Postal Supervisors and Managers Fairness Act of 2021 This bill modifies procedures for negotiating pay and benefits of supervisory and other managerial personnel of the U.S. Postal Service (USPS). At least 60 days before the expiration of a pay decision, the USPS must propose to the supervisors' organization any changes in pay policies, pay schedules, or fringe benefit programs for members of such organization. Not later than 60 days after the USPS agrees to a collective bargaining agreement that affects the pay or benefits of supervisors or managers who are members of the supervisors' organization, the USPS shall provide a proposal regarding such matters to the organization. The bill makes binding the decision of the fact-finding panel appointed by the Federal Mediation and Conciliation Service in the event of an impasse between the USPS and a supervisors' organization over proposed changes in pay and benefits.

Postal Vehicle Modernization Act This bill establishes requirements for U.S. Postal Service (USPS) vehicle purchases and charging stations. The bill's provisions only apply if specified funding is appropriated. Specifically, the bill requires the USPS to ensure that at least 75% of the total number of next generation delivery vehicles purchased using such funds are electric or zero-emission vehicles. The bill provides for a phase-out of medium- and heavy-duty vehicles that are not electric or zero-emission vehicles. The USPS must provide by January 1, 2026, at each postal facility accessible to the public, at least one electric vehicle charging station for use by the public or USPS officers and employees.

An individual must make certain financial disclosures prior to assuming the duties of Postmaster General or Deputy Postmaster General.

Easy Access to Mail Act This bill establishes procedures for the U.S. Postal Service (USPS) regarding the use of centralized delivery of the mail with respect to residential housing units. Specifically, the bill provides that, for any housing development with respect to which the primary mode of mail delivery is any such mode except for centralized delivery on the date of this bill's enactment, the USPS may not change such mode of delivery to centralized delivery; and prohibits the USPS from requiring centralized delivery with respect to any housing development constructed after this bill's enactment without prior approval from the local legislative body, or, in the absence of a local legislative body, the legislature of the state with jurisdiction over the affected property. If approval for centralized delivery is granted, at least 60 days before commencing such delivery the local postmaster shall provide (1) written notice to any other units of local government and any planning commissions located within the applicable county; and (2) a period of 60 days for public comment from residents, property owners, and home builders within such county regarding the use of centralized delivery at the applicable housing development. The Postal Regulatory Commission shall ensure that the USPS does not change any USPS policy in effect on the date of enactment that would result in a disproportionate negative affect on rural, lower income, elderly, disabled, or predominately minority communities.

Patient Matching Improvement Act of 2021 This bill requires the Office of the National Coordinator for Health Information Technology (ONC) to standardize the format of postal addresses in health information technology to improve patient matching. Patient matching is the identification and linking of one patient's data within and across health care organizations using multiple demographic fields, such as name and address. The ONC must collaborate with the U.S. Postal Service (USPS) to make existing tools that automatically format addresses into a specific standard available to health care organizations. In particular, the ONC must focus on making the tools available to laboratories that test for COVID-19 (i.e., coronavirus disease 2019) to improve data collection related to that disease. If the USPS determines the tools cannot be made available to health care organizations, the Department of Health and Human Services must report to Congress on the barriers that prevent such use. In addition, the ONC must update regulations to require the use of a standard address format as a condition of certification for health information technology.

The resolution recommends levels and amounts for FY2021-FY2030 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for Social Security and Postal Service discretionary administrative expenses for the purpose of budget enforcement in the Senate. The resolution includes reconciliation instructions that direct several House and Senate committees to submit changes in laws within their jurisdictions that will increase the deficit over FY2021-FY2030 by no more than an amount specified for each committee. The committees must submit the legislation to their respective budget committees by February 16, 2021. (Under current law, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) The resolution establishes reserve funds that allow (1) the chairs of the House and Senate Budget Committees to revise committee allocations, aggregates, and other budgetary levels to accommodate reconciliation legislation that complies with the instructions in this resolution; and (2) the chair of the House Budget Committee to make similar adjustments for deficit-neutral legislation. The resolution also exempts reconciliation legislation that complies with this resolution from various budget points of order, including the congressional pay-as-you-go (PAYGO) rules.
