Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to make expenditures: (1) to correct structural defects of any property improved by a one to four-family dwelling which was approved for mortgage insurance prior to construction; (2) to pay the claims of the owner of the property arising from such defects; or (3) acquiring title of such property. Extends by four months the deadline for application for relief under such program. Extends by four months the authorization of the Secretary to make expenditures to correct, or to reimburse the owner for the correction of structural defects which so seriously affect use and livability as to create a serious danger to the life or safety of inhabitants of any one, two, three, or four-family dwelling which is located in an older, declining urban area and is covered by any specified federally insured mortgage. Sets prerequisites for application for such assistance. Provides that expenditures for reimbursement pursuant to this program shall be the obligation of the Special Risk Insurance Fund. Sets forth a permanent program covering all Federal Housing Administration insured housing which is in existence at the effective date of this Act to give applicants one year from the date of purchase to apply for reimbursement for major structural defects. Prescribes requirements for eligibility to apply under this program. Provides that the obligation for reimbursement pursuant to this program shall be the obligation of the Special Risk Insurance Fund. Requires that the Secretary promulgate regulations which prescribe the conditions and terms of expenditures and payments to be made under this Act.

Provides that upon the adoption of this resolution it shall be in order to move that the House resolve itself into the Committee of the Whole House on the State of the Union for the consideration of the bill (H.R. 12945) to amend and extend laws relating to housing and community development, and all points of order against said bill for failure to comply with the provisions of clause 5, rule XXI, are hereby waived. States that after general debate, which shall be confined to the bill and shall continue not to exceed two hours, to be equally divided and controlled by the chairman and ranking minority member of the Committee on Banking, Currency and Housing, the bill shall be read for amendment under the five-minute rule. Provides that it shall be in order to consider the amendment recommended by the Committee on Banking, Currency and Housing now printed on page 24, line 3, through page 37, line 12, not withstanding the provisions of clause 5, rule XXI. Provides that, at the conclusion of the consideration of the bill for amendment, the Committee shall rise and report the bill to the House with such amendments as may have been adopted, and the previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit. States that after the passage of H.R. 12945, the Committee on Banking, Currency and Housing shall be discharged from the further consideration of the bill S. 3295, and it shall then be in order in the House to move to strike out all after the enacting clause of said Senate bill and insert in lieu thereof the provisions contained in H.R. 12945 as passed by the House.

Emergency Housing Employment Act - Authorizes the Secretary of Housing and Urban Development to make and contract to make periodic assistance payments on behalf of homeowners to mortgagees. States that in order to be eligible for such assistance the mortgage must secure property which is used as the original owner's principal residence. Provides that assistance payments on behalf of homeowners shall be in an amount not to exceed the difference between the amount of principal and interest due under the mortgage and the amount of principal and interest that would be due if the mortgage were to bear interest at a yearly rate of seven percent. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Authorizes the Comptroller General to audit the programs, activities and financial operations of the Federal National Mortgage Association. Amends the Housing and Urban Development Act to provide counseling for owners of single-family dwelling units. Amends the National Housing Act to change from ten to 20 percent the minimum amount of coinsurance which is to be extended to mortgagors, qualified for such coinsurance. Limits mortgage insurance to individuals whose mortgage payments do not exceed 28 percent of the monthly income of the mortgagor's household. Increases to ten percent the amount which a mortgagor is required to have paid before the mortgage is eligible for Federal insurance.

Housing Amendments - Extends the authorization for contracts for annual contributions under the United States Housing Act of 1937. Authorizes an additional $212,300,000 to be appropriated in public housing contract authority on July 1, 1975, and an additional $696,000,000 on October 1, 1976. Requires that at least $465,000,000 of the new public housing contract authority will be made available to finance the construction of new public housing units and that at least $200,000,000 will be for ownership by public housing agencies. Authorizes appropriations for public housing contract authority and for operating subsidies for conventional public housing. Amends the National Housing Act to extend assistance for multifamily mortgages and for the supplemental loan program. Extends the coverage of the coinsurance program. Extends the experimental financing of housing programs until September, 1977. Amends such Act to provide assistance payments for housing projects in default. Authorizes appropriations for such purposes. Amends the National Housing Act to authorize expenditures by the Secretary of Housing and Urban Development for repair of major structural defects which seriously affect use and liveability of any one-, two-, three-, or four-family dwelling which is more than one year old on the date of issuance of the insurance commitment. Sets other prerequisites for coverage. Allows the Secretary to require from the seller of any such dwelling an agreement to reimburse him for any payments made pursuant to this provision. Amends the Housing Act of 1959 to increase by $2,500,000,000 in 1976 the amount available for the housing for the elderly and the handicapped program. Sets the interest rate for notes or other obligations which the Secretary of Housing and Urban Development issues to the Secretary of the Treasury. Amends the Housing Act of 1964 to extend the rehabilitation loan program for two years. Authorizes the appropriation of $150,000,000 prior to the close of such program in 1977. Amends the Housing Act of 1964 to change the procedure to determine the interest rate on loans made under the rehabilitative loan program. Authorizes appropriations of $100,000,000 for fiscal year 1977 for such loans. Extends assistance under the Emergency Homeowners' Relief Act and the Emergency Home Purchase Assistance Act through fiscal year 1977. Amends the Housing and Urban Development Act of 1968 to provide for the appointment of the Federal Insurance Administrator. Amends the National Housing Act to establish the position of President, Government National Mortgage Association in the Department of Housing and Urban Development.

National Condominium and Tenants Reights Act - Expresses the findings of Congress and declares the purposes of this Act, including to establish minimum national standards governing the sale, ownership, conversion to, and extension of credit for condominiums. States that no condominium housing loan shall be made: (1) to any developer unless the creditor received a written property statement containing specified names, address, legal descriptions, costs and assurances; or (2) to any prospective purchaser unless the same written property statement has been submitted to such purchaser 21 days prior to any legally obligating document's execution. Provides similar protection for tenants in cases of condominium conversions. Prohibits discrimination against condominium-unit purchasers in the extension of credit on the basis of age, sex, marital status, religion, race, or national origin. Provides for the designation of an Assistant Secretary of Condominiums in the Department of Housing and Urban Development and enumerates the duties to be performed. Requires each creditor subject to the provisions of this Act to file an annual report with the Secretary of Housing and Urban Development showing the extent of compliance with the provisions of this Act. Creates a civil remedy against creditors by persons discriminated against in violation of this Act. States that any developer or creditor who violates the provisions of this Act shall be fined not more than $15,000 for each violation. Empowers the Secretary to encourage and make grants to State and local governments to help establish offices to administer and enforce State and local requirements with respect to condominiums. Enumerates the requirements to be met by any plan for the protection of purchasers of condominium units and those displaced by conversion to such units prior to the making of any grant. Authorizes to be appropriated such sums as are necessary to carry out such grants. Defines the terms used in this Act. Authorizes to be appropriated such sums as necessary to carry out this Act.

Housing Authorization Act - Increases the authorization of funds for the following programs administered by the Secretary of the Department of Housing and Urban Development (HUD): (1) housing assistance; (2) comprehensive planning; (3) research; and (4) flood insurance. Authorizes an increase in appropriations for HUD's administrative expenses for fiscal year 1977. Increases mortgage limitations under the National Housing Act homeownership assistance programs. Extends assistance under the Emergency Homeowners' Relief Act and the Emergency Home Purchase Assistance Act through fiscal year 1977. Reallocates community development block grant funds under the Housing and Community Development Act. Amends the Flood Disaster Protection Act of 1973 to exempt from provisions of the Act requiring flood insurance, any loan to finance a residence acquired prior to March 1, 1976, or one year following identification of the area where such building is located as a flood hazard area, whichever is later. Sets limitations on the funds available for the Rehabilitation Loan Program of the Housing Act of 1964 for fiscal year 1977. Authorizes appropriations of $500,000,000 to cover losses sustained by the General Insurance Fund under the National Housing Act. Amends the United States Housing Act of 1937 to increase construction and rehabilitation of units in connection with the Housing Assistance Payments Program. Extends the period of assistance payments for low-income housing where the dwelling unit is unoccupied, so long as a good faith effort is made to fill the unit and the unit provides decent, safe, and sanitary housing. Amends the Community Development Act of 1974 to allow the Secretary of Housing and Urban Development to extend discretionary grant funds to specified new community projects. Increases from $800,000,000 to $1,475,000,000 the amount authorized to be appropriated for long-term direct loans to nonprofit sponsors for construction of housing for the elderly and the handicapped. Amends the Housing Act of 1949 to provide that the interest rates for loans for the construction of rural housing shall be determined by the Secretary of the Treasury upon request of the Secretary of the Department of Housing and Urban Development. Amends the National Housing Act to allow the Federal Housing Administration to insure supplemental loans for hospitals. Authorizes the Secretary of Housing and Urban Development to make grants to any State, metropolitan city, or urban county which meets the requirements of a community development program as specified in the Housing and Community Development Act of 1974. Authorizes appropriations of such sums as are necessary to carry out the provisions of this Act. Sets forth allocation requirements with respect to such grants. States that in any calendar quarter, 75 percent shall be allocated to metropolitan cities and urban counties, except that the Secretary may establish such percentage as he deems appropriate in view of unemployment and related factors. Requires that employment data, determined by the Secretary of Labor, shall be utilized to establish the supplementary grant amounts which will be distributed in any calendar quarter. Stipulates that any metropolitan city or urban county which has been allocated supplementary grant assistance shall submit an application which outlines the proposed job intensive use and demonstrates that the use is consistent with the recipient's community development program.

Emergency Tenants' Loan Act - Authorizes the Secretary of Housing and Urban Development to make repayable emergency rent payments on behalf of tenants who are, or will be, subject to eviction proceedings as a result of being unable to make their rental payments by reason of their unemployment or underemployment. States that such payments may not be approved unless: (1) the tenant will be unable to make his rental payments; (2) the tenant has incurred a substantial reduction in income due to adverse economic conditions; (3) there is a reasonable prospect that the tenant will be able to repay the loan made by the Secretary; and (4) the rental property is the tenant's principal place of residence. Allows rental assistance for part or all of the tenant's rent up to $250 per month for a maximum of two years. Provides for interest to be charged according to the tenant's ability to pay but not more than eight percent per year. Requires that the payments be deferred until the tenant is able to pay the loan. Permits the Secretary to require security for the repayment of the loan, but provides that the Secretary may not refuse a loan for lack of security. Authorizes to be appropriated not more than $500,000,000 to carry out the purposes of this Act. Provides that no payments may be authorized after September 30, 1977. Provides penalties for any person obtaining any benefits under this Act through the giving of false information. Requires the Secretary to report to the Congress every 60 days concerning delinquent repayments and actions taken to carry out the purposes of this Act.

Prohibits States and political subdivisions from discriminating against low-and moderate-income housing in the exercise of their powers with respect to planning, zoning, subdivision controls, building codes, and other matters affecting land use. Enables the Attorney General of the United States to bring a civil action in any appropriate district court to enforce compliance with such provisions. Grants standing to any person who would be assisted (financially or otherwise) in obtaining suitable housing, or would derive any other benefit by or from the provision of low- or moderate- income housing in any community within a metropolitan area, who believes that there has been a violation of this Act to bring a civil action, without regard to amount in controversy, to enforce compliance or obtain other equitable relief. Grants a priority in determining eligibility for assistance under specified Federal programs to political subdivisions which submit plans for the inclusion of low- and moderate-income housing in their development.

Housing Incentive Investment Act - Amends the National Housing Act to authorize the Government National Mortgage Association (GNMA) to make monthly housing investment interest differential payments to lenders. Prohibits GNMA from approving a mortgage for assistance unless: (1) the mortgage covers a one-to-four family dwelling; (2) the home mortgage is not in excess of $35,000; (3) the purchaser's interest payments are at least two but not more than six percent below the market rate of interest for home mortgages; (4) the lender's interest rate will be adjusted every six months by GNMA to reflect the yield on VA-FHA mortgages; and (5) the purchaser agrees to repay the aggregate amount of differential payments with interest. Requires that upon sale or other disposition of the dwelling or upon termination of the use of the dwelling by the purchaser as his principal residence prior to retirement of the first mortgage, the cost of the extra assistance by GNMA be repaid by the borrower from the appreciation on his home. Authorizes GNMA to establish a lender's interest rate which may not exceed the average yield on VA-FHA mortgages during the six calendar months preceding the date of execution of the mortgage. Allows GNMA to adjust the lender's interest rate upward or downward every six months except that no single adjustment may exceed one quarter of one percent nor may an aggregate upward adjustment exceed two and one-half percent. Provides that if the lender's rate falls below the borrower's rate that the borrower shall be credited with the difference. Establishes in the Treasury a Housing Incentive Investment Fund to carry out the provisions of this Act. Authorizes GNMA to issue to the Secretary of the Treasury notes or other obligations in an aggregate amount not to exceed $1,000,000,000. Housing Incentive Investment Act - Amends the National Housing Act to authorize the Government National Mortgage Association (GNMA) to make monthly housing investment interest differential payments to lenders. Prohibits GNMA from approving a mortgage for assistance unless: (1) the mortgage covers a one-to-four family dwelling; (2) the home mortgage is not in excess of $35,000; (3) the purchaser's interest payments are at least two but not more than six percent below the market rate of interest for home mortgages; (4) the lender's interest rate will be adjusted every six months by GNMA to reflect the yield on VA-FHA mortgages; and (5) the purchaser agrees to repay the aggregate amount of differential payments with interest. Requires that upon sale or other disposition of the dwelling or upon termination of the use of the dwelling by the purchaser as his principal residence prior to retirement of the first mortgage, the cost of the extra assistance by GNMA be repaid by the borrower from the appreciation on his home. Authorizes GNMA to establish a lender's interest rate which may not exceed the average yield on VA-FHA mortgages during the six calendar months preceding the date of execution of the mortgage. Allows GNMA to adjust the lender's interest rate upward or downward every six months except that no single adjustment may exceed one quarter of one percent nor may an aggregate upward adjustment exceed two and one-half percent. Provides that if the lender's rate falls below the borrower's rate that the borrower shall be credited with the difference. Establishes in the Treasury a Housing Incentive Investment Fund to carry out the provisions of this Act. Authorizes GNMA to issue to the Secretary of the Treasury notes or other obligations in an aggregate amount not to exceed $1,000,000,000. Authorizes the Secretary of the Treasury to purchase and sell such notes and obligations. Sets the termination of this program for five years after the date of enactment.

Extends the authorization for contracts for annual contribution under the United States Housing Act of 1937. Authorizes an additional $850,000,000 to be appropriated in public housing contract authority for fiscal year 1977 and an additional $1,350,000,000 in such authority for fiscal year 1978 and beyond. Requires that at least $250,000,000 of the new public housing contract authority will be made available to finance the construction of new public housing units. Authorizes $60,000,000 to be appropriated for modernization of existing public housing units. Authorizes $600,000,000 per year to be appropriated for operating subsidies for conventional public housing.

Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to make expenditures: (1) to correct structural defects of any property improved by a one to four-family dwelling which was approved for mortgage insurance prior to construction; (2) to pay the claims of the owner of the property arising from such defects; or (3) acquiring title of such property. Extends by four months the deadline for application for relief under such program. Extends by four months the authorization of the Secretary to make expenditures to correct, or to reimburse the owner for the correction of structural defects which so seriously affect use and livability as to create a serious danger to the life or safety of inhabitants of any one, two, three, or four-family dwelling which is located in an older, declining urban area and is covered by any specified federally insured mortgage. Sets prerequisites for application for such assistance. Provides that expenditures for reimbursement pursuant to this program shall be the obligation of the Special Risk Insurance Fund. Sets forth a permanent program covering all Federal Housing Administration insured housing which is in existence at the effective date of this Act to give applicants one year from the date of purchase to apply for reimbursement for major structural defects. Prescribes requirements for eligibility to apply under this program. Provides that the obligation for reimbursement pursuant to this program shall be the obligation of the Special Risk Insurance Fund. Requires that the Secretary promulgate regulations which prescribe the conditions and terms of expenditures and payments to be made under this Act.

Countercyclical Community Development Employment Assistance Act - Authorizes the Secretary of Housing and Urban Development to make grants to any State, metropolitan city, or urban county which meets the requirements of a community development program as specified in the Housing and Community Development Act of 1974. Authorizes appropriations fo $1,300,000,000 to carry out the provisions of this Act. Sets forth allocation requirements with respect to the grants. States that in any calendar quarter, 75 percent shall be allocated to metropolitan cities and urban counties, except that the Secretary may establish such percentage as he deems appropriate in view of unemployment and related factors. Requires that unemployment data, determined by the Secretary of Labor, shall be utilized to establish the supplementary grant amounts which will be distributed in any calendar quarter. Stipulates that any metropolitan city or urban county which has been allocated supplementary grant assistance shall submit an application which outlines the proposed job intensive use and demonstrates that the use is consistent with the recipient's community development program.

Amends the National Housing Act to direct the Secretary of Housing and Urban Development to give special emphasis to insuring mortgages covering medical practice facilities which are primarily for the purpose of providing preventive, diagnostic, and treatment services to elderly outpatients. Amends the Housing and Community Development Act of 1974 to entitle a grant recipient to an additional grant if such recipient plans to use such additional grant for the construction or maintenance of a senior center providing recreational, health, and nutritional services. Directs the Secretary to insure mortgages made in connection with senior centers offering health, nutritional, recreational, and social facilities to elderly persons, regardless of whether such centers offer housing facilities.
