To provide additional Federal assistance to States for the purposes of enhancing law enforcement and criminal justice systems in regions that suffer from high rates of violent crime or face particular violent crime problems that warrant Federal assistance and developing and implementing multijurisdictional strategies to respond to and prevent violent crime.
