Housing Accountability Act of 2021 This bill provides statutory authority for the requirement that a property owner receiving low-income housing assistance payments for an existing public housing unit must maintain decent, safe, and sanitary conditions for the housing structure. The Department of Housing and Urban Development (HUD) must survey tenants of these structures semiannually to identify problems with the structures or with management. A structure must be referred to HUD for remediation if consistent or persistent problems are identified. HUD may impose penalties on an owner of a structure that violates this bill.

Neighborhood Homes Investment Act This bill establishes a new business-related tax credit to finance home building and rehabilitation in neighborhoods that meet certain eligibility criteria relating to poverty rates, income, and home values. The credit is limited to 35% of the lesser of the qualified development cost (i.e., the cost of construction, substantial rehabilitation, demolition, and environmental remediation of residential properties) or 80% of the national median sale price for new homes. The credit applies to single family homes containing four or fewer residential units, condominiums, or houses or apartments owned by cooperative housing corporations.

Holistic Economic Aid for Low-Income Neighborhood Growth Act of 2021 or the HEALING Act of 2021 This bill directs the Department of Housing and Urban Development (HUD) to make grants to states, local governments, Indian tribes, insular areas, and other institutions serving or owned by minorities to carry out Community Development Block Grant activities and other assistance in low- and moderate-income areas. Additionally, HUD must carry out a Civil Unrest Business Recovery Program to provide compensation to certain for-profit entities for damages from social and civil unrest during 2020 and to support business-led economic development.

Agricultural Guest Worker Reform Initiative Act of 2021 or the AGRI Act of 2021 This bill revises provisions related to H-2A (temporary agricultural worker) visas, including to eliminate certain requirements to hire U.S. workers, expand the program to include dairy and ranch workers, and shift administrative responsibilities from the Department of Labor to the Department of Agriculture (USDA). The bill establishes a trust fund to be used to (1) administer and enforce the program, (2) collect a portion of guest worker wages to be paid upon a worker's return to the worker's country of origin, and (3) provide emergency medical services for guest workers. The bill eliminates a requirement that, during the first half of the time period of a guest worker contract, certain employers must hire any qualified U.S. employee who applies to perform the job the guest worker was hired to perform. Furthermore, an employer shall not be required to pay a guest worker a wage higher than the highest of federal, state, or local minimum wage rates. The bill places limitations on when guest workers may receive civil legal assistance for low-income individuals. Employer-provided housing shall be governed generally by USDA regulations, where currently such housing must meet applicable federal, state, or local standards. Employers shall not have to provide housing to workers who can reasonably return to their permanent residence within the same day. An employer may file a civil action to recover transportation costs from a guest worker who absconds from a contract.

Post-Disaster Assistance Online Accountability Act This bill establishes a centralized location to publish information on disaster assistance provided by federal agencies. The Small Business Administration, the Department of Housing and Urban Development, and any agencies providing disaster assistance must make available to the public on a quarterly basis information regarding (1) the total amount of assistance provided by the agency; (2) the amount provided that was expended or obligated; and (3) all projects or activities for which assistance was expended, obligated, or used.

Social Determinants for Moms Act This bill directs various federal departments to address social determinants of maternal health. These are nonclinical factors, such as economic or social factors, that impact maternal health outcomes. First, the Department of Health and Human Services (HHS) must convene a task force to coordinate federal efforts on social determinants of maternal health. HHS must also award grants to support access to free child care during prenatal and postpartum appointments; and address social determinants of, and eliminate racial and ethnic disparities in, maternal health. Second, the Department of Housing and Urban Development must award grants to community-based organizations and government entities to assist pregnant and postpartum individuals with affordable housing. Grantees may use funds to, for example, provide individuals with direct financial assistance. Third, the Department of Transportation must report on transportation barriers that prevent pregnant and postpartum individuals from accessing health care and other services. Fourth, the bill extends to 24 months the postpartum eligibility period for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Currently, WIC eligibility lasts for six months postpartum or one year for those breastfeeding. The Department of Agriculture (USDA) must evaluate the impact of this extension. USDA must also establish a grant program to deliver healthy foods and supplies to pregnant and postpartum individuals in food deserts. Last, the Environmental Protection Agency must enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study the impact of environmental conditions and contaminants on maternal and infant health outcomes.

Innovation Centers Acceleration Act This bill establishes a program to advance economic development by designating nine cities as innovation centers and providing and modifying certain related grants. It also establishes the Innovation Center Selection Committee to designate these cities. The innovation center designation entitles selected cities—and the businesses, research institutions, and other organizations that operate within them—to various federal funds and benefits for research activities, business and workforce development, and transportation infrastructure projects. These benefits include expanding various tax credits and incentives for businesses. The bill also makes it easier for those businesses to access loans and other financial instruments to raise capital. In addition, the bill establishes a grant program for local and tribal governments that partner with innovation centers to develop and preserve affordable housing. It also modifies existing grants, loans, and other programs that support transportation infrastructure to specifically target initiatives in innovation centers.

Housing Fairness Act of 2021 This bill reauthorizes through FY2032 the Fair Housing Initiatives Program and revises program reporting requirements and organization eligibility requirements. The bill also allows the Department of Housing and Urban Development (HUD) to enter into agreements with certain organizations to test and investigate differential treatment and discriminatory housing practices based on race, color, sex, religion, national origin, disability, and familial status. The results of these tests and investigations may be used as the basis for an enforcement action under specified fair housing laws. Additionally, HUD must establish a grant program for public and private nonprofit organizations to study housing discrimination and implement pilot projects to test solutions.

Child Care is Infrastructure Act This bill establishes grants for child care facilities and higher education loan repayment and scholarship programs for child care educators, among other provisions. The Administration for Children and Families must conduct long- and short-term assessments of child care infrastructure, including the effect of the COVID-19 (i.e., coronavirus disease 2019) pandemic on such facilities. The bill provides grants to (1) states to acquire, construct, or improve child care facilities; and (2) intermediary organizations with demonstrated experience in child care facilities financing to develop or finance child care facilities. The bill further provides for education loan repayments of up to $6,000 per year for up to five years for early childhood educators who agree to work for certain child care providers. Additionally, the bill establishes a program for institutions of higher education to award grants of up to $3,000 per academic year to individuals who are enrolled in early childhood educator programs and agree to serve in a state-licensed early learning program. Finally, the bill modifies and reauthorizes through FY2027 supports for campus-based child care for low-income parents enrolled in institutions of higher education and requires the Department of Housing and Urban Development to consider early learning facilities in planning and implementation grants under the Choice Neighborhoods Initiative.

National Guard Housing Equity Act This bill provides for an equal housing allowance for members of a reserve component who perform active service for more than 30 consecutive days under multiple calls or orders that are for 30 days or less. Specifically, such members must be paid the same basic housing allowance as members of a reserve component who are called or ordered to active service for a period of more than 30 days.

Ensuring a Long-Term Housing Recovery Act of 2021 This bill increases the authorization of appropriations for the Department of Housing and Urban Development (HUD) to provide additional rental housing choice voucher assistance. This assistance may be used for rent, utilities (including internet service), related debt, fees, deposits, and landlord incentive payments. The bill authorizes HUD to waive certain requirements related to this additional assistance. In addition, the bill extends HUD's existing authority to waive requirements related to this assistance program and other programs that HUD administers.

Broadband Justice Act of 2021 This bill includes broadband high-speed internet service as a utility subsidized by federally assisted housing programs through utility allowances. Better Planning and Land-Use for Accessible Neighborhoods Act or the Better PLAN Act This bill revises the metropolitan transportation planning process for a metropolitan area to consider projects and strategies that will enhance the integration and connectivity of the transportation system by better connecting housing to employment. Additionally, the transportation planning process must address the integration of housing, transportation, and economic development strategies through a process that provides for effective integration, based on a cooperatively developed and implemented strategy, of new and existing transportation facilities. In carrying out the planning process, a metropolitan planning organization must (1) consult with state and local entities responsible for land use, economic development, housing, management of road networks, or public transportation; and (2) coordinate with such entities to align the goals of the process with the goals of any comprehensive housing affordability strategies established within the metropolitan planning area.

VAWA Protections for Rural Women Act of 2021 This bill adds the Rural Development Voucher Program to the list of covered housing programs under the Violence Against Women Act of 1994 (VAWA). Rent and Mortgage Cancellation Act of 2021 This bill provides housing assistance during the COVID-19 public health emergency. Specifically, the bill suspends rental and mortgage payments for primary residences through April 1, 2022. The bill also forgives rental and mortgage debt accrued from March 13, 2020, through April 1, 2022. The Department of Housing and Urban Development (HUD) must establish funds to reimburse lessors and lenders for payments suspended or forgiven under the bill. In addition, HUD must establish an Affordable Housing Acquisition Fund to support the acquisition of multifamily housing projects by nonprofit organizations, public housing agencies, cooperative housing associations, community land trusts, and state and local governments. For a five-year period, entities that are approved for such assistance shall be provided the first right of purchase with respect to these projects.

Home Advantage for American Families Act This bill requires any foreign person involved in a transaction related to the sale of residential property located in any of the 15 largest metropolitan statistical areas by population to report to the Department of the Treasury information for identifying the person purchasing the property, the amount and source of the funds received by the seller, the date and nature of the transaction, and other information deemed necessary. The bill also increases (1) from 15% to 30% the rate of withholding on sales proceeds of certain residential real property, and (2) the low-income housing tax credit state ceiling.

Strategy and Investment in Rural Housing Preservation Act of 2021 This bill provides assistance to rural, multifamily rental-housing projects and tenants. Specifically, the Department of Agriculture (USDA) must implement a program for the preservation and revitalization of such housing projects that are financed with USDA loans. As part of this program, USDA may restructure existing housing loans by reducing or eliminating interest and deferring loan payments. When offering to restructure such a loan, USDA must also offer to renew a property owner's contract for rental assistance payments for a term of 20 years, provided that the property owner agrees to maintain the property as decent, safe, and sanitary housing for the full term of the contract. USDA must annually provide written notice explaining the options to restructure such loans to certain property owners. Additionally, USDA may provide technical assistance grants to qualified nonprofit organizations and public housing agencies to help borrowers acquire multifamily rental-housing properties in areas where there is a risk of loss of affordable housing. Further, USDA may provide rural housing vouchers for low-income households (including those not receiving rental assistance) residing in certain properties financed with or insured by USDA loans. The bill also extends existing housing protections for victims of domestic violence, dating violence, sexual assault, and stalking to victims who receive rural housing voucher assistance. These protections include protections against denial or termination of assistance or eviction.

Emergency Assistance for Renters Act of 2021 This bill provides additional FY2021 funding for the Department of the Treasury's Emergency Rental Assistance program, which was established in response to the COVID-19 pandemic. The program provides grants to states, local governments, and territories for financial assistance to households for rent, utilities, and other housing expenses. Low-income households that are at risk of homelessness and are experiencing unemployment or financial hardship are eligible. The aggregate period of assistance a household may receive under this program may not exceed 18 months.

Coronavirus Homeowner Assistance Act of 2021 This bill establishes and provides FY2021 funding for the Homeowner Assistance Fund, which provides assistance to mitigate the financial hardships associated with the COVID-19 (i.e., coronavirus disease 2019) pandemic. Emergency Homelessness Assistance Act of 2021 This bill provides additional FY2021 funding for the Department of Housing and Urban Development's HOME Investment Partnerships Program. Funding is provided for tenant-based rental assistance, development and support of affordable housing, supportive housing services, and the acquisition of non-congregate shelter units. These units may remain non-congregate shelter units, be converted into permanent affordable housing, or be used as emergency shelter. Individuals qualifying for such assistance include at-risk veterans and individuals who are homeless, at risk of homelessness, or fleeing or attempting to flee domestic violence or other dangerous situations.

Farm Workforce Modernization Act of 2021 This bill contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying alien who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to March 8, 2021; (2) on that date was inadmissible, deportable, or under a grant of deferred enforced departure or temporary protected status; and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. DHS may grant dependent status to the spouse or children of a principal alien. An alien with a pending application may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW alien (and dependents) may apply for lawful permanent resident status after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. DHS shall create an electronic platform for (1) filing H-2A petitions, (2) facilitating the processing of H-2A cases, and (3) providing agencies a single tool for obtaining H-2A-related case information. The bill makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, (4) making the program available for agricultural work that is not temporary or seasonal, and (5) reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS shall establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.

Maximizing Our Redevelopment and Efficiency for Transit Oriented Development Act of 2021 or the More TOD Act This bill authorizes the Department of Transportation to provide transit-oriented development planning grants to states, local governments, or metropolitan planning organizations. These grants shall be awarded to assist in the financing of comprehensive planning that is associated with a new or existing fixed guideway capital system project. Grants may be used to (1) enhance economic development, ridership, and other goals; (2) facilitate multimodal connectivity and accessibility; (3) increase access to transit hubs for pedestrian and bicycle traffic; (4) enable mixed-use development; (5) identify infrastructure needs; and (6) include private sector participation in facilitating a project. A grant shall not exceed 80% of total project costs, except that a grant that includes an affordable housing component shall not exceed 90% of total project costs.

Improving Housing Outcomes for Veterans Act of 2021 This bill requires the Veterans Health Administration (VHA) to provide medical center staff and homelessness service providers of the Department of Veterans Affairs (VA) with information related to best practices for the collaboration on centralized or coordinated assessment systems established and operated by Continuums of Care. The VA must also ensure that the information and related resources are accessible to VA medical center staff and homelessness service providers. Additionally, the bill requires the VHA to communicate with VA employees who have responsibilities related to homelessness assistance programs regarding (1) the measurement of performance by the VA's Homeless Program Office, and (2) how to obtain and provide feedback about the performance measures.

Department of State Student Internship Program Act This bill requires the Department of State to establish the Department of State Student Internship Program to offer paid internship opportunities at the State Department to raise awareness of the role of diplomacy in the conduct of U.S. foreign policy. Participants must be enrolled at an institution of higher education (IHE) and able to receive and hold an appropriate security clearance. The State Department must pay participating interns a specified amount, as well as provide housing and travel assistance. The State Department may also enter agreements with IHEs to ensure these internships satisfy criteria for the academic programs in which participants are enrolled. Additionally, the State Department must transition all of its unpaid internship programs to internship programs that offer compensation.

Improving FHA Support for Small Dollar Mortgages Act of 2021 This bill directs the Department of Housing and Urban Development (HUD) to report on barriers to making Federal Housing Administration (FHA) single-family mortgage insurance available for mortgages under $70,000. Specifically, HUD must report on policies, practices, and products used by the FHA and actions that will be taken to remove such barriers.

Farm Workforce Modernization Act of 2021 This bill contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker (CAW) status and changing the H-2A temporary worker program. The Department of Homeland Security (DHS) may grant CAW status to an applying alien who (1) performed at least 1,035 hours of agricultural labor during the two-year period prior to March 3, 2021; (2) on that date was inadmissible, deportable, or under a grant of deferred enforced departure or temporary protected status; and (3) has been continuously present in the United States from that date until receiving CAW status. The bill imposes additional crime-related inadmissibility grounds on CAW applicants and makes some other grounds inapplicable. CAW status shall be valid for 5.5 years and may be extended. DHS may grant dependent status to the spouse or children of a principal alien. An alien with a pending application may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. A CAW alien (and dependents) may apply for lawful permanent resident status after meeting various requirements, including performing a certain amount of agricultural labor for a number of years. DHS shall create an electronic platform for (1) filing H-2A petitions, (2) facilitating the processing of H-2A cases, and (3) providing agencies a single tool for obtaining H-2A-related case information. The bill makes various changes to the H-2A program, such as (1) modifying the method for calculating and making adjustments to the H-2A worker minimum wage, (2) specifying how an employer may satisfy requirements that it attempted to recruit U.S. workers, (3) requiring H-2A employers to guarantee certain minimum work hours, (4) making the program available for agricultural work that is not temporary or seasonal, and (5) reserving a visa allocation for the dairy industry. DHS shall establish a pilot program allowing certain H-2A workers to apply for portable status, which gives the worker 60 days after leaving a position to secure new employment with a registered H-2A employer. DHS shall establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. This bill permanently establishes the Housing Preservation and Revitalization Program, which provides financing assistance for rural rental housing and off-farm labor housing and rental assistance for qualified tenants of such housing. It also authorizes the Department of Agriculture to provide various assistance, including funding for insuring loans and grants for new farmworker housing.

Climate Leadership and Environmental Action for our Nation’s Future Act or the CLEAN Future Act This bill creates requirements and incentives to reduce emissions of greenhouse gases. The bill establishes an interim goal to reduce greenhouse gas emissions to at least 50% below 2005 levels by 2030 as well as a national goal to achieve net-zero greenhouse gas emissions by 2050. Each federal agency must develop a plan to achieve the goals. Beginning in 2023, retail electricity suppliers must provide an increasing percentage of electricity that is generated without the release of greenhouse gases into the atmosphere (zero-emission electricity). By 2035, the suppliers must provide 100% zero-emission electricity or demonstrate alternative means of compliance. For example, the suppliers may buy credits under a trading program that allows entities to buy, sell, and trade credits to demonstrate compliance. The bill also establishes a variety of requirements, programs, and incentives to reduce or eliminate greenhouse gas emissions by modernizing the electric grid and supporting clean energy microgrids; increasing the use of renewable energy and advanced nuclear power technologies; increasing energy efficiency in buildings, homes, and appliances; supporting clean transportation, including electric vehicles and related charging infrastructure; issuing greenhouse gas standards for certain vehicles, engines, and aircraft; promoting manufacturing and industrial decarbonization, including through buy-clean programs; supporting environmental justice efforts; and reducing methane, plastics, and super pollutants.

Revitalizing Economies, Housing, And Businesses Act of 2021 or the REHAB Act of 2021 This bill modifies provisions relating to the rehabilitation tax credit. Specifically, the bill allows an increased 15% credit for non-historic buildings placed in service 50 years prior to the current calendar year. It also allows the credit for buildings within a half-mile of public transportation facilities, for residential lodging purposes, and for expenses related to building expansion on the same block as a qualified rehabilitation building. The bill allows a 25% credit for rent-restricted housing units and for expenses related to public infrastructure projects required by state or local governments as a condition of project completion.

Emergency Eviction Enforcement Act of 2021 This bill prohibits a landlord, during a national emergency, from (1) evicting a tenant without a court order, (2) creating a hostile environment for a tenant for the purpose of causing the tenant to vacate, or (3) impairing the habitability of a dwelling for the purpose of causing the tenant to vacate. Violators are subject to civil penalties.

Nicholas and Zachary Burt Memorial Carbon Monoxide Poisoning Prevention Act of 2021 This bill directs the Consumer Product Safety Commission to award grants to states and tribal organizations to install carbon monoxide alarms in the homes of low-income families and older adults and facilities that commonly serve children or older adults. Such carbon monoxide alarms must comply with specified standards.
