The bill defines qualified federal benefits to include food stamps, school lunches, section 8 housing subsidies, and Medicaid benefits. It exempts employers that pay their employees $15 per hour and have less than $100 million in assets from classification as a large employer, thus exempting such employers from the excise tax. The bill also makes it an unlawful employment practice for any large employer to inquire whether an applicant for employment receives federal benefits.

Health Enterprise Zones Act of 2022 This bill provides for the designation of Health Enterprise Zones in certain geographic areas with documented and measurable health disparities. This designation, which expires 10 years after the date on which the first zone is designated, confers eligibility for certain grants, Medicare incentive payments, student loan repayment programs, and tax credits for those working to reduce health disparities and improve health outcomes in these zones. Specifically, community-based nonprofits or local government agencies, in coalition with health care providers, social service organizations, and others, may apply to the Department of Health and Human Services (HHS) for the designation. The application must include a plan to reduce health disparities and achieve other outcomes. In implementing the program, HHS must consult with, among others, the Department of Housing and Urban Development. When approving applications, HHS shall consider factors including geographic diversity and the commitment of supporting funds from the private sector. HHS (1) may award grants to organizations or agencies that applied for the designation to support activities aligned with their plans, and (2) must carry out a student loan repayment program for health care providers who agree to provide services in a Health Enterprise Zone. In addition, the bill establishes tax credits for employers that hire, and individuals who work as, Health Enterprise Zone workers.

Tenants' Right to Organize Act This bill provides for the right of tenants who receive certain rental assistance to establish, operate, and participate in a tenant organization. Specifically, tenants who participate in Housing Choice Voucher (i.e., Section 8 tenant-based housing assistance) or Low-Income Housing Tax Credit programs administered by the Department of Housing and Urban Development have the right to engage in a tenant organization to address issues related to their living environment and participate in community development activities. Public housing agencies and unit owners are required to recognize tenant organizations and allow tenants to conduct protected activities, including distributing leaflets, initiating tenant contact, and convening meetings in the building. A public housing agency or building owner may not require prior permission for any of these activities. Further, these entities may not retaliate against a tenant for participating in a tenant organization. The bill also provides grants for state and local organizations for training and outreach with respect to tenant organization capacity building and technical assistance.

College Cost Transparency and Student Protection Act This bill outlines requirements for financial aid offers that must be provided to prospective and enrolled students. Specifically, the bill requires the Department of Education (ED) to publish requirements for financial aid offers that each institution of higher education (IHE) participating in federal student aid programs must provide to students. These requirements include standardized terms and definitions, certain formatting requirements, and components regarding costs. In particular, a financial aid offer must first include a component related to direct costs (i.e., tuition, fees, and other expenses required for the student to enroll in the IHE). If the student completes the component related to direct costs and confirms that the student is seeking financial assistance for indirect costs (e.g., housing and food, books and supplies, and transportation), then the offer must include components related to those indirect costs. IHEs may not refer to these offers as award letters. The bill requires ED to ensure that information published on the website of each IHE or the College Scorecard includes information on costs, earnings, and loan payments in a manner consistent with financial aid offers. The College Scorecard is a comparison tool for information on school sizes, settings, graduation rates, average costs, and salary ranges per field of study.

This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indian veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) must use at least 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Stop Wall Street Landlords Act of 2022 This bill denies certain tax and other benefits to large investors whose assets exceed $100 million in a taxable year for investment in single-family housing (i.e., real property including at least one dwelling unit and not more than four units). It denies such investors a tax deduction for interest paid on a single-family home mortgage, for insuring such homes, and for the depreciation of such homes. The bill imposes an excise tax on the sale or transfer of a single-family home by a large investor equal to the price of such home. It allows a tax credit for home sellers equal to the lesser of either the excess of reasonable development costs paid over the sale price, or 35% of the lesser of eligible development costs paid by the taxpayer, or 80% of the national median sale price for homes. The bill prohibits large investors from obtaining certain federal mortgage assistance.

The bill also directs the Department of Housing and Urban Development to allow recipients to provide emergency grant payments on behalf of eligible families for up to six months. Currently, these payments, which provide assistance with housing, utilities, or other subsistence support, are limited to three months.

Justice for All Act of 2022 This bill prohibits discrimination based on sex, sexual orientation, gender identity, or race-related characteristics in schools, businesses, federally funded programs, and other settings. It also provides statutory authority for and expands the types of civil actions that may be brought for violations. For example, the bill expands provisions under the Civil Rights Act of 1964 so as to (1) prohibit federally funded programs from discriminating based on sex or religion; and (2) prohibit public accommodations, including stores and transit services, from discriminating based on sex. The bill defines sex to include sex stereotypes, pregnancy, childbirth, sexual orientation, gender identity, and sex characteristics. It also expands the definition of race to include traits that have been historically associated with race (e.g., natural hair textures). The expanded definitions apply to the Civil Rights Act of 1964, the Fair Housing Act (discrimination in public and private housing), and Title IX of the Education Amendments of 1972 (discrimination based on sex in federally funded educational programs). Further, the bill provides statutory authority for disparate impact or intentional discrimination claims under the aforementioned acts, as well as the Age Discrimination Act of 1975 (discrimination based on age by federally funded programs) and the Rehabilitation Act of 1973 (discrimination based on disability by federally funded programs). The bill also includes other provisions that address (1) profiling by law enforcement officers, (2) employer liability with respect to civil rights violations, (3) predispute arbitration agreements in civil rights cases, and (4) governmental immunity in suits involving constitutional violations.

Housing Survivors of Major Disasters Act of 2022 This bill makes certain individuals and households eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017. To be eligible, an individual or household must be (1) residing on or otherwise occupying property located in the area for which the major disaster was declared but does not have documented ownership rights to and is not renting such property; or (2) residing in or occupying, or have resided in, an area for which the major disaster was declared during the designated incident period, including individuals experiencing homelessness. The Federal Emergency Management Agency (FEMA) must consider alternative forms of proof to determine the eligibility of an individual or household for assistance. In the case of an individual or household that does not have documented ownership rights in the predisaster primary residence, FEMA must consider evidence of constructive ownership. FEMA shall create and distribute a declarative form statement that applicants for assistance can use to self-certify eligibility for assistance and shall make the statement available in specified languages at all active Disaster Recovery Centers and on its website and social media. FEMA shall conduct an analysis comparing the costs, benefits, and effectiveness of assistance provided under the Disaster Housing Assistance Program with other temporary housing options provided by FEMA. FEMA and the Department of Housing and Urban Development must consult regarding the implementation of a disaster housing assistance program or similar joint program.

Protecting the Health and Wellness of Babies and Pregnant Women in Custody Act This bill establishes requirements to address the health needs of incarcerated women related to pregnancy and childbirth. The bill requires the Bureau of Justice Statistics to collect data on the health needs of incarcerated pregnant women at the federal, state, tribal, and local levels. With respect to incarcerated women at the federal level, the bill requires the Bureau of Prisons (BOP) to provide appropriate services and programs to address the health and safety needs related to pregnancy and childbirth, as well as appropriate health care to a woman with a high-risk pregnancy; limits the use of restrictive housing for prisoners who are pregnant or in postpartum recovery; prohibits the use of solitary confinement for an incarcerated pregnant woman in her third trimester; requires the BOP to annually report on the number of administrative claims and appeals filed by pregnant inmates; and requires the Government Accountability Office (GAO) to study the services and protections for pregnant incarcerated women in federal pretrial detention facilities. With respect to incarcerated women at the state and local level, the bill requires the GAO to study the services and protections for pregnant incarcerated women in state and local correctional settings.

Investing in State Energy Act of 2022 This bill revises requirements concerning the distribution of funds under the Weatherization Assistance Program (WAP) and the State Energy Program (SEP) to state agencies and local partners that implement energy initiatives. Under WAP, the Department of Energy (DOE) reduces energy costs for low-income households by increasing the energy efficiency of their homes. Under SEP, DOE supports state energy conservation plans and energy security. This bill requires DOE, upon receiving state or area plans under WAP or SEP, to distribute funds to the recipients of the funding as quickly as practicable. Within 60 days of Congress making the funds available for WAP and SEP, DOE must (1) provide application guidance for financial assistance, and (2) publish the allocation of financial assistance to be provided to states under the programs.

Specifically, the bill requires states to consider measures to promote vehicle-to-grid integration under the Public Utility Regulatory Policies Act. The bill also directs the Department of Energy to establish a grant program for projects that use at least one electric school bus with such technology. Grants may be awarded to electric energy suppliers, state public utility commissions, school bus manufacturers, school districts, suppliers of charging infrastructure, renewable energy developers, and other eligible entities.

Credit Access and Inclusion Act of 2022 This bill allows for the reporting of certain positive consumer-credit information to consumer reporting agencies. Specifically, a person or the Department of Housing and Urban Development may report information related to a consumer's performance in making payments either under a lease agreement for a dwelling or pursuant to a contract for a utility or telecommunications service. However, information about a consumer's usage of any utility or telecommunications service may be reported only to the extent that the information relates to payment by the consumer for such service or other terms of the provision of that service. Furthermore, an energy-utility firm may not report a consumer's outstanding balance as late if the firm and the consumer have entered into a payment plan and the consumer is meeting the obligations of that plan. Specified provisions that establish civil liability with respect to furnishers of information to consumer reporting agencies shall not apply to any violation of the bill. The Government Accountability Office must report on the consumer impact of such reporting.

Protections for Student Veterans Act of 2022

Protections for Student Veterans Act of 2022 This bill authorizes covered individuals who are utilizing Department of Veterans Affairs educational assistance benefits to withdraw or take a leave of absence after they receive orders for active service, inactive-duty training, or state active duty. A covered individual means a member of the Armed Forces (including reserve components) or the spouse of such a member. Institutions of higher education are prohibited from taking adverse actions against such individuals for withdrawing or taking a leave of absence, including assigning a failing grade, reducing the individual's grade point average, characterizing any absence as unexcused, or assessing financial penalties. The bill requires institutions of higher education to refund all tuition and fees (including for housing) for the academic term for which the individual withdraws. In situations where the individual takes a leave of absence, the institution of higher education must assign a grade of incomplete for the applicable term and permit the individual to complete the academic term after the period of service.

PRO–LIFE Act of 2022

Providing Real Opportunities and Lifelong Investments For Everyone Act of 2022 or the PRO-LIFE Act of 2022 This bill establishes new, and modifies existing, programs related to maternal and child health, tax credits and other benefits for parents and caregivers, and support for childcare infrastructure. The bill requires multi-agency efforts to improve maternal health and reduce maternal mortality, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations, by addressing both health-related factors and the social determinants of health (i.e., nonmedical factors that influence health outcomes, such as housing, food security, transportation, and environmental conditions). Additionally, the bill permanently extends the Children's Health Insurance Program (CHIP) and related measures. Further, the bill (1) sets up a family medical leave insurance benefit that entitles employees to a monthly benefit payment for a period of qualified caregiving; and (2) imposes a tax on employers, employees, and self-employed individuals to fund the benefits. The bill also increases the amount of the child tax credit and makes the credit fully refundable and payable in advance on a monthly basis. In addition, the Department of Labor must carry out a program to certify and recognize employers that implement family-friendly workplace programs (e.g., providing paid family and sick leave or subsidizing childcare). The bill also requires support for childcare infrastructure, for example by establishing grants for childcare facilities and scholarship and loan repayment programs for childcare educators.

Strategy and Investment in Rural Housing Preservation Act of 2022 This bill provides assistance to rural, multifamily rental-housing projects and tenants. Specifically, the bill provides statutory authority for a Department of Agriculture (USDA) program that supports the preservation and revitalization of affordable housing projects that are financed with USDA loans. Further, the bill makes changes to certain USDA rental assistance programs including by authorizing the USDA to provide rural housing vouchers for low-income households (including those not receiving rental assistance) residing in certain properties financed with or insured by USDA loans. The USDA must also report on preserving the affordability of rental projects financed by USDA loans for low-income families.

Expanding Service Coordinators Act This bill reauthorizes through FY2027 funding for service coordinator programs, which embed staff in certain federally assisted housing to arrange for transportation, case management, and other supportive services for eligible residents. The bill also makes service coordinators eligible to have qualifying student loans discharged through the Public Service Loan Forgiveness program. Additionally, the Government Accountability Office must study best practices and other matters concerning service coordinator programs in federally assisted housing in rural areas.

Building a Health Care Workforce for the Future Act

Building a Health Care Workforce for the Future Act This bill establishes, within the Department of Health and Human Services (HHS), grant programs for health professional education and training. It also requires the National Academy of Medicine (formerly known as the Institute of Medicine) to study the documentation requirements for cognitive services under Medicare, Medicaid, and private health insurers, including administrative and labor costs of such documentation. For the first grant program, HHS must award matching grants to states for scholarships to ensure an adequate supply of health professionals. As a condition of receiving scholarships, recipients must agree to work in areas with shortages of health care providers for one year for each year they receive the scholarship. For the second grant program, HHS must award grants to medical and other health professions schools to improve curricula for, and education and training on, certain priority competencies, such as patient-centered medical homes and chronic disease management. The Advisory Committee on Training in Primary Care Medicine and Dentistry shall select these competencies annually. For the last grant program, HHS may award grants to medical schools for primary care mentorship programs to support faculty who serve as mentors and encourage interest in primary care among students.
