Secure Travel and Counterterrorism Partnership Act - Expresses the sense of Congress that the United States should expand the visa waiver program to nationals of foreign countries that are allies in the war on terrorism. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to establish a pilot program to expand the visa waiver program for up to five new countries that are are cooperating with the United States on security and counterterrorism matters. Requires a country, prior to participation, to conclude a counterterrorism and security information sharing agreement with the United States. Authorizes: (1) a country to participate for an initial three-year period, with an additional two-year extension; and (2) the Secretary to terminate a country's participation for program noncompliance. Directs the Secretary to develop and implement procedures to improve the manner of calculating visa overstay rates.

Hospital Payment Improvement and Equity Act of 2006 - Directs the Secretary of Health and Human Services to establish a process under which a hospital may appeal its wage index classification under title XVIII (Medicare) of the Social Security Act and select another area within the state (or, at the Secretary's discretion, within a contiguous state) to which to be reclassified. Prescribes special rules for: (1) a competitively disadvantaged hospital in a single-hospital Metropolitan Statistical Area (MSA) surrounded by rural counties; and (2) rehabilitation hospitals and rehabilitation units.

Iran Freedom Support Act - States that: (1) specified U.S. sanctions, controls, and regulations with respect to Iran shall remain in effect. Authorizes the President to terminate such sanctions in whole or in part upon congressional notification; and (2) nothing in this Act shall affect sanctions, controls, or regulations relating to Iranian support of international terrorism. Amends the Iran and Libya Sanctions Act of 1996 to: (1) eliminate mandatory sanction provisions respecting Libya; (2) impose mandatory sanctions on a person or entity that aids Iran acquire or develop weapons of mass destruction or destabilizing types and numbers of conventional weapons; (3) require that Iran be determined to pose no significant threat to U.S. national security, interests, or allies in order to lift sanctions against entities investing in Iran's petroleum industry; (4) extend the sunset provision; and (5) rename such Act as the Iran Sanctions Act of 1996. Authorizes the President to provide financial and political assistance to eligible foreign and domestic individuals and groups that support democracy in Iran. Expresses the sense of Congress that it should be U.S. policy to: (1) not bring into force an agreement for cooperation with the government of any country that is assisting the nuclear program of Iran or transferring advanced conventional weapons or missiles to Iran; and (2) support independent human rights and peaceful pro-democracy forces in Iran. Includes money laundering activities involved in the proliferation of weapons of mass destruction or missiles in the federal provisions regulating certain monetary transactions.

Transit System Flexibility Protection Act of 2006 - Authorizes the Secretary of Transportation to make public transportation formula grants for operating costs of equipment and facilities for use in public transportation in an urbanized area with a population of more than 200,000 if such public transportation system operates fewer than 100 buses on fixed route service during peak hours.

RU-486 Patient Health and Safety Protection Act - Requires the Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, to modify the conditions of approval of the new drug application for mifepristone (commonly referred to as RU-486, marketed as Mifeprex) to establish the additional restriction that the drug may not be prescribed or administered by any person other than a licensed physician who: (1) is qualified to personally handle complications resulting from an incomplete abortion or ectopic pregnancy; (2) has been trained to perform surgical abortions and has met all current applicable legal requirements to perform such abortions; (3) is qualified for ultrasound dating of pregnancy and detecting of ectopic pregnancy; (4) has completed a program regarding the prescribing of such drug that uses a curriculum approved by the Secretary; (5) has admitting privileges at a hospital to which the physician can travel in one hour or less; and (6) has been trained to recognize and treat afebrile infections. Requires the Secretary to establish guidelines for the review and approval of such curriculum and for such training. Directs the Secretary to require that information provided to patients in connection with the prescription of the drug include additional strongly worded warnings: (1) regarding the nature of life-threatening afebrile infections and instructions on how to recognize such infections; and (2) against all possible deviations from FDA-approved methods of administration. Prohibits a physician from deviating from FDA-approved methods of administration of such a drug.

Amends the Internal Revenue Code to allow certain full-time students to live in housing units eligible for the low-income housing tax credit if they are: (1) single parents with children; (2) married and filing a joint return; or (3) adult students fulfilling the requirements for a high school diploma. Exempts any individual under the age of 19 years who attends kindergarten through grade 12 from classification as a full-time student for purposes of the tax credit.

Empower America: Securing America's Energy Future Act of 2006 - Coal-to-Liquid Fuel Promotion Act of 2006 - Amends the Energy Policy Act of 2005 to make eligible for Department of Energy (DOE) loan guarantees any large-scale coal-to-liquid facilities that use domestic coal resources to produce at least 10,000 barrels a day of liquid transportation fuel. Directs the Secretary of Energy (Secretary) to establish a coal-to-liquid facilities loan program. Instructs the Secretary of the Treasury to transfer funds to the Secretary for a clean coal power initiative. Gas Petroleum Refiner Improvement and Community Empowerment Act, or the Gas PRICE Act - Obligates the Secretary of Commerce and the Administrator of the Environmental Protection Agency (EPA) to take specified steps to streamline the petroleum refinery permitting process. Deep Ocean Energy Resources Act of 2006 - Sets forth actions under the Outer Continental Shelf Lands Act (OCSLA) with respect to oil and natural gas production from leased tracts within the Outer Continental Shelf (OCS), especially the sharing of OCS receipts with neighboring states. Rigs to Reefs Act of 2006 - Revises OCSLA to direct the Secretary of the Interior to issue regulations for authorizing use of a decommissioned offshore oil and gas platform or other facility for an artificial reef, scientific research, or any other authorized use. Federal Energy Natural Resources Enhancement Fund Act of 2006 - Institutes a Federal Energy Natural Resources Enhancement Fund. Energy and Mineral Schools Reinvestment Act - Instructs the Secretary of the Interior to provide funds to historic and existing state-chartered recognized petroleum or mining schools and related institutions. National GEO Fund Act of 2006 - Creates a National Geo Fund for grants to support geothermal and geopressure oil and gas energy production, as well as a new program for fuel production from strategic unconventional resources and oil and gas resources using CO2 enhanced recovery. Arctic Coastal Plain Domestic Energy Security Act of 2006 - Keeps specified areas in the Coastal Plain of Alaska, including the Sadlerochit Spring Area, separate from oil and natural gas leasing activity for purposes of environmental, wildlife, and cultural management. Requires the Secretary of the Interior to establish a competitive and environmentally sound oil and gas leasing program on the Coastal Plain. Specifies lease terms and related requirements. Amends the Energy Policy Act of 2005 and Biomass Research and Development Act of 2000 to fund biomass and other renewable energy resource research and development. Directs the Secretary of Energy to conduct an electric drive transportation technology research, development, demonstration, and commercial application program. Amends the Internal Revenue Code to: (1) allow an income tax credit for qualified teleworking expenses; and (2) exclude employer-provided computer equipment from gross income as a fringe benefit. Corporate Average Fuel Economy Reform Act of 2006 - Amends federal transportation law to require the Secretary of Transportation to revise average fuel economy standards for passenger automobiles. Amends the Energy Policy Act of 2005 to provide funding for the Advanced Building Efficiency Testbed and energy efficient public building programs, and the energy efficiency public information initiative. Gasoline Consumer Anti-Price-Gouging Protection Act - Prohibits suppliers from selling gasoline or petroleum distillates at unjustifiably increased prices in areas where the President or the Federal Trade Commission has proclaimed an emergency owing to an abnormal market disruption. Prescribes civil and criminal penalties. Amends the Internal Revenue Code to extend the excise tax credit for coal-to-liquids, the alternative motor vehicle credit, biodiesel income and excise tax credits, the investment tax credit with respect to solar energy property and qualified fuel cell property, the credit for production of natural gas, and the credit for residential energy efficient property. Extends specified tax incentives to encourage cellulosic ethanol production and the renewable electricity production credit. Amends the Clean Air Act to revise the authority of the EPA Administrator to make boutique fuel reductions.

Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Terrorism Prevention Act of 2006 - Amends the federal criminal code to impose criminal penalties for providing material support or resources to a perpetrator of international terrorism, or to a family member of or other person associated with such perpetrator, with the intent to facilitate, reward, or encourage international terrorism. Increases criminal penalties for providing material support or resources to terrorists and foreign terrorist organizations and for receiving military-type training from a foreign terrorist organization. Denies federal benefits to individuals convicted of a federal crime of terrorism. Classified Information Procedures Reform Act of 2006 - Amends the Classified Information Procedures Act (CIPA) to: (1) allow interlocutory appeals from any order for access to classified information (currently, appeals lie only from orders entered under CIPA); (2) require courts to grant certain ex parte government requests for CIPA protective orders; and (3) restrict access to classified information obtained from nondocumentary sources. Amends the federal criminal code to: (1) prohibit hoaxes relating to terrorist offenses; (2) increase penalties for hoaxes about the death, injury, or capture of a member of the Armed Forces (U.S.); (3) include threats against a corporation or governmental entity in the crime of mailing threatening communications; (4) modify provisions relating to terrorist murders, kidnappings, and assaults; (5) impose criminal penalties for terrorist offenses resulting in death; (6) authorize the death penalty for certain terrorist crimes; and (7) increase penalties for false statements or obstruction of justice involving international or domestic terrorism. Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to make certain notification requirements under such Act inapplicable to individuals seeking immigration benefits.

Animal Enterprise Terrorism Act - Amends the federal criminal code to revise criminal prohibitions against damaging or interfering with the operations of an animal enterprise to include threats of death or serious bodily injury against individuals (or their family members or, spouse, or intimate partner) who are involved with animal enterprises. Expands monetary and criminal penalties for such crimes. Requires restitution for certain economic losses. Modifies the definition of "animal enterprise" to include: (1) an enterprise that uses or sells animals or animal products for profit for educational purposes; and (2) an animal shelter, pet store, breeder, or furrier. Provides that expressive conduct (including picketing or other peaceful demonstration) protected by the First Amendment is not prohibited by this Act.

Court and Law Enforcement Officers Protection Act of 2006 - Amends the federal criminal code to: (1) impose mandatory minimum terms of imprisonment for homicide, manslaughter, and kidnapping crimes against federal judges and law enforcement officers; (2) allow federal judges, U.S. attorneys, and Justice Department employees to carry firearms; (3) increase penalties for assaults against U.S. employees and officers and impose mandatory minimum terms of imprisonment for assaults against federal judges or law enforcement officers; and (4) impose mandatory minimum penalties for retaliating against a federal judge or law enforcement officer on account of the performance of official duties by murdering, kidnapping, assaulting, or threatening a family member. Places limits on the award of civil damages and attorney's fees against judicial officers for injuries incurred by an individual during the commission of a felony or crime of violence. Police Officer Daniel Faulkner Act of 2006 - Amends the federal judicial code to place limits on habeas corpus petitions for review of a state conviction for the murder of a public safety officer or judge engaged in the performance of official duties.

Assisted Suicide Prevention Act of 2006 - Amends the Controlled Substances Act to prohibit medical practitioners from using a controlled substance for the purpose of assisting suicide or causing the death of any person. Provides that dispensing, distributing, or administering a controlled substance to alleviate pain or discomfort in the usual course of professional practice consistent with public health and safety is a legitimate medical purpose, even if the use of such substance may increase the risk of death.

Congressional Commission on the Abolition of Modern-day Slavery Act - Defines "modern-day slavery." Establishes a congressional Commission on the Abolition of Modern-day Slavery which shall: (1) study matters relating to modern-day slavery, including vulnerabilities of commonly affected populations; (2) study the roles of the rule of law, lack of enforcement, and corruption within international law enforcement institutions that allow the proliferation of modern-day slavery; (3) review relevant governmental programs; and (4) convene additional experts from nongovernmental organizations as part of the Commission's review. States that the Commission shall seek to promote goals of: (1) providing a comprehensive evaluation of best practices to prevent modern-day slavery, to rescue and rehabilitate its victims, and to prosecute traffickers and increase accountability within countries; (2) identifying countries which provide the greatest opportunity for abolition of modern-day slavery specific to U.S. involvement; (3) examining the economic impact on communities and countries that demonstrate measured success in fighting modern-day slavery; and (4) increasing education and awareness about modern-day slavery.
