Community Clinical Laboratory Fairness in Competition Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to repeal the mandate for a Medicare Competitive Bidding Demonstration Project for Clinical Laboratory Services. Amends federal civil service to subject the Centers for Medicare & Medicaid Services of the Department of Health and Human Services (solely with respect to its capacity to issue rules governing the Medicare part B fee schedule for clinical laboratory services) to the requirement to submit to a small business advocacy review panel for comment any proposed rule which will have a significant economic impact on a substantial number of small entities.

Amends title XIX (Medicaid) of the Social Security Act, as amended by the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007, to: (1) apply the required use of tamper-resistant prescription pads under the Medicaid Program at first only to Controlled Substances Act schedule II narcotic drugs prescribed after September 30, 2007; and (2) delay the application of the requirement to other covered outpatient prescription drugs until after March 31, 2009.

Secondhand Smoke Education and Outreach Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to award grants for: (1) educational campaigns on the health consequences of secondhand smoke in multiunit housing; and (2) projects to demonstrate ways of educating the public about the health consequences of secondhand smoking in public spaces, including public parks, playgrounds, and national parks. Directs the Secretary to award grants for regional or local education programs to provide health care providers and workers with minimum tobacco cessation training as part of their ongoing education. Allows the Secretary to contract, where appropriate, with public health organizations for evaluations of tobacco dependence treatment and educational programs under this Act.

Medicare Equity and Accessibility Act of 2007 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act with respect to certain factors and indices in geographic adjustments to the fee schedule for determination of payments for physicians' services. Directs the Secretary of Health and Human Services to increase the practice expense geographic index to 1.0 for any location for which the practice expense geographic index is less than 1.0. Repeals the current termination date in order to extend permanently the 1.0 floor for the work expense geographic index.

REIT Investment Diversification and Empowerment Act of 2007 - Amends Internal Revenue Code provisions relating to real estate investment trusts (REITs) to: (1) treat passive foreign exchange gains attributable to overseas real estate investment as qualifying REIT income; (2) increase from 20 to 25% the the maximum value of a REIT's total assets thay may be represented by securities of one or more taxable REIT subsidiaries; (3) revise safe harbor rules for the excise tax penalty on certain REIT sales activities; (4) treat rental payments made by a health care facility to a REIT as qualifying REIT income; and (5) treat income from, and interests in, foreign-qualified REITs as qualifying REIT income and assets.

Build, Update, Improve, Lift, and Design Health Centers Act of 2007 or the BUILD Act – Amends the Public Health Service Act to require the Secretary of Health and Human Services to award grants to health centers to: (1) modernize, expand, and replace existing facilities; and (2) construct new facilities at such centers. Requires the Secretary to establish a loan guarantee program for loans to health centers for capital need projects, including: (1) acquiring, leasing, modernizing, expanding, or replacing existing facilities; (2) constructing new facilities; (3) purchasing or leasing equipment; and (4) the costs of refinancing loans made for any such projects.

Expresses the sense of the Senate that the Centers for Medicare & Medicaid Services should: (1) begin an immediate reconsideration of the final National Coverage Determination on the Use of Erythropoiesis Stimulating Agents in Cancer and Related Neoplastic Conditions (CAG-000383N); (2) consult with members of the clinical oncology community to determine appropriate revisions to it: and (3) implement such revisions as soon as feasible, and brief Congress in advance of announcing such changes.

Military Environmental Responsibility Act - Requires the Department of Defense (DOD) and defense-related agencies (the Department of Energy, the Nuclear Regulatory Commission, the Office of Naval Nuclear Reactors, and any others as designated by the President) to fully comply with designated Federal and State environmental laws, including those related to public health and safety, to the same extent as any other entities subject to such laws. Waives any immunity of the United States with respect to such laws as applied to DOD and any defense-related agency. Provides for administrative enforcement actions. Requires the Secretary of Defense , for each weapon system for which congressional budget justification is required, to ensure that all development and procurement decisions comply with the National Environmental Policy Act of 1969. Repeals: (1) a Federal provision prohibiting the use of certain military appropriation accounts for the payment of fines and penalties for environmental noncompliance; and (2) a provision of the National Defense Authorization Act for Fiscal Year 2000 which prohibits the use of defense funds to conduct treatment, storage, or disposal activities at sites designated under the Formerly Utilized Site Remedial Action Program.

Guard and Reserve Early Retirement Act of 2007 - Revises provisions concerning eligibility for military retired pay for nonregular (reserve) service to: (1) remove the requirement that the person be at least 60 years of age; and (2) provide an additional qualifier in the case of a combination of minimum age and earned duty points (requiring 4500 points with a minimum age of 55, descending to 1000 points with a minimum age of 60). Continues 60 as the minimum eligibility age for such retirees for health care furnished through the Department of Defense (DOD).

Place to Call Home Act - Amends and reauthorizes the Child Abuse Prevention and Treatment Act. Amends part B (Child and Family Services) of title IV of the Social Security Act (SSA) to increase funding for the safe and stable families program. Amends the Public Health Service Act with respect to substance abuse prevention and the treatment performance partnership block grant program. Amends SSA title IV part E (Federal Payments for Foster Care and Adoption Assistance) with respect to the curtailment of involuntary separation of children from their families. Amends the McKinney-Vento Homeless Assistance Act to prohibit the involuntary separation of youth from their families. Provides for: (1) expanded eligibility for foster care and adoption assistance; (2) kinship guardianship assistance payments; (3) eligibility for foster care maintenance payments and adoption assistance payments through age 20; and (4) youth access to the child welfare system. Runaway and Homeless Youth Act Reauthorization of 2008 - Reauthorizes the Runaway and Homeless Youth Act. Requires the Secretary of Health and Human Services to conduct a national homeless youth awareness campaign. Revises requirements for the use of funds under the John H. Chafee Foster Care Independence Program. Directs the Attorney General to establish a Youth Offender Reentry Grants program. Amends the Family Violence Prevention and Services Act to provide for transitional housing assistance for youth victims of commercial sexual exploitation. Amends the Internal Revenue Code of 1986 to make qualified homeless youth a targeted group of the work opportunity credit. Amends the Workforce Investment Act of 1998 with respect to unaccompanied youth access to workforce investment activities. Amends the Public Health Service Act with respect to the prioritization of services for runaway, homeless, and street youth. Provides for enhanced youth access to medical assistance under SSA title XIX (Medicaid). Amends the Elementary and Secondary Education Act with respect to the access of homeless children and youths to elementary and secondary education, including grants to increase student attendance. Amends the Higher Education Act of 1965 with respect to financial assistance for disconnected students and continued access to student housing for homeless youth. Amends the United States Housing Act of 1937 to provide for section 8 rental assistance (housing choice vouchers) for homeless youth. Amends SSA title IV (Temporary Assistance for Needy Families) (TANF) with regard to young family concerns. Outlines requirements for custody, release, family reunification, and detention of unaccompanied immigrant youth, including: (1) access to child advocates and counsel; and (2) children's asylum claims. Amends the Juvenile Justice and Delinquency Prevention Act of 1974 with respect to the deinstitutionalization of status offenders.

Pulmonary Hypertension Research and Education Act of 2007 - Amends the Public Health Service Act to require the Director of the National Heart, Lung, and Blood Institute to expand, intensify, and coordinate the Institute's pulmonary hypertension research activities. Requires the Director to establish a Pulmonary Hypertension Clinical Research Network to conduct clinical trials to evaluate new treatment approaches for pulmonary hypertension and facilitate collaboration among investigators with expertise in pulmonary hypertension. Directs the network to include: (1) a steering committee; and (2) an Institute project scientist. Provides for the establishment of a national Pulmonary Hypertension Preceptorship and Training Program to facilitate the direct education and training of medical professionals by experienced pulmonary hypertension specialists in clinical settings. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information regarding pulmonary hypertension. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA) and the Director of CDC, to develop and disseminate to health care providers information on pulmonary hypertension to ensure that providers remain informed about the disease, its presenting symptoms, and current treatment options. Requires the Comptroller General to conduct a study on the coverage standards that apply to individuals with pulmonary hypertension under Medicare and Medicaid.

Methamphetamine Treatment and Rehabilitation Best Practices Act of 2007 - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to conduct a survey of research available on methamphetamine addiction and treatment, with a focus on reviewing research on the best treatment for methamphetamine addiction, rehabilitation, and recovery. Requires the Secretary to report to Congress on the findings of the survey and include recommendations for additional research avenues focusing on methamphetamine addiction and treatment.

Americans Saving Through Health Research Bonds Act of 2007 - Authorizes the Secretary of the Treasury to designate one or more series of savings bonds or savings certificates for each institute of the National Institutes of Health (NIH). Requires the Secretary to: (1) deduct and withhold 10% of the amount of any interest payable under such a Health Research Bond; and (2) pay any withheld amount to the relevant NIH institute to carry out institute research activities. Terminates the program ten years after the date of enactment of this Act.

Surgeon General Independence Act - Amends the Public Health Service Act to add as requirements for appointment as Surgeon General that an individual be: (1) a licensed physician; and (2) nominated by the Secretary of Health and Human Services. Requires the Regular Corps to submit to the Secretary and the President a list of six qualified nominees to fill any vacancy in the Surgeon General position. Prohibits an individual from serving more than three full terms as Surgeon General. Allows the President to remove a Surgeon General during a term only for cause. Requires the Secretary to provide a written explanation of such a removal to the relevant congressional committees. Directs the Surgeon General, under the supervision and direction of the Secretary, to administer the Office of the Surgeon General, the Regular Corps, and the Reserve Corps. Requires the Surgeon General to submit to the President an annual budget estimate for the Office of the Surgeon General, after reasonable opportunity for comment (but without change) by the Secretary. Gives the Surgeon General authority to hire and terminate employees of and consultants to the Office of the Surgeon General without obtaining approval or clearance. Directs the Surgeon General to: (1) issue reports, calls to action, and other communications on matters of importance to the health of the American people; and (2) submit to Congress and make publicly available an annual report on the state of the nation's health. Gives the Secretary the exclusive authority to disapprove the issuance of a report, call to action, or other communication proposed by the Surgeon General.

Catalyst to Better Diabetes Care Act of 2007 - Requires the Secretary of Health and Human Services (the Secretary) to establish an outreach program to: (1) identify existing efforts to increase awareness of the diabetes and screening benefit among Medicare beneficiaries and providers; and (2) maximize economies of scale, cost-effectiveness, and resource allocation in increasing utilization of the Medicare diabetes screening program. Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state that: (1) is adaptable by state and local agencies in order to rate or report local diabetes care, costs, and prevalence; and (2) includes trend analysis in order to track progress in meeting established national goals and objectives and to inform policy and program development. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the collection, analysis, and publication of data on the prevalence and incidence of type 1 and 2 diabetes and of pre-diabetes. Requires such activities to include an assessment of diabetes as a primary or underlying cause of death. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Cancer Screening Coverage Act of 2007 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to require a group health plan to provide coverage for certain types of cancer screening. Includes under such coverage mammograms, clinical breast examinations, pap tests and pelvic examinations, colorectal screening procedures, and prostate screening tests, at specified intervals and through specified procedures for certain age groups in appropriate genders. Prohibits related eligibility discrimination, monetary incentives to individuals, and penalties or incentives to providers. Requires such plans and issuers to provide certain disclosures to participants and beneficiaries, including regarding covered benefits, cost sharing, and participating providers. Applies the requirements of this Act to coverage offered in the individual market and under federal employees health benefits plan. Authorizes the Secretary of Health and Human Services to modify coverage requirements under this Act to incorporate new scientific and technological advances, practice pattern changes, or other updated medical practices regarding cancer screening.

Preventive Medicine and Public Health Training Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants to or enter into contracts with certain eligible entities to provide training to graduate medical residents in preventive medicine specialties. Requires grant funds to be used for: (1) residency programs for preventive medicine or public health; (2) financial assistance to resident physicians who plan to specialize in preventive medicine or public health; (3) preventive medicine or public health program costs, including curriculum development and practicum costs; and (4) the improvement of academic administrative units.

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Mental Health in Schools Act of 2007 - Amends the Public Health Service Act to make changes to the program to apply a public health approach to mental health services, including by revising eligibility requirements for a grant, contract, or cooperative agreement. Makes only a consortium that includes at least one educational agency eligible for such funding. Allows such a consortium to: (1) include a community program, an agency that is involved in mental health, or a school; and (2) consist of a consortium in which the members select an agent (such as a local educational agency or community health care entity) to act on the consortium's behalf. Sets forth assurances required for eligibility, including assurances that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each consortium member; (2) the program will include comprehensive staff development for school and community service personnel working in the school and training for children with mental health disorders, for family members of such children, and for concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Emergency Contraception Education Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information on emergency contraception, including, at a minimum, a description of emergency contraception and an explanation of the use, safety, efficacy, and availability of such contraception. Requires that the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to develop and disseminate to health care providers, including pharmacists, information on emergency contraception that includes, at a minimum: (1) information describing the use, safety, efficacy, and availability of emergency contraception; (2) a recommendation regarding its use in appropriate cases; and (3) information explaining how to obtain copies of information from the CDC.

Medicare Quality Enhancement Act of 2007 - Amends title XVIII (Medicare) to provide for the development of reports, based on Medicare and private data that is publicly available or is provided by the entity requesting the report, concerning national, regional, and service provider- and supplier-specific performance, which may be in a provider- or supplier-identifiable format. Requires specified reporting procedures to provide for secure disclosure of Medicare data to Medicare Quality Reporting Organizations meeting certain requirements under contract with the Secretary of Health and Human Services. Directs the Secretary to establish a Quality Advisory Board to: (1) coordinate existing collaborative efforts identifying quality and efficiency health care measures; (2) provide the Secretary with recommendations for development of model quality health care measures; (3) request Medicare Quality Reporting Organizations for reports on existing recommended model quality and efficiency health care measures; and (4) examine how clinical registries can be linked to Medicare data in order to develop reports on the quality and efficiency of service providers and suppliers. Directs the Secretary to permit researchers that meet existing criteria for appropriate release of Centers for Medicaid and Medicaid Services data to: (1) have access to all Medicare data; and (2) report on the performance of service providers and suppliers.

Medicare Long-Term Care Hospital Patient Safety and Improvement Act of 2007 - Creates a cross reference to provisions in the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 and the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 for the prospective payment of long-term care hospitals. Makes the base rate for a long-term care hospital for the rate year 2008 the same as that used for discharges in the previous rate year. Defines "long-term care hospital" and establishes new patient criteria for long-term care hospital prospective payment. Requires the Secretary to approve distinct part rehabilitation units in certain long-term care hospitals if rehabilitation services are not included within one of the major diagnostic categories. Requires the Secretary to recommend to Congress and, after rulemaking, implement national long-term care hospital facility and patient criteria. Directs the Secretary to contract with one or more appropriate utilization and quality control peer review organizations to review the medical necessity of long-term care admissions and continued stays for individuals entitled to benefits under Medicare part A. Creates a separate classification for certain long-stay cancer hospitals, including satellites or remote locations if certain requirements are met.

Pharmacy Access Improvement (PhAIm) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program ) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to participating pharmacies and standards for access to them. Requires that such standards ensure that enrollees residing in long-term care facilities have access to a long-term care network pharmacy. Requires prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as payment occurring within 14 days from submission for claims submitted electronically, and within 30 days for claims submitted otherwise. Requires payment of interest if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Directs the Secretary of Health and Human Services to establish a 24-hour toll-free telephone number dedicated to providing Medicare prescription drug benefit information to pharmacists and pharmacy staff. Requires PDP sponsors to establish toll-free pharmacy and physician and provider hotlines. Prohibits a Medicare prescription drug card issued by a PDP sponsor from displaying the name, brand, logo, or trademark (co-branding) of any pharmacy. Provides for submission of claims by pharmacies located in or contracting with long-term care facilities. Requires the Inspector General of the Department of Health and Human Services to analyze and report to the Secretary on the cost of dispensing covered part D drugs under a PDP or an MA-PD plan. Provides that, if the PDP sponsor uses a standard for reimbursement of pharmacies based on the cost of a drug, each contract entered into with such sponsor with respect to the plan shall require the sponsor to update the standard at least once every seven days.

Continuing the Advancement of Quality Improvement Act of 2007 - Amends title XI of the Social Security Act to require any utilization and quality control peer review organization (also known as a Quality Improvement Organization (QIO)) entering into a contract with the Secretary of Health and Human Services (HHS) to perform only the function of providing technical assistance for quality improvement and performance measurement to providers, practitioners, and Medicare Advantage organizations offering Medicare Advantage plans under part C (Medicare+Choice) of title XVIII. Directs the Secretary to develop and implement a transition plan for the transfer to Medicare provider review organizations (MPROs) of all other current functions of QIOs. Specifies requirements for an MPRO with responsibility for addressing beneficiary complaints. Requires the Secretary to establish priorities for selection of technical assistance providers. Authorizes a QIO and an MPRO to share individual-specific data obtained from another provider or practitioner with a provider or practitioner who is treating the individual, for quality improvement and patient safety purposes. Directs the Secretary to conduct a comprehensive review of the data-sharing systems, processes, and regulations of the Department of Health and Human Services in order to identify best practices and procedures, including abstraction of medical chart data. Revises qualifications for QIOs. Declares that funding for contracts for peer review of utilization and quality of health care services shall be used solely for providing technical assistance for quality improvement and performance measurement. Revises requirements for annual reports to specified congressional committees on QIOs.

Patriot Employers Act - Amends the Internal Revenue Code to allow a taxpayer certified as a Patriot employer by the Secretary of the Treasury a tax credit for one percent of such employer's taxable income. Defines a "Patriot employer" as any taxpayer who: (1) maintains its headquarters in the United States; (2) pays at least 60% of the health care premiums of its employees; (3) observes a policy requiring neutrality in employee organizing drives; (4) maintains or increases the number of its full-time workers in the United States relative to its full-time workers outside of the United States; (5) provides full differential salary and insurance benefits for all National Guard and Reserve employees called to active duty; and (6) provides its employees with a certain level of compensation and retirement benefits.

Fair Medicaid Drug Payment Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to direct the Secretary of Health and Human Services to calculate the federal upper reimbursement limit as no less than 300% of the weighted average (based on utilization) of the most recent average manufacturer prices (AMPs) for pharmaceutically and therapeutically equivalent multiple source drug products available for purchase by retail community pharmacies on a nationwide basis. Directs the Secretary to implement a smoothing process for AMPs to ensure that federal upper reimbursement limits do not vary significantly from month to month as a result of rebates, discounts, and other pricing practices. Requires a state plan to subject to prior authorization all covered outpatient drug products that are innovator multiple source drugs, if such drug products are more expensive than other biologically and therapeutically equivalent drug products available for purchase in that state by retail community pharmacies. Revises requirements for monthly reports to the Secretary of price information by manufacturers subject to rebate agreements.

Long-term Care Quality and Modernization Act of 2007 - Requires the Secretary of Health and Human Service to conduct a demonstration program under which the Secretary shall require a state to establish a process for joint training and education of surveyors and providers for skilled nursing facilities and nursing facilities at least annually. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to set forth provisions related to resumption of nursing aid training programs for skilled nursing facilities after correction of deficiencies. Authorizes the Secretary to exclude from the Medicare prospective payment system for skilled nursing facilities: (1) high cost and low probability cancer treatment drugs; and (2) all ambulance services. Authorizes a physician, nurse practitioner, or clinical nurse specialist to certify under Medicare that a prescribed series of blood glucose tests are medically required. Amends the Public Health Service Act to require the Secretary to establish a national nursing database to predict future nursing shortages. Amends the Internal Revenue Code to: (1) provide for a 15-year recovery period for qualified long-term care improvement property; (2) establish an investment tax credit for long-term care facility information technology; (3) establish tax-exempt long-term care trust accounts; (4) allow cash contributions to such accounts up to $5,000 annually; (5) allow an exclusion from gross income for certain distributions, including for long-term care services for chronically-ill individuals; (6) impose penalties for excess contributions to such accounts and for failure to provide required reports on such accounts; and (7) allow a refundable tax credit for 10% of the annual contributions to such accounts.

Designates September 19, 2007, as National Attention Deficit Disorder Awareness Day. Recognizes Attention Deficit/Hyperactivity Disorder (ADHD) as a major public health concern. Encourages Americans to find out more about ADHD, support ADHD mental health services, and seek treatment and support. Expresses the sense of the Senate that the government has a responsibility to: (1) raise awareness about ADHD; and (2) consider ways to improve mental health services for children and adults with ADHD.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Southern New Jersey Veterans Comprehensive Health Care Act - Directs the Secretary of Veterans Affairs to determine, and notify Congress, whether the needs of veterans in southern New Jersey (the counties of Ocean, Burlington, Camden, Gloucester, Salem, Cumberland, Atlantic, and Cape May) for full-service medical care shall be met through a project for: (1) inpatient and outpatient services and long-term care to veterans at an existing facility in southern New Jersey; or (2) construction of a new full-service, Department of Veterans Affairs medical center to provide inpatient and outpatient services and long-term care to veterans in southern New Jersey. Directs the Secretary: (1) if the existing facility option is chosen, to enter into an appropriate agreement for the provision of such care and services; or (2) if the new construction option is chosen, to carry out an appropriate major medical facility construction project for such purpose.

HIV Nondiscrimination in Travel and Immigration Act of 2007 - Amends the Immigration and Nationality Act to eliminate the human immunodeficiency virus (HIV) bar to U.S. admission. Directs the Secretary of Health and Human Services to: (1) convene a panel of public health experts to review immigration policies regarding HIV as a communicable disease of public health significance (and thus a health-related ground for inadmissibility); and (2) make a determination and report to Congress regarding the continued listing of HIV as a health-related ground for inadmissibility.

Comprehensive Health Care Reform Act of 2007- Amends the Internal Revenue Code to: (1) revise the tax credit for the health insurance costs of a taxpayer, the taxpayer's spouse, and dependents to increase the amount of, and expand eligibility criteria for, such credit; (2) permit up to $500 of unused health benefits under a health flexible spending arrangement to be carried over to a succeeding plan year or paid directly to an employee as compensation; (3) revise the tax deduction for payments to a health savings account to eliminate the requirement for coverage under a high deductible health plan; and (4) repeal the 7.5% threshold limitation on the tax deduction of medical and dental expenses.

Quality Health Care Coalition Act of 2007 - Exempts health care professionals that are negotiating with a health plan regarding contract terms under which the professionals provide health care items or services for which plan benefits are provided from federal antitrust laws in connection with such negotiations. Declares that this Act: (1) applies only to health care professionals excluded from the National Labor Relations Act; and (2) does not apply to such negotiations relating to Medicare or Medicaid programs, the State Children's Health Insurance Program (SCHIP), medical and dental care for members of the uniformed services, veterans' medical care, the federal employees health benefits program, or the Indian Health Care Improvement Act.

Bruce Vento Ban Asbestos and Prevent Mesothelioma Act of 2007 - Amends the Toxic Substances Control Act to require the Director of the National Institute for Occupational Safety and Health to conduct studies and report on the health effects of non-asbestiform minerals and elongated mineral particles. Requires the Administrator of the Environmental Protection Agency (EPA) to establish a plan to: (1) increase awareness of the dangers posed by asbestos-containing materials and products and contaminants in homes and workplaces and by asbestos-related diseases; (2) provide information to, and encourage participation in research and treatment endeavors by, asbestos-related disease patients and their families and front-line health care providers; and (3) encourage health care providers and researchers to provide to patients and their families information relating to research, diagnostic, and clinical treatments relating to asbestos. Requires the Administrator to promulgate regulations that prohibit the importing, manufacturing, processing, or distributing of asbestos-containing materials, subject to limited exemption upon petition and specified exemptions sought by the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA). States that such prohibitions do not apply to specified diaphragm electrolysis installations. Requires the disposal of asbestos-containing materials within two years. Exempts products that are no longer in the stream of commerce or that are in the possession of an end user. Amends the Public Health Service Act to: (1) direct the Secretary of Health and Human Services to expand and coordinate research programs on diseases caused by asbestos exposure, particularly mesothelioma, asbestosis, and pleural injuries; (2) provide for establishment of a national clearinghouse for data and specimens relating to asbestos-related diseases; (3) require the Director of the National Institutes of Health (NIH) to establish an asbestos-related disease research and treatment network; and (4) direct the Secretary to support research on mesothelioma and other asbestos-related diseases that is directly relevant to the health of the Armed Forces.

Minority Health Improvement and Health Disparity Elimination Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to: (1) develop an Internet Clearinghouse within the Office of Minority Health; (2) provide for programs of excellence in health professions education for underrepresented minorities; and (3) support demonstration projects designed to improve the health and health care of racial and ethnic minority groups through improved access to health care, patient navigators, primary prevention activities, health promotion and disease prevention activities, and health literacy education and services. Provides for grants to: (1) promote positive health behaviors; (2) implement culturally and linguistically appropriate, evidence-based, and community-driven sustainable strategies to eliminate racial and ethnic health and health care disparities; (3) implement systems of primary care practices to eliminate disparities in the delivery of health care and improve the health care provided to all patients; and (4) address long-standing unmet health needs in the Mississippi Delta. Requires the Secretary to establish the Health Action Zone Initiative demonstration program to support comprehensive state, tribal, or local initiatives to improve the health of racial and ethnic minority groups. Provides for research to improve the health of racial and ethnic minority groups. Requires the Secretary to ensure the collection of data from federally conducted or supported health programs by race, ethnicity, geographic location, socioeconomic position, primary language, and, when practicable, health literacy. Sets forth duties for the Office of Minority Health. Requires the Secretary to establish the Advisory Committee on Minority Health.

SMA Treatment Acceleration Act - Requires the Director of the National Institutes of Health (NIH) to upgrade and unify existing spinal muscular atrophy (SMA) clinical trial sites to establish a national clinical trials network for SMA. Requires the Director of NIH to ensure that such network: (1) conducts coordinated, multisite, clinical trials of pharmacological approaches to the treatment of SMA; and (2) rapidly and effectively disseminates scientific findings to the field. Requires the Director of NIH to: (1) establish an SMA data coordinating center; and (2) expand and intensify NIH programs with respect to preclinical translation research and medicinal chemistry related to SMA. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to enhance and provide ongoing support to the existing SMA patient registry to provide for expanded research on the epidemiology of SMA. Directs the Secretary to ensure the collection and analysis of longitudinal data related to individuals of all ages with SMA. Requires the Secretary to establish the Spinal Muscular Atrophy Coordinating Committee to: (1) coordinate activities across NIH and with other federal health programs and activities relating to SMA; and (2) conduct a study to identify barriers to the development of drugs for treating SMA and similar genetic disorders. Requires the Director of NIH to establish a trans-National Institutes of Health cooperative research initiative on SMA to ensure the success of the SMA projects led by the National Institute of Neurological Disorders and Stroke. Requires the Secretary to submit recommendations to Congress to improve and expand on incentives provided under the Orphan Drug Act and related statutes to promote SMA drug development.

Toxic Chemical Exposure Reduction Act of 2007 or the TCE Reduction Act of 2007 - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency (EPA) to publish a health advisory for trichloroethylene that fully protects, with an adequate margin of safety, the health of susceptible populations (including pregnant women, infants, and children), taking into consideration body weight, exposure patterns, and all routes of exposure. Requires the Administrator to promulgate a national primary drinking water regulation for trichloroethylene: (1) that is protective of susceptible populations; and (2) the maximum contaminant level of which is as close to the maximum contaminant level goal for trichloroethylene, and as protective of those susceptible populations, as is feasible. Requires consumer confidence reports to disclose the presence of, and the potential health risks to susceptible populations from exposure to, trichloroethylene in drinking water. Requires the Administrator to: (1) publish a health advisory for trichloroethylene that fully protects the health of susceptible populations from vapor intrusion; (2) establish an integrated risk information system reference concentration of trichloroethylene vapor that is protective of susceptible populations; and (3) apply such reference concentration with respect to any potential vapor intrusion-related investigations or actions to protect public health with respect to trichloroethylene exposure carried out pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Safe Drinking Water Act.

Promoting Wellness for Individuals with Disabilities Act of 2007 - Amends the Rehabilitation Act of 1973 to require the Architectural and Transportation Barriers Compliance Board to issue and periodically review standards setting forth the minimum technical criteria for medical diagnostic equipment used in medical settings, to ensure that such equipment: (1) is accessible to and usable by individuals with disabilities; and (2) allows independent entry to, use of, and exit from the equipment by such individuals to the maximum extent possible. Applies such standards to examination tables and chairs, weight scales, mammography equipment, x-ray machines, and other radiological equipment commonly used for diagnostic purposes by health professionals. Sets forth interim standards for such equipment. Amends the Public Health Service Act to allow the Secretary of Health and Human Services to make grants for programs to promote good health, disease prevention, and wellness for individuals with disabilities and prevent secondary conditions in such individuals. Requires the Secretary to establish a National Advisory Committee on Wellness for Individuals With Disabilities to set priorities to carry out such programs, review grant proposals, make recommendations for funding, and annually evaluate the progress of such programs in implementing the priorities. Provides for training programs to improve competency and clinical skills for providing health care and communicating with patients with disabilities through training integrated into the core curriculum and patient interaction in community-based settings.

Voluntary State Discount Prescription Drug Plan Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to require drug manufacturers to pay rebates to state prescription drug discount programs as a condition of participating in a Medicaid rebate agreement for outpatient prescription drugs, but only if the state has elected to establish an optional state prescription drug discount program.
