Allow police to take more measures when pursuing stolen motorcycles.

Summary

We want the police to be able to take more action when in pursuit of stolen motorcycles. This includes, but is not limited to, maneuvers that result in the thieves being knocked off the motorcycle. Currently police cannot attempt to pursue motorcycle thieves if the rider or riders pose a danger to themselves. We believe strongly that the thieves have decided that riding dangerously without the correct protective gear is their own choice and therefore and injury or deaths that occur are due to the thieves' own negligence and not the fault of the police. Motorcycle thefts are extremely common and this is partly because thieves know that the police won't be able to do anything against them.
