Constitutional Amendment - Allows Congress to adopt a Resolution of No Confidence in the President, upon a three- fifths vote of the Members of each House present and voting. Requires that, in the Resolution of No Confidence, Congress shall fix a date falling not less than 90 days and not more than 100 and 10 days from the date of adoption of the resolution for the calling of a special election for the choosing of electors for President and Vice President and of Representatives and Senators. Provides that if the date of adoption occurs on or after June 1 of the second year of the President's term, and at least 90 days prior to the date of the choosing of Representatives in Congress that year, the special election shall coincide with the regular election for the choosing of Representatives. Provides that if the special election occurs at the regular election for the choosing of Representatives in Congress, the President and Vice President, and the Representatives and Senators, chosen pursuant to the special election shall enter upon their terms of office on January 20 of the year immediately following, and that the term of office for the President and Vice President shall be two years.

Provides that qualifications for electors of President and Vice President shall be the same as for electors of the most numerous branch of the State legislature States that except for electors of President and Vice President the legislature of any State may prescribe less restrictive residence qualifications. Allows Congress to establish uniform residence qualifications for electors of President and Vice President. Directs that candidates for President and Vice President having the greatest number of votes shall be elected if such number is at least forty percent of the total votes cast. Makes provisions for Congressional selection of President and Vice President when no candidate receives at least forty percent of the total vote. Leaves to the States the determination of time, place and manner of holding elections for President and Vice President. Authorizes the Congress to provide for the case of the death, inability, or withdrawal of any candidate for President or Vice President before a President and Vice President has been elected. Empowers the Congress to enforce this article by appropriate legislation.

Requires each elector to cast a single vote for two persons who shall have consented to the joining of their names as candidates for the offices of President and Vice President. Requires the electors of President and Vice President in each State to have the qualifications requisite for electors of the most numerous branch of the State legislature, except that for electors of President and Vice President, the legislature of any State may prescribe less restrictive residence qualifications and for electors of President and Vice President the Congress may establish uniform residence qualifications. Provides that the pair of persons having the greatest number of votes for President and Vice President shall be elected, if such number be at least 40 percent of the whole number of votes cast for such offices. Provides that if no pair of persons has such number, a runoff election shall be held in which the choice of President and Vice President shall be made from the two pairs of persons who received the highest numbers of votes. Requires the days for such elections to be determined by Congress and to be uniform throughout the United States. Requires Congress to prescribe by law the time, place, and manner in which the results of such elections shall be ascertained and declared. Allows Congress to provide for the case of the death, inability, or withdrawal of any candidate for President or Vice President before a President and Vice President have been elected, and for the case of the death of both the President-elect and Vice-President-elect. Gives the Congress the power to enforce this article by appropriate legislation.
