Tribal Food and Housing Security Act This bill provides support to Indian tribes for rural development, including by: (1) allowing the Department of Agriculture (USDA) to extend financial assistance through the Farmers Home Administration for tribal housing and buildings, and (2) establishing a technical assistance program to help tribal entities access USDA rural development programs.

Military Hunger Prevention Act

Military Hunger Prevention Act This bill excludes the value of a housing allowance for a member of a uniformed service from any income, assets, or resources calculation for determining eligibility for any federal program issuing benefits for nutrition assistance (including the family subsistence supplemental allowance program).

Recovery Home Certification Act of 2018

Recovery Home Certification Act of 2018 This bill requires the Center for Substance Abuse Treatment and Recovery to establish model criteria for recovery homes and award grants to states that establish and operate recovery homes based on such model criteria. The bill also makes it unlawful to make or receive payments for referrals to recovery homes or clinical treatment facilities.

STOP Homelessness Act of 2018

Services, Tools, and Opportunities to Prevent Homelessness Act of 2018 or the STOP Homelessness Act of 2018 This bill amends the Internal Revenue Code to: (1) establish the Stop Homelessness Fund for the Department of Housing and Urban Development (HUD) to use to provide housing and services to homeless and formerly homeless individuals; (2) allow individual taxpayers to designate on their tax returns a portion (not less than $1) of any overpayment of tax or an additional contribution for the fund; (3) provide appropriations to the fund equal to twice the amount that is designated and contributed by taxpayers to the fund; and (4) require HUD to include in the President's budget, beginning with FY2019, a description of the uses of the fund during the previous fiscal year and the proposed uses for the next fiscal year.

Caring Homes and Improved Lives for Dependents (CHILD) Act

Caring Homes and Improved Lives for Dependents (CHILD) Act This bill requires states to consider foster family homes or cottage homes to be the least restrictive setting for children who have attained six years of age and have been removed from their homes, if suitable relatives or other designated caregivers are not available. A cottage home is a residential operation: in which not more than 12 children reside; that implements a trauma-informed treatment plan for its residents; that involves family members of a child in the treatment for the child, and maintains contact with the family of the child, if available and if the involvement is clinically appropriate for the well-being of the child; that is licensed by the state where it is located; and that is accredited. The bill makes cottage homes eligible for foster care maintenance payments.

Keeping Our Commitment to Ending Veteran Homelessness Act of 2018 This bill extends through FY2019 authority for the following Department of Veterans Affairs (VA) programs: homeless veterans reintegration programs, the homeless women veterans and homeless veterans with children reintegration program, referral and counseling services for certain veterans at risk of homelessness, treatment and rehabilitation services for seriously mentally ill and homeless veterans, and the grant program for homeless veterans with special needs. The bill extends through FY2020 authority for the following VA programs: housing assistance for homeless veterans, and financial assistance for supportive services for very low-income veteran families in permanent housing. The bill extends through 2019 authority for the Advisory Committee on Homeless Veterans.

(A captive insurance company underwrites insurance for its parent company and does not provide insurance to the public.)

Pay Our Protectors Not Our Politicians Act of 2018 This bill provides FY2018 appropriations for military pay during any period in which interim or full-year appropriations for FY2018 are not in effect. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2019. The bill provides continuing appropriations for pay and allowances of: members of the Armed Forces, including reserve components, who perform active service; members of the reserve components of the Armed Forces who perform inactive-duty training; civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security [DHS] in the case of the Coast Guard) who are providing support to members of the Armed Forces; and DHS employees who are performing national security activities. It also provides continuing appropriations for payments related to: death gratuities, funeral and burial expenses, authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. The bill also prohibits Members of Congress from being paid when a government shutdown is in effect during the 116th and succeeding Congresses. During the 115th Congress, congressional pay must be withheld during a government shutdown and released at the end of the Congress.

Zero-Baseline Budget Act of 2018

Zero-Baseline Budget Act of 2018 This bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to change the assumptions that the Congressional Budget Office uses to calculate the baseline for discretionary spending. (A baseline is a projection of federal spending and receipts during a fiscal year under current law.) The bill changes the assumptions used for the discretionary spending baseline to eliminate adjustments required under current law for inflation, expiring housing contracts, social insurance administrative expenses, pay adjustments, and changes to other personnel benefits. The bill also prohibits adjustments for inflation or any other factor.

Pay Our Military Continuing Appropriations Resolution, 2018 This joint resolution provides FY2018 continuing appropriations to the Department of Defense (DOD) for military pay, death gratuities, and related benefits for survivors of deceased members of the military. The funding is available until the earlier of September 30, 2018, or the enactment of specified appropriations legislation. The joint resolution provides continuing appropriations for: the payment of a death gratuity, the payment or reimbursement of funeral and burial expenses, the payment or reimbursement of authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. It also provides continuing appropriations for pay and allowances of: (1) members of the Armed Forces, including reserve components, who perform active service during the period for which the funds are available; and (2) civilian personnel or contractors of DOD (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to members of the Armed Forces.

This bill appropriates for any period during which interim or full-year appropriations for FY2018 are not in effect such sums as are necessary to administer and provide benefits and services to veterans, dependents, and survivors under specified veterans' benefits laws, including those concerning: compensation for service-connected disability or death, dependency and indemnity compensation for service-connected deaths, pension for non-service-connected disability or death or for service, benefits for children of certain veterans, specially adapted housing for disabled veterans, burial benefits, certain educational assistance programs, training and rehabilitation for veterans with service-connected disabilities, and automobiles and adaptive equipment for certain disabled veterans and members of the Armed Forces. Such funds shall be available until the earliest of: (1) enactment of an appropriation for any such purpose, (2) enactment of the applicable regular or continuing appropriations resolution or other bill without any appropriation for such purpose, or (3) January 1, 2019.

Marijuana Justice Act of 2018

Marijuana Justice Act of 2018 This bill amends the Controlled Substances Act: to remove marijuana and tetrahydrocannabinols from schedule I; and to eliminate criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute marijuana. It prohibits and reduces certain federal funds for a state without a statute legalizing marijuana, if the Bureau of Justice Assistance determines that such a state has a disproportionate arrest rate or disproportionate incarceration rate for marijuana offenses. The bill directs federal courts to expunge convictions for marijuana use or possession. Finally, it establishes in the Treasury the Community Reinvestment Fund. Amounts in the fund may be used by the Department of Housing and Urban Development to establish a grant program to reinvest in communities most affected by the war on drugs.

Puerto Rico and Virgin Islands Equitable Rebuild Act of 2018

Puerto Rico and Virgin Islands Equitable Rebuild Act of 2018 This bill provides for additional disaster-recovery assistance and other assistance to Puerto Rico and the U.S. Virgin Islands with respect to infrastructure, health care, agriculture, education, economic development, and environmental remediation, among other sectors. Specifically, regarding both territories, the bill: provides for the use of certain emergency assistance to rebuild electric grids; establishes grant programs to promote energy efficiency and renewable energy; subject to oversight requirements, increases funding for transportation infrastructure, telecommunications systems, housing, and community development; increases funding for Medicaid and Medicare; temporarily increases social-services block-grant allotments; increases funding for, and otherwise revises, rural and agricultural programs; increases funding for the Department of Veterans Affairs; provides for aid to the Head Start program, elementary and secondary education programs, and higher education programs;   increases funding for training and employment services; modifies provisions concerning unemployment assistance, taxation, and federal permitting; increases funding for economic and community development programs; increases funding for environmental remediation; requires the Federal Emergency Management Agency (FEMA) to submit to Congress a disaster-relief plan; and otherwise modifies provisions related to emergency funding and disaster-recovery assistance. In addition, the bill: extends Medicaid waiver authority to all territories, provides for Medicaid disproportionate share hospital allotments to the territories, and otherwise revises the Medicaid and Medicare programs with respect to the territories; provides for health-insurance coverage for individuals residing in territories without health exchanges; extends participation in the Supplemental Nutrition Assistance Program and the Supplemental Security Income Program to all territories; modifies provisions concerning the earned-income tax credit and the child tax credit with respect to the territories; and  modifies provisions concerning the application of certain workers' protections in Puerto Rico.

Protecting Veterans from Predatory Lending Act of 2018

Protecting Veterans from Predatory Lending Act of 2018 The bill establishes mortgage loan protections for veterans. A refinanced home loan may not be guaranteed by the Department of Veterans Affairs (VA) unless: (1) a specified minimum time period has passed between the original loan and the refinancing; and (2) the lender complies with provisions related to fee recoupment, mortgage interest rates, and net tangible benefit tests. The National Housing Act is amended to prohibit the Government National Mortgage Association (Ginnie Mae) from guaranteeing a new refinanced VA loan until the later of: (1) 210 days after the first loan payment, or (2) the sixth monthly loan payment.

SERVE Act of 2017

Securing Electronic Records for Veterans' Ease Act of 2017 or the SERVE Act of 2017 This bill directs the Department of Veterans Affairs (VA) to: (1) furnish individuals receiving Post-9/11 educational assistance with documentation verifying the amount of the recipient's monthly housing stipend, and (2) make such documentation available using an Internet website in the same manner that the VA provides individuals with documentation verifying other compensation and benefits.
