Chiropractic Care Available to All Veterans Act - Amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2009; and (2) all medical centers by December 31, 2011.

VA Hospital Quality Report Card Act of 2007 - Directs the Secretary of Veterans Affairs to establish and implement a Hospital Quality Report Card Initiative to report on health care quality in Department of Veterans Affairs (VA) hospitals. Requires the Secretary, at least semiannually, to publish reports on VA hospital quality, including assessments of effectiveness, safety, timeliness, and efficiency.

Children's Health Equity Technical Amendments Act of 2007 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to permit qualifying states to use up to 20% of their SCHIP allotment for any fiscal year (currently, only for FY1998-FY2007) for certain Medicaid expenditures for individuals under age 19 whose family income exceeds 150% of the poverty line. Revises the eligibility requirements for such allowable expenditures to reduce the family income threshold from a minimum of 150% of the poverty line to a minimum of 125% of the poverty line.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Improving Head Start Act of 2007 - Amends the Head Start Act to revise and reauthorize Head Start programs. Authorizes appropriations for Head Start programs for FY2008-FY2012. Directs the Secretary of Health and Human Services (HHS) (who is currently authorized) to award collaboration grants for Head Start and other related agencies within states. Increases the percentage of funds reserved for Early Head Start programs from 12% in FY2008 to 20% in FY2012. Provides for the development of a new system for designating Head Start agencies and the consideration of additional criteria in evaluating applicants. Allows community-based and faith-based organizations to be designated as Head Start agencies. Requires the Secretary to modify program performance standards, as necessary, so they are scientifically-based, developmentally appropriate, and based on the Head Start Child Outcomes Framework. Directs each Head Start and delegate agency to conduct a comprehensive self-assessment at least once a year. Terminates the National Reporting System. Directs each Head Start agency to establish a structure of shared governance through a governing body of experts and a policy council composed primarily of parents of current and former program participants. Requires each Head Start agency to enroll 100% of its funded enrollment, maintain an active waiting list, and conduct community outreach. Requires Head Start alignment with K-12 education. Provides for local and state integration of early childhood education. Requires Head Start agencies to receive the Secretary's approval before using federal funds to purchase facilities. Includes children referred by child welfare services and homeless children as program participants, regardless of family income. Excludes the basic military housing allowance from program eligibility calculations. Allows certain Head Start agencies to provide Early Head Start services. Adds to Early Head Start program service, coordination, and training requirements. Requires Head Start agencies to get parental consent before administering any nonemergency health care service to a child. Directs each Head Start agency to ensure that all of its teachers receive ongoing training in language and emergent literacy. Requires that within specified periods of time: (1) at least 50% of all Head Start classroom teachers nationwide have at least a baccalaureate in early childhood education or a related field; and (2) all newly hired teachers have at least an associate's degree in such a field or are enrolled in a program leading to such a degree. Directs each Head Start agency and program to create and regularly evaluate a professional development plan for all their employees providing direct services to children. Includes homeless children, abused and neglected children, foster care children, and limited English proficient children in Head Start research, demonstration, and evaluation requirements.

10,000 Trained by 2010 Act - Requires the National Science Foundation (NSF) to award competitive grants for basic research on innovative approaches to improve health care information systems, as well as for scientific and engineering activities to improve education in the health care information fields. Requires the award of NSF grants also to institutions of higher education to: (1) establish multidisciplinary Centers for Informatics Research for conducting cutting-edge, multidisciplinary research to generate innovative approaches in health care information; and (2) establish or improve undergraduate and master's degree health care information programs, attract students to such programs, and provide them with experience in government or industry related to their studies.

Richard Helm Veterans' Access to Local Health Care Options and Resources Act - Allows a veteran enrolled in the Department of Veterans Affairs (VA) annual patient enrollment system to elect to receive covered health services through a non-VA facility. (Currently, the Secretary of Veterans Affairs may contract for such services when VA facilities are not capable of furnishing economic hospital care or medical services because of geographical inaccessibility or are not capable of furnishing the care or services required.) Directs the Secretary to authorize such services pursuant to a contract with such facility. Authorizes the Secretary to furnish to veterans through a VA health care facility drugs and medicines ordered on prescription of a duly licensed private physician under contract with the VA.

National Guard and Reserve Retirement Modernization Act - Amends federal law concerning receipt of retired pay for non-regular service to provide that, in the case of a member of the Ready Reserve who serves on active duty after September 11, 2001, in support of a contingency operation or in response to a national emergency, retirement eligibility age shall be reduced below 60 by three months for each aggregate of 90 days during which the member so performs in any fiscal year after such date. Prohibits such retirement eligibility date from being reduced below age 50. Continues age 60 as the minimum eligibility age for DOD-authorized health care for such retirees.

Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2006. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2008, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Centers for Medicare & Medicaid Services and Medicare fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of servivces provided by inpatient rehabilitation hospitals and units to Medicare beneficiaries. Directs the Secretary to report to specified congressional committees: (1) an examination of the impact of the 75% rule on the Medicare program, and specifically on Medicare beneficiaries; and (2) alternatives to the 75% rule policy for determining exclusion criteria for inpatient rehabilitation hospital and unit designation under the Medicare program.

Post-Abortion Depression Research and Care Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH) and the Director of the National Institute of Mental Health (NIMH), to expand and intensify NIMH research and related activities with respect to post-abortion depression and psychosis. Requires the Director of NIMH to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, such post-abortion conditions; and (2) conduct a study to determine the incidence and prevalence of cases of post-abortion conditions and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants to establish, operate, and coordinate effective and cost-efficient systems for the delivery of essential services to individuals with such post-abortion conditions.

National Priorities Act of 2007 - Rescinds after 2008 income tax reductions enacted under the Economic Growth and Tax Relief Reconciliation Act of 2001 and the Jobs and Growth Tax Relief Reconciliation Act of 2003 for taxpayers with gross incomes in 2008 of over $400,000. Reduces funding for the Department of Defense by $60 billion in FY2008. Authorizes the Secretary of Defense to make reductions by eliminating waste, fraud, and abuse, and weapon systems and other programs determined to be no longer a national security priority. Exempts from such reductions the needs of military personnel, including pay increases and health care. Dedicates increases in revenues resulting from this Act to: (1) various programs for health care, education, energy conservation, and affordable housing; (2) increasing the earned income credit; and (3) reducing the federal deficit.

Microbicide Development Act - Amends the Public Health Service Act to require the Director of the Office of AIDS Research to: (1) expedite the implementation of the federal strategic plan for the conduct and support of microbicide research and development; and (2) expand, intensify, and coordinate all activities with respect to research and development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Requires the Director of the National Institute of Allergy and Infectious Diseases to: (1) establish within the Division of AIDS an organizational branch to carry out microbicide research and development; and (2) assign priority to ensuring adequate funding and support for the Microbicide Trials Network and other programs for supporting microbicides clinical trials. Requires the Director of the Centers for Disease Control and Prevention (CDC) to fully implement the CDC's microbicide agenda to support microbicide research and development. Directs the head of the Office of HIV/AIDS of the U.S. Agency for International Development (USAID) to develop and implement a program to support the development of microbicides products for the prevention of the transmission of HIV/AIDS and other diseases, and facilitate wide-scale availability of such products. Requires the Secretary of State to report to Congress on advance market commitments of microbicides to prevent HIV infection as a means of creating private sector investment incentives.

Human Cloning Ban and Stem Cell Research Protection Act of 2007 - Prohibits: (1) conducting or attempting to conduct human cloning; (2) shipping the product of nuclear transplantation in interstate or foreign commerce for the purpose of human cloning in the United States or elsewhere; or (3) exporting to a foreign country an unfertilized blastocyst if such country does not prohibit human cloning. Sets forth criminal and civil penalties for violations. Requires the Comptroller General to report to the relevant congressional committees on: (1) actions taken to enforce such prohibitions; (2) actions of state attorneys general to enforce similar state laws; (3) coordination of federal, state, and local enforcement; and (4) international laws relating to human cloning. Amends the Public Health Service Act to require research involving nuclear transplantation to be conducted in accordance with applicable federal regulations regarding the protection of human subjects and Institutional Review Boards. Prohibits: (1) a somatic cell nucleus from being transplanted into a human oocyte (egg) that has undergone or will undergo fertilization; (2) an unfertilized blastocyst from being maintained after more than 14 days from its first cell division, not counting storage times at temperatures less than zero degrees centigrade; (3) an oocyte from being used in nuclear transplantation research unless donated voluntarily with the donor's informed consent; (4) a human oocyte or unfertilized blastocyst from being acquired, received, or transferred for valuable consideration in interstate commerce; and (5) nuclear transplantation in a laboratory in which human oocytes are subject to assisted reproductive technology treatments or procedures. Sets forth civil penalties for violations.

Pediatric Medical Device Safety and Improvement Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require an application for the approval of a medical device or a product development protocol to include: (1) a description of any pediatric subpopulations that suffer from the disease or condition that the device is intended to treat, diagnose, or cure; and (2) the number of affected pediatric patients. Excludes a medical device distributed pursuant to the humanitarian device exemption from the prohibition that no device be sold for an amount that exceeds the cost of the device if: (1) the device is intended for the treatment or diagnosis of a disease or condition that occurs in pediatric patients; and (2) other specified requirements are met. Requires the Director of the National Institutes of Health (NIH) to designate a contact point to help innovators and physicians access funding for pediatric medical device development. Requires the Secretary of Health and Human Services to award grants for demonstration projects to promote pediatric device development. Includes as a duty of the Office of Pediatric Therapeutics increasing pediatric access to medical devices. Allows the Secretary to require: (1) postmarket surveillance on certain devices that are expected to have significant use in pediatric populations; and (2) a prospective surveillance period of more than 36 months for such devices, as necessary. Requires the Secretary, acting through the Commissioner of Food and Drugs, to establish a publicly accessible database of all studies and surveillance of medical devices.

Reauthorization of the Traumatic Brain Injury Act - Amends the Public Health Service Act to revise the national program for traumatic brain injury registries to include grants for state traumatic brain injury surveillance systems. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) , to conduct a study to: (1) determine the incidence of traumatic brain injury and prevalence of traumatic brain injury related disability; (2) report national trends in traumatic brain injury; (3) identify common therapeutic interventions which are used for the rehabilitation of individuals with such injuries; (4) identify interventions and therapies that can prevent or remediate the development of secondary neurologic conditions related to traumatic brain injury; and (5) develop practice guidelines for such rehabilitation. Authorizes appropriations for FY2008-FY2011 for the National Institutes of Health's (NIH) trauma research program. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia (currently, only states) to improve access to rehabilitation (currently, health) and other services regarding traumatic brain injury. Requires the Administrator and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit.

9/11 Heroes Health Improvement Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to eligible entities to provide medical and mental health monitoring, tracking, and treatment to individuals whose health has been directly impacted as a result of the attacks on New York City and at the Pentagon on September 11, 2001. Includes as eligible individuals firefighters, police officers, paramedics, workers, volunteers, residents, students, and any other individual who worked at Ground Zero, Fresh Kills (recovery site on Staten Island), or the Pentagon or lived or worked in the vicinity of such areas, whose health has deteriorated as a result of the attacks, and who has been evaluated by a physician or mental health professional for 9/11-related health conditions and needs treatment for such conditions. Sets the order of priority for individuals covered under this Act.

Community Choice Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require state Medicaid plan coverage of community-based attendant services and supports for certain Medicaid-eligible individuals. Outlines requirements for: (1) an enhanced federal medical assistance percentage (FMAP) for ongoing activities of early coverage states that enhance and promote the use of community-based attendant services and supports; and (2) increased federal financial participation for certain expenditures incurred by the state for the provision of such services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible states which have established a Consumer Task Force to assist the state in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to dually eligible individuals.

Prevent Prematurity and Improve Child Health Act of 2007 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give states new options to cover: (1) low-income pregnant women; and (2) low-income legal immigrant pregnant women and children under Medicaid and SCHIP. Extends coverage under Medicaid of prescription drugs and counseling services to tobacco cessation medications to help pregnant women enrolled in the program quit using tobacco. Requires coverage of tobacco cessation counseling services for pregnant women, and exempts such services from cost-sharing charges. Gives states the option under Medicaid to: (1) provide family planning services and supplies to individuals with incomes that do not exceed a state's income eligibility level for medical assistance; and (2) extend the postpartum period for provision of family planning services and supplies. Gives states the option to provide supplemental SCHIP coverage to children who have other health coverage. Directs the Secretary of Health and Human Services to: (1) establish a demonstration program to provide payments to states for telemedicine services for the treatment of applicable individuals; (2) develop and disseminate a national set of core pediatric and perinatal quality measures; and (3) collect data regarding the extent to which states use pediatric and perinatal inpatient and outpatient quality measures on an ongoing basis.

Personalized Health Information Act of 2007 - Directs the Secretary of Health and Human Services to establish a program to provide financial incentives for the use of interactive qualifying personal health records by Medicare and other patients and their health care providers in order to: (1) provide patients (or their authorized representatives) access to and control over their personal health data and information and educational information; (2) make available to authorized health care providers a more accurate minimum data set of patient information at all points of care; and (3) accomplish other specified objectives. Requires that under the program each qualified physician receive an incentive payment for each qualifying patient. Directs the Secretary to: (1) publish online a list of qualifying physicians who participate in Medicare and have received such payments; and (2) take steps to educate Medicare beneficiaries and providers and other patients about the benefits of qualifying personal health records. Sets forth requirements for a qualified web-based personal health record, including that such record: (1) is controlled solely by the patient; (2) meets minimum security standards; (3) is capable of exchanging standards-based clinical and patient data with other health data sources and users; (4) is capable of sending patient-specific patient education, reminders, and clinical messages to the patient; and (5) is capable of providing de-identified data for public health analysis and research purposes. Requires the Secretary to: (1) set minimum security, privacy, and data use standards for such health records; (2) establish a consumer protection board to recommend standards and procedures to the Secretary; and (3) establish a PHR Incentive Fund to make incentive payments. Authorizes such Fund to accept contributions from: (1) the Secretary for Medicare beneficiaries; (2) drug manufacturers for messages regarding medical adherence programs; and (3) other Fund partners.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Indian Health Care Improvement Act Amendments of 2007 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) expanded coverage for qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX; and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Requires the Indian Health Service to be administered by an Assistant Secretary of Indian Health (currently, it is administered by a Director). Directs the Secretary of Health and Human Services, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bipartisan Indian Health Care Commission to: (1) establish a study committee to study the extent of Indian health services needs; (2) review and analyze the study committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Provides for the confidentiality of medical quality assurance records created by or for any Indian Health Program or a health program of an urban Indian organization as part of a medical quality assurance program. Reauthorizes the Indian Health Care Improvement Act (as amended by this Act) through FY2017. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Amends related SSA provisions to conform with this Act.

Medicare Advanced Laboratory Diagnostics Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) correction of erroneous determinations and other changes in fee schedule and national limitation amounts for clinical diagnostic laboratory tests; (2) issuance of regulations on gap-filling methodology in determining the Medicare fee schedule for such tests; (3) increased transparency of the process for determining fee schedule amounts for new tests; and (4) mandatory advance notice of clinical diagnostic laboratory test amounts being considered for adjustment under inherent reasonableness authority. Directs the Secretary to: (1) establish a demonstration project to evaluate new approaches to coding and payment under the Medicare program for clinical diagnostic laboratory tests; and (2) appoint a standing panel to determine tests to be included in the project and make recommendations derived from project results to the Secretary of Health and Human Services.

Emergency Retiree Health Benefits Protection Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to add a program for emergency retiree health benefit protections. Prohibits group health plans from reducing retiree health benefits after the retirement of a plan beneficiary. Requires such plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plan sponsors to grant retired plan participants the option of benefit restoration. Authorizes the Secretary of Labor to waive or vary requirements for benefit restoration if compliance with such requirements would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to plan sponsors. Establishes the Emergency Retiree Health Loan Guarantee Program. Authorizes the Program to guarantee loans provided by private financial institutions to assist plan sponsors in meeting benefit restoration obligations under this Act. Terminates loan guarantee authority after 2013. Authorizes the Secretary to assess civil penalties for violations of this Act.

Relief and Elimination of the Medicare Enrollment Deadline Penalty (REMEDY) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to: (1) postpone the Medicare part D late enrollment penalty until after 2007; and (2) eliminate such penalties for low-income subsidy-eligible individuals for periods after 2007. Directs the Secretary of Health and Human Services to establish a method for providing rebates of late enrollment penalties paid for months before the enactment of this Act.

Laboratory Test Improvement Act - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to deem a laboratory-developed test that is a direct-to-consumer test to be a prescription test if it satisfies the requirements of this Act. Deems any laboratory-developed test to be a medical device. Sets forth labeling and registration requirements for laboratory-developed tests. Requires the manufacturer of a laboratory-developed test that has not been cleared or approved for its intended use to submit the analytical and clinical validity of the test for its intended use to the Secretary of Health and Human Services. Requires the Secretary to include such information in a public database. Requires the Secretary to provide guidance to: (1) facilitate the use of reviews of the peer-reviewed biomedical literature and other information and data about the clinical validity of laboratory-developed tests and in vitro diagnostic products when clearing or approving such tests and products under the FFDCA; and (2) clarify when modifications to a laboratory-developed test require updating of the submitted information. Sets forth provisions regarding classification of laboratory-developed tests. Requires the Secretary to issue a proposed rule to establish a specialty area for the certification of laboratories for laboratory-developed tests to acquire genetic information, which shall include standards for proficiency testing of such tests.

Promoting Health Care Purchasing Cooperatives Act - Authorizes the Secretary of Health and Human Services, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to award grants for the development of health care purchasing cooperatives by two or more self-insured employers. Sets forth requirements for cooperatives, including that they: (1) are nonprofit, wholly owned, and democratically governed by its member-employers; (2) exist solely to serve the membership base; (3) assist members in pooling their health care insurance purchasing power; (4) provide data to improve the ability of the members to make data-based decisions regarding their health plans; and (5) conduct activities to enhance quality improvement in the health care community. Requires the Secretary to carry out an identical grant program for eligible groups of two or more employers that have 99 employees or less and purchase health insurance for their employees.
