Summary
Prohibits any franked mass mailings of an incumbent Member of the House of Representatives who is a candidate for such office from containing: (1) any picture other than one photograph in the masthead; (2) more than 16 personal references to the incumbent; (3) any content that is not related to legislation or legislative activity; or (4) any personal reference to the incumbent (other than in the masthead) in type greater in size than 14-point type.
