HAMDT 378 (104th)
An amendment (printed as amendment No. 27 in the Congressional Record of May 9) to modify the formula for allocating federal funds for sewage treatment plant construction. The amendment would retain the bill's method of allocating funds based on a state's population size and sewage treatment needs, but the amendment would eliminate the provisions in the bill which place a 10% cap on the amount of change each state's allocation may increase or decrease, relative to existing funding levels.
