Disaster Housing Assistance Program Accountability Act This bill requires the Federal Emergency Management Agency (FEMA) to establish at least three pilot programs to provide long-term rental-housing assistance and case-management services to families affected by a major disaster in either a U.S. territory in 2017 or a state in 2018.

Fannie Mae and Freddie Mac Lobbying Regulation Act of 2018 This bill prohibits the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from engaging in lobbying activities while under conservatorship or receivership.

Stronger, Healthier Environment for Low-Income Tenants and Economic Renewal Act of 2018 or the SHELTER Act of 2018 This bill limits or repeals several tax deductions, credits, and related rules that benefit major integrated oil companies. It also repeals royalty relief (suspension of royalties) for (1) natural gas production from deep wells in shallow waters of the Gulf of Mexico, and (2) deep water oil and gas production in the Western and Central Planning Area of the Gulf (including a specified portion of the Eastern Planning Area). Any increase in revenues as a result of this bill must be credited to the Housing Trust Fund, which provides funding to states for activities to increase affordable housing. The bill also specifies requirements for the fund regarding funding for (1) environmental rehabilitation activities, and (2) childhood lead prevention.

Forever GI Bill Housing Payment Fulfillment Act of 2018 This bill requires the Department of Veterans Affairs (VA) to establish a team of experts to report to Congress addressing issues in the implementation of educational housing assistance for veterans. American Housing and Economic Mobility Act of 2018 This bill addresses housing affordability and access by establishing a Local Housing Innovation grant program to support efforts to remove barriers to affordable housing; reauthorizing and increasing funding for various specified housing programs; establishing a Middle Class Housing Emergency Fund to support the construction of affordable rental-housing units; establishing a down-payment assistance program; establishing a formula grant program to assist borrowers who have negative equity in their homes; expanding the applicability, and increasing the penalties for violations, of certain requirements for financial institutions to help meet the credit needs of lower-income communities; expanding certain protections under the Fair Housing Act; and otherwise revising provisions related to housing assistance. The bill also lowers estate-tax thresholds, establishes new tax rates above those thresholds, and otherwise modifies provisions related to transfer taxes.

Veterans and Servicemembers Employment Rights and Housing Act of 2018 This bill prohibits employment practices that discriminate based on an individual's military service and amends the Fair Housing Act and the Civil Rights Act of 1968 to prohibit housing discrimination against members of the uniformed services.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act or the Pregnant Women in Custody Act This bill amends the federal criminal code to limit the use of restraints and restrictive housing for prisoners who are pregnant or in postpartum recovery. Additionally, it requires the Bureau of Justice Statistics to include, in the National Prison Statistics Program and Annual Survey of Jails, statistics on the health needs of incarcerated pregnant women. A Bureau of Prisons facility must provide appropriate services and programs to address the health and safety needs of women inmates related to pregnancy and childbirth. The Government Accountability Office must study the services and protections for pregnant incarcerated women in state and local correctional settings.

Seniors Affordable Housing Tax Credit Act This bill establishes a tax credit for states to allocate to taxpayers who rent properties to low-income seniors using a rental reduction agreement. Under a rental reduction agreement, the rent and utility payments for an eligible senior unit must be equal to the lesser of: (1) 30% of the monthly family income of the residents of the unit, or (2) the applicable standard fair market rent for the unit. An eligible senior unit must have family income that does not exceed the greater of: (1) 30% of the area median gross income, or (2) the applicable poverty line for a family of the size involved. The unit must also include at least one occupant who has attained the age of 55 at the beginning of the lease

Alleviating Stress Test Burdens to Help Investors Act This bill amends the Financial Stability Act of 2010 to exempt certain financial companies not primarily regulated by either a federal banking agency or the Federal Housing Finance Agency from requirements to conduct stress tests. The Securities and Exchange Commission and the Commodity Futures Trading Commission may issue separate regulations requiring specified financial companies to conduct financial-condition analyses.

Housing Innovation Act of 2018 This bill establishes the Office of Housing Innovation in the Department of Housing and Urban Development. The office shall carry out grant programs to support (1) planning efforts that address housing needs in urban areas; (2) research and studies to support, inform, and advise local governments on their plans for new housing and community development; and (3) outreach programs focused on issues related to housing, community development, and regional planning.

Housing, Opportunity, Mobility, and Equity Act of 2018 This bill (1) requires a recipient of a Community Development Block Grant to develop strategies to support new, inclusive zoning policies and programs; (2) establishes a tax credit based on the rental costs of an eligible individual; and (3) establishes a savings program to allow a taxpayer to defer payment on a portion of the amount that would otherwise be refunded to the taxpayer as overpayment.

Homes for Our Heroes Act of 2018 This bill requires the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs (VA) to report to Congress regarding public housing agencies for which vouchers for rental assistance were allocated. Additionally, the bill requires the VA to report on the medical centers of the VA to which funds were provided for case managers under the supported housing program, as well as other relevant information involving case management funding. This bill also requires HUD and the VA to conduct a study to identify barriers to carrying out the supported housing program.

Encourages administrators of institutions of higher education and municipalities across the United States to: (1) provide educational programs about fire safety to all college students in September and throughout the school year, (2) evaluate the level of fire safety being provided in both on- and off-campus student housing, and (3) ensure fire-safe living environments.

Eviction Prevention Act of 2018 This bill authorizes the Department of Justice to award grants to states to provide legal counsel to low-income individuals in civil actions related to evictions. The Government Accountability Office must study and report to Congress on evictions in the United States, including the rate of legal representation of tenants and landlords, the effect of full representation on eviction cases, and the potential cost savings from providing representation.

Sexual Harassment Awareness and Prevention Act of 2018 This bill establishes the Interagency Task Force on Enforcement of Prohibitions Against Sexual Harassment Under the Fair Housing Act and requires reporting by the Department of Housing and Urban Development and the Government Accountability Office on sexual harassment in federal housing-assistance programs.

Building Efficiently Act of 2018 This bill amends the Internal Revenue Code to expand the new energy efficient home tax credit to allow, in lieu of the existing credit, a credit for 3.3% of the cost of constructing a new energy efficient home that is a qualified energy efficient residential rental property. An energy efficient residential rental property must be certified as being constructed, reconstructed, or retrofitted under a plan designed to reduce energy and power consumption of the building by at least 40% compared to: (1) the baseline annual energy and power consumption of the building in the case of a retrofit made to an existing building, or (2) a reference building which meets the minimum requirements of the International Energy Conservation Code 2004 in any other case. The bill also eliminates the basis reduction requirements for low-income housing properties receiving: (1) the new energy efficient home credit, (2) the energy efficient commercial buildings deduction, or (3) the credit for investments in energy property.

Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act or the COMMUTE Act This bill directs the Department of Transportation to carry out an accessibility data pilot program. The purpose of the pilot program is to develop or make available an accessibility data set for states and metropolitan or rural planning organizations to improve their transportation planning by measuring the level of access to important destinations such as jobs, health care facilities, child care services, educational and workforce training facilities, affordable housing, and food sources.

Department of Veterans Affairs Expiring Authorities Act of 2018 This bill extends and otherwise revises specified Department of Veterans Affairs (VA) programs and services, including those related to health care, benefits, and homeless veteran reintegration. TITLE I--EXTENSIONS OF AUTHORITY Subtitle A--Health Care Matters (Sec. 101) The bill extends through FY2020 copayment guidelines for hospital care and nursing home care. (Sec. 102) The bill extends through FY2020 VA authority to provide nursing home care to certain veterans with service-connected disabilities. (Sec. 103) The bill removes appropriations limitations on family caregiver assistance for veterans. (Sec. 104) The bill makes permanent the authority of the VA to recover from a third party the costs of care for a non-service-connected disability. (Sec. 105) VA authority to transfer real property is extended through FY2020. (Sec. 106) The bill extends through FY2020 a pilot program for providing child care for veterans receiving health care. (Sec. 107) The bill extends through FY2020 the VA's grant authority for programs related to rural veteran transportation in connection with the provision of medical care. (Sec. 108) The bill extends through FY2020 a pilot program related to reintegration and counseling in retreat settings for women veterans. (Sec. 109) The bill extends through FY2019 an initiative to assess the feasibility of paying actual travel expenses in connection with veterans receiving care from VA centers. Subtitle B--Benefits Matters (Sec. 121) The bill makes permanent the authority of the VA to assist certain veterans with difficulty ambulating in acquiring and adapting housing with special features. (Sec. 122) The bill extends through FY2020 grants to encourage the development of new assistive technologies for specially adapted housing. (Sec. 123) The bill makes permanent the authority of the VA to guarantee certain mortgage-backed securities. (Sec. 124) The bill makes permanent provisions related to calculating the value of foreclosed property. (Sec. 125) The bill extends through FY2019 the VA's authority regarding property management. (Sec. 126) The bill makes permanent the authority of the VA to provide rehabilitation and vocational benefits for members and former members of the armed services with severe injuries or illnesses. (Sec. 127) The bill extends through FY2020 the agreement with the National Academy of Sciences to research associations between diseases and certain chemical compounds in herbicides. Subtitle C--Homeless Veterans Matters (Sec. 141) The bill extends through FY2020 a program for homeless veteran reintegration. (Sec. 142) The bill extends through FY2020 a reintegration program for homeless women veterans and homeless veterans with children. (Sec. 143) This bill extends through FY2020 referral and counseling services for veterans at risk for homelessness transitioning from institutional living. (Sec. 144) This bill extends through FY2020 programs providing outreach services and other assistance to homeless veterans and veterans with severe mental illness. (Sec. 145) The bill increases the amounts authorized to be appropriated in FY2018 and FY2019 for financial assistance for entities that support very low-income veteran families in permanent housing. (Sec. 146) The bill extends through FY2020 grant programs for homeless veterans with special needs. (Sec. 147) The bill extends through FY2022 the Advisory Committee on Homeless Veterans. Subtitle D--Other Matters (Sec. 161) The bill extends through FY2020 the authority to transport individuals to and from VA facilities. (Sec. 162) The bill extends through FY2019 the authority for operation of the VA's regional office in Manila, Philippines. (Sec. 163) The bill extends through FY2020 authorization of appropriations for the VA to provide monthly assistance allowances to specified veterans participating in Olympic programs. (Sec. 164) The bill extends through 2020 the VA's reporting requirement regarding equitable relief. (Sec. 165) The bill extends through FY2020 the authorization of appropriations for the Adaptive Sports Program for disabled veterans and members of the Armed Forces. (Sec. 166) The bill: (1) extends through FY2022 the Advisory Committee on Minority Veterans, and (2) requires the committee to report on relevant VA activities every other year rather than every year. TITLE II--IMPROVEMENT OF HEALTH CARE FROM DEPARTMENT OF VETERANS AFFAIRS (Sec. 201) The bill provides that modifications to contracts under the Veterans Community Care Program are not subject to specified bid requirements. (Sec. 203) Veterans Care Agreement coverage is expanded to any individual eligible for services through the VA. (The Veterans Care Agreement is a program that provides third-party health care if health care is not feasibly available from a VA facility.) (Sec. 204) The VA is allowed (currently, required) to deduct overpayments from payments owed to a health care entity. The VA may also use other means to collect overpayments. (Sec. 205) The bill expands eligibility for specified mental health services to veterans eligible for, but not enrolled in, VA health care. (Sec. 206) The bill expands the network of prescription drug monitoring programs accessible to VA health care providers to include state and regional programs not a part of the national network. (Sec. 207) The bill eliminates reporting requirements related to activities contracted out by the VA. (Sec. 208) The VA must complete additional reporting regarding the availability of opioid receptor antagonists (e.g., naloxone). (Sec. 209) The bill expands certain health care assessment reports to include the U.S. Virgin Islands and Puerto Rico. (Sec. 210) The bill authorizes a specified medical facility project in West Los Angeles, California. (Sec. 211) The bill extends a veterans medical school scholarship program to the entering class of 2020. TITLE III--OTHER MATTERS (Sec. 301) An educational institution providing educational benefits to veterans must charge in-state tuition rates for certain veterans entitled to rehabilitation as a condition of the institution's participation in certain VA education benefit programs. (Sec. 302) The bill revises conflict of interest restrictions for VA employees related to educational institutions. Specifically, the bill removes advance notice and hearing requirements regarding conflict waivers, limits the restrictions to those VA employees working on education benefit programs, and reduces the punishment for such activity. (Sec. 303) The bill revises VA authority to enter into certain leases at the West Los Angeles, California, campus. Specifically, in the case of previous mismanagement, the VA may not enter into a new lease or land-sharing agreement until the VA certifies compliance with certain audit reports or evaluations.

Federal Lands Fire-Related Incidents Recovery and Economic Stimulus Act of 2018 or the Federal Lands FIRES Act of 2018 This bill authorizes the President to declare a federal lands wildfire disaster. Specifically, the President may make such a declaration for any wildfire: for which a request for a declaration has been made by the governor of an affected state or the chief executive of an affected Indian tribal government; that has burned 40% or more of an area that consists of federal lands; and that, in the President's determination, causes damage of sufficient severity and magnitude to warrant assistance to supplement the efforts and available resources of states, local governments, Indian tribes, and disaster relief organizations in alleviating the damage, loss, hardship, or suffering caused by the wildfire. Assistance may be provided for secondary and tertiary damages, which may not include any area more than 100 miles from the area subject to the wildfire. The Department of Housing and Urban Development may provide assistance to states, local governments, and Indian tribes for necessary expenses for disaster relief, long-term recovery, restoration of infrastructure and housing, and economic revitalization in the most impacted and distressed areas resulting from a federal lands wildfire disaster. The bill amends the Small Business Act to allow small businesses to receive economic injury disaster loans from the Small Business Administration for a federal lands wildfire disaster.

Protecting American Taxpayers and Homeowners Act of 2018 This bill revises provisions related to housing finance, mortgage-backed securities, and government-sponsored enterprises. Among other things, the bill: abolishes the Federal Home Loan Mortgage Corporation (Freddie Mac) and the Federal National Mortgage Association (Fannie Mae), effective five years after the bill's enactment; makes both the Government National Mortgage Association (Ginnie Mae) and the Federal Housing Administration (FHA) independent of the Department of Housing and Urban Development (HUD); transfers certain functions from HUD and the Department of Agriculture to the FHA and otherwise revises the FHA's authority; and establishes a mortgage-backed security market exchange and covered bond program.

Keeping Our Commitment to Ending Veteran Homelessness Act of 2018 This bill extends through FY2020 authority for the following Department of Veterans Affairs programs: homeless veterans reintegration programs, the homeless women veterans and homeless veterans with children reintegration program, referral and counseling services for certain veterans at risk of homelessness, treatment and rehabilitation services for seriously mentally ill and homeless veterans, the grant program for homeless veterans with special needs, and financial assistance for supportive services for very low-income veteran families in permanent housing. The bill extends through 2020 authority for the Advisory Committee on Homeless Veterans.

Stop Bad Employers by Zeroing Out Subsidies Act This bill amends the Internal Revenue Code to impose a tax on large employers whose employees receive certain federal benefits during the year. A "large employer" is an employer who employed an average of at least 500 employees on business days during the preceding year. The tax is equal to the benefits that the employees receive under: the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program), the school lunch and school breakfast programs administered under the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966, section 8 of the United States Housing Act of 1937, and Medicaid. The bill also prohibits large employers from asking questions or seeking information about whether a job applicant receives federal benefits.

Help End Abusive Living Situations Act or the HEALS Act This bill requires the Department of Housing and Urban Development to take specified measures to improve services provided to survivors of domestic violence, dating violence, sexual assault, and stalking, including by promoting the provision of technical assistance and support for programs to improve outcomes for such survivors.

Middle-Income Housing Tax Credit Act of 201 8 This bill amends the Internal Revenue Code to allow a tax credit for the development of housing for middle-income households. The credit is based on the existing low-income housing tax credit and applies to the development or rehabilitation of residential rental properties if: (1) 60% or more of the residential units in the project are both rent-restricted and occupied by individuals whose income is 100% or less of the area median gross income, and (2) the project is not federally subsidized or financed with a federally funded grant. The credits are allocated to each state based on population, and state housing agencies then distribute the credits to developers using a competitive process. The credits are paid over a 15-year credit period, and the amounts of the credits are based on a percentage of a project's qualified basis, which is the portion of the project dedicated to affordable middle-income housing. The credit dollar amount allocated to a project may not exceed the amount that is necessary for the financial feasibility of the project and its viability as a qualified middle-income housing project throughout the credit period. To qualify for the credit, the developer must make a long-term commitment to middle-income housing, under which the affordability restrictions for a property remain in place for at least an additional 15 years after the close of the credit period.

Rent Relief Act of 2018 This bill amends the Internal Revenue Code to allow a refundable tax credit for individuals who pay rent for a principal residence that exceeds 30% of the individual's gross income for the taxable year. The amount of the credit ranges from 25% to 100% of the excess rent, depending on the gross income of the taxpayer. The credit is not available for taxpayers with gross income that exceeds $100,000 ($125,000 for a taxpayer whose principal residence is located in a high-cost area, as defined by the bill). Rent that exceeds 150% of the fair market rent (including the utility allowance) for the residence may not be taken into account for the purpose of determining the amount of the credit. For individuals who reside in government-subsidized housing, the bill allows a credit equal to 1/12 of the rent paid by the taxpayer (and not subsidized under the program) during the year with respect to the residence.

Afghan and Iraqi Allies Resettlement Improvement Act This bill directs the Department of Health and Human Services to survey long-term outcomes, such as employment, housing, and education, of Afghan and Iraqi special immigrant visa (SIV) holders as part of the Annual Survey of Refugees. SIV holders are persons who worked with the U.S. Armed Forces or under Chief of Mission authority as a translator or interpreter in Iraq or Afghanistan. The Department of State shall deliver information in Dari, Pashto, or Urdu to prospective SIV holders about resettlement in the United States to assist with their adjustment process. The State Department and the Department of Defense shall jointly establish a temporary program to offer SIV holders employment as translators, interpreters, and cultural awareness instructors.

Housing, Opportunity, Mobility, and Equity Act of 2018 This bill (1) requires a recipient of a Community Development Block Grant to develop strategies to support new, inclusive zoning policies and programs; (2) establishes a tax credit based on the rental costs of an eligible individual; and (3) establishes a savings program to allow a taxpayer to defer payment on a portion of the amount that would otherwise be refunded to the taxpayer as overpayment.

Student Veterans Housing Act This bill prohibits the Department of Veterans Affairs from withholding payments of monthly housing stipends due to holidays or other closures and also specifies how monthly housing stipends are paid between school terms or when a recipient transfers to another institution of higher learning.
