Housing Choice Voucher Funding Fairness Act of 2006 - Amends the United States Housing Act of 1937 to require the Secretary of Housing and Urban Development (HUD) to allocate certain funds for renewal of expiring annual contributions contracts for tenant-based rental assistance for each public housing agency (other than an agency with a special funding agreement under the Moving To Work demonstration program) based on the most recent leasing and cost data for certain funding cycles. Prescribes implementation guidelines, including agency reserves for housing choice vouchers. Requires the Secretary to provide to Congress and make publicly available specified budget information. Sets forth guidelines for maximized leasing that prohibit the Secretary from: (1) taking into consideration the extent to which the number of families assisted in the preceding year by an agency exceeded the authorized level; or (2) establishing or enforcing any limitation on the number of families, vouchers, or units or unit-months that may be assisted with amounts provided for tenant-based rental assistance.

Authorizes appropriations. Directs the Secretary of the Treasury to conduct a study of the availability of child care facility secondary mortgage markets.

Hope Housing Act of 2006 - Requires the Director of the Federal Emergency Management Agency (FEMA) to place a manufactured home purchased by FEMA between August 1, 2005, and this Act's enactment date in a floodway or costal high hazard area or in a flood plain (without elevating such home up to the base flood level or without complying with specified decision-making processes and mitigation requirements) to house an individual displaced by Hurricane Katrina or Hurricane Rita, upon request from or on behalf of such individual, provided the Director has received an evacuation plan from the state or local government officials for the area of placement. Bars civil actions against the federal government for damages related to the flooding of a home that is the subject of such placement. Requires the Director to provide any person provided such a home with written notice of the potential risks associated with such placement and such limitations on liability.

BOLD Energy Act of 2006

Breaking Our Long-Term Dependence Energy Act of 2006 or the BOLD Energy Act of 2006 - Directs the Secretary of Transportation to establish: (1) a rebate program for reducing fuel consumption levels; and (2) a National Tire Efficiency Program. Requires motor vehicle manufacturers to equip 30% of their 2011 models and 100% of all 2017 models with alternative fuel technology. Amends the Internal Revenue Code to allow new tax credits for: (1) idling reduction devices; (2) the manufacture of advanced technology motor vehicles; (3) wind energy property; and (4) investment in clean energy coal bonds and combined heat and power system property. Repeals the limitation on the number of hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle tax credit. Extends through 2010: (1) the tax credits for electric vehicles, energy efficient homes, and nonbusiness energy property; and (2) the tax deduction for energy efficient commercial buildings. Extends through 2012 tax credits for: (1) producing energy from certain renewable resources; (2) investment in clean renewable energy bonds; (3) residential energy efficient property; and (4) investment in solar energy property. Extends through 2013 income and excise tax credits for alcohol, biodiesel, and renewable diesel used as fuel. Increases from 30 to 50% the tax credit rate for alternative vehicle refueling property (service stations for dispensing alternative fuels to retail consumers) and extends such credit through 2013. Allows use of civil penalties for noncompliance with fuel economy standards to finance alternative vehicle refueling properties. Increases the tax credit rate for enhanced oil recovery from 15 to 20% for enhanced oil recovery project costs. Directs the Secretary of Energy to establish programs for: (1) new vehicles technology research and development; (2) building refineries for converting coal into liquid transportation fuel; (3) energy trading credits; and (4) advanced clean low-rank coal development. Directs the Secretary of the Interior to offer the 181 Area (Gulf of Mexico) for oil and gas leasing within one year of enactment of this Act. Amends the Clean Air Act to: (1) increase the volume of renewable fuels (including biodiesel) to 30 billion gallons by 2025; (2) increase the level of cellulosic biomass and sugar in renewable fuels; (3) establish a program to produce cellulosic ethanol and ethanol produced from sugar; and (4) set forth a renewable fuel program for the diesel motor pool. Authorizes appropriations for projects to promote the transition to a hydrogen-based economy.

Earning and Living Opportunities Act - Amends the Housing and Urban Development Act of 1968 to set forth as a condition of federal housing and community development assistance that: (1) a public or Indian housing agency or contractor shall require that at least 20% of employee hours be performed by low- or very low-income persons; and (2) a recipient of assistance for housing rehabilitation, construction, or other public construction projects and their contractors shall require that at least 20% of new employee hours be performed by low- or very low-income persons. Directs the Secretary to require a public or Indian housing agency and other recipients of federal housing and community development assistance to: (1) establish a section 3 committee of interested parties to oversee all aspects of compliance with section 3 of such Act; (2) advertise training and employment opportunities generated by development assistance; and (3) maintain a registry of eligible low- and very low-income persons who express interest in those opportunities. Prescribes requirements for: (1) contractor compliance and job training; and (2) agency recruitment and referral. Establishes fines for noncompliance.

Expanding American Homeownership Act of 2006

Expanding American Homeownership Act of 2006 - Amends the National Housing Act to: (1) modify guidelines governing the maximum principal loan obligation; (2) extend the mortgage term; and (3) revise requirements for cash payment by the mortgagor in the eligibility criteria for mortgage insurance. Authorizes the Secretary of Housing and Urban Development (Secretary) to establish a mortgage insurance premium structure involving a single premium payment collected prior to the insurance of the mortgage that may vary during the mortgage term as long as the basis for determining the variable rate is established before the execution of the mortgage. Permits the Secretary to insure any mortgage covering a one-family unit in a condominium project if the project has a certain blanket mortgage insured by the Secretary. Revises requirements for the Mutual Mortgage Insurance (MMI) Fund. Sets limitations upon the Secretary's authority to enter into commitments for loan guarantees. Makes insurance of a Native Hawaiian or Indian reservation mortgage the obligation of the MMI Fund (instead of the General Insurance Fund). Eliminates the limitation placed upon the aggregate number of home equity conversion mortgages insured under the Act. Authorizes the Secretary to insure a home equity conversion mortgage when its primary purpose is to enable an elderly mortgagor to purchase a 1-to 4 family dwelling in which the mortgagor will occupy one of the units. Authorizes the Secretary to enter into agreements to insure temporarily certain mortgages for a single family residence located within a presidentially declared major disaster area.

Directs the Secretary of Housing and Urban Development to make grants to local governments to provide financial assistance to developers for the production of housing for home ownership affordable to low- and moderate-income families.

Homeless Assistance Consolidation Act of 2006 - Amends the McKinney Vento Homeless Assistance Act to include faith-based organizations among the community-based organizations eligible to receive assistance under the Act. Requires establishment of a continuum of care board for a geographic area for one or more units of general local government as a private nonprofit organization to lead a collaborative planning process to design, implement and evaluate programs, policies and practices to prevent and help end homelessness. Directs the Secretary of Housing and Urban Development (HUD) to make: (1) technical assistance available to such boards and project sponsors or potential project sponsors; and (2) grants to continuum of care boards to implement homeless assistance and prevention projects. Prohibits termination of tenancy in either permanent housing or transitional housing, except for serious or repeated violations of the lease, violation of significant program requirements, violation of federal, state, or local law, or other good cause. Directs the Secretary to provide incentives to promote the creation of new permanent housing units for chronically homeless persons (Samaritan Chronic Homelessness Initiative) through the construction, acquisition and rehabilitation, leasing, or provision of rental assistance of permanent housing units owned or leased by a project sponsor or other independent entity contracting with a project sponsor.

Saving America's Rural Housing Act of 2006

Saving America's Rural Housing Act of 2006 - Amends the Housing Act of 1949 to direct the Secretary of Agriculture to implement a revitalization program to provide financial incentives and other assistance to owners of eligible projects through voluntary long-term use agreements entered into between the project owners and the Secretary. Prescribes implementation guidelines, including requirements for a long-term viability plan, a financial restructuring plan, and revitalization incentives. Revises the authority of the Secretary to make loans to private nonprofit corporations, consumer cooperatives, and Indian tribes to provide rental or cooperative housing and related facilities for elderly or handicapped persons, families of low or moderate income, or other persons and families of low income in rural areas (Section 515 financing). Authorizes the Secretary, when entering into contracts involving Section 515 financing for new construction, to grant priority to projects in areas with a need for affordable low-income rental housing due to prepayment of Section 515 loans or insured loans. Repeals certain restrictions on the prepayment of Section 515 loans or insured loans; but specifies new conditions on prepayment of such loans. Directs the Secretary to: (1) develop a plan to administer requests to prepay Section 515 multifamily housing loans; and (2) make voucher assistance available to each low-income family who on the date of prepayment is residing in a dwelling unit if the owner prepays certain multifamily housing loans made under the Act. Prescribes uses for such vouchers, including rental assistance, right to use an available rental dwelling unit, and homeownership. Sets forth prepayment standards for pre-1989 loans. Instructs the Secretary to establish and maintain a database of potential buyers of projects with specified loans. Restricts such database to persons who have expressed an interest in purchasing the projects at fair market value and maintaining them as affordable housing.

Ryan White CARE Act Amendments of 2006 - Amends the Public Health Service Act to reauthorize appropriations for HIV health care services programs. Requires recipients of HIV-related grants to expend not less than 75 percent of such funds on primary medical care. Amends the formula for awarding grant funds to consider the number of HIV (currently, AIDS) cases. Makes ineligible for funding any state or locality that imposes significant barriers to partner notification programs or routine testing. Provides for treatment for hepatitis B or hepatitis C for HIV-positive individuals who are co-infected. Requires the Secretary of Health and Human Services to require: (1) rapid routine testing of each client at any entity receiving funding from certain federal programs; and (2) federally funded health facilities to offer routine testing for pregnant women and newborns. Requires the Director of the Centers for Disease Control and Prevention (CDC) to annually purchase and distribute rapid HIV tests. Requires the Secretary to issue guidelines for therapeutics to be included in state formularies. Allows states to use grant funds to provide services to Medicaid-eligible individuals with HIV. Amends the AIDS Housing Opportunity Act to make grant allocations based on the number of HIV (currently, AIDS) cases. Requires the Secretary to ensure that not less than 75 percent of grant amounts are used for the provision, construction, maintenance, or development of housing assistance. Requires the Secretary to provide state AIDS officials with the authority to request and obtain all necessary information in order to coordinate HIV care and treatment with other federally funded projects.

Alternative Energy Extender Act - Amends the Internal Revenue Code to extend through 2010: (1) the tax credit for electricity produced from certain renewable resources; (2) the tax credit for holders of clean renewable energy bonds and the national volume cap for such bonds; (3) the tax deduction for energy efficient commercial buildings; (4) the tax credit for new energy efficient homes; (5) the tax credit for residential energy efficient property; (6) the tax credits for investment in qualified fuel cells, microturbine power plants, and solar energy property; and (7) the income and excise tax credits for biodiesel and alternative fuels and for alternative fuel vehicle refueling property. Increases the maximum tax credit amounts for the advanced coal and gasification project programs. Extends through 2012 the taxpayer election to expense certain crude oil refinery property. Amends the Harmonized Tariff Schedule of the United States to extend through 2010 the suspension of duties on mixtures of ethyl alcohol and ethyl tertiary-butyl ether.

Makes emergency supplemental appropriations to the Department of Defense (DOD) for: (1) military personnel; (2) operation and maintenance (O&M); (3) the Afghanistan Security Forces Fund; (4) the Iraq Security Forces Fund; (5) procurement; (6) research, development, test, and evaluation; (7) Defense Working Capital Funds; (8) the Defense Health Program; (9) drug interdiction and counter-drug activities related to Afghanistan and Central Asia; (10) the Office of the Inspector General; and (11) the Intelligence Community Management Account. Allows DOD funds to be used for support for counter-drug activities of the Governments of Afghanistan and Pakistan. Makes emergency supplemental appropriations for: (1) the United States Agency for International Development (USAID); (2) the Economic Support Fund; (3) the Democracy Fund; (4) international narcotics control and law enforcement; (5) migration and refugee assistance; (6) international affairs technical assistance; and (7) peacekeeping operations. Makes emergency supplemental appropriations for: (1) the U.S. Coast Guard; (2) military construction; (3) salaries and expenses of U.S. attorneys, the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration (DEA), and the Bureau of Alcohol, Tobacco, Firearms and Explosives; (4) diplomatic and consular programs; (5) the Special Inspector General for Iraq Reconstruction; (6) educational and cultural exchange programs; (7) contributions to international peacekeeping activities; (8) international broadcasting operations and capital improvements; and (9) salaries and expenses of the Department of the Treasury. Amends the Internal Revenue Code to extend through 2010: (1) the tax credit for electricity produced from certain renewable resources; (2) the tax credit for holders of clean renewable energy bonds and the national volume cap for such bonds; (3) the tax deduction for energy efficient commercial buildings; (4) the tax credit for energy efficient new homes; (5) the tax credit for residential energy efficient property; (6) the tax credits for investment in qualified fuel cells, stationary microturbine power plants, and solar energy property; and (7) the income and excise tax credits for biodiesel and alternative fuels. Increases the maximum tax credit amounts for the advanced coal and gasification project programs. Extends through 2012 the taxpayer election to expense certain crude oil refinery property. Exempts certain alternative motor vehicles and qualified electric vehicles eligible for tax credits from the depreciation limitations applicable to luxury vehicles.

Requires the Secretary of Health and Human Services to require: (1) rapid routine testing of each client at any entity receiving funding from certain federal programs; and (2) federally funded health facilities to offer routine testing for pregnant women and newborns. Requires the Director of the Centers for Disease Control and Prevention (CDC) to annually purchase and distribute rapid HIV tests. Requires the Secretary to issue guidelines for therapeutics to be included in state formularies. Allows states to use grant funds to provide services to Medicaid-eligible individuals with HIV. Amends the AIDS Housing Opportunity Act to make grant allocations based on the number of HIV (currently, AIDS) cases. Requires the Secretary to ensure that not less than 75 percent of grant amounts are used for the provision, construction, maintenance, or development of housing assistance. Requires the Secretary to provide state AIDS officials with the authority to request and obtain all necessary information in order to coordinate HIV care and treatment with other federally funded projects.

Hurricane Katrina Recovery Act of 2006 - Establishes within the Executive Office of the President the Office of the Hurricane Katrina Recovery Chief Financial Officer to be responsible for the efficient and effective use of federal funds in Hurricane Katrina recovery activities. Directs the Secretary of Homeland Security to establish a National Family Locator System and ensure that each state's homeland security plan provides information regarding evacuating individuals with special needs. Directs: (1) the Secretary of Health and Human Services to establish a volunteer corps to provide an adequate supply of health professionals in an emergency; and (2) the Director of the Centers for Disease Control and Prevention (CDC) to establish a database of health professionals to increase preparedness for federal emergencies. Requires the HHS Secretary to make grants: (1) for constructing, modernizing, or repairing health facilities damaged by Hurricane Katrina; and (2) to assist individuals and specified entities in communities in affected areas that disproportionately experience health disparities. Amends the Housing and Community Development Act of 1992 to require the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation to establish and manage an affordable housing fund to increase housing and home ownership for low-income families and in low-income areas and areas of chronic economic distress and for community or economic development activities in economically underserved areas. Authorizes appropriations for disaster relief in Katrina-affected areas through community development assistance programs. Authorizes the appropriate federal banking agency and the National Credit Union Administration (NCUA) to forbear from taking any action otherwise required with respect to certain undercapitalized insured depository institutions or credit unions that are not significantly or critically undercapitalized and whose capital or net worth were reduced as a direct result of Hurricane Katrina. Grants emergency authority to the Federal Deposit Insurance Corporation (FDIC) and the NCUA to indemnify an insured depository institution or credit union, respectively, for any loss suffered through cashing a check is presented by an individual who, as of August 28, 2005, resided in a qualified disaster area. Increases the government-wide goal for procurement contracts awarded to small business concerns owned and controlled by socially and economically disadvantaged individuals for recovery and reconstruction activities related to Hurricane Katrina. Establishes a government-wide goal for procurement contracts awarded to local businesses in Katrina-affected areas of 30% of that total value for each of FY2006-FY2007. Requires at least 40% of workers performing Katrina-related recovery or reconstruction activities to be local residents. Directs the Secretary of Education to: (1) award grants to three historically black colleges and universities in New Orleans, Louisiana, to assist in recruiting and retaining students and retaining faculty; and (2) carry out a program of assuming the obligation to repay a qualified loan under the Robert T. Stafford Federal Student Loan Program, and of canceling the obligation to repay a qualified loan under the William D. Ford Federal Direct Loan Program, for any borrower who returns to or enrolls in a Hurricane Katrina-affected institution in academic years between 2005 and 2008, who obtains an associate's degree or bachelor's degree from such institution, and who is not in default on a loan for which the borrower seeks forgiveness. Amends the Internal Revenue Code to reduce the income threshold, and increase the percentage of earned income, used to calculate the refundable portion of the child tax credit. Allows certain taxpayers who maintained a primary residence in Alabama, Louisiana, or Mississippi an increase in the refundable portion of the child tax credit. Expresses the sense of the Senate that the funds necessary to carry out this Act should be made available from otherwise unobligated amounts appropriated for hurricane relief.
