Summary

Amends the Federal criminal code to direct the U.S. Sentencing Commission to amend existing sentencing guidelines to require that, if the child victim of a kidnapping has not been released or recovered within 30 days after the abduction, the minimum sentence would be increased by 19 levels (i.e., to life imprisonment).
