Summary

Energy Security Policy Act of 1987 - Requires the President to submit recommendations to the Congress regarding a national energy security policy within 90 days after the date of enactment of this Act. Requires that such policy include action necessary to protect the United States from the threat of excessive dependence on foreign oil imports. Amends the Tariff Schedules of the United States to: (1) increase the duties on imported petroleum; (2) impose an additional variable import duty on such petroleum; and (3) subject motor fuel blending stock to import duties.
