Deficit Reduction, Job Creation, and Energy Security Act - Requires the Secretary of the Interior to conduct oil and gas lease sales under the Outer Continental Shelf Lands Act for an additional 10% of acreage of the outer Continental Shelf proposed to be leased under the Proposed Outer Continental Shelf Oil and Gas Leasing Program for 2012-2017. Requires: (1) such additional acreage to be known as the Deficit Reduction Acreage, and (2) the Secretary to lease at least 20% of such Deficit Reduction Acreage in each such year. Establishes the Deficit Reduction Energy Security Fund. Requires all sums due under Deficit Reduction Acreage lease sales during the 15 fiscal years beginning when sums are first received from such sales to be deposited into such Fund. Establishes the Coastal and Ocean Sustainability and Health Fund to be administered by the National Oceanic and Atmospheric Administration (NOAA) for: (1) the Coastal and Ocean Disaster Grant Program for restoring, mitigating, monitoring, or otherwise managing coastal and ocean natural resources in Texas, Louisiana, Mississippi, Alabama, and Florida impacted by coastal or ocean disasters; and (2) the National Grant Program for Coastal and Ocean Sustainability and Health for restoring, protecting, maintaining, managing, or understanding marine resources and their habitats and resources in coastal and ocean water. Amends the Outer Continental Shelf Lands Act to authorize the Secretary of the Interior to reinstate expired producible leases in the offshore Gulf or Mexico upon the petition of a prior leaseholder if such reinstatement furthers the purposes and objectives of such Act. Requires the Secretary to establish: (1) an Office of Energy Employment and Training to oversee the efforts of the Department of the Interior's energy planning, permitting, and regulatory activities to carry out the purposes, objectives, and requirements of this Act; and (2) an Office of Minority and Women Inclusion to be responsible for all matters of the Department of the Interior relating to diversity in management, employment, and business activities. Requires the Secretary to take affirmative steps to seek diversity in all levels of such Department.

Military Health Care Affordability Act - Expresses the sense of Congress that: (1) so long as the United States sends men and women into battle, the United States will be faithful to care for them upon their return; (2) as the veteran answered the call of duty, so too, is the United States duty-bound to answer the call of the veteran; and (3) the Department of Defense (DOD) and the Department of Veterans Affairs (VA) have the tools and ingenuity to provide continued excellent health care without increasing TRICARE payments from the veteran before fiscal year 2014. Extends through FY2015 (under current law, through FY2011) the prohibition on increases in certain health care costs and restrictions on health benefit adjustments for members of the Armed Forces, retirees, and their dependents, including charges and premiums under TRICARE (a DOD managed care program) and cost-sharing requirements under the DOD pharmacy benefits program.

No More Tulias: Drug Law Enforcement Evidentiary Standards Improvement Act of 2013 - Prohibits a state from receiving for a fiscal year any drug control and system improvement (Byrne) grant funds under the Omnibus Crime Control and Safe Streets Act of 1968, or any amount from any other law enforcement assistance program of the Department of Justice (DOJ), unless the state does not fund any antidrug task forces for that fiscal year or the state has in effect laws that ensure that: (1) a person is not convicted of a drug offense unless the facts that a drug offense was committed and that the person committed that offense are supported by evidence other than the eyewitness testimony of a law enforcement officer (officer) or individuals acting on an officer's behalf, and (2) an officer does not participate in a antidrug task force unless that officer's honesty and integrity is evaluated and found to be at an appropriately high level. Requires states receiving federal funds under this Act to collect data on the racial distribution of drug charges, the nature of the criminal law specified in the charges, and the jurisdictions in which such charges are made.

Prohibits any tax on any coin, medal, token, or gold, silver, platinum, palladium, or rhodium bullion issued by a state, the United States, a foreign government, or any other person. Prohibits states from assessing any tax or fee on any currency or other monetary instrument that is used in interstate or foreign commerce and that has legal tender status under the Constitution. Repeals provisions of the federal criminal code relating to uttering coins of gold, silver, or other metal for use as current money and making or possessing likenesses of such coins. Abates any current prosecution under such provisions and nullifies any previous convictions.

Defines an "eligible employee" as an individual who has been unemployed for at least six months, who is eligible for unemployment compensation, and who is likely to exhaust such compensation. Requires a state program issuing employment assistance vouchers to have in effect measures to recoup subsidies made to an employer if such employer has terminated more employees during the 120-day period than such employer has hired under the program.

Business and Government Operations Improvement Act - Amends the Internal Revenue Code and the Patient Protection and Affordable Care Act to repeal the employer and individual health insurance mandates and the Independent Payment Advisory Board. Grants authority to the Office of Management and Budget (OMB) to consolidate federal agencies to eliminate waste and duplication in government programs. Prohibits any federal department or agency from entering into a contract with, awarding a grant to, or guaranteeing a loan for a private entity in excess of $100 million for a fiscal year without congressional approval. Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from awarding any grant, contract, cooperative agreement, or other financial assistance for any program, project, or activity for the prevention and control of air pollution to occur outside the United States and its territories and possessions. Requires the Director of OMB to determine the amount obligated by each executive agency to purchase and lease civilian vehicles in FY2010. . Prohibits such agency from obligating more than 80% of such amount for the purchase or lease of civilian vehicles in each of FY2013-FY2017. Reduces the rate of basic pay for each Member of Congress by 5%, rounded to the nearest multiple of $100, in lieu of any adjustment which might otherwise take effect in pay periods beginning after the regularly scheduled general election for federal office in November 2014.

Requires the Director to develop a system to collect data on Tourette syndrome, including epidemiological information regarding its incidence and prevalence in the United States, primary data, and data on the availability of medical and social services for individuals with Tourette syndrome and their families. Requires the Director to award grants and contracts to public or nonprofit private entities to pay costs of planning, establishing, improving, and providing basic operating support for between four and six centers of excellence in different regions of the United States to conduct basic and clinical research on Tourette syndrome. Requires the Director to designate a portion of the amounts made available to carry out NIH programs and activities for a fiscal year to carry out programs and activities with respect to Tourette syndrome.

Small Business Investment Enhancement and Tax Relief Act - Amends the Small Business Investment Act of 1958 to direct the Administrator of the Small Business Administration (SBA) to establish and carry out an early-stage investment program (program) to provide, through participating investment companies, equity financing to support early-stage businesses (gross annual sales of $15 million or less in any of the previous three years). Outlines investment company application requirements and selection procedures. Allows the Administrator to make one or more equity financings to a participating company, with a limit of $100 million to any one company. Requires the company to make all of their investments in small businesses, of which at least 50% shall be early-stage small businesses. Establishes in the Treasury a separate fund for equity financings under the program. Amends the Internal Revenue Code to provide a small business investment tax credit of 20% of the amount paid or incurred for small business investments. Directs the Secretary of the Treasury to conduct a study of the effectiveness of the tax credit in providing incentives for investment in small businesses.

Fair Tax Act of 2013 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2013. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2015, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax, and (2) credits and refunds. Allows a monthly sales tax rebate for families based upon criteria related to family size and poverty guidelines. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax; (2) accounting methods; (3) registration of sellers of goods and services responsible for reporting sales; (4) penalties for noncompliance; and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2017. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); and (2) a Sales Tax Bureau to administer the national sales tax. Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S. Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Prohibits any bill to levy a new tax or increase the rate of any tax from becoming law unless approved by a two-thirds roll call vote of each chamber. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Grants Members of Congress standing and a cause of action to seek judicial enforcement of this article when authorized to do so by a petition signed by one-third of the Members of either chamber. Prohibits a federal or state court from ordering any increase in revenue to enforce this article. Requires approval from a majority of the legislatures of the several states to increase the federal debt.

Prohibits a federal or state court from ordering any increase in revenue to enforce this article.
