To amend title 23, United States Code, to permit a maximum speed limit of 65 miles per hour on any highway within a State's jurisdiction located outside an urbanized area, and for other purposes.

Summary

Prohibits the Secretary of Transportation from approving certain highway-related projects in any State which has a maximum speed limit on any highway within its jurisdiction located: (1) inside an urbanized area of 50,000 or more in excess of 55 miles per hour (MPH); or (2) outside an urbanized area of 50,000 or more in excess of 65 MPH.
