Universal Health Care Choice and Access Act

Universal Health Care Choice and Access Act - Provides for health promotion and disease prevention activities, including requiring the Secretary of Health and Human Services to convene an interagency coordinating committee to develop a national strategic plan for prevention. Amends the Internal Revenue Code to: (1) allow participants in high deductible health care insurance plans an increased tax deduction for contributions to a health savings account; and (2) allow individual taxpayers a refundable tax credit for health insurance costs paid. Requires states to establish and operate a qualified high risk pool or a state-designated alternative that ensures access to private health insurance for medically uninsurable individuals. Health Care Choice Act of 2007 - Amends the Public Health Service Act to apply the laws of the primary state (as designated by the health insurance issuer) to individual health insurance coverage offered by that issuer in the primary state and in any secondary state if certain requirements are met. Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretary to adjust the amount of the Medicare Part B premium for participation in certain healthy behaviors. Establishes in the Treasury a Medical Retirement Account Fund to distribute retirement benefits to individuals who renounce eligibility for Medicare. Amends SSA title XIX (Medicaid) to establish a Medicaid Advantage program to provide individuals a medical home where they receive a seamless continuum of medical care and care management that meets certain requirements. Allows the Secretary to award grants to states for administrative health care tribunals for the resolution of disputes concerning injuries allegedly caused by health care providers. Amends SSA title XI to create safe harbors from civil and criminal penalties in current anti-kickback laws for providing certain health information technology and training services.

Colorectal Cancer Prevention, Early Detection, and Treatment Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states and Indian tribes for colorectal cancer programs that include: (1) providing colorectal cancer screening to individuals who are over 50 years of age or at high risk for such cancer; (2) providing case management and referrals for medical treatment; (3) ensuring the full continuum of follow up and cancer care for individuals screened; (4) carrying out activities to improve the education, training, and skills of health professionals in the detection and control of colorectal cancer; and (5) developing and disseminating public information and education programs for the detection and control of colorectal cancer and promoting the benefits of receiving screenings through this program. Gives priority to low-income individuals who lack adequate coverage under health insurance and health plans with respect to screenings for colorectal cancer. Allows the Secretary to provide training and technical assistance with respect to the planning, development, and operation of programs funded by a grant under this Act. Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for colorectal cancer under this Act and who need treatment for complications due to screening or colorectal cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Christopher and Dana Reeve Paralysis Act

Christopher and Dana Reeve Paralysis Act - Amends the Public Health Service Act to permit the Director of the National Institutes of Health (NIH): (1) acting through the Director of the National Institute of Neurological Disorders and Stroke, to expand and coordinate NIH activities on paralysis research; (2) to award grants to plan, establish, improve, and provide basic operating support for Christopher and Dana Reeve Paralysis Research Consortia; (3) to educate and disseminate information and receive public comment on NIH programs and research regarding paralysis; (4) acting through the Director of the National Institute of Child Health and Human Development and the National Center for Medical Rehabilitation Research, to expand and coordinate NIH research with implications for enhancing daily function for persons with paralysis; and (5) to make grants to plan, establish, improve, and provide basic operating support for multicenter clinical trial networks to design clinical rehabilitation intervention protocols and measures of outcomes on paralysis. Permits the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to study the health challenges associated with paralysis and other physical disabilities and carry out projects and interventions to improve the quality of life and long-term health status of individuals with such conditions. Permits the Secretary to award grants for activities related to paralysis, including to: (1) establish paralysis registries; and (2) disseminate information to the public.

Liver Research Enhancement Act of 2007

Liver Research Enhancement Act of 2007 - Amends the Public Health Service Act to establish the National Center on Liver Disease Research in the National Institute of Diabetes and Digestive and Kidney Diseases to ensure the development of increased understanding of, and better treatments and cures for, liver diseases. Requires the Director of the National Institutes of Health (NIH) to establish the Liver Disease Research Advisory Board to: (1) advise and assist the Director of the Center concerning matters relating to liver disease research; and (2) develop the Liver Disease Research Action Plan to identify scientific opportunities and priorities of liver disease research. Requires the Director of each institute or center within NIH to allocate for liver disease research amounts necessary to: (1) fund existing scientific research opportunities; and (2) carry out the recommendations of the Plan.

Imposes a two-year moratorium on implementation of a proposed rule ("Medicaid Program; Cost Limit for Providers Operated by Units of Government and Provisions To Ensure the Integrity of Federal-State Financial Partnership") relating to the federal-state financial partnerships under Medicaid and the State Children's Health Insurance Program (SCHIP) under titles XIX and XXI of the Social Security Act. Prohibits the Secretary of Health and Human Services, at any time before the end of such two-year period, from taking any action to: (1) finalize (or otherwise implement) provisions contained in the proposed rule; or (2) restrict Medicaid payments for graduate medical education (GME).

Stroke Treatment and Ongoing Prevention Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) establish a grant program to enable states to develop statewide stroke care systems; (2) foster the development of stroke care systems through information sharing among involved agencies and individuals; (3) develop a model curriculum for training emergency medical services personnel in the identification, assessment, stabilization, and prehospital treatment of stroke patients; (4) issue recommendations and guidelines on best practices for establishing and operating such systems; and (5) provide public information on recognition of stroke signs and symptoms and appropriate actions. Authorizes the Secretary to make grants or enter into cooperative agreements for such purposes. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry; and (2) award grants to states to develop stroke care systems that provide high-quality prevention, diagnosis, treatment, and rehabilitation. Authorizes the Secretary to make related state planning grants. Requires the Secretary to give special consideration in awarding grants to states in a geographic area with an elevated incidence of stroke or stoke-caused disabilities or demonstrating a significant need for assistance in establishing such a system.

Stem Cell Research Enhancement Act of 2007

Stem Cell Research Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements. Requires the Secretary to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but that are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Pediatric Research Improvement Act

Pediatric Research Improvement Act - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to direct an applicant seeking to waive submission requirements related to pediatric assessments of the safety and effectiveness of a drug or biological product to submit to the Secretary of Health and Human Services documentation detailing why a pediatric formulation cannot be developed. Requires an applicant seeking to defer submission of some or all of such assessments to submit to the Secretary a timeline for the completion of pediatric studies. Requires the Secretary to create an internal committee to review pediatric assessment requests issued, pediatric assessments conducted, and deferral and waiver requests. Considers a supplement to a new drug or biological license application proposing a labeling change as a result of any pediatric assessments to be a priority supplement. Sets forth dispute resolution procedures for labeling changes for pediatric drugs. Requires the Commissioner of the Food and Drug Administration (FDA) to make available to the public the medical, statistical, and clinical pharmacology reviews of pediatric assessments. Requires the Secretary to: (1) require sponsors of the assessments that result in labeling changes to distribute such information to physicians and other health care providers; (2) ensure that all adverse event reports that have been received for such a drug are referred to the Office of Pediatric Therapeutics for one year after a labeling change; and (3) contract with the Institute of Medicine to study and report to Congress regarding the pediatric studies conducted pursuant to FFDCA since 1997. Requires the Comptroller General to report to Congress on the effectiveness of FFDCA provisions relating to pediatric studies in ensuring that medicines used by children are tested and properly labeled.

To amend the Homeland Security Act of 2002 to establish a National Bio and Agro-defense Facility.

Amends the Homeland Security Act of 2002 to establish in the Department of Homeland Security (DHS) a National Bio and Agro-defense Facility, which shall: (1) be an integrated human, foreign-animal, and zoonotic disease research, development, testing, and evaluation facility supporting the defense against the threat of agroterrorism and certain naturally-occurring incidents related to agriculture; and (2) produce and share knowledge and technology for the purpose of reducing economic losses caused by diseases of livestock and poultry and preventing human suffering and death caused by diseases in the agricultural sector. Includes among the Facility Director's responsibilities: (1) directing research, development, testing, and evaluation relating to such diseases; (2) developing an emergency response plan; (3) providing training in biological and agricultural research facility operations; and (4) forming cooperative relationships with the National Animal Health Laboratory Network and American Association of Veterinary Laboratory Diagnosticians to connect with the network of federal and state resources to enable an integrated, rapid, and sufficient response to animal health emergencies. Requires the Secretary to: (1) ensure that the Facility consists of state-of-the-art biocontainment laboratories capable of performing research and activities at Biosafety Levels 3 and 4; (2) enable the study of live virus of foot and mouth disease at the Facility; and (3) enter into agreements with the heads of appropriate federal departments to define their roles and responsibilities in carrying out animal disease research and development at the Facility to protect public health and animal health.

Domestic Preparedness Act of 2007

Domestic Preparedness Act of 2007 - Authorizes the Secretary of Homeland Security to make grants to address homeland security preparedness shortcomings of units of municipal and county government. Specifies that each grant shall be made for one of the following categories: (1) equipment and training; or (2) improving interoperability between members of a consortium of municipal and county governments. Sets limitations on the federal share of the costs of activities carried out with such grants. Mandates that an applicant be a unit of municipal or county government or a consortium of such units in order to be eligible for a grant under this Act. States that the Secretary may not make a grant under this Act unless the applicant conducts an assessment of the applicant's risk and vulnerability to possible acts of terrorism, including conventional, biological, nuclear, and chemical attacks. Provides that grant amounts: (1) shall be used only for the category of use for which the grant is made; (2) may be used only for new domestic preparedness initiatives; (3) shall not be used to sustain or supplement an existing program; and (4) may be distributed to fire departments, police departments, emergency services, and public health agencies of the grantee.

All Healthy Children Act of 2007

All Healthy Children Act of 2007 - Amends the Social Security Act (SSA) to establish under a new title XXII (All Healthy Children Program) a state-operated program receiving federal financial assistance to provide comprehensive health coverage for children and pregnant and postpartum women in place of benefits previously provided for them under SSA titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP). Establishes a Commission on Children's Health Coverage to: (1) evaluate annually for Congress the status of children's health coverage in the United States; and (2) report to Congress a legislative proposal that would assure health benefits coverage for all U.S. children. Provides for expedited congressional consideration of such proposal.

Torture Victims Relief Reauthorization Act of 2007 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY2008-FY2009 to: (1) the Department of Health and Human Services (HHS) to provide grants to programs in the United States to cover the costs of services provided by domestic treatment centers in the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture), social and legal services, and research and training of health care providers outside of treatment centers or programs to enable them to provide such services; (2) the President for grants to treatment centers and programs in foreign countries that carry out projects and activities specifically designed to treat victims of torture for the physical and psychological effects of torture; and (3) the United Nations Voluntary Fund for Victims of Torture.

Communities Building Access Act

Communities Building Access Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to public or nonprofit private entities to carry out demonstration projects for the purpose of making health care coverage available, on a cost-sharing basis, to: (1) employees through employers that have not contributed to health care benefits for employees during the prior 12 months; and (2) self-employed individuals who have been without such coverage during the prior 12 months. Requires the Secretary to make matching grants to public or nonprofit private entities to carry out demonstration projects for the purpose of forming and maintaining networks composed of health care specialists who volunteer health services to eligible individuals. Directs the Secretary to make an award of a grant or contract for the establishment and operation of a clearinghouse for information on demonstration projects under this Act and similar projects that are community initiated. Allows the Secretary to carry out a program to encourage public and private entities that plan or operate such projects to submit information to the clearinghouse.

Common Sense Budget Act of 2007

Genomics and Personalized Medicine Act of 2007

Genomics and Personalized Medicine Act of 2007 - Directs the Secretary of Health and Human Services to: (1) establish the Genomics and Personalized Medicine Interagency Working Group (IWG) to facilitate collaboration, coordination, and integration of activities among federal agencies relating to genomic research and initiatives; (2) establish a national biobanking distributed database for the collection and integration of genomic data and associated environmental and clinical health information; (3) establish a grant program for academic medical centers and other entities to develop or expand biobanking initiatives; (4) improve genetics and genomics training for diagnosis, treatment, and counseling of adults and children for both rare and common disorders; (5) contract with the National Academy of Sciences to study incentives to encourage companion diagnostic test development; and (6) make information available on the safety and efficacy of genetic tests and commission a study for improving federal oversight and regulation of such tests. Requires the Director of the Centers for Disease Control and Prevention to: (1) conduct an analysis of the public health impact of direct-to-consumer marketing of genetic tests; and (2) expand efforts to educate the public about genomics and its health applications.

Positive Aging Act of 2007 - Amends the Public Health Service Act to : (1) require the Secretary of Health and Human Services to make grants to public and private nonprofit entities for projects to demonstrate ways of integrating mental health services for older adults into primary care settings and for multidisciplinary geriatric mental health outreach teams in community settings where older adults reside or receive social services; (2) require the Director of the Center for Mental Health Services to designate a Deputy Director for Older Adult Mental Health Services to address the mental health needs of older adults; (3) require the inclusion of representatives of older adults and their families and geriatric mental health professionals on the Advisory Council for the Center; (4) designate as a project of national significance the treatment of older adults with substance-related disorders; and (5) require state plans under the Community Mental Health Services Block Grant program to describe outreach to, and services for, older individuals and individuals who are homeless and living in rural areas.

Health Care Price Transparency Promotion Act of 2007

Health Care Price Transparency Promotion Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to require state Medicaid plans to provide that the state will establish and maintain laws to require disclosure of information on hospital charges, to make such information available to the public, and to provide individuals with information about estimated out-of-pocket costs for health care services. Directs the Director of the Agency for Healthcare Research and Quality to research and report to Congress on: (1) the types of information on the charges and out-of-pocket costs for health care services that individuals find useful in making decisions about where, when, and from whom to receive care; (2) how such types of information vary by whether they have health benefits coverage, and what kinds; and (3) ways in which such information may be available on a timely basis and in easy-to-understand form to individuals facing such decisions.

Medicare Mental Health Modernization Act of 2007

Medicare Mental Health Modernization Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare. Directs the Secretary of Health and Human Services to study and report to Congress on whether the criteria for coverage of any therapy service or any outpatient mental health care service under Medicare unduly restricts the access to such a service of any Medicare beneficiary with Alzheimer's disease or a related mental illness because the coverage criteria requires the Medicare beneficiary to display continuing clinical improvement to continue to receive the service.

Medicare Hearing Health Care Enhancement Act of 2007

Medicare Hearing Health Care Enhancement Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for direct access to qualified audiologists for Medicare beneficiaries, without regard to any requirement that the beneficiary be under the care of (or referred by) a physician or other health care practitioner, or that such services are provided under the supervision of a physician or other health care practitioner. Covers audiology services under Medicare part B (Supplementary Medical Insurance).

Sets forth the congressional budget for the federal government for FY2008, including the appropriate budgetary levels for FY2009-FY2012. Recommends budgetary levels and amounts for FY2007-FY2012 for: (1) federal revenues; (2) new budget authority; (3) budget outlays; (4) deficits (on-budget); (5) debt subject to limit; and (6) debt held by the public. Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2007-FY2012. Authorizes certain reserve funds for: (1) the State Children's Health Insurance Program (SCHIP); (2) alternative minimum tax revision; (3) middle-income tax relief and economic equity; (4) agriculture; (5) higher education; (6) Medicare improvements; (7) creation of long-term energy alternatives; (8) affordable housing; (9) equitable benefits for Filipino veterans of World War II; (10) reauthorization of the Secure Rural Schools and Community Self-Determination Act; (11) receipts from the Bonneville Power Administration; and (12) the Transitional Medical Assistance program extension. Provides for adjustments to discretionary spending limits, budgetary aggregates, and allocations for: (1) continuing disability reviews and Supplemental Security Income (SSI) redeterminations by the Social Security Administration (SSA); (2) Internal Revenue Service (IRS) tax compliance; (3) the health care fraud and abuse control program; and (4) unemployment insurance improper payments reviews. Prohibits House legislation that would require advance appropriations, except certain FY2009 or FY2010 programs, projects, activities, or accounts. States that new budget authority, outlays, and receipts resulting from adoption of legislation making appropriations for FY2008-FY2009 for overseas deployments and related activities, or emergency appropriations for nondefense discretionary spending, shall not count for certain purposes of the Congressional Budget Act of 1974 (CBA). Declares the policy of this resolution on: (1) middle-income tax relief; (2) defense priorities; and (3) college affordability. Expresses the sense of the House of Representatives on: (1) servicemembers' and veterans' health care and other priorities; (2) the Innovation Agenda: A Commitment to Competitiveness to Keep America #1; (3) homeland security; (4) the ongoing need to respond to Hurricanes Katrina and Rita; (5) long-term sustainability of entitlements; (6) the need to maintain and build upon efforts to fight hunger; (7) affordable health coverage; (8) extension of the statutory Pay-As-You-Go rule; (9) long-term budgeting; (10) pay parity; (11) waste, fraud, and abuse; (12) child support enforcement; and (13) state veterans cemetaries. Sets forth reconciliation instructions for the House Committee on Education and Labor.

Amniotic Fluid and Placental Stem Cell Banking Act of 2007 - Directs the Secretary of Health and Human Services to enter into one-time contracts with qualified amniotic fluid and placental stem cell banks to assist in the collection and maintenance of 100,000 new units of high-quality amniotic fluid and placental stem cells to be made available for treatment though the C.W. Bill Young Cell Transplantation and Treatment Program. Sets forth provisions relating to requirements for contract recipients, the duration of such contracts, and extensions of funding under such contracts. Amends the Public Health Service Act to revise the Program to provide for amniotic fluid and placental stem cell functions, recruitment, and educational activities. Authorizes appropriations for the Program through FY2012.

U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 - Makes emergency supplemental FY2007 appropriations for specified activities related to the global war on terror to the Departments of Agriculture (including food relief to certain foreign countries), of Justice, of Defense (Military, including funds for Iraqi and Afghan security forces), of Defense (military construction), of Energy, of Homeland Security, and of State (including international peacekeeping operations), of the Treasury, and related agencies. Provides funds to enable military commanders in Iraq and Afghanistan to respond to urgent humanitarian relief and reconstruction requirements. Requires the Secretary of Defense to inspect periodically military medical treatment facilities, including military quarters housing medical hold or holdover personnel, to insure that the facilities or quarters meet acceptable standards for their maintenance and operation. Requires additional inspections of identified deficiencies. Provides funds to the Government of Iraq to support the disarmament, demobilization, and reintegration of militias and illegal armed groups. Requires the President to commence the phased redeployment of U.S. forces from Iraq with the goal of redeploying, by March 31, 2008, all U.S. combat forces from Iraq, except for a limited number essential for: (1) protecting U.S. and coalition personnel and infrastructure; (2) training and equipping Iraqi forces; and (3) conducting targeted counter-terrorism operations. Expresses the sense of Congress that achieving success in Iraq is dependent on the Government of Iraq's meeting specific benchmarks, as reflected in previous commitments made by such Government. Provides funds to assist: (1) Liberia in retiring its debt arrearages; (2) Jordan; and (3) Lebanon. Sets forth benchmarks for certain reconstruction assistance for Iraq. Amends the Immigration and Nationality Act to revise the authority of the Secretary of State or the Secretary of Homeland Security regarding temporary admission of certain Iraqi, Hmong, and other nonimmigrants. Makes additional appropriations for disaster relief and recovery related to Hurricanes Katrina and Rita to the Departments of Agriculture, of Justice, of Commerce, of Defense (Civil), of the Interior, of Homeland Security, as well as the Small Business Administration (SBA). Makes additional appropriations for specified purposes to the Departments of the Interior and of Agriculture (for wildfire suppression), of Health and Human Services (for the Low-Income Home Energy Assistance Program (LIHEAP) and for response to an influenza pandemic), of Education, of Defense (military construction and base closure), Veterans Affairs (particularly veterans' health programs), of Transportation, of Housing and Urban Development, as well as the legislative branch. Rescinds certain military construction funds for the Air Force Reserve. Makes appropriations to the Department of Health and Human Services, Centers for Medicare and Medicaid Services, to eliminate the FY2007 shortfall in funding for the State Children's Health Insurance Program (SCHIP). Prohibits the use of funds in this or any other Act to downsize staff or to close, realign, or phase out essential services at Walter Reed Army Medical Center until specified requirements are met. Requires the Director of the Congressional Budget Office (CBO) to report to congressional appropriations committees on a projection of appropriations necessary for the Department of Defense and Veterans Affairs to continue providing necessary health care to veterans of the conflict in Iraq and Afghanistan. Makes additional appropriations to the Departments of Agriculture (Farm Service Agency) and of Housing and Urban Development (Office of Federal Housing Enterprise Oversight). Rescinds specified unobligated balances of the Department of Agriculture for adjustment assistance for farmers. Requires the Commandant of the Coast Guard to utilize full and open competition, with exceptions, for any contract providing for acquisition or modification of assets with respect to the Integrated Deepwater System Program of the Coast Guard. Amends title XVIII (Medicare) of the Social Security Act to authorize a grant to the (Mississippi) Delta Health Alliance. Emergency Farm Relief Act of 2007 - Directs the Secretary of Agriculture to provide specified crop and livestock disaster assistance.

James Zadroga 9/11 Health and Compensation Act - Amends the Public Health Service Act to extend and expand arrangements with certain medical providers and the New York City Fire Department for monitoring and other services for those exposed to airborne toxins from the terrorist attacks of September 11, 2001 in New York City (9/11 attacks). Expands the categories of individuals to be covered by such arrangements and provides for a nationwide network of health care providers for treating victims residing outside the New York City area. Directs the Secretary of Health and Human Services to conduct or support research on the diagnosis and treatment of physical and mental health conditions related to the 9/11 attacks. Authorizes the Secretary to establish similar research programs for victims of the attack at the Pentagon on September 11, 2001. Directs the Secretary to convene a 9/11 Health Emergency Coordinating Council to discuss, examine, and formulate recommendations with respect to the adequacy and coordination of: (1) care and compensation for victims of the 9/11attacks; and (2) federal tracking of the monitoring of, and treatment for, individuals affected by such attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension for filing claims under the September 11th Victim Compensation Fund of 2001. Directs the Secretary to extend and expand arrangements with New York City that provide for the World Trade Center Health Registry. Authorizes the Secretary to make grants to the New York City Department of Health and Mental Hygiene for the mental health needs of individuals affected by the 9/11 attacks.

Children's Access to Reconstructive Evaluation & Surgery (CARES) Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan, and a health insurance issuer offering group coverage, that cover surgical benefits to also cover outpatient and inpatient diagnosis and treatment of a congenital or developmental deformity, disease, or injury of a minor child (defined as child under the age of 22). Requires that such coverage: (1) be subject to pre-authorization or pre-certification requirements of the plan or issuer; and (2) include any surgical treatment deemed by the treating physician to be medically necessary to approximate a normal appearance. Defines "treatment" to include reconstructive surgical procedures that are performed on abnormal structures of the body caused by congenital defects, abnormalities, trauma, infection, tumors, or disease, including: (1) procedures that do not materially affect the function of the body part being treated; and (2) procedures for secondary conditions and follow-up treatment. Excludes cosmetic surgery performed to reshape normal structures of the body to improve appearance or self-esteem.

Requires the lease to contain specified terms and conditions, including that the project: (1) provides housing exclusively for veterans; (2) is maintained as a sober living facility; and (3) is adequately staffed with health care, counseling, and security personnel.

Rural Health Quality Advisory Commission Act of 2007 - Directs the Secretary of Health and Human Services to establish the Rural Health Quality Advisory Commission to develop, coordinate, and facilitate implementation of a national plan for rural health quality improvements. Requires that such plan: (1) identify objectives for rural health quality improvement; (2) identify strategies to eliminate known gaps in rural health system capacity and improve rural health quality; and (3) provide for federal programs to identify opportunities for strengthening and aligning policies and programs to improve rural health quality. Directs the Commission to: (1) design demonstration projects to test alternative models for rural health quality improvement, including with respect to both personal and population health; and (2) monitor progress towards identified objectives. Requires the Secretary to make grants for demonstration projects to implement and evaluate methods for improving the quality of health care in rural communities that include: (1) alternative community models; (2) innovative approaches to the financing and delivery of health services; and (3) the development of quality improvement support structures to assist rural health systems and professionals. Directs the Secretary to: (1) expedite Medicaid and Medicare waivers as necessary to carry out such demonstration projects; and (2) provide for an independent evaluation of such projects.

Children and Media Research Advancement Act or the CAMRA Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institute of Child Health and Human Development, to enter into a contract with the National Academy of Science or another appropriate entity to: (1) review, synthesize, and report on research regarding the roles and impact of electronic media (including television, motion pictures, DVD's, interactive video games, digital music, the Internet, and cell phones) and exposures to such media on youth in core areas of development; and (2) establish research priorities regarding such issues. Directs the Secretary, acting through the Director, to award grants for research concerning the role and impact of electronic media on the cognitive, physical, and socio-behavioral development of youth. Requires such research to: (1) focus on the impact of factors such as media content, format, length of exposure, age of youth, venue, and nature of parental involvement; and (2) include as electronic media television, motion pictures, DVDs, interactive video games, digital music, the Internet, and cell phones.

Requires a specified adjustment to the reduction of Medicare resident positions where that reduction was based on a cost report subsequently settled, whether as a result of an appeal or otherwise, if the reference resident level under such settled cost report is higher than the resident level used for the reduction.

Newborn Screening Saves Lives Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Associate Administrator of the Maternal and Child Health Bureau of the Health Resources and Services Administration (HRSA), to awards grants to eligible entities to: (1) provide education and training in newborn screening and congenital, genetic, and metabolic disorders to health care professionals and newborn screening laboratory personnel; (2) develop educational programs about newborn screening for parents, families, and patient advocacy and support groups; and (3) establish operate a system to assess and coordinate treatment relating to congenital, genetic, and metabolic disorders. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop a national contingency plan for newborn screening for use in the event of a public health emergency that results in disruption of newborn screening services. Requires the Advisory Committee on Heritable Disorders in Newborns and Children to: (1) recommend a uniform screening panel for newborn screening programs that includes the heritable disorders for which all newborns should be screened; and (2) develop a model decision-matrix for newborn screening program expansion. Directs the Secretary to adopt or reject recommendations by the Advisory Committee. Requires the Secretary, acting through the Director of CDC, to: (1) provide for quality assurance for screening laboratories; (2) provide for population-based pilot testing for evaluating new screening tools; (3) collect, analyze, and make available data on certain heritable disorders; and (4) operate regional centers for the conduct of applied epidemiological research on the prevention of such disorders.

Colorectal Cancer Mortality Prevention Act of 2007

Colorectal Cancer Mortality Prevention Act of 2007 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make matching grants to states to carry out programs to: (1) screen for colorectal cancer as a preventive health measure; (2) provide referrals for medical treatment to individuals screened and ensure appropriate follow-up services; (3) develop and disseminate information and education programs for the detection and control of colorectal cancer; (4) improve the education, training, and skills of health professions in the detection and control of colorectal cancer; (5) establish mechanisms to monitor the quality of screening procedures for colorectal cancer; and (6) evaluate such activities through surveillance or program-monitoring. Requires states to meet specified matching fund requirements and other criteria to receive a grant, including ensuring that 60% of grant money is spent on screening and medical treatment, assuring the quality of screening procedures, giving priority to low-income individuals, and limiting the fees charged. Allows the Secretary to provide training, technical assistance, supplies, equipment, and services to aid the state in carrying out such a program. Requires the Secretary to: (1) issue guidelines for assuring the quality of any colorectal screening procedures carried out under this Act; and (2) evaluate the programs annually.

Outlines requirements for: (1) an enhanced federal medical assistance percentage (FMAP) for ongoing activities of early coverage states that enhance and promote the use of community-based attendant services and supports; and (2) increased federal financial participation for certain expenditures incurred by the state for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible states which have established a Consumer Task Force to assist the state in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to dually eligible individuals.

Directs the Comptroller General to issue a report on the financing of autism services and treatments.

Wounded Warriors Joint Health Care Performance Metrics and Transparency Act - Assigns the Assistant Secretary of Defense for Health Affairs responsibility for establishing performance standards for each step of the medical holdover patient process. Defines "medical holdover patient" as a member of the Armed Forces, including a member of the National Guard or other reserve component, who is undergoing medical treatment, recuperation, or therapy, or who is otherwise in medical hold or holdover status, for an injury, illness, or disease incurred or aggravated while on active duty. Directs the Secretary of Defense to require each military medical installation to perform a quarterly inspection based on the performance standards established by this Act. Requires the Assistant Secretary to provide reports on such inspections to the Secretary, the Inspector General of the Department of Defense, and other military officials. Requires the Assistant Secretary to develop and enforce standards for: (1) security and medical personnel to perform daily rounds of each medical inpatient and outpatient facility, including a requirement for 24-hour access for patients with medical emergencies or needs; (2) responding to patient questions and scheduling medical appointments; and (3) in-processing and out-processing, counseling, and information for patients and family members. Requires the Assistant Secretary to: (1) submit monthly reports to the Secretary and the Inspector General on military service performance in all categories of medical holdover patient care; and (2) meet semi-annually with the Secretaries of the military departments to address medical holdover program execution issues. Requires the Inspector General to audit and review the medical holdover system and the performance standards developed by this Act.
