This bill addresses trade between the United States and covered countries. Under this bill, a covered country is any country excluding Belarus, Cuba, and North Korea. Specifically, the bill authorizes the President to determine that Section 402 of the Trade Act of 1974 (commonly known as the Jackson-Vanik amendment) does not apply to a covered country. The Jackson-Vanik amendment denies normal trade relations (NTR) status to some current and former nonmarket economy countries unless they comply with certain freedom-of-emigration requirements. Under a provision of this amendment, the President may extend NTR status to a country affected by the amendment by waiving the freedom-of-emigration requirements or determining that the country is not in violation of those requirements, subject to an annual review. Additionally, the bill authorizes the President to extend permanent NTR status to a covered country.

Keep Air Travel Safe Act This bill provides continuing appropriations for the Transportation Security Administration (TSA) during any period in which there is a lapse in appropriations for TSA. It also requires the continuing appropriations to be funded using certain unobligated funds that were provided to U.S. Immigration and Customs Enforcement by the One Big Beautiful Bill Act. The bill provides the appropriations for TSA to continue all programs, projects, or activities (including the costs of direct loans and loan guarantees) that were funded in the preceding fiscal year. The appropriations provided by this bill are available from the first day of a lapse in appropriations for TSA until the earlier of the date on which the applicable regular appropriations bill for the fiscal year becomes law or a joint resolution making continuing appropriations becomes law, or the date that is 180 days after the first day of a lapse in appropriations.

National Guard Proper Use Act This bill prohibits, in accordance with the Posse Comitatus Act, members of the Armed Forces and members of the National Guard from being ordered to enforce immigration laws. Generally, the Posse Comitatus Act prohibits the use of the military for civil law enforcement purposes.

Commerce, Justice, Science, and Related Agencies Appropriations Act, 2026 This bill provides FY2026 appropriations to the Department of Commerce, the Department of Justice (DOJ), the science agencies, and several related agencies. The bill provides appropriations to the Department of Commerce for the International Trade Administration, the Bureau of Industry and Security, the Economic Development Administration, the Minority Business Development Agency, Economic and Statistical Analysis, the Bureau of the Census, the National Telecommunications and Information Administration, the U.S. Patent and Trademark Office, the National Institute of Standards and Technology, the National Oceanic and Atmospheric Administration, and Departmental Management. The bill provides appropriations to DOJ for Justice Operations, Management, and Accountability; the Executive Office for Immigration Review; the Office of Inspector General; the U.S. Parole Commission; Legal Activities; the U.S. Marshals Service; the National Security Division; Interagency Law Enforcement; the Federal Bureau of Investigation; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the Federal Prison System. The bill also provides appropriations to DOJ for state and local law enforcement activities, including the Office on Violence Against Women, the Office of Justice Programs, and Community Oriented Policing Services (COPS). The bill provides appropriations for science agencies, including the Office of Science and Technology Policy, the National Space Council, National Aeronautics and Space Administration (NASA), and the National Science Foundation. The bill provides appropriations to related agencies, including the Commission on Civil Rights, the Equal Employment Opportunity Commission, the U.S. International Trade Commission, the Legal Services Corporation, the Marine Mammal Commission, the Office of the U.S. Trade Representative, and the State Justice Institute. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Pay Our Border Patrol and Customs Agents Act This bill provides FY2026 appropriations for the salaries and expenses of certain U.S. Customs and Border Protection (CBP) employees who are required to work during a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations to CBP for the salaries and expenses of agents of the U.S. Border Patrol and officers of the Office of Field Operations who are excepted from furlough (i.e., required to work) during a lapse in discretionary appropriations in FY2026.
