Our Communities, Our Choices Act of 2018 This bill amends the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 to require consultation with state and local elected officials and a public hearing before awarding grants or contracts for housing unaccompanied alien children in a facility that is not on federal property.

Violence Against Women Reauthorization Act of 2018 This bill revises and reauthorizes through FY2023 various programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Homeless Veterans Community Care Act of 2018 This bill requires the outreach program of the Department of Veterans Affairs (VA) for homeless veterans and veterans who are at risk of homelessness to include collaboration with federally qualified health centers and primary care associations. The bill also extends certain housing assistance for homeless veterans through FY2020, requires the submission of new reports on outreach activities with respect to homeless veterans, and provides for 2,500 vouchers each for FY2019-FY2020 for certain homeless veterans under a housing program supported by the VA.

Restoring Tax Credits for Affordable Housing Act This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to increase: (1) the state housing credit ceiling used to allocate credits to states, and (2) the credit percentage.

Eleanor Smith Inclusive Home Design Act of 2018 This bill requires newly constructed, federally assisted houses and town houses to contain at least one level that complies with specified minimum standards of accessibility for individuals with disabilities. An aggrieved person may commence a civil action with respect to a violation of the bill.

Small Public Housing Regulatory Relief Expansion Act of 2018 This bill allows public housing agencies to be considered to be small public housing agencies (and therefore be subject to less-frequent assessments by the Department of Housing and Urban Development) even if they are not located in rural areas.

Rent Relief Act of 2018 This bill amends the Internal Revenue Code to allow a refundable tax credit for individuals who pay rent for a principal residence that exceeds 30% of the individual's gross income for the taxable year. The amount of the credit ranges from 25% to 100% of the excess rent, depending on the gross income of the taxpayer. The credit is not available for taxpayers with gross income that exceeds $100,000 ($125,000 for a taxpayer whose principal residence is located in a high-cost area, as defined by the bill). Rent that exceeds 150% of the fair market rent (including the utility allowance) for the residence may not be taken into account for the purpose of determining the amount of the credit. For individuals who reside in government-subsidized housing, the bill allows a credit equal to 1/12 of the rent paid by the taxpayer (and not subsidized under the program) during the year with respect to the residence.

Community Integration Act of 2018 This bill requires a state Medicaid program to, with respect to an individual who requires a level of care provided in a nursing facility, intermediate care facility for the developmentally disabled, institution for mental disease, or other similar setting: (1) provide the individual with the choice and equal opportunity to receive such care in a home- and community-based setting; and (2) meet specified requirements relating to the provision and availability of care in such a setting, including a requirement to develop a statewide plan to increase affordable and accessible housing for individuals with disabilities.

Canadian Snowbirds Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security (DHS) to admit into the United States as a nonimmigrant visitor for a period not to exceed 240 days during any single 365-day period a Canadian citizen who: (1) is at least 50 years old; (2) maintains a Canadian residence and owns a U.S. residence or has rented U.S. accommodations for the duration of such stay; (3) is not inadmissible or deportable; (4) will not work in the United States other than for a non U.S.-based person or entity that the person worked for in Canada; and (5) will not seek any federal means tested public benefit for five years, or any federal tax credits for child care, earned income, first time homebuyers, health insurance, or health care plans. The spouse of such person may be admitted under the same terms except that he or she is not required to separately satisfy the residence/housing requirements. DHS shall have sole and unreviewable discretion to withhold or withdraw admission of such an alien. The bill grants a person so admitted nonresident alien tax status.

Zero Tolerance for Illegal Entry Act This bill amends the Immigration and Nationality Act to increase from a misdemeanor to a felony a first-time illegal entry into the United States. It also withholds federal assistance from sanctuary jurisdictions and transfers amounts appropriated for public works and housing programs for those jurisdictions to the Department of Homeland Security for border control and the enforcement of the immigration laws. Accountability Through Electronic Verification Act The bill makes the E-Verify program permanent. It requires mandatory participation in the program by federal agencies, critical employers, and contractors and imposes increased fines for failure to participate. It also expands E-Verify to confirm the employment eligibility of existing employees not previously verified and to require employers to terminate an employee following the receipt of a final E-Verify nonconfirmation. The bill amends the federal criminal code to impose enhanced criminal penalties and fines for facilitating or assisting in harboring or hiring unauthorized workers in violation of the immigration laws.

Lead-Safe Housing for Kids Act of 2018 This bill amends the Lead-Based Paint Poisoning Prevention Act to direct the Department of Housing and Urban Development (HUD) to promulgate regulations that: require owners of certain housing to initiate a lead-based paint hazard risk assessment before a family with a child under age six occupies such housing, unless lead-based paint has already been removed; state that a visual assessment alone is not sufficient for these purposes; and require owners to control lead-based paint hazards identified in the assessment within 30 days and provide certain notices to residents of the housing. These regulations shall apply to housing receiving federal assistance that was constructed before 1978, but exclude: single-family housing covered by an application for mortgage insurance under the National Housing Act, or multi-family housing that is covered by such an application but does not receive any other federal housing assistance. HUD regulations shall also require emergency relocation of such families, without placement on a waitlist, penalty (including rent payments to be made for that dwelling unit), or lapse in assistance, to a unit that was constructed in 1978 or later or to another unit of covered housing that has no lead-based paint hazards.

Restoring Fair Housing Protections Eliminated by HUD Act of 2018 This bill requires the Department of Housing and Urban Development to take certain measures to address fair housing, including by (1) developing a public database of complaints of discriminatory housing practices, and (2) implementing or reissuing specified rules related to fair housing.

Codifying President Trump's Affording Congress an Opportunity to Address Family Separation Executive Order Act This bill amends the Immigration and Nationality Act to codify policies relating to the separation of alien family members who enter the United States illegally. The bill requires the Department of Homeland Security (DHS) to maintain custody of alien families during the pendency of any criminal improper entry or other immigration proceedings. DHS may not detain an alien family together when detention of an alien child with the child's parent would pose a risk to the child's welfare. The Department of Defense shall provide new and existing facilities for the housing and care of alien families. Executive departments and agencies shall also provide appropriate facilities for the housing and care of alien families pending court proceedings for improper entry. The Department of Justice shall (1) file a request to modify an existing settlement agreement to permit the detention of alien families together during improper entry criminal or removal proceedings, and (2) prioritize the adjudication of cases involving detained family.

Rural Housing Opportunity Maximization for Energy Savings Act or the Rural HOMES Act This bill reauthorizes through FY2023 and revises the Farm Security and Rural Investment Act of 2002, including by expanding the rural energy savings program to include loans for replacing a manufactured home with another manufactured home if the replacement would be cost-effective in increasing energy efficiency.

Disaster Housing Assistance Act This bill directs the Federal Emergency Management Agency (FEMA) to enter into an agreement or agreements with the Department of Housing and Urban Development to establish a temporary program that provides long-term rental housing assistance to eligible families affected by a major disaster during 2017, including with respect to Hurricane Maria. The Government Accountability Office shall report to Congress by January 20, 2020, on results of the program.

Aviation-Impacted Communities Act This bill directs the Federal Aviation Administration (FAA) to conduct outreach to community leaders of aviation-impacted communities to inform them of the opportunity to be a designated community. An "aviation-impacted community" is a community that is located not more than one mile from any point at which a commercial or cargo jet route is 3,000 feet or less above ground level. The FAA must devise an action plan that alleviates or addresses the concerns of a designated community. It may also make grants for necessary noise mitigation in a designated community for residences, hospitals, nursing homes, and schools.

Marijuana in Federally Assisted Housing Parity Act of 2018 This bill specifies that (1) an individual may not be denied occupancy of federally assisted housing on the basis of using marijuana in compliance with state law, and (2) the Department of Housing and Urban Development may not prohibit or discourage the use of marijuana in federally assisted housing if such use is in compliance with state law.

Sober Home Fraud Detection Act This bill requires the Department of Health and Human Services to publish common indicators of potentially fraudulent or disreputable recovery housing (alcohol- and drug-free shared living environments that promote recovery from substance use disorders), such as with respect to unusual billing practices, longer than average occupancies, and excessive levels of drug testing.

Credit Access and Inclusion Act of 2018 This bill amends the Fair Credit Reporting Act to allow the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions of the Consumer Credit Protection Act that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Action for Dental Health Act of 2018 This bill amends the Public Health Service Act to reauthorize oral health promotion and disease prevention programs through FY2022. The Department of Health and Human Services may award grants or enter into contracts to collaborate with public officials and other stakeholders to develop and implement initiatives to: (1) improve oral health education and dental disease prevention, (2) reduce barriers to the provision of dental services, (3) establish dental homes for children and adults, (4) reduce the use of emergency departments by individuals who seek dental services more appropriately delivered in a dental primary care setting, or (5) facilitate the provision of dental care to nursing home residents.

No Free Rent for Freeloaders Act of 2018 This bill directs the Department of Housing and Urban Development (HUD), on an annual basis and for each public housing agency, to: monitor the extent of noncompliance with the community service and economic self-sufficiency requirements of the United States Housing Act of 1937, determine the aggregate amount provided in federal subsidies for all public housing dwelling units that were occupied by noncompliant tenants, and publish this amount in the Federal Register. In each fiscal year this amount, as determined and published for the preceding fiscal year, shall be rescinded from funds made available for HUD's Management and Administration account.

Housing Victims of Major Disasters Act of 2018 This bill makes certain individuals and households eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017. To be eligible, an individual or household must be: (1) occupying an otherwise unused or uninhabited property located in the area for which the major disaster was declared but does not have documented ownership rights to and is not renting the property, or (2) renting a property located in the area for which the major disaster was declared but does not have a written lease for the rental. The Federal Emergency Management Agency (FEMA) shall consider alternative forms of proof to determine the eligibility of an individual or household for assistance. FEMA shall enter into agreements with the Department of Housing and Urban Development to implement a Disaster Housing Assistance Program to provide temporary rental assistance to individuals and households displaced by any major disaster during 2017, and shall engage in consultations regarding the implementation of such program for future disasters.

Fixing Housing Access Act of 2018 This bill modifies provisions concerning civil actions under the False Claims Act and the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 related to certain housing programs administered by the Department of Housing and Urban Development, the Department of Veterans Affairs, and the Department of Agriculture.

Liberty City Rising Act This bill requires the Department of Housing and Urban Development to establish standards to ensure the safety and security of federally assisted housing in high-crime areas. Public housing agencies serving high-crime areas must establish anonymous hotlines for tenants to report suspicious activity and crimes in the community.

Spending Cuts to Expired and Unnecessary Programs Act This bill rescinds approximately $15 billion in budget authority over 2018-2028 that was proposed to be rescinded by the President under procedures included in the Impoundment Control Act of 1974. (A rescission is legislation enacted by Congress that cancels the availability of previously enacted budget authority before the authority would otherwise expire. Under current law, the President may propose rescissions to Congress, which must be enacted into law to take effect. Congress may rescind all, part, or none of the amounts proposed by the President. If Congress does not pass rescission legislation within 45 days of continuous session of Congress, the President must make the funds available.) The bill rescinds budget authority from specified programs and accounts within: the Department of Agriculture, the Department of Commerce, the Department of Energy, the Department of Health and Human Services, the Department of Housing and Urban Development, the Department of Justice, the Department of Labor, the Department of State, the Millennium Challenge Corporation, the U.S. Agency for International Development. the Department of Transportation, the Department of the Treasury, the Corporation for National and Community Service, and the Railroad Retirement Board.

Housing Choice Voucher Mobility Demonstration Act of 2018 This bill authorizes the Department of Housing and Urban Development (HUD) to implement a mobility demonstration program to enable public housing agencies to administer housing-choice rental-assistance vouchers in a manner designed to (1) encourage low-income families receiving such assistance to move to lower-poverty areas, and (2) expand access to opportunity areas. HUD shall require public housing agencies applying to participate in the program to submit a specified Regional Housing Mobility Plan.

Do No Harm Act This bill makes the Religious Freedom Restoration Act of 1993 (RFRA) inapplicable to federal laws (or implementations of laws) that: protect against discrimination or the promotion of equal opportunity, including the Civil Rights Act of 1964, the Americans with Disabilities Act, the Family Medical Leave Act, Executive Order 11246 (concerning equal employment opportunity), the Violence Against Women Act, and the Department of Housing and Urban Development's (HUD's) rules entitled "Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity"; require employers to provide wages, other compensation, or benefits, including leave; protect collective activity in the workplace; protect against child labor, abuse, or exploitation; or provide for access to, information about, referrals for, provision of, or coverage for, any health care item or service. Under current law, RFRA prohibits the government from substantially burdening a person's exercise of religion even if the burden results from a rule of general applicability, except in furtherance of a compelling governmental interest when using the least restrictive means. The bill makes RFRA inapplicable to: (1) terms requiring goods, services, functions, or activities to be performed or provided to beneficiaries of government contracts, grants, cooperative agreements, or awards; or (2) denials of a person's full and equal enjoyment of a government-provided good, service, benefit, facility, privilege, advantage, or accommodation. To assert a RFRA claim or defense in a judicial proceeding, the government must be a party to the proceeding.

Better Military Housing Act of 2018 This bill requires the Department of Defense (DOD) to revise requirements for the monitoring and oversight of, and reporting for, the Military Housing Privatization Initiative (MHPI). Specifically, the bill requires DOD to use consistent measures for assessing the financial condition of MHPI projects and to assess the future sustainability of such projects relative to the goal of providing quality housing to members of the Armed Forces.

VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018 or VA MISSION Act of 2018 This bill consolidates Department of Veterans Affairs (VA) community care programs, revises other VA health care programs and facilities provisions, and makes appropriations for veterans care. The bill establishes the Veterans Community Care Program to furnish hospital care, medical services, and extended care services through certain non-VA providers to veterans who are enrolled in the VA health care system or otherwise entitled to VA care. The VA may enter agreements with non-VA providers to furnish veterans with care that is otherwise not feasibly available. The VA shall: (1) establish standards for VA health care quality and for non-VA care in areas of VA expertise, (2) prohibit rehiring previously-removed VA providers, (3) provide prompt payment to providers, and (4) establish opioid prescribing practices for non-VA providers. The Veterans Choice Program is terminated after one year. The bill establishes the Center for Innovation for Care and Payment. The VA may: (1) provide care for the live donor of a transplant for a veteran, and (2) carry out a Specialty Education Loan Repayment Program and other actions to recruit health care professionals. The VA family caregiver program is expanded. The Office of Management and Budget shall review each enhanced-use facility lease. The bill establishes pilot programs for medical scribes, mobile deployment teams for underserved facilities, and graduate medical education. The bill extends VA pension reductions for Medicare-covered veterans in nursing homes.
