Summary

Constitutional Amendment - States that no grand jury may present or indict or otherwise hold any person to answer for any crime against the United States. Provides that a presentment or indictment of a grand jury shall shall be required in order to hold any person to answer for any crime against the United States but no person may be so held except pursuant to an information signed by the attorney for the Government and stating the essential facts of the crime charged.
