Special Program of Recreational Training Act of 1990 - Authorizes the Secretary of Housing and Urban Development to make grants for youth sports programs in public housing projects with substantial drug problems to qualified: (1) States; (2) local governments; (3) public housing agencies; and (4) nonprofit organizations providing youth sports services programs. Amends the Anti-Drug Abuse Act of 1988 to allocate appropriations.

To prohibit Federal assistance for housing program administrative costs to States and local governments that do not limit liability relating to food donations for homeless individuals.

Mickey Leland Peace Dividend Housing Assistance Act of 1990

Mickey Leland Peace Dividend Housing Assistance Act of 1990 - Title I: Housing for Low-Income Families - Increases FY 1991 through 1995 budget authority for Housing Act of 1937 section 8 existing housing certificates. Amends such Act to revise section 8 tenant selection preferences, including annual reevaluation of family preference. Requires the Secretary of Housing and Urban Development to submit semiannual assisted housing reports to the Congress. Authorizes appropriations. Title II: Community Housing Partnership - Community Housing Partnership Act - Subtitle A: Housing Education and Organizational Support Grants for Community Based Housing Projects - Authorizes the Secretary to provide housing education and organizational support grants to eligible cities and States and directly to nonprofit sponsors and nonprofit organizations. Subtitle B: Community Housing Partnership Grants - Authorizes the Secretary to provide grants to cities and States and grants and loans to nonprofit sponsors for acquisition, construction, and rehabilitation of low- and moderate-income housing. Allocates community partnership housing grants as follows: (1) 60 percent to metropolitan and urban areas; (2) 25 percent to States for non-urban use; and (3) 15 percent to nonprofit sponsors. Subtitle C: General Provisions - Defines specified terms for purposes of this title. Authorizes appropriations for subtitle A. Title III: Recycling of Existing Federal Assets - Recycling of Existing Assets for Cost-Effective Housing Act - Authorizes the Secretary to make grants to States for State housing finance agencies to establish revolving funds for low- to moderate-income rental housing. Requires State matching funds. Requires: (1) States receiving such funds to establish a revolving fund; and (2) agencies to develop affirmative action programs. Sets forth requirements with regard to: (1) rental housing; and (2) eligible properties. Authorizes appropriations. Title IV: Public Housing Development and Modernization - Increases FY 1991 through 1995 budget authority under the Housing Act of 1937 for: (1) public housing development; and public housing modernization. Amends such Act to revise public housing tenant selection criteria, including annual reevaluation of family preference. Title V: Grants for Preservation of Existing Housing and Security in Public Housing - Authorizes the Secretary to make grants for: (1) acquisition and rehabilitation of specified multifamily housing; (2) training and technical assistance to nonprofit sponsors and representative organizations; and (3) public housing security, including Indian public housing. Authorizes appropriations. Title VI: Rural Housing Program Funding - Increases FY 1991 through 1995 budget authority under the Housing Act of 1949 for the following rural housing programs: (1) homeownership loan program; (2) very low-income housing repair loan program; (3) farm labor housing loan program; (4) rural rental housing loan program; (5) farm labor housing grant program; (6) housing preservation grant program; and (7) rental assistance payments program. Extends program authority for: (1) rental housing loans; and (2) rural area classification. Title VII: Supportive Services - Directs the Secretary to carry out a program to coordinate supportive services in federally assisted housing, including such services as: (1) child care; (2) health monitoring; (3) education and job training; and (4) drug and alcohol counseling. Title VIII: Single Room Occupancy Housing for Homeless Families and Individuals - Increases FY 1991 through 1995 budget authority under the Stewart B. McKinney Homeless Assistance Act for section 8 assistance for single room occupancy dwellings. Amends such Act to extend single room occupancy contract authority. Title IX: Miscellaneous - Directs the Comptroller General to audit the Secretary at least annually with respect to activities under this Act, and report to the Congress.

Urban Homesteading and Bulk Sales Act

Urban Homesteading and Bulk Sales Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to acquire single family properties in bulk from the Resolution Trust Corporation for transfer to State and local governmental and public agencies for the urban homesteading program. Prescribes guidelines for such program. Authorizes appropriations. Amends the Federal Home Loan Bank Act to prescribe guidelines for urban homesteading acquisition by the Secretary.

Indian Housing Improvement Act of 1990

Indian Housing Improvement Act of 1990 - Title I: Indian Public Housing - Increases budget authority for Indian public housing grants under the United States Housing Act of 1937. Reserves specified community development block grant amounts for an Indian public housing child care demonstration program. Amends the United States Housing Act of 1937 to make Indian self-help housing eligible for comprehensive improvement assistance. Title II: Section 8 Voucher Program Eligibility for Indian Housing Authorities - Amends the United States Housing Act of 1937 to make Indian housing authorities eligible for the section 8 housing voucher program. Title III: Inclusion of Indian Tribes Under McKinney Homeless Assistance Act Programs - Amends the Stewart B. McKinney Homeless Assistance Act to add the National Congress of American Indians to the Emergency Food and Shelter Program National Board. Makes Indian tribes eligible for: (1) comprehensive homeless assistance; (2) emergency shelter grants; (3) the supportive housing demonstration program; (4) section 8 assistance for single room occupancy dwellings; and (5) grants for education for homeless children and youth. Amends the Public Health Service Act to make Indian tribes eligible for: (1) community mental health services block grants; and (2) community mental health services demonstration projects for chronically ill homeless individuals. Title IV: Miscellaneous Indian Housing Program Provisions - Amends the Housing Act of 1949 to require the Secretary of Agriculture, in the event of a Farmers Home Administration loan default on Indian public land, to: (1) pursue liquidation only after offering to transfer the account to an eligible tribal member, the tribe, or the Indian housing authority; and (2) dispose of the property only to one of such entities. Directs the Comptroller General of the United States to conduct a study of neighborhood development opportunities on Indian trust lands. Authorizes: (1) the Secretary of Housing and Urban Development to waive Indian housing program matching fund requirements; and (2) the related use of Federal funds for matching amounts.

Housing Grant Action Program Act of 1990

Housing Grant Action Program Act of 1990 - States that the purpose of this Act is to further the development of a national housing policy through the consolidation of a number of housing assistance programs into a consistent system of Federal aid. Authorizes appropriations for grants under this Act. Sets forth eligible grant activities, including: (1) acquisition, construction, or rehabilitation of rental and ownership units; (2) provision of loans, interest subsidies, and other financial assistance; (3) rental rehabilitation grants; (4) assistance to nonprofit organizations for homeownership loans; (5) assistance for elderly and handicapped families; and (6) assistance for Indian housing. Requires a grantee to: (1) prepare a statement of housing objectives and fund use which shall provide for public participation; (2) provide the Secretary of Housing and Urban Development with a certification of compliance; (3) develop a residential antidisplacement and relocation plan; and (4) provide the Secretary with a performance and evaluation report. Authorizes the Secretary to release funds to recipients of assistance under this Act who assume the responsibilities for environmental actions pursuant to the National Environmental Policy Act of 1969 and other provisions of law specified by the Secretary. Allocates 70 percent of program funds to cities and urban counties and 30 percent to States. Sets forth an allocation formula. Obligates specified funds for Indian housing grants. Administers such grants through the Department's Office of Indian and Alaska Native Programs. Sets forth grantee "hold-harmless" provisions. Sets forth provisions with respect to: (1) nondiscrimination; (2) labor standards; (3) noncompliance remedies; (4) reports to the Congress; and (5) program transitions.

Congregate Housing Services Act of 1990

Authorizes appropriations.

Mortgage Servicing Transfer Disclosure Act of 1990 - Amends the Real Estate Settlement Procedures Act of 1974 to prescribe mortgage servicing disclosure requirements for each person making a federally related mortgage loan to a consumer (including the identity of the person to whom the mortgage servicing contract is transferred). Sets forth guidelines for the treatment of consumer loan payments during the period in which the mortgage loan servicing contract is being transferred. Sets forth liability guidelines for violations of this Act. Authorizes consumer class action suits. Sets forth guidelines for annual notification to the consumer by the mortgage servicer of the consumer's escrow account status, including itemized expenses and anticipated charges.

To amend the Internal Revenue Code of 1986 to correct technical errors in the rules for buildings in progress on the termination date of the low-income housing credit.

Veterans' Housing Amendments Act of 1990

Veterans' Housing Amendments Act of 1990 - Revises the loan fee to be paid by veterans for housing loans guaranteed, insured, or made by the Department of Veterans Affairs to make such fee: (1) 1.75 percent of the total loan amount; or (2) one percent of the total loan amount in the case of loans for veterans for housing in rural areas, loans made to acquire housing by default, or loans made to refinance a housing loan. Deletes provisions allowing the sale of notes evidencing such loans with or without recourse and limiting the amount of a loan made to finance the purchase of real property from the Secretary of Veterans Affairs. Requires a service-connected disability rated at 30 percent or more before the loan fees required to be collected from veterans for housing loans will be waived. Requires loan fees collected for any housing loan closed between January 1, 1990, and September 30, 1990, to be credited to the Guaranty and Indemnity Fund. Terminates a reporting requirement with respect to loans made to purchase manufactured homes and lots. Prohibits the Secretary from guaranteeing such a loan unless it was closed before October 1, 1990, or made pursuant to a guaranty commitment issued by the Secretary before such date. States that such restriction shall not apply to a loan to refinance an existing loan guaranteed, insured, or made by the Department. Deletes a provision prohibiting payment of a claim under a loan guaranty for the purchase of manufactured homes and lots before liquidation of the security for the loan and the filing of an accounting with the Secretary. Provides, in lieu, that the holder of such a loan may submit a claim to the Secretary based upon: (1) the value of the property securing the loan as determined by the Secretary; or (2) the actual proceeds from the liquidation sale of the property securing the loan. Extends to October 1, 1991, the time period authorized for lenders to review appraisal reports in connection with homes for which the Department is guaranteeing loans. Repeals provisions which prohibit the Department from guaranteeing loans for newly constructed residences in areas not served by public or community water and sewage systems. Requires any veteran desiring a housing debt waiver to make such request within 180 days after the notification of such indebtedness, or by September 30, 1992, if notice was provided before October 1, 1990. Makes permanent the foreclosure information and counseling requirements currently provided for veterans foreclosing on a housing loan guaranteed by the Department (currently expires on March 1, 1991). Makes permanent the claim payment and property acquisition upon default provisions currently set to expire on October 1, 1991. Requires the Department, in determining the "net value" of a property, to take into account losses sustained on resale of properties in determining whether or not to acquire a foreclosed property. Makes permanent the vendee loan and property management provisions currently set to expire on December 31, 1990. Repeals the authority for a Direct Loan Revolving Fund (DLRF). Provides that the Loan Guaranty Revolving Fund (LGRF) shall pay for direct loan operations. Transfers present and future payments of the DLRF to the LGRF. Provides that the Secretary shall have no obligation to repay amounts advanced by the Treasury to the DLRF. Permits the Department to collect all debts arising out of the housing loan program by offsetting the debtor's Federal tax refund or Federal salary. Directs the Secretary, at the request of the Secretary of Housing and Urban Development, to issue certificates of veteran status to persons seeking benefits under the National Housing Act or other programs administered by such Agency. Provides that persons applying for Department guaranteed, made, or insured housing loans will not become subject to provisions requiring persons seeking loans exceeding $150,000, which are guaranteed, made, or insured by a Federal agency to disclose their lobbying activities. Requires veterans (other than those exempted due to disability or other hardship) who obtain loans guaranteed by the Department for the purchase, construction, alteration, or repair of a property to make a downpayment equal to four percent of the amount by which the actual costs for such purchase, construction, repair, or alteration exceed $25,000.

Public Housing Management Improvement Act of 1990

Public Housing Management Improvement Act of 1990 - Amends the United States Housing Act of 1937 to direct the Secretary of Housing and Urban Affairs to: (1) develop and publish in the Federal Register standards for assessing the management performance of public housing agencies; and (2) establish procedures for designating troubled public housing agencies and high performing housing agencies. Prescribes funding and management guidelines appropriated to each type, including authority to replace the management of an agency in substantial default of its covenants, and court appointment of a receiver for it. Requires public housing agencies to establish project-based accounting systems and to publish an annual financial operations statement, including the financial status of each individual housing project. Eliminates operating subsidies for public housing units that have been continuously vacant for one year. Authorizes the Secretary: (1) to waive the single audit requirement for public housing agencies; and (2) to devise new auditing standards and procedures which more accurately reflect Federal expenditures and the financial status of public housing agencies.

Affordable Housing and First Home Buyer Assistance Act of 1990 - Title I: First Home Ownership Accounts - Amends the Internal Revenue Code of 1986 to permit a personal deduction for specified contributions to a first home ownership account. Treats such account as an individual retirement account upon a first home purchase. Title II: Repeal of Taxation of Gain on Sale of Principal Residence - Amends the Internal Revenue Code of 1986 to repeal the taxation of gain on the sale of a principal residence. Title III: Mortgage Bonds and Credit Certificates - Amends the Internal Revenue Code to extend through 1993 the issue period for qualified mortgage bonds. Title IV: Mortgage Insurance - Amends the National Housing Act with regard to adjustable rate single family mortgages to: (1) increase maximum interest adjustments; and (2) repeal the aggregate fiscal year limit on such insured mortgages and loans. Authorizes a first-time homebuyer downpayment insurance demonstration program. Amends the Federal National Mortgage Association Charter Act to provide a secondary market for downpayment loans. Amends the National Housing Act to authorize insurance for downpayment loans. Amends the National Housing Act to establish minimum Mutual Mortgage Insurance Fund reserves. Title V: Study Regarding Shared Equity Reserves - Directs the Secretary to study and report to the Congress on shared equity mortgages for first-time homebuyers. Authorizes appropriations.

Expressing the sense of the House of Representatives regarding United States military assistance for the Republic of Liberia and human rights abuses in Liberia.

Condemns the recent violence against unarmed civilians in Nimba County, Liberia. Calls upon all parties to the conflict to comply with provisions of the Geneva Convention which establish the right of noncombatants to humane treatment. Urges the President to: (1) convey to the Government of Liberia U.S. concerns about human rights abuses in Liberia since 1980; (2) urge such Government to quickly resolve the conflict in a manner which permits Liberian refugees to return to their homes; (3) support efforts to meet humanitarian needs of such refugees in neighboring countries; (4) bar U.S. military advisors from accompanying Liberian troops in fighting the insurgency in Nimba County; and (5) consider recent events in such County in making the assessment related to human rights required under the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990. Sets forth conditions for resumption of military assistance to Liberia in the event that the suspension of foreign assistance is no longer required under provisions restricting assistance to countries in default on foreign assistance loans. Calls on the Liberian Government to honor its commitment to hold scheduled elections in 1991 and to ensure a free and fair election process.

Reverse Mortgage Insurance for Older Americans Act of 1990 - Amends the National Housing Act with regard to the elderly homeowner equity conversion mortgage program to: (1) increase the total number of insured mortgages; (2) set forth various reverse mortgage options; (3) permit the mortgagor to convert payment methods during the term of the mortgage; (4) limit mortgagor liability; and (5) require certain disclosures by the mortgagee regarding mortgagor liability and total mortgage cost.

To amend the Internal Revenue Code of 1986 to make the low-income housing credit permanent.
