Disaster Housing Assistance Act This bill directs the Federal Emergency Management Agency (FEMA) to enter into an agreement or agreements with the Department of Housing and Urban Development to establish a temporary program that provides long-term rental housing assistance to eligible families affected by a major disaster during 2017, including with respect to Hurricane Maria. The Government Accountability Office shall report to Congress by January 20, 2020, on the results of the program.

Liberty City Rising Act This bill requires the Department of Housing and Urban Development to establish standards to ensure the safety and security of federally assisted housing in high-crime areas. Public housing agencies serving high-crime areas must establish anonymous hotlines for tenants to report suspicious activity and crimes in the community.

Housing Choice Voucher Mobility Demonstration Act of 2018 This bill authorizes the Department of Housing and Urban Development (HUD) to implement a mobility demonstration program to enable public housing agencies (PHAs) to administer housing-choice rental-assistance vouchers in a manner designed to: (1) encourage low-income families receiving such assistance to move to lower-poverty areas, and (2) expand access to opportunity areas. HUD shall require PHAs applying to participate in the program to submit a specified Regional Housing Mobility Plan.

Jobs and Justice Act of 2018 This bill addresses a wide variety of domestic policy matters and focuses on economically distressed communities, opportunities for minorities and the disadvantaged, and civil rights enforcement. Included in the programs and requirements affected are those concerning: diversity in contracting; infrastructure development; areas of persistent poverty; job training for youth and older Americans; education of girls and minorities in STEM fields; the federal minimum wage; military family benefits; health care coverage and access; small business investment; commercial investment in underserved areas, including through tax benefits; housing, including affordability and homelessness programs, landlord-tenant matters, public housing, foreclosure mitigation, and discrimination; access to higher education, including through community college attendance; science, technology, and information security education; hate crimes; law enforcement officer conduct; law enforcement resources and administration; juvenile justice; sentencing procedures; voting rights and administration; prison administration; and firearms sales and possession.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2019 Provides FY2019 appropriations for Military Construction, the Department of Veterans Affairs (VA), and related agencies. Provides appropriations to the Department of Defense (DOD) for Military Construction for: the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. Provides appropriations to DOD for the North Atlantic Treaty Organization (NATO) Security Investment Program. Provides appropriations for the Department of Defense Base Closure Account. Provides appropriations to DOD for Construction and Operation and Maintenance of Family Housing for the Army, the Navy and Marine Corps, the Air Force, and Defense-wide agencies and activities. Provides appropriations to DOD for the Family Housing Improvement Fund and the Military Unaccompanied Housing Improvement Fund. Sober Home Fraud Detection Act This bill requires the Department of Health and Human Services to publish common indicators of potentially fraudulent or disreputable recovery housing (alcohol- and drug-free shared living environments that promote recovery from substance use disorders), such as with respect to unusual billing practices, longer than average occupancies, and excessive levels of drug testing.

Transitional Housing for Recovery in Viable Environments Demonstration Program Act or the THRIVE Act This bill amends the United States Housing Act of 1937 to require the Department of Housing and Urban Development to establish a five-year demonstration program for nonprofit organizations to provide low-income rental-assistance vouchers to individuals recovering from an opioid or other substance-use disorder. Specifically, an organization shall provide these vouchers through a supportive and transitional housing program that provides treatment for such disorders and job skills training for a period of 12 to 24 months.

Comprehensive Addiction Recovery through Effective Employment and Reentry Act or the CAREER Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to establish a pilot program to award grants to states in order to assist individuals with the transition from substance use disorder treatment programs to independent living and the workforce. Eligible grant activities include outpatient treatment programs, care coordination services, and vocational training. HHS may award five-year grants to up to five states (based in part on specified unemployment and overdose data) and one-year grants to states and Indian tribes (based on criteria determined by HHS). Additionally, the bill amends the Housing and Community Development Act of 1974 to include temporary housing services for individuals transitioning from substance use disorder treatment programs as qualifying activities for which states may use federal funds. The bill also amends the Workforce Innovation and Opportunity Act and the Rehabilitation Act of 1973 to allow states to use federal funds for career and training services for such individuals, including career counseling, employee assistance programs, and educational resources for employers.

Restoring Community Oversight of Sober Living Homes Act of 2018 This bill amends the Patient Protection and Affordable Care Act to remove substance use disorder services from the list of essential health benefits that must be covered by health plans. The bill also amends the Fair Housing Act to address state and local zoning laws regarding recovery facilities (buildings that are occupied by individuals who are handicapped by drug addiction or alcoholism and that prohibit controlled substances and alcohol). The bill specifies that federal anti-discrimination laws do not bar any state or local zoning laws that prohibit recovery facilities in residential areas. Recovery facilities must also comply with all state and local zoning laws in order to receive federal funds.

Spending Cuts to Expired and Unnecessary Programs Act This bill rescinds approximately $15 billion in budget authority over 2018-2028 that was proposed to be rescinded by the President under procedures included in the Impoundment Control Act of 1974. (A rescission is legislation enacted by Congress that cancels the availability of previously enacted budget authority before the authority would otherwise expire. Under current law, the President may propose rescissions to Congress, which must be enacted into law to take effect. Congress may rescind all, part, or none of the amounts proposed by the President. If Congress does not pass rescission legislation within 45 days of continuous session of Congress, the President must make the funds available.) The bill rescinds budget authority from specified programs and accounts within: the Department of Agriculture, the Department of Commerce, the Department of Energy, the Department of Health and Human Services, the Department of Housing and Urban Development, the Department of Justice, the Department of Labor, the Department of State, the Millennium Challenge Corporation, the Department of Transportation, the Department of the Treasury, the Environmental Protection Agency, the Corporation for National and Community Service, and the Railroad Retirement Board.

Improving Access to Mental Health Services Act This bill amends the Public Health Service Act to allow National Health Service Corps (NHSC) personnel who are assigned to provide health services in a health professional shortage area to provide services as behavioral and mental health professionals at schools or other community-based settings and at the homes of patients. Services provided pursuant to this bill may count toward completion of obligated service requirements under the NHSC scholarship or loan repayment programs.

Know Your Home Act of 2018 This bill expands eligible activities under the Community Development Block Grant program to include payment of costs incurred by a local government in digitizing, and publishing online, information regarding violations of laws and regulations related to housing construction and safety. The bill also requires a local government, as a condition of grant eligibility in FY2024 or later, to collect and make publicly available such information upon request.

Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every Person Act or the FIRST STEP Act This bill amends various provisions of law and sets forth new provisions: to require the Department of Justice to establish and the Bureau of Prisons (BOP) to implement a risk and needs assessment system to assess prisoner recidivism risk; guide housing, grouping, and program assignments; and incentivize and reward participation in and completion of recidivism reduction programs and productive activities; to modify the computation of good time credit; to allow federal correctional officers to securely store and carry concealed firearms on BOP premises outside the security perimeter of a prison; to limit the use of restraints on federal prisoners who are pregnant or in postpartum recovery; to require a prisoner to be placed at a facility not more than 500 driving miles away from the prisoner's primary residence; to require low-risk prisoners to be placed on home confinement for the maximum amount of time permitted; to reauthorize through FY2022 and modify eligibility for an elderly offender early release pilot program; to require the BOP to help prisoners obtain identification documents prior to release, to incorporate de-escalation procedures into training programs, and to make tampons and sanitary napkins available free of charge; to repeal the National Institute of Corrections; to authorize Federal Prison Industries to sell products to additional markets; to require probation and pretrial services officers to perform court-directed supervision of sex offenders conditionally released from civil commitment; to require auditors who monitor compliance with national prison rape standards be certified; and to require the BOP to establish pilot programs on youth mentorship and service to abandoned, rescued, or vulnerable animals.

VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018 or VA MISSION Act of 2018 This bill consolidates Department of Veterans Affairs (VA) community care programs, revises other VA health care programs and facilities provisions, and makes appropriations for veterans care. The bill establishes the Veterans Community Care Program to furnish hospital care, medical services, and extended care services through certain non-VA providers to veterans who are enrolled in the VA health care system or otherwise entitled to VA care. The VA may enter agreements with non-VA providers to furnish veterans with care that is otherwise not feasibly available. The VA shall: (1) establish standards for VA health care quality and for non-VA care in areas of VA expertise, (2) prohibit rehiring previously-removed VA providers, (3) provide prompt payment to providers, (4) establish opioid prescribing practices for non-VA providers, and (5) carry out the modernization or realignment of Veterans Health Administration facilities. The Veterans Choice Program is terminated after one year. The bill establishes: (1) the Center for Innovation for Care and Payment, and (2) the Asset and Infrastructure Review Commission. The VA may: (1) provide care for the live donor of a transplant for a veteran, and (2) carry out a Specialty Education Loan Repayment Program and other actions to recruit health care professionals. The VA family caregiver program is expanded. The Office of Management and Budget shall review each enhanced-use facility lease. The bill establishes pilot programs for medical scribes, mobile deployment teams for underserved facilities, and graduate medical education. The bill extends VA pension reductions for Medicare-covered veterans in nursing homes.

Keep Your Home Act of 2018 This bill amends the Emergency Economic Stabilization Act of 2008 to reauthorize the Department of the Treasury's Hardest Hit Fund (which supports programs that assist homeowners faced with financial hardship) and otherwise modify provisions related to the fund.

Make Sanctuary Cities Pay for the Wall Act of 2018 This bill directs the Department of Homeland Security (DHS) to establish a DHS account for the planning, design, and construction of a U.S.-Mexico border barrier. Certain housing, community development, and public works appropriations for sanctuary cities, localities, or states shall be withheld and deposited into such account. DHS: (1) may decline to transfer an alien in its custody to a sanctuary jurisdiction regardless of whether such jurisdiction has issued a writ or warrant, (2) shall not transfer an alien under a final order of removal (or a restatement of an order of removal) to a sanctuary jurisdiction, and (3) shall determine and report to Congress each year which political subdivisions or states are sanctuary jurisdictions.

VAWA Protections for Rural Women Act of 2018 This bill amends the Violence Against Women Act of 1994 (VAWA) to include rural development housing voucher assistance provided by the Department of Agriculture as a covered housing program subject to VAWA protections (e.g., the prohibition on denial or termination of housing assistance based on the fact that an applicant or tenant is a victim of domestic violence, dating violence, sexual assault, or stalking).

Ensuring Access to Quality Recovery Living Act of 2018 This bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) to publish best practices for operating recovery housing, to distribute such publication to the states, and to provide technical assistance to states seeking to adopt such practices. SAMHSA must require states to follow such best practices in order to receive a contract or grant for recovery housing. "Recovery housing" means a shared living environment free from alcohol and illegal drug use and centered on peer support and connection to services to promote recovery from substance use disorders.

Housing Victims of Major Disasters Act of 2018 This bill makes a family eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017, if it: (1) is occupying an otherwise unused or uninhabited property located in the area for which the major disaster was declared but does not have documented ownership rights to, and is not renting, the property; or (2) is renting a property located in the area for which the major disaster was declared but does not have a written lease for such rental. The Federal Emergency Management Agency (FEMA) shall consider a wide range of evidence in determining the eligibility of a family for housing assistance. FEMA shall enter into agreements with the Department of Housing and Urban Development to implement a Disaster Housing Assistance Program to provide temporary rental assistance to families displaced by any major disaster during 2017, and shall consult on the implementation of the program for future disasters.

Hardest Hit Housing Act of 2018 This bill authorizes through FY2022 additional funds for various housing programs, including grants to large public housing agencies for specified capital activities, grants for foreclosure mitigation counseling and legal assistance, and incremental vouchers for rental assistance for large public housing agencies.

Foreign Service Officer Civil Relief Act of 2018 This bill amends the Foreign Service Act of 1980 to permit Foreign Service officers to terminate personal cellular or telephone exchange service contracts and domestic housing or vehicle leases while deployed abroad in the same manner as U.S. service members who are deployed abroad.
