Summary

Caribbean-Central America Higher Education Act - Requires the President to invite certain Caribbean and Central American countries (participant countries) to participate with the United States in the establishment of the Institute for Caribbean and Central America Higher Education. Expresses the sense of the Congress that the Institute should: (1) be an educational center for sharing experiences in faculty development and university administration and developing proposals for improving the universities of the participant countries; (2) encourage persons associated with universities in the participant countries to participate in the Institute; (3) consult with U.S. institutions of higher education which offer programs of study in faculty development or university administration; (4) be administered by persons associated with either the university systems of the participant countries or U.S. institutions of higher education; and (5) be located at a specified university in Jamaica. Directs the President to encourage increased enrollment by individuals from participant countries in faculty development or university administration programs in the United States. Sets forth the President's duties with respect to such individuals. Authorizes appropriations for FY 1986 through 1989 to carry out this Act.
