Local Solutions to End Homelessness Act of 2021 This bill reallocates to urban counties, under certain circumstances, Emergency Solutions Grant funds to help individuals and families regain permanent housing after experiencing a housing crisis or homelessness. Currently, the Department of Housing and Urban Development typically reallocates the funds to the state in which a city or county is located if the funds going to a recipient metropolitan city or urban county are less than a specified amount. The bill generally maintains this reallocation arrangement but also establishes certain circumstances when these funds must go to the urban county in which a recipient metropolitan city is located or to the recipient urban county directly. An urban county receiving reallocated funds designated for a recipient metropolitan city must spend these funds for the benefit of the metropolitan cities located within the county.

Direct Support for Communities Act This bill provides FY2021 supplemental appropriations to the Department of Housing and Urban Development (HUD) to award additional Community Development Block Grants to units of local government and counties to prevent, prepare for, and respond to coronavirus and the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, within 30 days, HUD must distribute 50% of such funds to metropolitan cities and other units of local government and 50% to counties and parishes. These funds may be used to cover costs or replace lost, delayed, or decreased revenues stemming from the COVID-19 public health emergency. Additionally, the bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Veterans, Women, Families with Children, Race, and Persons with Disabilities Housing Fairness Act of 2021 or the Housing Fairness Act of 2021 This bill expands efforts to detect and address housing discrimination. Specifically, the Department of Housing and Urban Development (HUD) must conduct a nationwide testing program to (1) detect and document differences in the treatment of prospective renters, homebuyers, or mortgage borrowers; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, homebuyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. The bill also reauthorizes through FY2025 the Fair Housing Initiatives Program, which supports organizations that provide direct assistance to individuals who have been victims of housing discrimination. Additionally, HUD shall implement a grant program to assist public and private nonprofit organizations in (1) conducting comprehensive studies of the causes and effects of housing discrimination and segregation on education, poverty, and economic development or on veterans and military personnel; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Bringing Registered Apprenticeships to Veterans Education Act or the BRAVE Act This bill requires the Department of Labor, in the implementation of the Transition Assistance Program, to provide information concerning apprenticeship programs to members of the Armed Forces who are separating from active duty. The bill expands an existing monthly housing stipend under the Post-9/11 GI Bill by authorizing the stipend to be used for other purposes. The Department of Veterans Affairs (VA), in coordination with Labor, must establish a publicly accessible and user-friendly website on which veterans can find specified information about apprenticeship programs that are approved under VA education benefit provisions.

Community Parks Revitalization Act This bill provides assistance for local park and recreation facilities, programs, and infrastructure. Specifically, the bill requires the Department of Housing and Urban Development (HUD) to carry out a community revitalization program to award grants to local governments for various park and recreation purposes. The grants must be used for (1) rehabilitation and construction of recreational areas and facilities, (2) recreation programming and innovation in delivering such programming, and (3) development of local parks and recreation recovery action programs. To be eligible to receive a rehabilitation and construction grant or a recreation programming grant, a local government must submit a local park and recreation recovery action program. Additionally, HUD may make secured loans for parks and infrastructure projects to entities such as governmental entities, special purpose districts, and corporations. Among other purposes, these loans may be used to develop parks and recreational facilities and to plan, design, and construct trails for pedestrians and bicyclists.

Stop Infant Mortality And Recidivism Reduction Act of 2021 or the SIMARRA Act This bill directs the Bureau of Prisons to establish a pilot program for incarcerated women and their children born during incarceration to reside together in a separate prison housing unit. It sets forth inmate eligibility criteria and program participation requirements.

This bill establishes repayment terms for federally-related mortgages in forbearance as part of existing COVID-19 (i.e., coronavirus disease 2019) economic aid programs. Specifically, the term of such a mortgage must be extended for the same length of time as the length of the forbearance. Additionally, the payments due during the forbearance must be evenly distributed across future payments with no additional interest or fees beyond amounts otherwise due had the borrower made such payments on time and in full.

Improving Access to Homes for Heroes Act of 2021 This bill requires public housing agencies to consider the housing needs of veterans when creating their annual plans and housing strategies, the latter in consultation with agencies that serve veterans. Similarly, the Department of Housing and Urban Development (HUD) must revise its regulations to require jurisdictions that receive funding from HUD to include information relating to veterans in their consolidated plans. HUD must also conduct an assessment of the housing needs of very low-income veteran families and report annually on its activities relating to veterans.

Alternative Data for Additional Credit FHA Pilot Program Reauthorization Act This bill establishes a pilot program for an additional credit rating system for use by mortgage lenders. Specifically, the program utilizes one or more commercially available credit scoring models that apply additional credit information about borrowers who have insufficient credit histories for purposes of determining their creditworthiness for mortgages insured by the Federal Housing Administration.

No Free Rent for Freeloaders Act of 2021 This bill directs the Department of Housing and Urban Development (HUD), on an annual basis, to monitor the extent of noncompliance of public-housing tenants with certain community service and economic self-sufficiency requirements, determine the aggregate amount provided in federal subsidies for all public-housing dwelling units that were occupied by noncompliant tenants, and publish this amount in the Federal Register. In each fiscal year, the amount as determined and published for the preceding fiscal year must be rescinded from funds made available for HUD's Management and Administration account.

Ensuring Homeowner and Occupant Monetary Encouragement and Stability Act or the Ensuring HOMES Act This bill sets forth additional housing protections during the COVID-19 (i.e., coronavirus disease 2019) emergency period. Mortgage holders and lenders are prohibited from requiring payment on a mortgage deferred during the COVID-19 emergency period until the later of (1) the last day of the loan term, or (2) the end of the deferral period. The bill establishes the Tenant Protection Program that provides loans to landlords who waive rent during the COVID-19 emergency period. The bill also provides for forgiveness of these loans if the landlord provides lease extensions and agrees not to evict tenants. This bill applies retroactively to the beginning of the COVID-19 emergency period and applies to any future declared COVID-19 emergency period.
