A substitute amendment to the Levitas amendment. The amendment retains the regulations for protection of trade secrets and other information struck by the Levitas amendment, except for the parts pertaining to "Innovative Methods and Technology." It also strikes other parts of the bill that deal with limiting access to information on innovative methods and technology.
