Automated Mobility Act of 2018 This bill establishes within the Department of Transportation (DOT) the position of Assistant Secretary of Automated Mobility with duties that include coordinating federal agency efforts to test and deploy automated vehicles. DOT shall submit to Congress a five-year plan to, among other things: (1) adapt federal vehicle safety standards and infrastructure to accommodate automated vehicles; (2) evaluate the readiness of the federal interstate highway system to accommodate automated vehicles; (3) establish a framework for automated vehicle safety assurance; (4) develop uniform standards for, and procedures to test, automated vehicles and automated driving software; and (5) adapt existing safety oversight authority and enforcement capabilities to accommodate automated vehicles.

Utilizing Significant Emissions with Innovative Technologies Act or the USE IT Act This bill amends the Clean Air Act to require the Environmental Protection Agency (EPA) to establish: (1) a competitive prize program for certain technology projects that capture carbon dioxide directly from the air, and (2) a Direct Air Capture Technology Advisory Board to advise the EPA on carrying out the program. The EPA must: (1) carry out a research and development program for carbon dioxide utilization to promote technologies that transform carbon dioxide generated by industrial processes into a product of commercial value, and (2) support activities relating to carbon dioxide utilization by providing technical and financial assistance. The bill amends the Fixing America's Surface Transportation Act to apply the Act's accelerated environmental review and permitting procedures to the construction of infrastructure that captures, utilizes, or sequesters carbon dioxide and the construction of carbon dioxide pipelines. The Council on Environmental Quality (CEQ) must publish guidance to: (1) facilitate reviews associated with the deployment of carbon capture, utilization, and sequestration projects and carbon dioxide pipelines; and (2) support the efficient, orderly, and responsible development of such projects and pipelines. The CEQ must also establish at least two task forces to identify permitting challenges that permitting authorities and project developers and operators face and improve the performance of the permitting process and regional coordination.

Water Infrastructure Improvement Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow municipalities to develop a plan that integrates wastewater and stormwater management. A permit for a municipal discharge under the national pollutant discharge elimination system that incorporates an integrated plan may integrate all requirements under the Act addressed in the plan. Those permits may include a schedule of compliance that allows actions for meeting water quality-based effluent limitations to be implemented over more than one permit term if the compliance schedules are authorized by state water quality standards. The bill establishes an Office of the Municipal Ombudsman in the Environmental Protection Agency (EPA) to provide: (1) technical assistance to municipalities seeking to comply with the Clean Water Act, and (2) information to the EPA to ensure that agency policies are implemented by all EPA offices. The EPA must promote the use of green infrastructure (i.e., measures that mimic natural processes to store, reuse, or reduce stormwater).

This bill directs the Coast Guard to prescribe regulations to require operators of amphibious passenger vessels to provide reserve buoyancy for such vessels through passive means, including watertight compartmentalization, built-in flotation, or other means, to ensure that such vessels remain afloat and upright in the event of flooding, including when carrying a full complement of passengers and crew. The bill sets forth interim requirements for vessels that are not in compliance with the regulations. The bill prohibits vessels whose configuration or operation does not comply with the regulations or interim requirements from operating on U.S. waterways.

Limousine Safety Modernization Act This bill modifies the definition of "manufacturer" in motor vehicle safety provisions of federal transportation law to include a person who alters a motor vehicle that has already been purchased by the first purchaser by increasing the wheelbase of the vehicle so that it has increased seating capacity (e.g., a limousine manufacturer). A "first purchaser" means the first purchaser of a motor vehicle or motor vehicle equipment other than for resale.

Early Warning Reporting System Improvement Act of 2018 This bill expands early warning reporting requirements for manufacturers of motor vehicles and motor vehicle equipment. It requires such manufacturers to provide additional information on accidents that involve a serious injury or fatality and on settlements in civil actions that restrict disclosure of information. The bill requires the Department of Transportation (DOT) to make certain improvements to the publicly accessible vehicle safety databases of the National Highway Traffic Safety Administration. It also requires DOT to provide public notice of each inspection or investigation related to motor vehicle accidents and make notices relating to enforcement actions available online.

Animal Disease and Disaster Prevention, Surveillance, and Rapid Response Act of 2018 This bill establishes the Animal Disease and Disaster Prevention, Surveillance, and Rapid Response Program within the Department of Agriculture (USDA) to support activities to prevent, detect, and rapidly respond to animal pests and diseases affecting the economic interests of the livestock industry and related U.S. industries. The bill also establishes a National Livestock Vaccine Bank within USDA to leverage, as appropriate, the mechanisms and infrastructure that have been developed for the management, storage, and distribution of the National Veterinary Stockpile. The vaccine bank must maintain a sufficient quantity of animal vaccine, antiviral, or therapeutic products: (1) to appropriately respond to the most damaging animal diseases affecting human health and the economy, and (2) be capable of deployment within 24 hours of an outbreak of the animal disease.

Enhancing State Energy Security Planning and Emergency Preparedness Act of 2018 This bill amends the Energy Policy and Conservation Act to provide financial assistance to states for the development, implementation, review, and revision of a state energy security plan that assesses the state's existing circumstances and proposes methods to strengthen the ability of the state to have a reliable, secure, and resilient energy infrastructure. A state energy security plan must contain specified content, including a risk assessment of energy infrastructure and cross-sector interdependencies, and address potential hazards to each energy sector or system, including physical threats and cybersecurity threats.

Miranda Vargas School Bus Driver Red Flag Act or Miranda's Law This bill directs the Federal Motor Carrier Safety Administration to issue a final rule requiring the implementation of a national employer notification service that states may access. Preventing Pollution through Partnerships Act or the P3 Act This bill amends the Internal Revenue Code to allow state and local governments to issue green infrastructure bonds as tax-exempt private activity bonds. The bonds are not subject to the state volume caps that apply to certain tax-exempt private activity bonds. A green infrastructure bond must be issued as part of an issuance that requires 95% or more of the net proceeds to be used to develop, carry out, or certify approved green infrastructure projects. The approved projects are to construct, rehabilitate, maintain, or repair green infrastructure that has been certified by the state in which the project is located as effectively addressing nonpoint source pollution. "Green infrastructure" is infrastructure that preserves, enhances, or mimics natural infiltration, evapotranspiration, or capture of storm water.

Securing and Revitalizing Aviation Act of 2018 or the SARA Act of 2018 This bill authorizes the National Transportation Safety Board, in the case of an application for the issuance of an airman certificate, to review a denial that may not be considered a final denial by the Federal Aviation Administration (FFA) when the FAA has twice reconsidered the application and sustained a previous denial of that application. An airman may voluntarily surrender an airman medical certificate for cancellation at any time, unless the certificate is subject to a FAA order at the time of the voluntary surrender. The FAA shall review the process of reserving aircraft registration numbers and enact appropriate changes to ensure the fair participation by the general public, including the implementation of readily available software to prevent any computer auto-fill systems from reserving aircraft registration numbers in bulk. Any person who holds a seaplane rating from the FAA and successfully completes a free online education course on aquatic invasive species mitigation that is acceptable to the Department of the Interior may hold themselves out to the public as qualified to inspect aircraft for aquatic invasive species and to take action to mitigate the spread of aquatic invasive species. The bill amends the FAA Extension, Safety, and Security Act of 2016 to modify FAA tower marking requirements. The bill limits civil liability for certain individuals designated as representatives of the FAA, except for intentional or fraudulent misconduct.

Clean Water Through Green Infrastructure Act This bill requires the Environmental Protection Agency (EPA) to provide grants to eligible higher education institutions and research institutions to establish and maintain between three and five centers of excellence for innovative stormwater control infrastructure, which is any green stormwater management technique that: (1) uses natural systems or engineered systems that mimic natural processes to infiltrate, evapotranspire, or capture stormwater; and (2) preserves, enhances, or mimics natural hydrology to protect or restore water quality. One of the centers must be the national electronic clearinghouse center and operate a website and a public database on the infrastructure. In addition, the EPA must provide grants to state, tribal, or local governments or entities that manage stormwater, drinking water resources, or wastewater resources for innovative stormwater control infrastructure projects. The EPA must ensure that: (1) EPA's Office of Water, Office of Enforcement and Compliance, Office of Research and Development, and Office of Policy promote the use of the infrastructure in, and coordinate the integration of, permitting programs, planning efforts, research, technical assistance, and funding guidance; and (2) the Office of Water supports establishing innovative financing mechanisms in the implementation of the infrastructure. The EPA must: (1) direct each EPA regional office to promote and integrate the use of the infrastructure within the region, and (2) promote sharing information about the infrastructure approaches. The EPA must establish the innovative stormwater control infrastructure portfolio standard of voluntary, measurable goals to increase the percentage of annual water managed by entities that use the infrastructure.
