Authorizes the President to proclaim actions, and other appropriate officers of the U.S. government to issue regulations, necessary to ensure appropriate implementation of any provision of this Act that takes effect on the date the Agreement enters into force. Provides for: (1) administration of dispute settlement proceedings; (2) arbitration of certain claims against the United States; and (3) specified tariff modifications. Prescribes requirements for: (1) enforcement of textile and apparel rules of origin; (2) actions for relief from imports benefiting from the Agreement; (3) certain textile and apparel safeguard measures; and (4) enforcement of export laws governing trade of timber products from Peru. Amends the Trade Agreements Act of 1979 to make eligible for U.S. government procurement products or services of a foreign country or instrumentality that is a party to the Agreement. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend certain customs fees for the processing of merchandise entered into the United States through December 13, 2014. Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase the amount of any corporate estimated tax installment otherwise due by a corporation with assets of not less than $1 billion in July, August, or September of 2012 to 115.75% of such amount.

Internet Tax Freedom Act Amendments Act of 2007 - Amends the Internet Tax Freedom Act to: (1) extend until November 1, 2011, the moratorium on state and local taxation of Internet access and electronic commerce and the exemption from such moratorium for states with previously enacted Internet tax laws (grandfather provisions); (2) restrict the authority of certain states claiming an exemption from the moratorium under the Internet Tax Nondiscrimination Act of 2004 to impose Internet access taxes after November 1, 2007; (3) expand the definition of "Internet access" to include related communication services (e.g., e-mails and instant messaging) and redefine "telecommunications" to include unregulated non-utility telecommunications (e.g., cable service); and (4) allow a specific exception to the moratorium for certain state business taxes enacted between June 20, 2005, and November 1, 2007, that do not tax Internet access.

U.S. Capitol Police and Library of Congress Police Merger Implementation Act of 2007 - Transfers each Library of Congress (LOC) police employee and each LOC civilian employee to the U.S. Capitol Police. States that: (1) a LOC Police employee shall become a member of the Capitol Police on the employee's transfer date if the Chief of the Capitol Police determines and issues a written certification that the employee meets specified eligibility requirements; and (2) if the Chief determines that such requirements are not met, then such employee shall become a civilian employee of the Capitol Police. Requires the determination to be made for all LOC Police employees before FY2010. Exempts LOC Police employees who become members of the Capitol Police from federal mandatory separation law, subject to specified conditions. Entitles any creditable service accrued by such LOC Police employees before becoming a Capitol Police to be included in calculating the employee's service as a member of the Capitol Police for purposes of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS). Provides that: (1) the transfer of such personnel shall not cause any such employee to be separated or receive a reduction in pay; and (2) any credited annual, sick leave, other leave, or compensatory leave of the individual shall be transferred to the individual's credit as a member or employee of the Capitol Police. Requires the Librarian of Congress to establish standards and regulations for the physical security, control, and preservation of the Library of Congress collections and property, and or maintenance of suitable order and decorum within the Library. Amends the Library of Congress Fiscal Operations Improvement Act of 2000 to provide for payment of Capitol Police services for Library of Congress special events.

TMA, Abstinence Education, and QI Programs Extension Act of 2007 - Amends the Tax Relief and Health Care Act of 2006, as amended, to extend transitional medical assistance (TMA) and the abstinence education program through December 31, 2007. Amends title XIX (Medicaid) of the Social Security Act (SSA) to extend through December 2007: (1) the qualifying individual (QI) program; and (2) a specified allocation of funds for state coverage of Medicare cost-sharing for additional low-income Medicare beneficiaries. Directs the Secretary of Health and Human Services, for FY2008-FY2012, to provide for the application to asset eligibility determinations under the Medicaid program of the automated, secure, web-based asset verification request and response process being applied for determining eligibility for Supplemental Security Income benefits under a specified demonstration project authorized by SSA title XVI (Supplemental Security Income) (SSI) Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 to delay for six months, from September 30, 2007, through March 31, 2008, the effective date of the requirement to use tamper-resistant prescription pads to prescribe covered outpatient drugs under the Medicaid program. Amends SSA title XVIII (Medicare) to provide additional funding for the Medicare Physician Assistance and Quality Initiative Fund. Limits the implementation for FY2008-FY2009 of prospective documentation and coding adjustments (made in response to the implementation of the Medicare Severity Diagnosis Related Group (MS-DRG) system under the Medicare prospective payment system (PPS) for inpatient hospital services).

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Amends the Tax Increase Prevention and Reconciliation Act of 2005 to increase (from 114.75% to 116.50%) in the third quarter of 2012 the estimated tax rate for corporations with assets of not less than $1 billion.

Bipartisan Task Force for Responsible Fiscal Action Act of 2007 - Amends the Congressional Budget Act of 1974 to establish the Bipartisan Task Force for Responsible Fiscal Action to address, and report to the President and Congress on, the nation's long-term fiscal imbalances, including those attributable to the Medicare and Social Security programs and the gap between their projected revenues and expenditures. Provides for expedited legislative consideration of Task Force recommendations.
