An amendment consisting of 3 amendments made in order by the rule, offered en bloc, to do the following: 1. Provide the Board of Directors with the authority to review and amend the regulations it promulgates; 2. Change the bill's language regarding rulemaking to state that the Board of Directors will propose regulations "to implement the requirements of the law." 3. Require the Board to promulgate new regulations within sixty days of disapproval of regulations by concurrent resolution.
