Housing Innovation Act of 2022 This bill establishes the Office of Housing Innovation within the Department of Housing and Urban Development. The office must establish grant programs to support (1) planning efforts that address housing needs in urban areas; (2) research and studies to support, inform, and advise local governments on their plans for new housing and community development; and (3) outreach programs focused on issues related to housing, community development, and regional planning. The Government Accountability Office must report on the effectiveness of the grant programs.

Military Housing Affordability Act of 2022 This bill extends certain authorities of the Department of Defense (DOD) to adjust basic housing allowances for military housing in certain areas. Specifically, the bill extends to December 31, 2024, DOD's authority to increase the rates of basic housing allowance in areas of a declared major disaster or areas containing one or more military installations that are experiencing a sudden increase in the number of members assigned to the installation. The bill also extends to September 30, 2024, DOD's authority to prescribe a temporary adjustment to basic housing allowance rates if DOD determines the costs of adequate housing for civilians in that military housing area differs from the current allowance rates by more than 20%.

Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations for military construction, the Department of Veterans Affairs (VA), and related agencies. The bill provides appropriations to the Department of Defense (DOD) for military construction for the Army; the Navy and Marine Corps; the Air Force; Defense-wide agencies and activities; the Army and Air National Guard; and the Army, Navy, and Air Force Reserves. Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023 This bill provides FY2023 appropriations for the Department of Agriculture (USDA), the Food and Drug Administration, and related agencies. Housing Supply Expansion Act This bill modifies the federal prevailing wage rates that apply to federally assisted housing and requires the Department of Labor to review and revise its process for determining prevailing wage rates. Specifically, the bill applies the prevailing wage rate for residential construction to all housing projects that receive assistance under specified federal statutes. (Under current law, the residential construction prevailing wage rate applies to the construction, alteration, or repair of single-family homes or apartment buildings up to four floors in height.)

Manufactured Housing Community Sustainability Act of 2022 This bill allows a new tax credit equal to 75% of the gain from the sale or exchange of real property to a qualified manufactured home community cooperative or corporation if (1) the property is acquired for use as a manufactured home community, (2) the seller (or any related person) owned the property for the entire two-year period before the sale or exchange, and (3) the property is transferred subject to a binding covenant that the property will be used as a manufactured home community for at least 50 years or the maximum permissible term under state laws that restrict such covenants to a lesser term. The bill defines manufactured home community as a community comprised primarily of manufactured homes used solely for residential purposes and owned by a manufactured home community cooperative or corporation.

Coordinating Substance Use and Homelessness Care Act of 2022 This bill requires the Department of Housing and Urban Development to award competitive grants to improve coordination of health care and homelessness services for individuals who are homeless, have significant behavioral health issues (e.g., substance use disorders), and voluntarily seek assistance. Affordable Housing Bond Enhancement Act This bill modifies the Mortgage Revenue Bond (MRB) and the Mortgage Credit Certificate (MCC) programs of state housing finance agencies to expand the supply of affordable homes and homeownership for low- and moderate-income homebuyers. The bill requires the Internal Revenue Service to annually report to the congressional banking and tax committees on the use by states of their private activity bond authority for housing investment. It also increases the MRB home improvement loan limit from $15,000 to $50,000. The bill permits states to redesignate their carryforward authority and use it for housing investment and permits MRBs to be used to refinance home loans for borrowers who have incomes below 115% of median family income. The bill modifies the recapture requirement for homeowners who receive a MRB-financed mortgage or an MCC and sell their residences within the first nine years of ownership and reduces the time in which a recapture tax may be assessed from nine to five years. The bill revises the MCC benefit calculation to a simple percentage of the original loan balance. It also extends the MCC revocation period from two to four years. The bill reduces the public notice requirement for MCC issuers from 90 days to 30 days and eliminates certain MCC reporting requirements.

Keep Kids Fed Act of 2022 This bill provides funding for and makes changes to school meal programs and the Child and Adult Care Food Program (CACFP). It also rescinds certain funds provided under the American Rescue Plan Act of 2021; the Consolidated Appropriations Act, 2021; and the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Specifically, the bill increases the reimbursement rate for school lunches by 40 cents and for school breakfasts by 15 cents for the school year beginning in July 2022. Further, the bill changes income eligibility for school meal programs for the school year beginning in July 2022. The bill extends the authority of the Department of Agriculture (USDA) to waive certain requirements for the school meal programs and the CACFP to address COVID-19, including by extending authority through September 30, 2022, for USDA to grant waivers related to summer food service programs. The bill authorizes USDA to establish a nationwide waiver of statutory and regulatory requirements under child nutrition programs for the 2022-2023 school year. Additionally, the bill increase the reimbursement rate for meals and snacks under the CACFP by 10 cents for the school year beginning in July 2022. Further, the bill increases the reimbursement of tier II family or group day care homes to tier I amounts for the 2022-2023 school year. The bill rescinds certain funding provided to USDA, the Department of Education, and the Small Business Administration.

Let's Get to Work Act of 2022 This bill modifies and expands work requirements under the Supplemental Nutrition Assistance Program (SNAP), including by repealing the temporary suspension of work requirements due to COVID-19 that allowed participants who would have lost eligibility due to such requirements to continue to receive SNAP benefits. The bill also establishes work requirements for families residing in public housing and participating in low-income housing assistance programs by applying SNAP work requirements to such programs.

Restore Veterans Dignity Act of 2022 This bill permanently authorizes the Department of Veterans Affairs (VA) to use specified funding to provide assistance to homeless veterans and veterans participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program. Additionally, the VA may collaborate with one or more organizations to manage the use of VA land for homeless veterans for living and sleeping. Student Veteran Emergency Relief Act of 2022 This bill provides permanent authority for the application of certain flexibilities to assist veterans with their educational assistance benefits during emergency situations (as declared by the President). Specifically, the bill extends certain program adjustments that were implemented during the COVID-19 emergency to other emergency situations that may arise and have an effect on veterans and their educational assistance benefits. Among other flexibilities, the bill authorizes the Department of Veterans Affairs to continue to provide educational assistance, including monthly housing stipends or subsistence allowances, for programs of education that have been converted to distance learning due to an emergency or health-related situation; ensures that an educational assistance payment will not be charged against any entitlement to educational assistance or counted against the aggregate period in situations where an individual was unable to complete a course or program due to an emergency situation; extends the time limitation for using educational assistance under the Montgomery GI Bill, Post-9/11 GI Bill, or vocational rehabilitation program when institutions are closed due to an emergency situation or executive order; authorizes the payment of work-study allowances during emergency periods; ensures an educational assistance payment shall not be charged against an individual's entitlement if the individual was unable to complete a course or program due to the temporary closure of an educational institution or the temporary termination of a program by reason of an emergency situation; and adjusts the administration of certain benefits for veterans participating in an apprenticeship or other on-job training.

Military Fitness Incentive Tuition Act or the Military FIT Act This bill requires the military departments to pay a monthly allowance for a gym membership to members of the Armed Forces who reside more than 10 miles from a military installation. Aviation-Impacted Communities Act This bill addresses noise mitigation for aviation-impacted communities. ( Aviation-impacted community is defined as a community that is located not more than one mile from any point at which a commercial or cargo jet route is 3,000 feet or less above ground level.) Specifically, the bill expands Airport Improvement Program noise mitigation program funding for aviation-impacted communities that are not currently within the 65 day-night average sound level (DNL) standard; requires the Federal Aviation Administration (FAA) to enter into an agreement with the National Academy of Sciences to conduct a study that summarizes the relevant literature and studies done on aviation impacts worldwide and focuses on large hub commercial airports and surrounding communities, including communities currently outside of the 65 DNL contour; directs the FAA to conduct outreach to aviation-impacted communities to inform them of the opportunity to be a designated community; requires the FAA to devise an action plan that alleviates or addresses the concerns of a designated community; and provides grants for necessary noise mitigation in a designated community for residences, hospitals, nursing homes, adult or child day care centers, schools, and places of worship.

Coordinating Substance Use and Homelessness Care Act of 2022 This bill requires the Department of Housing and Urban Development to award competitive grants to improve coordination of health care and homelessness services for individuals who are homeless, have significant behavioral health issues (e.g., substance use disorders), and voluntarily seek assistance. Entities eligible for these grants include local and tribal governments, public housing agencies that administer housing choice vouchers, and certain nonprofits.

LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act or the LIFELINE Act This bill permits states, territories, or tribal governments to use State and Local Fiscal Recovery Funds to finance qualified low-income housing projects (i.e., projects for residential rental property meeting certain income tests) with loans obligated by December 31, 2024, and having maturities of 30 or more years.

Affordable CO-OP (Collective Opportunities for Owning Property) Act This bill expands access to financing through zero-interest loans and federally backed mortgages for, and otherwise supports, limited equity cooperatives. These are models of affordable homeownership in which residents purchase a share in a residential development and commit to resell their share at a price that maintains affordability.

Restoring Hope for Mental Health and Well-Being Act of 202 2 This bill reauthorizes through FY2027, expands, and otherwise modifies various programs, grants, and related activities that focus on mental and behavioral health. Specifically, the bill reauthorizes and modifies the Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances Program, the Community Mental Health Services Block Grant, the Substance Abuse Prevention and Treatment Block Grant, the Pediatric Mental Health Care Access Grant, grants for screening and treating maternal depression and related behavioral disorders, grants related to suicide prevention, and grants to support the behavioral health workforce. Additionally, the bill expands access to opioid and other substance use disorder treatments and recovery support services. For example, the bill (1) eliminates a provision that generally requires individuals to be addicted to opioids for at least a year before being admitted to an opioid treatment program, and (2) promotes access to high-quality recovery housing. Other matters addressed by the bill include activities to coordinate federal efforts related to behavioral health; best practices for a crisis response continuum of care; identification and treatment of eating disorders; prevention and treatment of mental health and substance use disorders for tribal populations; compliance by self-funded, nonfederal insurance plans with federal mental health parity requirements; and integration of behavioral health in primary care settings.
