the minerals.  By expanding the definition of critical minerals , this bill requires the USGS to include on its list the materials on DOE's list. Within 45 days of DOE adding a  mineral, element, substance, or material to its critical materials list, the USGS must update its list to include such mineral, element, substance, or material.

Fuel Utilization for Enhanced Logistics Act or the FUEL Act This bill requires the Department of Defense (DOD) to study the energy supply, logistics networks, and infrastructure that support access to operational energy by the Armed Forces in the Indo-Pacific region. Under the bill, operational energy means the energy required for training, moving, and sustaining military forces and weapons platforms for military operations (including energy used by tactical power systems and generators and weapons platforms). Based on the findings of the study, DOD must develop a strategy to secure access to operational energy for the Armed Forces in the Indo-Pacific region. DOD must report to Congress on the findings of the study, the strategy developed as a result of the study, and any recommendations for legislative or administrative actions to support such strategy.

Alaskan Energy Production and Fisheries Protection Act

Alaskan Energy Production and Fisheries Protection Act This bill provides for oil and gas leases in the Arctic National Wildlife Refuge (ANWR).  Specifically, the bill nullifies any order or action by the President or the Department of the Interior that places a moratorium on, suspends, or otherwise pauses leasing in ANWR's 1002 Area. It also ratifies and approves all authorizations and permits issued for the establishment and administration of the Coastal Plain Oil and Gas Leasing Program. The Environmental Protection Agency and other applicable federal departments and agencies must process, reinstate, or continue to maintain such authorizations and permits.  Within 30 days of the bill's enactment, Interior must accept bids for certain ANWR leases that were canceled and reissue the leases. The bill states that the reissued leases must be considered to meet the requirements of specified existing laws, such as the Endangered Species Act of 1973. By December 22, 2024, Interior must also conduct a second lease sale. Further, the bill limits the authority of the President and Interior to cancel future leases issued under the program. The bill also directs the Bureau of Land Management to withdraw its (1) Notice of Availability of the Draft Coastal Plain Oil and Gas Leasing Program Supplemental Environmental Impact Statement , and (2) proposed rule titled  Management and Protection of the National Petroleum Reserve in Alaska . It also nullifies portions of Executive Order 13990 and Secretarial Order 3401. Finally, the bill limits judicial review of approvals of leases under the program.

Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 This bill authorizes for FY2025 and sets policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration. It also authorizes the Defense Nuclear Facilities Safety Board and the Naval Petroleum Reserves. The bill authorizes appropriations but it does not provide budget authority, which is provided by appropriations legislation. As examples, the bill includes provisions that authorize the procurement of various items, including aircraft, ships, and missiles;  authorize active duty and reserve component personnel strength levels; require DOD to establish a quantum computing center at a military research laboratory with requisite expertise; authorize the Marine Corps to carry out a pilot program in a Marine Corps unit to improve military supply chain readiness, budget efficiency, and logistics productivity through the use of artificial intelligence and machine learning software; increase basic pay for enlisted personnel in pay grades E-1 through E-4 by an average of 15% with a smaller increase for certain enlisted personnel in pay grade E-5 (these changes are in addition to the 4.5% inflation adjustment for 2025);  require the Missile Defense Agency to establish a fully operational third continental United States interceptor site on the East Coast of the United States no later than December 31, 2030; and authorize specified military construction projects and extend the authorization of certain projects from previous fiscal years.

Making Pipelines Accountable to Consumers and Taxpayers Act or the MPACT Act This bill gives the Federal Energy Regulatory Commission (FERC) the authority to order natural gas companies to pay refunds with interest to their consumers for rates or charges that are unjust, unreasonable, unduly discriminatory, or preferential. FERC must also establish refund effective dates as specified by the bill.
