Clark County Conservation of Public Land and Natural Resources Act of 2002 - Red Rock Canyon National Conservation Area Protection and Enhancement Act of 2002 - Directs the Secretary of the Interior to accept an offer from the Howard Hughes Corporation to convey to the United States certain high-ground lands at the eastern edge of the Red Rock Canyon National Conservation Area in exchange for certain Federal lands in Nevada. Designates specified Federal lands in Nevada as wilderness and components of the National Wilderness Preservation System. Releases, and retains from release, certain Nevada lands as wilderness study areas. Transfers from the Secretary to the: (1) U.S. Fish and Wildlife Service specified land for inclusion in the Desert National Wildlife Range; and (2) National Park Service specified land for inclusion in the Lake Mead National Recreation Area. Directs the Secretary to manage the land located along the Interstate Route 15 corridor south of the Las Vegas Valley to the border between California and Nevada in accordance with the Southern Nevada Public Land Management Act and provisions of this Act for multiple use purposes. Sloan Canyon National Conservation Area Act - Establishes in Nevada the Sloan Canyon National Conservation Area to conserve, protect, and enhance the cultural, archaeological, natural, wilderness, scientific, geological, historical, biological, wildlife, education, and science resources of such Area. Authorizes the Clark County Department of Aviation to convey to the University of Nevada at Las Vegas certain land for the development of a technology research center. Directs the Secretary to convey specified Nevada land to: (1) the Las Vegas Metropolitan Police Department for use as a shooting range; (2) Henderson, Nevada, for use as a campus for Nevada State College; (3) Las Vegas, Nevada, for affordable housing; (4) Henderson for an economic development zone; (5) Clark County, Nevada, for any purpose; and (6) Henderson for conservation, public recreation, regional trails, and flood control facility purposes. Directs the Secretary to relocate a specified right-of-way corridor in Clark and Lincoln Counties, Nevada.

Expresses support for the goals and ideals of National Night Out (an event intended to demonstrate the importance and effectiveness of community participation in crime prevention efforts by having people spend the period from 7 to 10 o'clock p.m. on August 6, 2002, with their neighbors in front of their homes with their lights on). Requests that the President: (1) issue a proclamation calling for appropriate ceremonies, activities, and programs; (2) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the administration to make crime reduction an important priority; and (3) coordinate the efforts of the Federal Emergency Management Agency, the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Living Equitably: Grandparents Aiding Children and Youth Act of 2002 (Legacy Act of 2002) - Directs the Secretary of Housing and Urban Development to carry out: (1) a five-year pilot program in connection with the supportive housing program to provide assistance to private nonprofit organizations for expanding the supply of intergenerational dwelling units for intergenerational families (families headed by an elderly person); and (2) a five-year demonstration program for section 8 rental assistance to families headed by a grandparent or relative who is raising a child. Makes grandparent-headed and relative-headed families eligible for: (1) family unification assistance under the United States Housing Act of 1937; (2) Home program ECHO units under the Cranston-Gonzalez National Affordable Housing Act; and (3) fair housing initiatives education, counseling, and outreach under the Housing and Community Development Act of 1987. Amends the Department of Housing and Urban Development Act to provide Department of Housing and Urban Development personnel with related training. Directs the Secretary and the Director of the Bureau of the Census to conduct a joint study of such families' housing needs.

American Dream Downpayment Act - Amends the Cranston-Gonzalez National Affordable Housing Act to direct the Secretary of Housing and Urban Development to make grants to participating jurisdictions for downpayment assistance to low-income, first-time home buyers. Amends the Housing Opportunity Program Extension Act of 1996 to authorize appropriations for the self-help housing homeownership program. Amends the United States Housing Act of 1937 to extend, and authorize appropriations for, the HOPE VI program.

Requires the Secretary of Veterans Affairs, as of October 2, 2002, to give a higher priority in the provision of hospital care and medical services under the veterans' patient enrollment system to veterans who are eligible for treatment as a low-income family under the United States Housing Act of 1937 for the area in which the veterans reside, regardless of whether such veterans are otherwise treated as single person families or families under such Act.

Community Partnership to End Homelessness Act of 2002 - Amends the McKinney-Vento Homeless Assistance Act to include the Commissioner of Social Security as a member of the Interagency Council on the Homeless. States that the Assistant to the President for Domestic Policy within the Executive Office of the President shall oversee Council functioning. Provides for the establishment of community homeless assistance planning boards. Revises the emergency shelter grants program. Replaces the supportive housing program with a community homeless assistance program.

2002 Supplemental Appropriations Act for Further Recovery From and Response To Terrorist Attacks on the United States - Makes supplemental appropriations for FY 2002 for: (1) the Department of Agriculture; (2) the Department of Justice, including the Federal Bureau of Investigation and the Immigration and Naturalization Service; (3) the Department of Commerce and related agencies; (4) the Judiciary; (5) the Department of State and related agency; (6) the Securities and Exchange Commission; (7) the Department of Defense for military personnel, operation and maintenance, procurement, and research, development, test and evaluation; (8) the District of Columbia; (9) the Department of Defense (civil); (10) the Department of Energy (atomic energy defense activities); (11) bilateral economic assistance, including the U.S. Agency for International Development and military assistance; (12) multilateral economic assistance, including international financial institutions; (13) the Department of the Interior; (14) the Smithsonian Institution; (15) the Department of Labor; (16) the Department of Health and Human Services; (17) the Department of Education; (18) the Legislative Branch; (19) the Department of Transportation, including the Coast Guard; (20) the Department of the Treasury, including the Internal Revenue Service and payments to the Postal Service Fund; (21) the Executive Office of the President; (22) the General Services Administration; (23) the Department of Veterans Affairs; (24) the Department of Housing and Urban Development; (25) the Environmental Protection Agency; (26) the Federal Emergency Management Agency; and (27) the National Science Foundation. Rescinds specified funds appropriated in previous Acts. Requires the transfer of specified funds for specified purposes. Limits the availability of certain supplemental appropriations to the extent they are designated as emergency requirements as defined in the Balanced Budget and Emergency Deficit Control Act of 1985.

Amends the United States Housing Act of 1937, for purposes of determining low-income housing assistance eligibility based upon median income or income ceilings, to consider Los Alamos County, New Mexico, as: (1) an area separate from the Santa Fe metropolitan statistical area; (2) part of such area with respect to such determinations for those parts of the Santa Fe metropolitan area that does not include Los Alamos County; and (3) a difficult development area for purposes of the low-income housing credit.

Elderly Housing Quality Improvement Act of 2002 - Amends the Housing Act of 1959 to authorize appropriations for capital repair grants under the supportive housing for the elderly program. Amends the United States Housing Act of 1937 to authorize: (1) the Secretary of Housing and Urban Development to make grants to public housing agencies to convert public housing units primarily occupied by elderly persons to assisted living or other supportive services facilities in order to enhance such persons' ability to maintain independent living; and (2) such grants to provide for service coordinators. Authorizes appropriations for elderly housing service coordinators and congregate services under specified federally-assisted and public housing programs. Directs the Secretary to carry out a pilot program (up to five housing projects) to determine the effectiveness of providing assistance under the supportive housing for the elderly program for projects that are used for both supportive housing for the elderly and for other types of housing, including market rate housing.

Makes specified budget rescissions. Limits the availability of certain supplemental appropriations to the extent they are designated as emergency requirements as defined in the Balanced Budget and Emergency Deficit Control Act of 1985 and transmitted by the President to Congress and/or are designated as such by Congress. American Servicemembers' Protection Act of 2002 - Prohibits U.S. cooperation with the International Criminal Court, including a prohibition on transferring classified national security and law enforcement information. Restricts participation in certain United Nations peacekeeping operations and prohibits military assistance to parties to the International Criminal Court. Authorizes the President to waive such restriction and prohibition, as specified. Authorizes the President to use all means necessary to bring about the release of covered U.S. persons and covered allied persons held captive by, on behalf, or at the request of the Court. Urges an evaluation of U.S. military alliances to determine the degree of risk faced by members of the U.S. armed forces if placed under the command or operational control of foreign military officers subject to the jurisdiction of the Court. Authorizes the withholding and redirection of U.S. assessments to the United Nations or other international organizations as specified. Sets forth the relationship between the President's exercise of his constitutional authority as Commander in Chief of the Armed Forces, this Act, and actions taken with respect to a specific matters involving the Court, including congressional notification requirements.

National Defense Authorization Act for Fiscal Year 2003 - Authorizes appropriations for the Department of Defense (DOD), military construction, and national security programs of the Department of Energy (DOE) for FY 2003. Authorizes appropriations to DOD for: (1) procurement, including for aircraft, missiles, weapons and tracked combat vehicles, ammunition, shipbuilding and conversion, and chemical agents and munitions destruction; (2) research, development, test and evaluation; (3) operation and maintenance, including defense working capital funds; (4) the Armed Forces Retirement Home; and (5) active and reserve military personnel, including authorized end strengths. Increases as of January 1, 2003, the rates of military basic pay. Extends certain bonus and special and incentive pay authorities. Authorizes: (1) the payment of assignment incentive pay; and (2) certain travel and transportation allowances. Sets forth provisions or requirements concerning: (1) active and reserve military personnel policy; (2) military education and training; (3) military decorations, awards, and commendations; (4) a national call to service program; (5) retirement and survivor benefits; (6) military health care; (7) acquisition policy and management, including major defense acquisition programs; (8) general contracting procedures and limitations; (9) DOD organization and management; (10) homeland defense activities; (11) DOD civilian personnel policy; (12) matters relating to other nations, including cooperative threat reduction programs; (13) military construction, military family housing, and military land conveyances, including the conveyance of military surplus real property for natural resource conservation purposes; (14) the disposition of weapons-usable plutonium; and (15) authorizations for the Defense Nuclear Facilities Safety Board.

Military Construction Authorization Act for Fiscal Year 2003 - Authorizes the Secretary of Defense (Secretary) and the Secretaries of each military department to acquire real property and carry out military construction projects in specified amounts at specified installations and locations. Authorizes each department Secretary to construct or acquire family housing units, carry out architectural planning and design activities, and improve existing military family housing in specified amounts. Authorizes appropriations to the Department of Defense and each military department for fiscal years after 2002 for military construction, land acquisition, and military family housing functions. Limits the total cost of authorized construction projects. Modifies certain prior-year construction projects. Authorizes the Secretary to make contributions for the North Atlantic Treaty Organization Security Investment Program and authorizes appropriations for fiscal years after 2002 for such Program. Authorizes appropriations for fiscal years after 2002 for the Guard and reserve forces for acquisition, architectural and engineering services, and construction of facilities. Terminates all authorizations contained in this Act on October 1, 2005, or the date of enactment of an Act authorizing funds for military construction for FY 2006, whichever is later, with exceptions. Extends certain prior-year military construction projects. Authorizes: (1) agreements with private entities to enhance military training, testing, and operations; (2) the conveyance of military surplus real property for natural resource conservation purposes; and (3) specified military land conveyances.

Amends the Internal Revenue Code to provide an exemption from the recapture provisions of the low-income housing credit when the disposition of a building is made by a taxpayer who received a federal multi-family housing loan and the disposition is to a tax-exempt organization which will continue to operate the building as a qualified low-income building.

Safety and Self-Sufficiency Act of 2002 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to change from discretionary to mandatory certification by its chief executive officer that a State has established and is enforcing standards and procedures addressing domestic and sexual violence. Revises current requirements for such standards and procedures, adding new ones for caseworker training and optional use of qualified professionals. Requires the initial assessment for individual responsibility plans to cover potential barriers to employment, including domestic or sexual violence, mental or physical health, learning disability, substance abuse, English as a second language, or insufficient housing, transportation or child care. Requires a State, before imposing a noncompliance sanction or penalty against an individual, to: (1) consider specifically whether the individual has been subjected to domestic or sexual violence; and (2) if such violence is identified, make a reasonable effort to modify or waive program requirements or prohibitions, and offer the individual referral to voluntary services. Prohibits imposition of sanctions or penalties if domestic or sexual violence is a significant contributing factor to the individual's noncompliance. Allows a State to: (1) count survivors of domestic or sexual violence as being engaged in work for work participation rates; and (2) exclude such survivors from the 20 percent limitation on the hardship exception to normal termination of TANF after five years. Sets a penalty for State noncompliance with the requirements of this Act at five percent of the State family assistance grant.

Sets forth provisions or requirements concerning: (1) military retirement and survivor benefit matters; (2) military health care; (3) acquisition policy and management, including the authority to waive domestic source or content requirements; (4) DOD organization and management, including the designation of departmental accountable officials; (5) DOD budget and financial matters; (6) the repeal of various DOD reporting requirements; (7) the conduct of an Arctic and Western Pacific military environmental cooperation program; (8) expansion of a military readiness and range preservation initiative; (9) the conveyance of military surplus real property for natural resource conservation purposes; and (10) agreements with private organizations to address encroachment and other constraints on military training, testing, and operations. Military Construction Authorization Act for Fiscal Year 2003 - Authorizes appropriations for FY 2003 for military construction and military family housing.

Authorizes the Secretary of Veterans Affairs to guarantee adjustable rate mortgages for veterans eligible for housing loan benefits through the Department of Veterans Affairs (replaces provisions that directed the Secretary to carry out a demonstration project to guaranty loans in a manner similar to the manner in which the Secretary of Housing and Urban Development insured adjustable rate mortgages under the National Housing Act). Includes within such guaranteed mortgages hybrid adjustable rate mortgages (mortgages whose interest rates are adjusted after as few as three years) which do not correspond to a specified national interest rate index approved by the Secretary.

Veterans Benefits Improvement Act of 2002 - Directs the Secretary of Veterans Affairs to increase, as of December 1, 2002, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date. Directs the Secretary to ensure that: (1) the staffing and level of extended care services provided nationally in Department of Veterans Affairs facilities during any fiscal year are not less than that provided during FY 1998 (current law), excluding nursing home care; and (2) the average daily census of veterans in Department nursing homes, in community nursing homes pursuant to contract, and in State nursing homes for which the Secretary pays per diem to States for such care is not less in total than in FY 1998.

Sets forth provisions or requirements concerning: (1) military spouse, retirement, and survivor benefit matters; (2) military health care; (3) acquisition policy and management, including the authority to waive domestic source or content requirements; (4) Department of Defense (DOD) organization and management, including the designation of departmental accountable officials; (5) general contracting and acquisition procedures and limitations; (6) the repeal of various DOD reporting requirements; (7) FY 2003 military construction and military family housing, including alternative authority for the acquisition and improvement of such housing; (8) the conveyance of military surplus real property for natural resource conservation purposes; and (9) the authority to carry out environmental response projects necessitated under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980.

Amends the Irish Peace Process Cultural and Training Program Act of 1998 to extend, through FY 2006, the Irish Peace Process Cultural and Training Program which provides for admission into the United States each fiscal year of up to 4,000 young disadvantaged aliens from designated counties in Northern Ireland and the Republic of Ireland suffering from sectarian violence and high unemployment for the purpose of developing job skills and conflict resolution in a diverse and peaceful environment so that they can return to their homes better able to contribute toward economic regeneration and the Irish peace process.

Amends the Internal Revenue Code to exclude from gross income compensation for "covered service" in the U.S. military. Defines "covered service" as service outside the United States in a permanent change of station for which travel, transportation, and housing of dependents at Government expense would generally not be authorized under policies of the Secretary concerned, except in the case of service in such an assignment for which such travel, transportation, and housing is actually authorized as an exception to the applicable policy.

Clergy Housing Allowance Clarification Act of 2002 - Amends the Internal Revenue Code to specify that the parsonage allowance exclusion from gross income cannot exceed the fair rental value of the home, including furnishings and appurtenances such as a garage, plus the cost of utilities. Sets forth effective date provisions.

Amends the Housing Opportunity Program Extension Act of 1996 to authorize appropriations for the self-help housing provider program. Amends the United States Housing Act of 1937 to authorize appropriations for the public housing agency grant program for project demolition, revitalization, and replacement, and tenant-based assistance. Extends the program sunset date to September 30, 2003.

Welfare Reform and Housing Act - Amends title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act to authorize States to use State Family Assistance Grants to provide: (1) supplemental housing benefits to, or on behalf of, an individual to reduce or reimburse the individual's costs for housing accommodations; and (2) grants, loans, or other payments for the costs of minor rehabilitation of housing owned or rented by TANF-eligible individuals. Requires State plans to describe: (1) the primary problems that families receiving assistance and families who have recently ceased receiving assistance experience in securing and retaining adequate affordable housing; and (2) the methods adopted to identify and remedy barriers to work posed by living arrangements, housing costs, and housing locations. Requires an individual responsibility plan to include housing-related benefits or services the State or other entities will provide to overcome those barriers. Requires the Secretary of Health and Human Services (Secretary) and the Secretary of Housing and Urban Development jointly to: (1) develop a uniform data collection and matching protocol to determine the type of subsidized housing received by families receiving assistance and federally- or State-funded housing benefits; and (2) award grants for the conduct and evaluation of demonstrations of different models to provide housing with services. Requires participating States to enter into cooperation agreements with public housing agencies for economic self-sufficiency activities. Authorizes States to invite private owners of federally assisted housing to participate in cooperation agreements. Authorizes the Secretary to make housing assistance available for certain qualified aliens, including battered aliens or their children.

Affordable Housing Improvements Act - Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to transfer unused section 8 rental assistance amounts for use under the HOME investment partnerships and public housing Capital Fund programs. Limits such funds' availability to18 months. Amends the Cranston-Gonzalez National Affordable Housing Act respecting HOME investment program use of such funds to: (1) require use within the jurisdiction of the recipient public housing agency; and (2) target specified income-based families for rental and homeownership assistance.

Personal Responsibility and Work Opportunity Reconciliation Act Amendments of 2002 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) to: (1) reauthorize State family assistance grants and provide for their annual adjustment; (2) revise contingency fund requirements; (3) provide for bonuses for States that reduce child poverty; (4) repeal authority for Federal loans for State welfare programs; (5) replace the caseload reduction credit with employment credit to reward States in which families leave welfare for work; (5) increase guaranteed funding for child care; (6) authorize States to establish a parents as scholars program; (7) modify requirements with respect to vocational educational training and other preemployment activities; (8) eliminate the separate work participation rate for two parent families; (9) prohibit State imposition of stricter eligibility criteria for two-parent families; (10) establish grants to States for programs encouraging two-parent families and reducing teenage pregnancies; (11) require a child well-being plan as part of the individual responsibility plan; (12) exclude victims of domestic violence from the 20 percent limitation on hardship exception; (13) provide for continuation of certain pre-TANF waivers for States that elect to continue to operate under such a waiver; (14) authorize States to cover legal immigrants under SSA title XIX (Medicaid) and title XXI (State Children's Health Insurance) (SCHIP); (15) establish grants for second chance homes; and (16) authorize transfer of TANF funds to carry out an access to jobs or a reverse commute project. Restores SCHIP funding for the social services block grant. Directs the Secretaries of Health and Human Services and of Labor to award grants for projects related to promoting business linkages and providing for transitional jobs programs. Authorizes: (1) the Secretary to award grants to improve the coordination of support programs for low-income families and noncustodial parents; and (2) a State to use a family assistance grant for wage subsidies or other benefits or services to a family with an individual participating in certain work activities and meeting other specified requirements. Amends SSA title IV part E (Foster Care and Adoption Assistance) to authorize States to align foster care and adoption assistance eligibility with TANF eligibility. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to exclude State TANF assistance from the five year waiting period for legal immigrants. Amends SSA title XIX (Medicaid) to revise and extend the transitional medical assistance (TMA) program. Prohibits use of TANF funds to displace public employees.

Designates the building housing the regional office of the Department of Veterans Affairs in St. Petersburg, Florida, as the Franklin D. Miller Department of Veterans Affairs Regional Office Building. Directs the Secretary of Veterans Affairs, on the first Memorial Day after such designation, to provide for an appropriate ceremony to honor Franklin D. Miller and to commemorate the designation.

Rural Health Care Facility Improvement Act of 2002 - Amends the Public Health Service Act to authorizes the Secretary of Health and Human Services to establish a loan guarantee program for rural health facilities. Defines rural health facility to include the following facilities found in rural areas: health clinics, critical access hospitals, hospitals, skilled nursing facilities, health centers, federally qualified health centers, and nursing homes. Covers the purchase of new and the repair of existing infrastructure and technology. Sets forth loan limits. Entitles the United States to subrogation and makes such loan guarantees incontestable. Authorizes the Secretary to take such action as may be necessary to prevent a default, subject to the requirements of the Federal Credit Reform Act of 1990. Permits the Secretary to foreclose, as specified.

Border Economic Recovery Act for Health and the Environment - Amends the United States-Mexico Border Health Commission Act to authorize appropriations. Amends the Balanced Budget Act of 1997 with respect to funding for State-furnished emergency health services for undocumented aliens in the United States-Mexico border area ("border area"). Amends the Child Nutrition Act of 1966, with respect to the special supplemental nutrition program, to require the Secretary of Agriculture to utilize partnerships for increased coordination of food and nutrition assistance for residents of colonias in the border area. Amends the Consolidated Farm and Rural Development Act to increase funding for grants and loans for water and waste facilities in communities whose residents face significant health risks. Authorizes the Secretary of Housing and Urban Development (HUD) to make grants to selected colleges in Arizona, California, New Mexico, and Texas to provide community resource centers to serve colonias. Amends the Public Health Service Act with respect to funding of: (1) tuberculosis prevention activities in the border area; and (2) interdisciplinary, community-based linkages and centers addressing unmet health care needs in such area and in the State of Florida. Authorizes funding for the Border Center for the Application of Prevention Technologies (concerning youth substance abuse prevention in the border area). Authorizes the Secretary of Health and Human Services to make awards of grants or cooperative agreements to: (1) conduct cancer screenings in the border area and report diagnosis information to the appropriate State cancer registry; (2) expand a diabetes study; and (3) support community-based sexually transmitted disease control programs. Provides funding for the Department of HUD's Healthy Homes Initiative, reserving specified amounts for border area activities. Provides funding for: (1) the Materials Corridor Partnership Initiative; (2) the Southwest Center for Environmental Research and Policy; (3) environmental infrastructure projects carried out by the International Boundary and Water Commission (and requires a long-range water supply strategic plan); (4) the U.S. contribution to the Commission for Environmental Cooperation; (5) innovative water conservation programs; (6) the International Consortium for the Environment established at Brooks Air Force Base; (7) the Border Environmental Cooperation Commission for environmental infrastructure projects; and (8) grants for high-priority projects carried out through the North American Development Bank's Border Environmental Infrastructure Fund.

Airline Workers and Victims of Terrorism Mortgage Relief Act of 2002 - Establishes a moratorium on foreclosure of certain Federal Housing Administration single-family mortgages for borrowers affected by the events of September 11, 2001. Extends eligibility to air carrier and aircraft manufacturer employees who are involuntarily separated after such date.

Living Equitably: Grandparents Aiding Children and Youth Act - Directs the Secretary of Housing and Urban Development to carry out demonstration programs to provide: (1) intergenerational family housing in connection with the supportive housing program; and (2) section 8 rental assistance to grandparent-headed or relative-headed covered families. Makes such covered families eligible for the following programs: (1) family unification assistance under the United States Housing Act of 1937; (2) cottage housing opportunity units under the Cranston-Gonzalez National Affordable Housing Act; and (3) fair housing initiatives program education, and outreach under the Housing and Community Development Act of 1987. Amends the Department of Housing and Urban Development Act to provide Department of Housing and Urban Development personnel with training respecting covered family issues.

Community Economic Development Expertise Enhancement Act of 2002 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding Federal financial support for community economic development.

Healthcare Accessibility for Seniors Act of 2002 - Amends title XIX (Medicaid) of the Social Security Act to require that, in order for States to receive payment under Medicaid, health maintenance organizations (HMOs) and other managed care plans providing medical assistance to Medicaid beneficiaries must provide in their contracts with the State for payment of specifically authorized services by certain health centers in Federally-assisted housing for the elderly. Directs the Secretary of Health and Human Services to establish a clearinghouse through which interested parties may receive information and technical assistance on the establishment and operation of such centers. Amends the Public Health Service Act to provide for grants to public and nonprofit private entities for health centers in Federally-assisted housing for the elderly.

Keeping Children and Families Safe Act of 2002 - Amends the Child Abuse Prevention and Treatment Act to revise requirements for child abuse prevention and treatment grants, with special emphasis on: (1) community-based organizations; (2) linkages between child protective services agencies and health care, mental health care, and developmental services; and (3) children with disabilities or serious health-related problems who are victims of abuse or neglect. Amends the Abandoned Infants Assistance Act of 1988 with respect to infant abandonment prevention grants and family support programs for child abuse and neglect prevention. Amends the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to direct the Secretary to research and report to the appropriate congressional committees about adoption outcomes and the factors affecting them. Amends the Family Violence Prevention and Services Act to: (1) revise requirements for State demonstration grants; (2) authorize an extended duration of a national domestic violence hotline grant; and (3) extend the authorization of appropriations for demonstration grants for community initiatives and for transitional housing assistance grants.

Energy Tax Incentives Act of 2002 - Amends the Internal Revenue Code to extend and modify the renewable electricity production tax credit to include credits for electricity produced from biomass, swine and bovine waste nutrients, geothermal energy, and solar energy. Provides alternative vehicle and fuel incentives, including credits for installation of alternative fueling stations and the retail sale of alternative fuels as motor vehicle fuel, modification of the credit for qualified electric vehicles, extending the deduction for certain refueling property, and allowing the alcohol fuels credit to be transferred and to be used against motor fuels taxes. Sets forth certain conservation and energy efficiency provisions such as credits for the construction of new energy efficient homes, the installation of energy efficient appliances, combined heat and power system properties, and energy efficiency improvements to existing homes. Establishes a three-year recovery period for depreciation of qualified energy management devices. Establishes clean coal incentives, including credits for emission reductions, efficiency improvements in existing coal-based generation facilities, and investment in qualifying advanced clean coal technology. Revises oil and gas provisions, including establishing a credit for the production of oil and gas from marginal wells, permitting the expensing of capital costs incurred in complying with EPA sulfur regulations, establishing an environmental tax credit, extending the marginal production income limit, and treating natural gas distribution lines as 15-year property. Sets forth electric utility restructuring provisions.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally mortgage related loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to set forth lender requirements for high cost mortgages known as a "best practices plan". Proscribes unfair or deceptive acts or practices in providing mortgage lending services for either a subprime federally related mortgage loan or for mortgage brokerage services for such a loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or to refuse to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate borrowers and community groups regarding illegal and inappropriate predatory lending practices.

Requires the Secretary of Veterans Affairs, as of October 2, 2002, to give a higher priority in the provision of hospital care and medical services under the veterans' patient enrollment system to veterans who are eligible for treatment as a low-income family under the United States Housing Act of 1937 for the area in which the veterans reside, regardless of whether such veterans are otherwise treated as single person families or families under such Act.
