Combat Illegal Logging Act of 2007 - Amends the Lacey Act Amendments of 1981 to redefine the term "plant" to include products of plants and to exclude any common food crop or cultivar that is a species not listed: (1) in the Convention on International Trade in Endangered Species of Wild Fauna and Flora; or (2) as an endangered or threatened species under the Endangered Species Act of 1973. Redefines the term "take" to include harvesting, cutting, logging, or removing a plant. Makes it unlawful to import, export, transport, sell, receive, acquire, possess, or purchase in interstate or foreign commerce plants: (1) taken, transported, possessed, or sold in violation of specified foreign or state law; (2) taken, transported, or exported without the payment of royalties, taxes, or stumpage fees required by foreign or state law; or (3) exported or transshipped in violation of any limitation under foreign or state law. Makes it unlawful to import plants unless the importer files, when clearance is requested, a declaration that contains: (1) the scientific name of any plant contained in the importation; and (2) a description of the value of the importation, the quantity of the plant, and the name of the country from which the plant was taken. Sets forth requirements concerning the contents of a declaration. Authorizes the Secretary of the Interior to promulgate regulations to limit the applicability of, or to modify, declaration requirements.

SAFETEA-LU Technical Corrections Act of 2007 - Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users to make certain technical corrections to the surface transportation program, including earmarking of public lands highway funds for forest highways and forest roads, defining "transportation systems management and operations," replacing "federal-aid system" with "federal-aid highways" in apportionment of highway safety improvement program funds, and authorizing a state to expend unused funds for installation of protective devices at railway-highway crossings on highway safety improvement program projects. Increases funding for deployment of magnetic levitation (MAGLEV) projects through FY2009. Repeals the authority of a state to locate idling reduction facilities on Interstate System rights-of-way. Makes changes to specified high priority project authorizations, including certain project authorization increases and decreases. Revises the item descriptions to specified transportation improvement projects. Requires the deduction of a specified amount from state federal-aid highway apportionments for the future strategic highway research program. Increases: (1) funding for university transportation research through FY2009; and (2) the grant to establish a regional university transportation center for FY2009. Amends the Transportation Equity Act for the 21st Century (TEA-21) to authorize up to 15% of surface transportation program funds to be obligated on roads functionally classified as minor collectors in areas of less than 5,000 population through FY2009. Authorizes through FY2009 the award of formula grants for public transportation projects in urbanized areas with a population of at least 200,000. Makes certain apportionments for fixed guideway modernization in urbanized areas through FY2009. Sets the minimum apportionment of federal funds to a state for highway safety programs at not less than three-quarters of 1%. (Current law requires not less than one-half of 1%.) Provides for the installation of a photovoltaic system at the Department of Energy (DOE) headquarters building in Washington, D.C. Amends the Water Resources Development Act of 1992 to increase federal funding for a wastewater treatment project in DeSoto County, Mississippi.

Regional Economic and Infrastructure Development Act of 2007

Regional Economic and Infrastructure Development Act of 2007 - Establishes the following regional commissions: (1) Delta Regional Commission; (2) Northern Great Plains Regional Commission; (3) Southeast Crescent Regional Commission; (4) Southwest Border Regional Commission; and (5) Northern Border Regional Commission. Directs each Commission, in its region, to: (1) assess needs and assets; (2) develop comprehensive and coordinated economic infrastructure development strategies to establish and approve grants for economic development; (3) establish priorities in an economic and infrastructure development plan; (4) enhance capacity of and provide support for local development districts; (5) encourage private investment in industrial, commercial, and other economic development projects; (6) assist state governments with the preparation of economic and infrastructure development plans and programs for participating states; and (7) formulate and recommend to the governors and legislatures of participating states forms of interstate cooperation and, where appropriate, international cooperation. Sets forth requirements for: (1) economic and infrastructure development grants; (2) comprehensive economic and infrastructure development plans; (3) approval of applications for assistance for projects; (4) grants to local development districts for assistance in payment of development planning and administrative expenses; and (5) supplemental funding for other federal grant programs (federal grant programs to provide assistance in carrying out economic and community development activities). Declares that this Act does not require a state to engage in or accept a program under this Act without its consent. Requires each Commission to annually designate: (1) distressed, transitional, and attainment counties; and (2) isolated areas of distress in attainment counties that have high rates of poverty, unemployment, or out-migration. Provides for the appointment of Inspector Generals for the Commissions. Sets forth requirements for counties eligible to receive assistance from more than one Commission, including the Appalachian Regional Commission. Requires biannual meetings of all such Regional Commissions.

Instructs the Secretary of Energy to: (1) establish an infrastructure development grants program to assist motor fuel dealers to implement motor fuel storage and dispensing infrastructure for renewable fuel; (2) enter into contracts with entities to install and market renewable fuels; and (3) establish requirements for grant recipients to provide renewable fuel to the public. Prohibits grants to a large, vertically integrated oil company. Amends the Petroleum Marketing Practices Act to prohibit franchise agreement restrictions regarding renewable fuel infrastructures. Instructs the Administrator of the Environmental Protection Agency (EPA) to study and report to Congress on utilization in the United States of ethanol blended gasoline with certain levels of ethanol. Amends the Clean Air Act to provide: (1) specifications for biodiesel; (2) grants for cellulosic ethanol production; and (3) constraints upon waivers for renewable fuel or renewable fuel additives. Instructs the Secretary of Transportation to launch a consumer education campaign for flexible-fuel vehicles. Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to encourage domestic production and sales of flexible fuel vehicles. Authorizes appropriations for research on cellulosic ethanol and biofuels. Sets forth: (1) requirements for federal fleet renewable fueling centers; and (2) grants for renewable fuel production research and development. Amends federal transportation law to include B20 biodiesel blend within its guidelines for alternative fuel for purposes of Corporate Average Fuel Economy (CAFE). United States-Israel Energy Cooperation Act - Establishes a grant program for a joint venture of Israeli and U.S. entities to research, develop, or commercialize alternative energy, improved energy efficiency, or renewable energy sources. Establishes an International Energy Advisory Board.

Energy Efficiency Improvement Act of 2007

Energy Efficiency Improvement Act of 2007 - Amends the Energy Policy and Conservation Act to revise provisions that set energy standards, including standards for specified appliances, boilers, motors, and external power supplies. Provides procedures to amend or make standards. Sets forth provisions concerning lighting efficiency. Amends the Energy Conservation and Production Act to require the Secretary of Energy to support updating national model building energy codes and standards and to establish standards for energy efficiency in manufactured housing. Authorizes: (1) funding for weatherization assistance for low-income persons for FY2008-FY2012; and (2) the Secretary to initiate an Alternative Delivery System Pilot Project to examine options for decreasing energy consumption associated with heating and cooling. Requires the Secretary to establish an Office of High-Performance Green Buildings (OHPGB) within the Office of Energy Efficiency and Renewable Energy and to appoint its Director. Includes as duties of the Director: (1) establishing green practices for federal facilities; (2) developing a strategy to reduce commercial building energy use; and (3) establishing a clearinghouse. Amends the National Energy Conservation Policy Act to require federal agencies to designate energy managers to carry out energy and water evaluations of covered facilities. Requires the Director of the Office of Management and Budget (OMB) to issue scorecards for federal energy management activities. Requires the OHPGB Director to establish demonstration projects concerning green building initiatives in federal facilities and universities. Requires the Secretary and the Administrator of the Environmental Protection Agency (EPA) to initiate an information program about energy efficiency for data centers. Amends the Energy Conservation and Policy Act to require the Administrator to establish: (1) a Recoverable Waste-Energy Inventory Program that includes a survey of industrial and commercial combustion sources; and (2) a Registry of Recoverable Waste-energy Sources. Establishes a Waste Energy Recovery Incentive Grant Program within EPA. Redesignates the Department of Energy's (DOE's) Combined Heat and Power Application Centers as Clean Energy Application Centers and reallocates the administration of such Centers to DOE's Office of Energy Efficiency and Renewable Energy. Requires the Secretary to make grants for specified Regional Clean Energy Application Centers. Sustainable Energy Institutional Infrastructure Act of 2007 - Requires the Secretary to help institutional entities with sustainable energy infrastructure through technical assistance and a Sustainable Institutions Revolving Fund. Authorizes funding for state energy conservation programs for FY2007-FY2012. Requires the Assistant Secretary of Energy for Energy Efficiency and Renewable Energy to establish an advisory committee to give DOE recommendations on energy efficiency finance issues. Requires the Secretary to establish an Energy Efficiency Block Grant Program for grants to local governments and states and a technical assistance program to help them with energy efficiency programs. Requires the Director of DOE's Office of Science to make green buildings retrofit loan guarantees for specified renovation projects.

Smart Grid Facilitation Act of 2007

Smart Grid Facilitation Act of 2007 - Declares it is the policy of the United States: (1) to support the modernization of the electricity transmission and distribution system to incorporate digital information and controls technology and to share real-time pricing information with electricity customers; and (2) that electricity purchasers are entitled to receive information about the varying value of electricity at different times and places, and that states shall not prohibit or erect unreasonable barriers to the provision of such information flows to end users. Instructs the Secretary of Energy and federal agencies to support and deploy Smart Grid technologies. Directs the President to establish a Grid Modernization Commission to: (1) facilitate adoption of Smart Grid practices across the nation's electricity grid; and (2) implement a National Action Plan on Demand Response. Amends the the Public Utility Regulatory Policies Act of 1978 to require electric utilities, before undertaking investments in non-advanced grid technologies, to demonstrate that alternative investments in advanced grid technologies have been considered. Permits such utilities to recover from ratepayers the costs incurred for Smart Grid systems. Requires state regulatory authorities and nonregulated utilities to reconsider specified standards to take into account Smart Grid technologies. Instructs the Secretary of Energy to report to Congress on the impact of Smart Grid systems on improving the nation's electricity infrastructure and operating capability. Amends the National Energy Conservation Policy Act to require federal agencies to reduce their aggregate peak electricity demand, or make such amounts of electricity demand available in the form of demand response using the percentage amount set forth in the Federal Electricity Peak Demand Reduction Standard.

Travel Promotion Act of 2008

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions in other countries regarding U.S. entry policies, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Amends the International Travel Act of 1961 to replace references to the United States National Tourism Organization with references to the Corporation. Modifies various requirements applicable to the Tourism Policy Council. Amends the Department of Commerce and Related Agencies Appropriations Act, 2003 to remove provisions establishing the United States Travel and Tourism Promotion Advisory Board.

Housing and Economic Recovery Act of 2008

New Direction for Energy Independence, National Security, and Consumer Protection Act - Incorporates various legislative initiatives for energy conservation, independence, and security. Green Jobs Act of 2007 - Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to: (1) establish an energy efficiency and renewable energy worker training program; (2) collect and analyze labor market data to track workforce trends resulting from energy-related initiatives under this Act; and (3) award National Energy Training Partnerships Grants to community based nonprofit organizations to carry out training programs that lead to economic self-sufficiency and develop an energy efficiency and renewable energy industries workforce. International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Establishes in the EPA a Waste Energy Recovery Incentive Grant Program. Establishes Clean Energy Application Centers (previously named Combined Heat and Power Application Centers) for the deployment of clean energy technologies. Sustainable Energy Institutional Infrastructure Act of 2007 - Directs the Secretary of Energy to: (1) provide information and technical assistance to institutional entities for developing sustainable infrastructure; (2) create a Sustainable Institutions Revolving Fund to provide loans for the construction or improvement of sustainable energy infrastructure to serve institutional entities; (3) create a training program to educate federal contracting officers to negotiate energy efficiency contracts; (4) establish an Energy Efficiency Block Grant Program to make grants for energy efficiency programs; and (5) provide education and technical assistance to state and local governments on energy efficiency practices. Reauthorizes energy efficiency grant programs through FY2012. Smart Grid Facilitation Act of 2007 - Directs the President to establish a Grid Modernization Commission to implement Smart Grid technologies, coordinate efforts with states and utilities, and develop and implement a National Action Plan on Demand Response. Creates a federal matching grant program to reimburse one-fourth of the costs of implementing Smart Grid technologies where consumers, utilities, states or other participants contribute three-quarters of the costs. Directs the Secretary of Energy to: (1) develop programs to assist deployment of Smart Grid technologies and to perform cooperative demonstration projects with as many as five electric utility systems; and (2) make grants for the installation, replacement, or conversion of motor fuel storage and dispensing infrastructure to store and dispense renewable fuel. Mandates studies on the feasibility of dedicated ethanol pipelines, gasoline with increased ethanol levels, the adequacy of railroad transportation of domestically produced renewable fuel, and the impact of increased use of renewable fuels on the U.S. economy United States-Israel Energy Cooperation Act - Instructs the Secretary of Energy, in implementing certain energy cooperation agreements between the United States and Israel, to establish a grant program to support research, development, and commercialization of alternative renewable energy sources. Establishes a program of incentives for advanced plug-in hybrid motor vehicles and components. Directs the Administrator of the Energy Information Administration to establish a five-year plan to improve data collection for information needed for energy markets and related financial operations.

International Climate Cooperation Re-engagement Act of 2007 - Establishes in the Department of State an Office of Global Climate Change to be headed by an Ambassador-at-large with the primary responsibility of advancing U.S. goals for reducing global greenhouse emissions and for addressing the challenges posed by global climate change. Requires: (1) the U.S. Agency for International Development (USAID) to support policies and programs in developing countries that promote clean and efficient energy technologies; (2) the Secretary of Commerce to direct the United States and Foreign Commercial Service to promote U.S. exports in clean and efficient energy technologies and to direct the International Trade Administration (ITA) to encourage private sector trade and investment in clean and efficient energy technologies; (3) the Director of the Trade and Development Agency to fund projects for using clean and efficient energy technologies; and (4) the President to provide assistance to the Interagency Working Group to support a clean energy technology exports initiative. Authorizes the Secretary of State to establish a global climate change exchange program. Establishes the International Clean Energy Foundation to promote projects outside the United States for reducing greenhouse gas emissions and to work with foreign governments and private entities to address climate change issues. Small Energy Efficient Businesses Act - Amends the Small Business Investment Act of 1958 to: (1) authorize the Small Business Administration (SBA) to provide assistance to state development companies for projects that reduce energy consumption by at least 10% and generate renewable resources; (2) authorize small business investment companies to issue Energy Saving debentures; and (3) require the SBA Administrator to establish a Renewable Fuel Capital Investment Program. Amends the Small Business Act to: (1) direct the SBA Administrator to make small business loans to purchase energy efficient equipment or fixtures; (2) authorize a small business development center to apply for an additional grant to carry out a small business sustainability initiative project; and (3) direct the SBA Administrator to develop and coordinate a program for small business education on energy efficiency. Establishes: (1) the Advanced Research Projects Agency-Energy (ARPA-E) within the Department of Energy (DOE) to overcome the long-term and high-risk technological barriers in the development of energy technologies; and (2) the Energy Transformation Acceleration Fund to fund energy technologies research. Marine Renewable Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of marine renewable energy production; and (2) award grants to institutions of higher education to establish one or more National Marine Renewable Energy Research, Development, and Demonstration Centers. Advanced Geothermal Energy Research and Development Act of 2007 - Directs the Secretary of Energy to: (1) support programs to expand the use of geothermal energy production; (2) extend the DOE's GeoPowering the West program throughout the entire United States; and (3) award grants to institutions of higher education (or consortia thereof) to establish two Centers for Geothermal Technology Transfer. Solar Energy Research and Advancement Act of 2007 - Directs the Secretary of Energy to establish: (1) a research and development program on thermal energy storage technologies for concentrating solar power; (2) a grant program for solar industry workforce training and internships; (3) a research and development program for direct solar light pipe technology; (4) a solar air conditioning research and development program; and (5) a grant program to states to demonstrate advanced photovoltaic technology. Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy to: (1) establish a technology transfer center for information on research, development, and commercial application of technologies related to biofuels, biogas, and biorefineries: (2) award grants for biofuel production research and development in states with low rates of ethanol and cellulosic biomass ethanol production; and (3) conduct studies on increasing biodiesel production and consumption of ethanol-blending gasoline. Department of Energy Carbon Capture and Storage Research, Development, and Demonstration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to: (1) carry out fundamental science and engineering research to develop and document new approaches to capture and store carbon dioxide; (2) ensure that fundamental research is appropriately applied to energy technology development activities and the field testing of carbon sequestration activities; (3) promote regional carbon sequestration partnerships to conduct geologic sequestration tests involving carbon dioxide in a variety of geological settings; and (4) conduct at least seven initial large-volume sequestration tests for geological containment of carbon dioxide. Global Change Research and Data Management Act of 2007 - Directs the President to: (1) establish an interagency committee to ensure cooperation and coordination of federal research activities pertaining to processes of global change; (2) establish an interagency United States Global Change Research Program to improve understanding of global change; (3) develop a National Global Change Research and Assessment Plan to implement the Program, including recommendations for global change research; (4) establish a Global Change Research Information Exchange; and (5) establish an interagency climate and other global change data management working group. Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) and the Director of the National Science Foundation (NSF) to contract for a study of the potential impacts of climate change on patterns of hurricane and typhoon development. Biomass Research and Development Act of 2000 - Expands and extends agricultural-based energy programs established by the Farm Security and Rural Investment Act of 2002 through FY2012, including programs for biofuels production, biorefineries, cellulosic biomass feedstocks and production, and forest bioenergy research. Carbon-Neutral Government Act of 2007 - Requires: (1) federal agencies to annually inventory and report their greenhouse gas emissions for the preceding fiscal year and to reduce net emissions to zero by FY2050: (2) the Administrator of the Environmental Protection Agency (EPA) to promulgate annual greenhouse gas emission targets for FY2010-FY2050; (3) federal agencies to develop plans and publicly report progress for meeting emission targets; (4) federal agencies to purchase low greenhouse gas emitting vehicles; and (5) new federal buildings to be designed to reduce fossil-fuel generated power consumption and meet green buildings standards. Energy Policy Reform and Revitalization Act of 2007 - Amends the Mineral Leasing Act: (1) repeal the Bureau of Land Management (BLM) Permit Processing Improvement Fund; and (2) extend deadlines for consideration of applications for permits for oil and gas drilling on federal lands. Amends the Energy Policy Act of 2005 to require the Secretary of the Interior to: (1) establish a cost recovery fee for applications for a permit to drill for oil and gas on federal lands; (2) develop a strategy for oil shale and tar sands leasing and development; and (3) modify best management practices guidelines for oil and gas development on federal lands. Federal Consistency Appeals Decision Refinement Act - Amends the Coastal Zone Management Act of 1972 to increase from 160 days to 200 days the amount of time allotted to the Secretary of Commerce to compile a record of decision (ROD) used in an appeal of state consistency with federal coastal zone management programs. Requires the Secretary of the Interior to conduct no less than 550 audits of oil and gas leases on federal lands by FY2009. Establishes a Wind Turbine Guidelines Advisory Committee to study impacts on wildlife and their habitats related to land-based wind energy facilities. Directs the Secretary of Energy to conduct an analysis of the existing capacity of regional transmission systems in the states of California, Oregon, and Washington. Amends the Coastal Zone Management Act of 1972 to direct the Secretary of the Interior to make grants to states for surveys of federal and state coastal waters. Establishes pilot programs for the development of strategic solar reserves and for biomass activities on federal lands. National Carbon Dioxide Storage Capacity Assessment Act of 2007 - Requires the Secretary of the Interior to: (1) conduct a national assessment of the geological storage capacity for carbon dioxide; and (2) establish a National Resources Management Council on Climate Change to address the impact of climate change on federal lands, the ocean environment, and the federal water infrastructure. Global Warming Wildlife Survival Act - Requires the Secretary of Energy to promulgate a national strategy for assisting wildlife populations and their habitats in adapting to the impacts of global warming. Establishes a science advisory board to assist the Secretary and a National Global Warming and Wildlife Science Center within the U.S. Geological Survey (USGS). Establishes a state and tribal wildlife grants program. Directs the Secretary of Commerce to promulgate a national strategy to support state and federal agency efforts to mitigate the impacts on ocean and coastal ecosystems from global warming. National Integrated Coastal and Ocean Observation Act of 2007 - Establishes a National Integrated Coastal and Ocean Observation System to support national defense, marine commerce, energy production and other activities and to promote greater public awareness and stewardship of the Nation's ocean, coastal, and Great Lakes resources. Royalty Relief for American Consumers Act of 2007 - Instructs the Secretary of the Interior to agree to any lessee request to amend any lease issued for any Central and Western Gulf of Mexico tract during 1998 and 1999 to incorporate specified price thresholds. Reaffirms the authority of the Secretary to vary, based on the price of production from a lease, the suspension of royalties under specified leases on the Outer Continental Shelf. Establishes in the Treasury the Oil Shale Community Impact Assistance Fund. Transportation Energy Security and Climate Change Mitigation Act of 2007 - Establishes in the Department of Transportation (DOT) a Center for Climate Change and Environment to plan, coordinate, and implement efforts to reduce transportation-related energy use and mitigate the effects of climate change. Directs the Secretary of Transportation to establish programs for: (1) purchasing hybrid locomotives, including hybrid switch locomotives; (2) rehabilitating, preserving, or improving railroad tracks; (3) short sea transportation; and (4) environmental mitigation demonstration projects at public-use airports. Establishes standards and programs for public building energy efficiency and renewable energy systems. Requires the installation of a photovoltaic system in the headquarters building of the Department of Energy. Prohibits the use of a general service incandescent lamp in Coast Guard facilities after 2009. Authorizes the Architect of the Capitol (AOC) to: (1) study the feasibility of constructing a photovoltaic roof for the Rayburn House Office Building; and (2) construct a fuel tank and pumping system for E-85 fuel near the Capitol Grounds Fuel Station. Directs the Architect: (1) to include energy efficiency and other environmental measures in the Capitol Complex Master Plan; and (2) install technologies for the capture and storage or use of carbon dioxide. Establishes the 21st Century Water Commission to address future water supply and demand and the impacts of climate change on water availability and quality. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to study the effects of climate change on FEMA preparedness, response, recovery, and mitigation programs. Energy Efficiency Improvement Act of 2007 - Establishes new energy efficiency standards and testing procedures for residential appliances, electric motors, residential boilers, external power supplies, light bulbs, incandescent reflector lamps, and other lighting fixtures. Authorizes the Secretary of Energy to establish regional standards for space heating and air conditioning products. Sets forth new energy efficiency standards for residential, commercial, and federal buildings. Establishes: (1) an Office of Federal High-Performance Green Buildings in the General Services Administration (GSA); and (2) an Office of Commercial high-Performance Green Buildings in the Department of Energy. Directs the Secretary to study to use of power management software by DOE and other federal facilities to reduce the use of electricity in computer monitors and personal computers. Directs the EPA Administrator to establish a Recoverable Waste-Energy Inventory Program to survey all major U.S industrial and commercial combustion sources. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Sets forth requirements for: (1) the prevention and reduction of pedestrian and motor vehicle accidents and other incidents, injuries, and fatalities at or near passenger stations, railroad rights-of-way, and highway-rail grade crossings; and (2) the development of new technology to improve safety at highway-rail grade crossings. Requires the Secretary to increase gradually the number of rail safety-related employees at the Federal Railroad Administration. Directs the Secretary to issue regulations to require railroad carriers and railroad contractors and subcontractors to develop plans that train certain crafts or classes of employees on relevant federal railroad safety laws and regulations. Requires the Secretary to establish: (1) a railroad safety technology grants program; and (2) a railroad safety infrastructure improvement grants program. Directs the National Transportation Safety Board (NTSB) to provide certain assistance to families of passengers involved in a rail passenger accident that results in a major loss of life. Requires a rail passenger carrier to submit to the NTSB, the Secretary, and the Secretary of Homeland Security a plan for addressing the needs of such families. Exempts solid waste management facilities from the exclusive jurisdiction of the Surface Transportation Board (effectively allowing state and local authorities to regulate solid waste management facilities).

Deems the unauthorized importation or exportation of copies or phonorecords to be an infringement of the exclusive right to distribute, in certain circumstances. Includes within the definition of "traffic in," for copyright infringement purposes, to import, export, or possess with intent to transport, transfer, or otherwise dispose of. Increases the penalties for criminal copyright offenses, including: (1) criminal copyright infringement; (2) unauthorized recording of a motion picture; and (3) trafficking in counterfeit goods or services. Provides for forfeiture of any property constituting or derived from proceeds of civil copyright infringement. Requires the court to order restitution for victims of criminal copyright infringement. Directs the Attorney General to: (1) create an operational unit of the Federal Bureau of Investigation (FBI) to assist in the investigation and coordination of intellectual property crimes; (2) implement a program to train FBI agents in the investigation and prosecution of such crimes; (3) assign federal prosecutors to Department of Justice (DOJ) offices in Hong Kong and Budapest to coordinate international enforcement of intellectual property laws; and (4) create a task force to implement a plan to investigate and prosecute international organized crime syndicates involved in theft of intellectual property. Authorizes additional funding through FY2011 to investigate and prosecute criminal activity involving computers.

Requires the Secretary to enter into a contract with the Institute of Medicine for the study of binational health infrastructure (including trauma and emergency care) and health insurance efforts. Amends the United States-Mexico Border Health Commission Act to authorize any member or staff of the Commission to provide advice or recommendations to Congress concerning issues that are considered by the Commission.

Establishes in the Department of Agriculture the position of Under Secretary for Protection, Preparedness, and Response. Directs the Secretary of HHS to coordinate the public health surveillance of zoonotic diseases. Directs the Secretary to: (1) prepare and submit to the appropriate congressional committees the national agriculture and food defense strategy; (2) carry out vulnerability assessments of the agriculture and food system; (3) implement mitigation strategies to protect critical production and processing nodes from diseases, pests, and poisonous agents; (3) ensure that combined federal, state, and local capabilities are adequate to respond to a terrorist attack, disease outbreak, or other disaster affecting the U.S. agriculture and food system; (4) assist the states with food and agriculture protection activities; and (5) establish the Food and Agriculture Government Coordinating Council. Directs the Secretary of Agriculture to: (1) develop a national veterinary stockpile; (2) develop a national plant disease recovery system; (3) establish a National Veterinary Stockpile Advisory Committee; (4) carry out a program (Agricultural Biosecurity Corps) to develop veterinary leaders with epidemiological expertise to respond to animal agriculture threats; (5) develop a national plant diagnostic network; (6) develop a national food emergency response network; (7) develop a national animal health laboratory network; (8) identify an increased production capacity goal for the rendering industry to meet animal disposal needs following a catastrophic animal disease outbreak; and (9) conduct a study of irradiation technology use to enhance food defense capabilities. Directs the Secretaries concerned to submit an integrated food system defense budget. Directs the Administrator to provide assistance to state, local, and tribal governments in assessing, decontaminating, and recovering from an agriculture or food emergency.

Amends the National Maritime Heritage Act of 1994 to modify requirements regarding disposal of certain National Defense Reserve Fleet vessels that are not in the Ready Reserve Fleet. Requires the Secretary of Transportation, in order to ensure Ready Reserve Fleet vessel readiness, to activate and conduct sea trials on each vessel at least once every 30 (under current law, 24) months. Sets forth a variety of provisions. Declares that such provisions make no substantive change in existing law and prohibits construing them as making a substantive change.

Prohibits the Secretary of Transportation from compensating an air carrier for providing essential air service to an eligible community in the 48 contiguous states if such community: (1) is located fewer than 70 miles from the nearest large or medium hub airport; or (2) is fewer than 210 miles from the nearest large or medium hub airport and requires a per passenger subsidy for such service in excess of $200 for calendar year 2008, including any increase for each ensuing calendar year. Authorizes a state or local government to submit a proposal to the Secretary to: (1) compensate an air carrier for essential air service to an eligible community above the $200 per passenger subsidy cap; (2) compensate a preferred air carrier for providing such service (i.e., an air carrier preferred by the affected community although it is not the lowest bidder); and (3) restore the eligibility of a community to receive subsidized essential air service. Requires the Secretary, in determining compensation (or eligibility for it) for essential air service based on highway mileage, to use the highway mileage of the most commonly used route between the eligible community and the nearest medium hub airport or large hub airport. Establishes within the Office of the Secretary the Office of Rural Aviation. Extends through FY2011 the Secretary's authority under the essential air service program to make agreements to provide assistance to underserved airports. Requires adjustment of compensation to air carriers for providing essential air service in order to take into account significant increases in fuel costs. Directs the Secretary to treat passenger boardings on aircraft operated by charter air carriers at airports receiving essential air service as passenger boardings for purposes of making apportionments of airport improvement grant funds.

(Under current law, the services of the FMCS shall be used and, if the services of the FMCS do not lead to an agreement, the Administrator's proposed change to the personnel management system shall not take effect until 60 days have elapsed after the Administrator has transmitted the proposed changes, along with the objections of the employees to the changes, and the reasons for such objections, to Congress.)

Directs the Secretary of Energy to establish: (1) a competitive infrastructure pilot grant program for renewable fuels; (2) at least 11 bioresearch centers for systems biology; (3) grants for renewable fuel production research and development in certain states; (4) grants to Indian tribes and local governments for infrastructure for transportation of biomass to local biorefineries; and (5) a biorefinery information center. Authorizes loan guarantees for advanced biofuel projects. Directs the Secretary and the National Institute of Standards and Technology to establish jointly a public alternative fuel database and related standard reference materials. Amends the Energy Policy Act of 1992 to prescribe a fuel tank cap labeling requirement. Directs the President to promulgate a national biodiesel fuel quality standard. Requires transitional assistance payments to farmers who plant dedicated energy crops for a local cellulosic refinery. Directs the President to establish a grant program for research and development in support of low-carbon fuels. Requires the Secretary to study and report to Congress on: (1) advanced biofuels technologies; (2) increased consumption of ethanol-blended gasoline with higher levels of ethanol; (3) ethanol pipeline feasibility; (4) optimization of flexible fueled vehicles to use E-85 fuel; (5) credits for use of renewable electricity in electric vehicles; (6) engine durability associated with the use of biodiesel; (7) streamlined lifecycle analysis tools for the evaluation of renewable carbon content of biofuels; (8) the effects of ethanol-blended gasoline on off-road vehicles; and (9) offshore wind resources. Directs the President to study and report to Congress on incentives for renewable fuels. Directs the Secretary to establish a grant program for production of advanced biofuels. Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency (EPA) to arrange with the National Academy of Sciences for two studies on the effects of increased domestic renewable fuel use. Requires the EPA Administrator to: (1) study whether the renewable fuel volumes required by this Act will adversely impact air quality as a result of changes in vehicle and engine emissions of regulated air pollutants; and (2) promulgate regulations to implement appropriate mitigation (anti-backsliding) measures. Energy Efficiency Promotion Act of 2007 - Directs the Secretary to take specified actions to: (1) promote advanced lighting technologies; (2) expedite new energy efficiency standards; (3) promote high efficiency vehicles and advanced batteries; (4) set energy efficiency goals; (5) promote federal leadership in energy efficiency and renewable energy; (6) assist state and local governments in energy efficiency; and (7) promote marine and hydrokinetic renewable energy. United States Energy Storage Competitiveness Act of 2007 - Directs the Secretary to: (1) carry out a research, development, and demonstration program to support the U.S. ability to remain globally competitive in energy storage systems for motor transportation and electricity transmission and distribution; (2) establish an Energy Storage Advisory Council; and (3) establish up to four energy storage research centers. Establishes a National Commission on Energy Independence. Carbon Capture and Sequestration Act of 2007 - Amends the Energy Policy Act of 2005 to direct the Secretary of Energy to carry out research to develop new approaches to capture and store, recycle, or reuse carbon dioxide. Requires the Architect of the U.S. Capitol to establish a competitive Capitol power plant carbon dioxide emissions demonstration program. Requires the Secretary of Commerce to establish within the Office of Oceanic and Atmospheric Research of the National Oceanic and Atmospheric Administration (NOAA) a program of scientific research on abrupt climate change. Public Buildings Cost Reduction Act of 2007 - Directs the Administrator of General Services (GSA Administrator) to accelerate the use of more cost-effective technologies and practices and geothermal heat pumps at General Services Administration (GSA) facilities. Requires the EPA Administrator to establish a demonstration grant program to assist local governments to deploy such technologies in their government buildings. Directs the GSA Administrator to install a photovoltaic system at the Department of Energy headquarters building in Washington, D.C. High-Performance Green Buildings Act of 2007 - Directs the GSA Administrator to appoint a Director who shall establish an Office of High-Performance Green Buildings (OHPGB) to conduct research and development to move the federal government toward construction of high-performance green buildings. Directs the EPA Administrator to make grants to state agencies for healthy school environments. Requires the OHPGB Director to: (1) identify incentives to encourage federal government use of green buildings and related technology; and (2) establish guidelines to implement a demonstration project related to OHPGB goals. Ten-in-Ten Fuel Economy Act - Directs the Secretary of Transportation to: (1) prescribe average fuel economy standards for automobiles and commercial medium-heavy or heavy-duty on-highway vehicles; (2) issue a vehicle safety compatibility standard and biodiesel standards; (3) establish a national tire efficiency consumer information program and an Advanced Battery Initiative; and (4) carry out an alternative fuels grant program and an alternative fuel vehicle action plan. Authorizes a corporate average fuel economy (CAFE) credit trading program. Establishes an Energy Security Fund. Directs the Secretaries of Transportation and of Energy to study jointly and report to Congress on the adequacy of transportation of domestically-produced renewable fuel by railroads and other modes of transportation. Petroleum Consumer Price Gouging Protection Act - Prohibits any price gouging with respect to crude oil gasoline or petroleum distillates during presidentially declared energy emergencies, related market manipulation, and reporting of false price information to federal agencies. Authorizes the President to declare a federal energy emergency in certain circumstances. Provides for mandatory enforcement by the Federal Trade Commission (FTC) and discretionary enforcement by state Attorneys General. Energy Diplomacy and Security Act of 2007 - Urges the Secretary of State, in coordination with the Secretary of Energy, immediately to: (1) seek to establish and expand strategic energy partnerships with the governments of major energy producers and major energy consumers, and with governments of other countries; (2) establish a petroleum crisis response mechanism or mechanisms with the governments of China and India; and (3) seek to establish such a mechanism for the Western Hemisphere, as well as a Hemisphere Energy Cooperation Forum. No Oil Producing and Exporting Cartels Act of 2007, or NOPEC - Makes it unlawful for any foreign state (or instrumentality or agent) to act collectively or in combination with any other foreign state (or instrumentality or agent) or any other person to limit oil or natural gas production or distribution, set or maintain related prices, or otherwise restrain trade for oil, natural gas, or any petroleum product when such action has a direct, substantial, and reasonably foreseeable effect on the U.S. market. Authorizes civil enforcement under the antitrust laws. Allocates contingent costs associated with U.S. participation by the United States in the international nuclear liability compensation system established by the Convention on Supplementary Compensation for Nuclear Damage. Directs the Secretary to study and report to Congress on the effect of private wire laws on the development of combined heat and power facilities. Amends the Public Utility Regulatory Policies Act of 1978 to establish a renewable portfolio standard.

Establishes user fees for aircraft owners or operators for certain Federal Aviation Administration (FAA) services. Provides for the adjustment of overflight fees. Makes specified amendments to the AIP, including increasing the allotment of discretionary funds in a fiscal year for the airport security program. Expresses the sense of Congress that the modernizing of the U.S. air transportation system, through implementation of the Next Generation Air Transportation System, is a national priority. Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old, provided certain conditions are met and subject to a limitation for international flights. Requires certain air carriers and airport operators to submit for the Secretary of Transportation's approval emergency contingency plans for: (1) how food, water, restroom facilities, and access to medical treatment will be provided to passengers who are grounded on aircraft for extended periods; and (2) the sharing of facilities and gates during an airport emergency. Establishes a pilot program to carry out a number of environmental mitigation demonstration projects at public-use airports. Increases in the number of aviation safety inspectors in the Flight Standards Service. Requires an assessment of training programs for FAA air traffic controllers. Extends the Secretary's authority to provide insurance and reinsurance against loss or damage arising out of any risk from the operation of a domestic or foreign aircraft. Establishes within the FAA a working group to make recommendations for the realignment of FAA services and facilities to assist in the transition to next generation facilities.

Requires the Secretary to provide for the development and use of health care quality measures to measure the quality and efficiency of health care that patients receive. Extends health information privacy requirements to an operator of a health information electronic database. Gives individuals the right to inspect and obtain a copy of their protected health information stored in electronic format. Directs the Comptroller General to report on the circumstances in which it is necessary and workable to require that individuals be notified if their individually identifiable health information is wrongly disclosed. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality, to develop a Health Information Technology Resource Center.

Generations Invigorating Volunteerism and Education Act or the GIVE Act - Amends the National and Community Service Act of 1990 (NSCA) and the Domestic Volunteer Service Act of 1973 (DVSA) to revise the programs under such Acts and reauthorize appropriations for such programs through FY2012. Revises under NSCA: (1) the School-Based and Community-Based Service-Learning programs and Higher Education Innovative Programs for Community Service, also known as Learn and Serve programs; (2) National Service Trust programs, also known as AmeriCorps; (3) the National Civilian Community Corps (NCCC); and (4) the Investment for Quality and Innovation program. Authorizes new Summer of Service programs, within School-Based Learn and Serve programs, that provide certain elementary and secondary school students with summer community service-learning projects for which they earn educational awards. Eliminates the current Community-Based Learn and Serve programs. Gives special consideration to minority institutions of higher education (IHEs) in funding Higher Education Innovative Programs for Community Service. Establishes a new Learn and Serve program, Innovative Service-Learning Programs and Research, providing matching fixed-term grants to states, nonprofit organizations, and IHEs to: (1) provide community service-learning opportunities to elementary and secondary, college, and graduate students; and (2) research and evaluate service-learning. Includes among eligible AmeriCorps programs: (1) an E-corp program increasing community access to technology; (2) a program engaging citizens in public safety, health, and emergency preparedness services; (3) a youth mentoring program; and (4) the Education Awards Only program. Increases National Service educational awards for AmeriCorps, NCCC, and Volunteers in Service to America (VISTA) participants. Includes among needs to be met under the NCCC program, disaster relief, infrastructure improvement, environmental and energy conservation, and urban and rural development. Establishes a National Office of Outreach and Recruitment in the Corporation for National and Community Service. Establishes matching fixed grant Innovative and Model Program Support programs within the Investment for Quality and Innovation program that include service programs for disadvantaged youth. Eliminates federal funding for the Points of Light Foundation. Revises under DVSA: (1) the VISTA program; and (2) the National Senior Service Corps (Senior Corps), including the Retired and Senior Volunteer program (RSVP), the Foster Grandparent program, and the Senior Companion program. Gives priority in VISTA participant selection to disadvantaged youth and retired adults of any profession. Authorizes new VISTA programs, providing grants for programs of national significance that provide poor and rural communities with: (1) financial literacy and planning; (2) before-school and after-school services; (3) community economic development initiatives; (4) assistance to veterans and their families; and (5) health and wellness services. Eliminates the VISTA Literacy Corps, University Year for VISTA, and Literacy Challenge Grant programs. Raises the minimum and maximum stipend provided to VISTA participants. Prioritizes RSVP projects in education, health and wellness, youth crime prevention, public safety, emergency management and relief, and access to technology. Makes anyone 55 years of age or older eligible as Senior Corps volunteers. Authorizes stipends to Foster Grandparent and Senior Companion program volunteers whose income does not exceed 200% of the poverty level. Includes among the programs eligible for Senior Corps funding those addressing energy conservation, the environment, and homeland security. Expresses the sense of the Congress that the number of AmeriCorps, VISTA, and NCCC participants should reach 100,000 by 2012.

Passenger Vehicle Loss Disclosure Act - Directs the Secretary of Transportation to require all insurers and self-insurers of passenger motor vehicles to disclose to the public, in a commercially reasonable, electronically accessible manner, for each passenger motor vehicle declared or determined to be a total loss: (1) the vehicle identification number and odometer reading; (2) the date of and primary reason for the total loss determination; and (3) whether the airbags deployed.

Gulf Coast Housing Recovery Act of 2007

Gulf Coast Housing Recovery Act of 2007 - Requires the Administrator of the Federal Emergency Management Agency (FEMA) to allow specified uses by Louisiana of certain funds under the Road Home Program. Requires state reports, made public on the Internet, on each state grant program for household assistance programs funded with community development block grant (CDBG) disaster assistance. Directs the Secretary of Housing and Urban Development (HUD) to require Louisiana to make certain funds available for specified community development pilot programs in Orleans and other parishes. Authorizes additional funds for the Road Home Program. Permits a state or locality to use, as a matching requirement, share, or contribution for any other federal program, certain CDBG funds previously made available for disaster relief, long-term recovery, and infrastructure restoration in major disaster areas affected by Hurricane Katrina, Rita, or Wilma. Authorizes appropriations to HUD, via FEMA, of certain Hurricane-related unobligated disaster relief funds to reimburse metropolitan cities and urban counties for amounts used to provide rental housing assistance to hurricane-evacuated families. Directs the Secretary to provide for an independent survey of public housing residents of New Orleans about returning to a repaired public housing or comparable dwelling unit. Sets a deadline for the Housing Authority of New Orleans (Authority) to make a certain number of dwelling units available for occupancy. Grants a right of return to previous public housing households. Prohibits the Authority from: (1) preventing such households from occupying a replacement dwelling unit, except as prohibited by federal law; or (2) demolishing or disposing of any public housing dwelling unit operated or administered by it (including any uninhabitable unit), except pursuant to a HUD-approved replacement plan. Requires the Secretary to report to certain congressional committees on all public housing projects in the Katrina or Rita disaster areas for which plans exist to transfer ownership to other entities or agencies. Authorizes appropriations for repair and rehabilitation of the Authority's public housing. Extends through June 30, 2008, the HUD Disaster Voucher Program and the Secretary's authority to waive specified requirements related to section 8 rental assistance. Provides for: (1) tenant replacement vouchers for all lost units; (2) voucher assistance for households receiving FEMA assistance, including residents of FEMA trailers; (3) voucher assistance for supportive housing; (4) waiver of limitations on project-basing of vouchers; (5) preservation of project-based housing assistance payments contracts for dwelling units damaged or destroyed; and (6) reimbursement to landlords for damages resulting from abrogation by FEMA of commitments entered into under the city lease program. Prohibits the HUD Secretary from denying conveyance of property title to HUD and payment of hazard or flood insurance benefits in specified circumstances. Establishes within HUD an FHA-New Orleans Homeownership Opportunities Initiative. Authorizes appropriations for the fair housing initiatives program. Directs the Comptroller General to study and report to Congress on methods of improving distribution of federal housing funds to assist states with hurricane recovery. Commends the actions and efforts by individuals and organizations who contributed to the hurricane relief effort.

Max Cleland Minority Serving Institution Digital and Wireless Technology Opportunity Act - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Travel Promotion Act of 2007

Travel Promotion Act of 2007 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, counter and correct misperceptions regarding U.S. travel policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Requires the transfer of Treasury funds to the Corporation, requiring nonfederal matching funds. Authorizes the U.S. government, if a fully automated electronic system is implemented to determine, in advance of travel, the eligibility of an alien to travel to the United States, to charge an applicant a system use fee. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board, provided industry members approve by majority vote in a referendum. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by the Under Secretary of Commerce for Travel Promotion. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.

Biofuels Research and Development Enhancement Act - Directs the Secretary of Energy (Secretary) to establish an technology transfer center to make information available on research, development, and commercial application of technologies related to biofuels and biorefineries, including: (1) biochemical and thermochemical conversion technologies to make fuels from lignocellulosic feedstocks; (2) biotechnology processes that emphasize enzyme-based processing systems; and (3) other advances to enable biofuel development. Amends the Energy Policy Act of 2005 to instruct the Secretary to implement a research, development, and demonstration program relating to: (1) existing transportation fuel distribution infrastructure and new alternative distribution infrastructure, focusing on the physical and chemical properties of biofuels and prevention of or mitigation against certain adverse impacts; (2) bioresearch centers located in Petroleum Administration for Defense Districts, with a focus on biofuels; and (3) increased energy efficiency and reduced energy consumption in biorefinery facilities. Directs the Secretary to make grants for research, development, demonstration, and commercial application of biofuel production technologies in states with low rates of ethanol production and of cellulosic biomass ethanol. Requires the Secretary to study and report to Congress on: (1) research and development challenges in increasing to 5% biodiesel fuel sold in the United States; (2) the feasibility of increasing domestic consumption of ethanol-blended gasoline with specified levels of ethanol; (3) whether optimizing flexible fueled vehicles to use E-85 fuel would increase their fuel efficiency; and (4) the effects of biodiesel upon engine durability.

Reclamation Water Settlements Fund Act of 2007 - Establishes in the Treasury a Reclamation Water Settlements Fund. Requires the Secretary of the Treasury, for each of the ten years after enactment of this Act, to deposit in such Fund an amount equal to 30% of the revenues generated within the external boundaries of New Mexico that would otherwise be deposited in a reclamation fund established by the Act of June 17, 1902. Instructs the Secretary of the Treasury, upon request of the Secretary of the Interior, to transfer to such Secretary such amounts in the Fund as are necessary to fund any activities of the Bureau of Reclamation related to Indian water rights settlements in New Mexico that are approved by Congress and that are associated with the planning, designing, or construction of: (1) water supply infrastructure; or (2) a project to rehabilitate a water delivery system to conserve water.

Urges the government of the Islamic Republic of Pakistan to end cross-border terrorism by dismantling the terrorist infrastructure on territory under its control, so that all Kashmiris can live, work, and worship in peace. Encourages the government of the Republic of India and the state government of Jammu and Kashmir to ensure that Kashmiri Pandits are treated with respect and are able to safely return to Kashmir.
