HAMDT 247 (102nd)

Amendment in the nature of a substitute is identical to the bill, which prohibits employers from hiring permanent replacements for workers who engage in economic strikes, except that it clarified that the bill does not cover non-union workplaces. It restricts coverage only to strikes involving a union that is certified by the National Labor Relations Board (NLRB), recognized specifically by the employer, supported by 50% plus one of the workforce, and that waited 30 days after filing for a representational election by the NLRB before striking.
