Pell Grant Full Funding Act - Amends the Higher Education Act of 1965 to provide for the full funding of the Pell Grant student aid program. Revises program requirements for adjustments for insufficient appropriations. Requires, for FY 2002 and 2003, if appropriations are insufficient to satisfy fully all Pell Grant entitlements, the amount paid with respect to each entitlement to be: (1) the full amount for any student whose expected family contribution is $400 or less; or (2) a percentage of that entitlement, as determined in accordance with a schedule of reductions established by the Secretary of Education, for any student whose expected family contribution is more than $400. Requires any such schedule to: (1) contain a single linear reduction formula in which the percentage reduction increases uniformly as the entitlement decreases; and (2) provide no payment if an entitlement is reduced to less than $200. Requires each institution of higher education which has a specified type of agreement with the Secretary, for FY 2004 or any succeeding fiscal year, to: (1) make Pell Grant awards to its eligible students in the full amount to which such student is entitled; (2) credit the amounts of such awards toward the tuition, fees, room and board, and other expenses incurred by the eligible student, with specified exceptions for students who do not reside in institutionally owned or operated housing; and (3) submit vouchers to the Secretary for reimbursement of such awards.

Defense Emergency Supplemental Appropriations Act, 2001 - Makes emergency supplemental appropriations for the Department of Defense for FY 2001 for: (1) active and reserve military personnel; (2) operation and maintenance; (3) procurement; (4) shipbuilding and conversion; (5) the Defense Health Program; and (6) military family housing. Designates each amount appropriated as an emergency requirement pursuant to the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

El Salvador Homebuilding Relief Act of 2001 - Authorizes the President to provide international disaster assistance for the construction and reconstruction of permanent single family housing for those who are homeless as a result of the earthquake in El Salvador on January 13, 2001.

Home Ownership Must Expand for Teachers and Public Safety Officers Act - Amends the National Housing Act to provide purchase discount and downpayment assistance for qualifying elementary and secondary school teachers and public safety officers to buy Department of Housing and Urban Development (HUD)-owned single family homes. Directs HUD field offices to conduct program awareness activities. Directs the Secretary, upon enactment of this Act, to replace the Teacher Next Door and the Officer Next Door Initiatives with the provisions of this Act.

Housing Preservation Matching Grant Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States (including the District of Columbia and U.S. commonwealths, territories, and possessions) for low-income housing preservation. Sets forth requirements for projects: (1) with Department of Housing and Urban Development-insured mortgages; (2) with section 8 assistance; or (3) purchased by the residents.

Native American Alcohol and Substance Abuse Program Consolidation Act of 2001 - Directs the Secretary of Health and Human Services (Secretary), in cooperation with the Secretaries of Labor, the Interior, Education, Housing and Urban Development, and Transportation, and the Attorney General, as appropriate, upon receiving an acceptable plan from an Indian tribe, to authorize such tribe to coordinate its federally funded alcohol and substance abuse and mental health programs by integrating the program services involved into a single, comprehensive program and reducing administrative costs through the consolidation of administrative functions. Sets forth eligible program criteria, plan requirements, and provisions governing plan review, waivers of statutory requirements for plan implementation, and plan approval. Requires such officials to enter into an interdepartmental memorandum of agreement providing for the implementation of authorized plans. Establishes the Indian Health Service as the lead agency with specified responsibilities, including the development of a single reporting format for plans and projects and development of a single system of Federal oversight for the plan. Prohibits any reduction of Federal funds available to a participating tribe as a result of this Act. Provides for interagency fund transfers to carry out this Act. Makes any State with an alcohol and substance abuse or mental health program targeted to Indian tribes eligible to receive, at no cost, such Federal personnel assignments as the Secretary may deem appropriate to help ensure the success of such program.

Child Care Construction and Renovation Act - Amends the Housing and Community Development Act of 1974 to authorize the use of community development block grants to construct and renovate child care facilities. Amends the National Housing Act to authorize the Secretary of Housing and Urban Development (HUD) to insure mortgages for: (1) new or rehabilitated child care and development facilities, including for fire safety equipment loans; and (2) acquiring or refinancing debt of existing child care facilities. Directs the Secretary of the Treasury to study the availability of secondary markets for mortgages on child care facilities. Authorizes HUD grants to eligible nonprofit organizations for technical and financial assistance to assist eligible child care providers in acquiring or improving facilities or equipment. Applies the provisions of the Davis-Bacon Act to actions taken under this Act.

Expresses the sense of Congress that: (1) the United States-Canada Softwood Lumber Agreement of 1996 should terminate with no extension; (2) the President should continue talks with Canada to promote open trade of softwood lumber between the two countries; and (3) the President should consult with consumers in future discussions regarding such trade.

Revises Internal Revenue Code provisions concerning distributions by cooperative housing corporations to provide that: (1) no gain or loss shall be recognized to a cooperative housing corporation on the distribution by such corporation of a dwelling unit to a stockholder in such corporation if such distribution is in exchange for the stockholder's stock in such corporation; and (2) no gain or loss shall be recognized to a stockholder of such corporation on the transfer of such stockholder's stock in an exchange described in clause (1). Provides determining the basis of a dwelling unit.

New Urban Agenda Act of 2001 - Amends the Office of Federal Procurement Policy Act to establish executive agency purchase requirements, including recycled products, for businesses located in empowerment zones or enterprise communities. Requires specified amounts of foreign assistance to be in the form of credits for the purchase of goods produced in such zones and communities. Directs the Secretary of Commerce to provide assistance preference to Manufacturing Technology Outreach Centers located in such zones and communities. Establishes a preference for Federal facility construction or relocation in distressed urban areas. Amends the Internal Revenue Code to provide specified tax incentives to stimulate urban development, including provisions respecting: (1) rehabilitation credit treatment; (2) tax-exempt commercial development bonds; (3) small issue bonds; (4) arbitrage interest rebate waiver; (5) residential rental project bonds; and (6) the targeted jobs tax credit. Allows a home buyer tax credit for principal residence purchases in such zones or communities. Directs the Secretary of Housing and Urban Development to study the feasibility of consolidating public and low-income housing programs into a comprehensive block grant system. Amends the Cranston-Gonzalez National Affordable Housing Act and the Housing and Community Development Act, respectively, to make home ownership assistance available to qualifying municipal employees and teachers. Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to establish a Brownfield program in the Environmental Protection Agency.

21st Century Law Enforcement, Crime Prevention, and Victims Assistance Act - Extends: (1) the community policing (COPS) program by providing for hiring more police and prosecutors; (2) Project Exile; and (3) the Youth Crime Gun Interdiction Initiative. Imposes a gun ban for juveniles convicted or adjudicated delinquent for violent crimes. Requires revocation of a firearms dealer's license for failing to have secure gun safety devices available for sale with firearms. Requires criminal background checks for all gun sales at gun shows. Establishes new crimes and increases penalties for killing Federal officers. Enhances the penalty for assaults and threats against Federal officials engaged in official duties. Provides a limited protective function privilege for Secret Service agents. Prohibits the interstate franchising of street gangs. Increases penalties for crimes involving the use of body armor or laser-sighting devices. Doubles the maximum criminal penalties for: (1) using or threatening physical violence against witnesses; and (2) voluntary manslaughter. Provides for jurisdiction over foreign banks engaged in money laundering that have U.S. accounts and for criminal forfeiture for money laundering conspiracies. Provides: (1) a model Bill of Rights for crime victims in the Federal system; and (2) assistance for shelters and transitional housing for victims of domestic violence. Makes available to States grants for victim-related training and notification systems. Authorizes grants for pilot programs to operate Victim Ombudsman Information Centers. Establishes new offenses and increases penalties for crimes against senior citizens. Reauthorizes the Juvenile Justice and Delinquency Prevention Act and creates a new juvenile justice block grant program.

Nursing Home Staffing and Quality Improvement Act of 2001 - Directs the Secretary of Health and Human Services to establish a program of competitive grants to eligible States for the purpose of improving the quality of care furnished in nursing homes operating in the State. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act (SSA) to require skilled nursing facilities and nursing facilities to report to the Secretary on data regarding staffing levels and information regarding patient classification. Amends SSA title XI to establish the Nursing Facility Civil Money Penalties Collection Account to be used for awarding grants under this Act.

National Health Insurance Act - Title I: Benefits and Eligibility - Makes medical services available to eligible individuals. (Sec. 102) Authorizes the National Health Insurance Board to limit services when personnel, facilities, or funds are inadequate. (Sec. 103) Allows patient choice of physicians and hospitals. (Sec. 105) Makes Federal grants to States under the Social Security Act available to the States for services for uninsured needy individuals. Title II: Participation of Physicians, Dentists, Nurses, Hospitals, and Others - Authorizes State agreements with individuals or organizations for service provision. (Sec. 208) Regulates payment bases and rates, requiring local adjustments. (Sec. 210) Allows providers to choose their practice locality and, consistent with State law and professional ethics, reject patients. Title III: Local Administration - Decentralizes administration to local administrative committees or officers. (Sec. 303) Requires establishment in each health service area of a local area committee and local professional committees. Title IV: State Administration - Expresses the intent of the Congress that benefit provisions be administered by each State. Provides for Board administration if State plans are not approved and complied with. Title V: National Health Insurance Board; National Advisory Medical Policy Council; General Administrative Provisions - Establishes: (1) in the Department of Health and Human Services the National Health Insurance Board; and (2) the National Advisory Medical Policy Council. Title VI: Eligibility Determinations, Complaints, Hearings, and Judicial Review - Requires that the Secretary of Health and Human Services determine benefit eligibility. (Sec. 602) Describes complaint investigation procedures. Title VII: Application of Act to Individuals Covered Under Medicare Program - Limits, for individuals entitled to benefits under title XVIII (Medicare) of the Social Security Act, benefits under this Act to services for which the individual is not eligible under Medicare. (Sec. 702) Mandates a study of the relationship of this Act's program and Medicare. Title VIII: Fiscal Provisions - Makes National Health Care Trust Fund amounts available for expenditures under this Act. (Sec. 802) Directs the Board to determine amounts to be made available from the Fund and allotments to the States. (Sec. 803) Authorizes grants to: (1) educational institutions regarding the training of personnel providing or administering benefits; and (2) individuals in courses regarding the provision or administration of benefits. Requires that funds be made available. Title IX: Miscellaneous Provisions - Requires that benefits first become available on a specified date. Title X: Value Added Tax and National Health Care Trust Fund - Amends the Internal Revenue Code to impose a tax on each taxable transaction (the sale of property, performance of services, and importing of property by a taxable person in a commercial-type transaction). Sets the tax rate at zero for: (1) retail food, principal residence housing (sale and rental), and medical care; (2) certain transactions involving governmental entities; and (3) certain tax-exempt organizations. Makes the person selling the property or services liable for the tax. (Sec. 1002) Establishes the National Health Care Trust Fund. Appropriates to the Fund amounts received from the value added tax. Allows the Fund to be used only to carry out the program under this Act. Title XI: Study and Development of Cost Control Mechanisms - Directs the Secretary of Health and Human Services to: (1) conduct a study on controlling benefit costs, including malpractice claims and malpractice insurance costs; (2) report to the Congress; and (3) implement the report's recommendations.
