Drug Zone to Opportunity Zone Development Act - Title I: Revolving Fund - Establishes in the Treasury the Enterprise Zone Development Fund to provide funds for community development, job creation and skills training, and community consortia in high intensity drug zones. Authorizes 1990 through 1993 appropriations. Title II: Enterprise Development Corps - Directs the Secretary of Housing and Urban Development to encourage business and labor to establish an Enterprise Development Corps to provide entrepreneurial and technical assistance to enterprise zone development agencies, small businesses, and community organizations.

Title VII: Veterans Programs - Amends the Stewart B. McKinney Homeless Assistance Amendments Act of 1988 to authorize appropriations for veterans medical programs through FY 1992.

Amends the Bankruptcy Code to prohibit a bankruptcy court from issuing any order, process, or judgment that would negate exemptions to the Code's automatic stay provisions (as amended by this Act). Declares that the filing of a bankruptcy petition will not act as an automatic stay of specified actions taken by either the Secretary of Housing and Urban Development or the Secretary of Agriculture to protect their financial positions with respect to certain multifamily housing units whose mortgagors are in default. Exempts from the automatic stay a hospital or nursing home that is subject to a lien insured or held by the Secretary of Housing and Urban Development pursuant to the National Housing Act.

Prohibits advance disclosure of funding decisions and establishes civil monetary penalties for such violations. Amends the Housing and Community Development Act of 1974 to revise headquarters reserve categories. Requires that amounts made available to the reserve be approved in appropriation Acts. Repeals the Secretary of HUD's authority to make grants for technical assistance, special projects, and new communities under the community development block grant program (CDBG). Permits the Secretary to set aside .1 percent of specified appropriations for technical assistance. Amends the Department of Housing and Urban Development Act to require that all HUD regulation and handbook waivers be in writing and specify the grounds for the waiver. Authorizes the Secretary to impose civil money penalties on mortgagees or lenders for specified violations. Amends the National Housing Act to authorize the Secretary to impose civil money penalties on multifamily mortgagors for specified violations. Amends the Housing Act of 1959 to authorize the Secretary to impose civil money penalties on housing for the elderly or handicapped program mortgagors for specified violations. Amends the National Housing Act to authorize the Secretary to impose civil money penalties on Government National Mortgage Association issuers for specified violations. Amends the Interstate Land Sales Full Disclosure Act to authorize the Secretary to impose civil money penalties on land developers for specified violations. Amends the Department of Housing and Urban Development Act to require expenditure reporting and registration of consultants, lobbyists, and others attempting to influence HUD decisions. Establishes civil money penalties for reporting violations. Title II: Management Reform - Amends the Department of Housing and Urban Development Act to establish in HUD: (1) a Chief Financial Officer to serve as the Secretary's principal financial management advisor; and (2) a Federal Housing Administration (FHA) Comptroller. Amends the Housing and Urban Development Act of 1970 to authorize appropriations for program evaluation and monitoring. Authorizes the transfer of additional specified appropriations for management reform activities. Amends the Department of Housing and Urban Development Act to provide for expedited congressional review of HUD rulemaking. Authorizes the use of national comparability studies in implementing section 8 (c)(2) (lower income rent adjustments) of the United States Housing Act of 1937. Amends the Housing and Community Development Act of 1974 to target community development block grant use to low and moderate income persons. Nullifies State laws permitting single family mortgagors to redeem foreclosed properties under the rehabilitation loan program of the Housing Act of 1964. Title III: Federal Housing Administrative Reform - Amends the National Housing Act to require the Secretary to make available annually to the public an audited financial statement of the insurance funds established under such Act. Eliminates private investor-owners from the FHA single family mortgage insurance program. Retains program eligibility for public and nonprofit investor-owners. Limits secondary residence (vacation home) program eligibility to instances of undue mortgagor hardship. Requires credit reviews (under standards prescribed by HUD) of persons acquiring FHA-mortgaged properties at any time during the life of the mortgage. Repeals title X (mortgage insurance for new communities land development) of the National Housing Act. Prohibits dealer and loan broker participation in the organization of property improvement loans.

Department of Justice Fair Housing Testing Act of 1989

Title I: General Provisions and Policies - Indian Housing Opportunity Act of 1989 - Sets forth congressional findings and purposes of this Act. Title II: National Commission on American Indian, Alaska Native, and Native Hawaiian Housing - Establishes the National Commission on American Indian, Alaska Native, and Native Hawaiian Housing to evaluate the factors impeding the development of safe and affordable housing and strategies for such development as well as for management and modernization of housing for American Indians, Alaska Natives, and Native Hawaiians. Requires the Commission to establish an action plan for American Indian and Alaska Native housing based upon such evaluations that: (1) specifies objectives that the Department of Housing and Urban Development (HUD) could achieve in cooperation with Indian housing authorities, Indian tribes, Native Hawaiian organizations, and other interested parties; (2) provide a schedule by which such objectives could be achieved; and (3) recommend legislative, regulatory, or administrative action necessary to achieve such objectives. Directs the Commission to submit a final report to the Secretary of HUD and the Congress on its evaluations and plan within two years after appointing its members. Authorizes appropriations for FY 1991 and 1992. Title III: Housing Grants - American Indian and Alaska Native Housing Grant Program - Directs the Secretary of HUD, acting through the Assistant Secretary for Indian and Public Housing, to award grants to Indian tribes or Indian housing authorities to pay 80 percent of the cost of planning, developing, and implementing innovative housing programs or alternative delivery methods for meeting low- and moderate-income housing needs. Allows the use of such grants to demonstrate programs or methods for meeting the housing needs of American Indians and Alaska Natives on Indian reservations and other Indian areas. Sets forth grant recipient reporting requirements. Authorizes the Secretary to provide technical assistance to recipients for program development. Authorizes appropriations for FY 1991 through 1993. Title IV: Miscellaneous - Amends the Housing Act of 1949 to require the Secretary, in the event of default involving a security interest in tribal allotted or trust land, to pursue liquidation only after offering to transfer the account to an eligible tribal member, the tribe, or the Indian housing authority serving the tribe or tribes. Requires the Secretary, if liquidation occurs, to dispose of or alienate the property to such an entity. Title V: Authorizations - Amends the United States Housing Act of 1937 to direct the Secretary, to the extent approved in appropriation Acts and using FY 1991 and 1992 budget authority, to reserve authority to enter into obligations for Indian public housing grants and comprehensive improvement assistance.

To provide for more representative allocation of funds for assisted housing.

Provides for recipient confidentiality. Authorizes FY 1990 and 1991 appropriations. Title II: AIDS Short-Term Supported Housing and Services Demonstration - Amends the Stewart B. McKinney Homeless Assistance Act to authorize the Secretary to make grants for programs to prevent homelessness among persons with AIDS and to provide them with short-term supported housing and related services. Provides for minority outreach. Authorizes FY 1990 and 1991 appropriations. Title III: Permanent and Transitional Housing and Services - Increases FY 1990 and 1991 budget authority for housing assistance to persons with AIDS under the United States Housing Act of 1937 section eight certificate (including shared housing) and moderate rehabilitation for single room occupancy programs. Authorizes the Secretary to make grants to States and metropolitan areas for community residences and services for persons with AIDS. Authorizes FY 1990 and 1991 appropriations. States that a person with AIDS or its related conditions shall be considered handicapped for purposes of Department of Housing and Urban Development assistance.

Homeownership Made Easier Act

Homeownership Made Easier Act - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to make matching contributions (income-based multiples of buyer contributions) to eligible buyers who have established a home savings certificate amount for the purchase of a principal residence. Bases buyer eligibility on: (1) length of time from previous residential ownership, if any; and (2) qualifying income in relation to State median income. Requires matching contributions to be used for downpayments and related closing costs. Limits: (1) maximum buyer contributions matched by the Government; (2) aggregate matching contributions; and (3) income eligibility. Reserves 20 percent of program appropriations for low-income buyers. Requires: (1) matching contributions to be used within seven years of issuance; and (2) contribution reductions if redeemed before three years of issuance. Requires depository institutions holding home accounts to provide the Secretary with specified account information. Requires monthly repayment of matching contributions and authorizes the Secretary to charge interest) over the period of the residence's mortgage. Requires the Secretary to include a program report in the annual housing report. Authorizes appropriations. Terminates the Secretary's authority to provide matching contributions four years after enactment of this Act.

Authorizes the Director of the Federal Emergency Management Administration (FEMA) to update flood-risk zone data through FY 1991. Requires the Director to report to private insurance companies as well as to the Congress on the National Flood Insurance Program. Prohibits the Director from implementing the program until nine months after submission of the report unless it would be impossible to continue to carry out the program operations effectively. Authorizes appropriations for specified studies. Requires the Director to conduct a study to determine the impact of relative sea level rise on the flood insurance rate maps and economic losses associated with estimated sea level rise. Requires the Director to report the results of the study to the Congress. Amends the National Housing Act and the Housing and Community Development Act of 1987 to reauthorize the Federal Crime Insurance Program through FY 1991. Provides for continuation of existing contracts through FY 1992. Amends the Housing Act of 1949 to extend specified rural housing assistance authorities through FY 1990. Amends the Housing and Urban Development Act of 1968 to extend the emergency homeownership counseling program through FY 1990. Amends the Defense Production Act of 1950 to extend its programs through August 10, 1990. Authorizes appropriations for FY 1990.

Makes continuing appropriations for FY 1990 for programs, projects, or activities provided for in the following Acts: (1) the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1990; (2) the Department of Defense Appropriations Act, 1990; (3) the District of Columbia Appropriations Act, 1990; (4) the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990; (5) the Department of the Interior and Related Agencies Appropriations Act, 1990; (6) the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 1990; (7) the Legislative Branch Appropriations Act, 1990; (8) the Rural Development, Agriculture, and Related Agencies Appropriations Act, 1990; (9) the Department of Transportation and Related Agencies Appropriations Act, 1990; (10) the Treasury, Postal Service, and General Government Appropriations Act, 1990; and (11) the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1990. Prohibits the use of appropriated funds to initiate or resume any activity for which funds were not available during FY 1989. Provides for the continuation of projects or activities when the House of Representatives and the Senate differ in amounts or authority. Prohibits the use of appropriated funds for the Defense Department for new production of items not funded in FY 1989 or previous years, to increase production rates beyond those sustained with FY 1989 funds, for other specified activities not funded or authorized in FY 1989, or to initiate multi-year procurements utilizing advance procurement funding for economic order quantity procurement unless specifically appropriated subsequently. Makes appropriations as necessary for projects or activities under the Energy and Water Development Appropriations Act, 1990, as provided for in a specified conference report. Makes funds available under this Act until the earliest of: (1) October 25, 1989; (2) enactment of an appropriation for any activity or project provided for in this Act; or (3) enactment of the applicable appropriations without any provision for such activity or project.

Title II: Rental Housing Production - Authorizes the Secretary of Housing and Urban Development to make repayable advances to public and private sector project sponsors for rental housing construction and rehabilitation. Establishes in the Treasury the Rental Housing Production Fund.

Community Enterprise Revitalization Act of 1989

Community Enterprise Revitalization Act of 1989 - Amends the Housing and Community Development Act of 1974 with respect to the section 108 community development loan guarantee program to: (1) permit States to pledge grants as security for nonentitlement area local government obligations; (2) define "eligible public entity" to include units of general local government or Indian tribes; (3) permit guarantees for new construction loans; (4) permit repayment periods of up to ten years; (5) authorize FY 1990 through 1992 credit limits; (6) increase maximum issuer loan guarantees; (7) allocate 70 percent of guarantees for metropolitan cities and urban counties, and 30 percent for nonentitlement area local governments and Indian tribes; (8) set annual guarantee limits for a metropolitan city or an urban county at $25,000,000, and for other entities at $5,000,000; (9) provide loan guarantee priority for projects in Federal or State enterprise zones; and (10) provide training and information activities.

Department of Housing and Urban Development Accountability Act of 1989 - Requires the Secretary of Housing and Urban Development to provide for the following in the housing assistance selection process: (1) publication in the Federal Register of selection criteria and assistance availability; (2) documentation of selection decisions, including individual program documentation standards published in the Federal Register; and (3) specified applicant disclosure. Requires: (1) the Secretary to report to the Congress regarding such activities and a related consultant fee limitation plan; and (2) the Inspector General of the Department of Housing and Urban Development (HUD) to include in his semiannual reports an assessment of compliance with the requirements of this Act. Prohibits during any housing assistance selection process: (1) an applicant from soliciting or obtaining any covered selection information from any HUD officer or employee; or (2) a HUD officer or employee from knowingly disclosing such information to any person other than a person authorized by the Secretary to receive it. Sets forth administrative, civil, and criminal penalties for disclosure violations. Directs the Secretary to consider any applicable low-income tax credit in establishing assisted housing owner profit levels.

Kendall Square Project Redevelopment and Real Property Reconveyance Act of 1989

Kendall Square Project Redevelopment and Real Property Reconveyance Act of 1989 - Directs the Secretary of Transportation to consent to an extension to August 30, 2000, of certain provisions of the Urban Renewal Plan and restrictions, agreements, and covenants of the deeds of conveyance applicable to certain property within the Kendall Square Urban Renewal Project Area conveyed to the United States by the Cambridge Redevelopment Authority of Massachusetts. Requires the Secretary, within six months of the enactment of this Act, to reconvey such disposable real property to the Authority. Directs the Authority to prepare and carry out a master plan for developing and reusing such property. Requires the plan to include the making of appropriate demolition, alterations, public improvements, and sale or lease of the property for housing and accessory uses. Provides that no less than 30 percent of the housing units shall be for low- and moderate-income persons and families who will pay no more than 25 percent of their annual incomes for yearly rental. Requires the Authority to pay the fair market value of such property to the Federal Government. Directs the Authority to cooperate with the Department of Transportation to secure additional space, if needed, for expansion of the Department's functions and facilities within the project area. Requires the Secretary to ensure that the current number of parking spaces continue to be made available to employees of the Department at the project area and that adequate facilities for the Department's warehousing, shipping, and receiving functions continue to be provided within the project area. Relieves the United States, upon reconveyance of the disposable real property, of all obligations to develop such property.

Recycling of Existing Assets for Cost-Effective Housing Act of 1989 - Authorizes the Secretary of Housing and Urban Development to make grants to establish State revolving funds for: (1) homebuyer loans (priority for first-time or lower-income homebuyers); and (2) multifamily dwelling grants and loans. Requires State matching funds. Prohibits property conveyance for five years. Sets forth property eligibility requirements. Directs the Secretary to make a State listing of such properties available upon request. Requires at least annual program reports by: (1) State housing finance agencies to the Secretary; and (2) the Secretary to the Congress. Requires the General Accounting Office to audit the program at least annually. Authorizes FY 1990 and 1991 appropriations.

Escrow Account Statement Act

Escrow Account Statement Act - Amends the Real Estate Settlement Procedures Act of 1974 to mandate that an escrow servicer or lender that has established an escrow account in connection with a federally related mortgage loan submit to the borrower statements which clearly itemize: (1) at the opening or closing of the account, the charges which are reasonably anticipated to be paid from the account; and (2) annually, the amounts actually paid from such account as well as the annual balance. Establishes a civil penalty for failure to submit such itemized statements. Prohibits a lender from imposing preparation fees for escrow account statements.

A bill to require the Secretary of Housing and Urban Development to establish a national eviction data center, and for other purposes.

Directs the Secretary of Housing and Urban Development to establish in the Office of the Assistant Secretary for Public and Indian Housing a National Eviction Data Center. Directs the Center to maintain records of persons evicted from certain public housing and to provide public housing agencies with such information upon request. Requires public housing agencies to provide the Center with tenant eviction information. Directs the Secretary to: (1) establish safeguards for the use of such information with respect to housing eligibility; and (2) annually review such data for accuracy and remove information that is no longer useful. Provides penalties for violations of such safeguard provisions. Amends the United States Housing Act of 1937 to make persons evicted from public housing because of criminal activity or crimes of violence ineligible for public housing for ten years.

HUD Reform Act of 1989

Requires applicants to disclose consultant information. Prohibits the use of HUD funds to lobby the Congress by HUD officials with regard to housing assistance. Requires the Secretary to review lower income homeownership loans for possible refinancing.

Housing Affordability Act

Housing Affordability Act - Title I: Homeowner Assistance - Amends the National Housing Act to revise Federal Housing Administration (FHA) mortgage criteria to: (1) allow home purchases of up to 95 percent of the median home price in the local metropolitan area; (2) limit mortgages to principal residences; and (3) limit mortgagors to persons whose income does not exceed 200 percent of the median income for the metropolitan area in which the property is located. Title II: Retirement Plan Investments in Principal Residences - Amends the Internal Revenue Code to permit first-time homebuyers (persons and spouses having no principal residence ownership interest within three years of the intended home purchase) to withdraw individual retirement account (IRA) funds tax-free to use for a residential downpayment. Treats such distribution as a "qualified home purchase loan" requiring full repayment upon such residence's sale or transfer. Title III: Federal Government Cooperative Program With the Advanced Building Consortium - Advanced Building Consortium Act - Establishes the Advanced Buildings Consortium as a nongovernmental instrument to promote the use of new, cost-saving building technologies. Provides for Federal-Consortium cooperation to develop and implement programs to use new technologies in Federal buildings. Authorizes appropriations for the Consortium's first two years of operation. Sets forth participating Federal agency and Consortium reporting requirements.
